Abstract

Purpose

The increased flexibility in urban planning practice under neoliberal policies had impacts on urban aesthetics, such as causing cities to lose their unique character and identity, especially in developing countries. However, importance of the control and management of aesthetics has not been adequately addressed in the current planning legislations in the literature. Conventional legislation devices (such as zoning ordinances, building codes, etc.) provide little effect on aesthetic control for the flexible planning era. The aim of the study is to examine how a supplementary legal tool (a checklist) can be developed to provide urban aesthetics control and management for a city under neo-liberal influences by taking into consideration the relationship between urban environmental aesthetics and related legal regulations.

Design/methodology/approach

The research focusses on the Istanbul case. In this study, the aesthetic parameters with factor analysis using urban design parameters that affecting urban aesthetics are determined, how inclusion into the planning laws and regulations of these aesthetic parameters are examined and a checklist for aesthetics control and management are proposed.

Findings

The findings reveal that although there are different and fragmented legal sources that directly or indirectly deal with the aesthetic control and management for urban design and there is a lack of a supplementary legal tool as control management.

Originality/value

Checklists in the aesthetic control area can be a practical legal tool, which can establish a routine by giving proper attention to aesthetic quality and its related parameters of planning for all developing countries under the influence of neoliberal policies.

Abstract

Purpose

Because of the use of digital technologies in smart cities, municipalities are increasingly facing issues related to urban data management and are seeking ways to exploit these huge amounts of data for the actualization of data driven services. However, only few studies discuss challenges related to data driven strategies in smart cities. Accordingly, the purpose of this study is to present data driven approaches (architecture and model), for urban data management needed to improve smart city planning and design. The developed approaches depict how data can underpin sustainable urban development.

Design/methodology/approach

Design science research is adopted following a qualitative method to evaluate the architecture developed based on top-level design using a case data from workshops and interviews with experts involved in a smart city project.

Findings

The findings of this study from the evaluations indicate that the identified enablers are useful to support data driven services in smart cities and the developed architecture can be used to promote urban data management. More importantly, findings from this study provide guidelines to municipalities to improve data driven services for smart city planning and design.

Research limitations/implications

Feedback as qualitative data from practitioners provided evidence on how data driven strategies can be achieved in smart cities. However, the model is not validated. Hence, quantitative data is needed to further validate the enablers that influence data driven services in smart city planning and design.

Practical implications

Findings from this study offer practical insights and real-life evidence to define data driven enablers in smart cities and suggest research propositions for future studies. Additionally, this study develops a real conceptualization of data driven method for municipalities to foster open data and digital service innovation for smart city development.

Social implications

The main findings of this study suggest that data governance, interoperability, data security and risk assessment influence data driven services in smart cities. This study derives propositions based on the developed model that identifies enablers for actualization of data driven services for smart cities planning and design.

Originality/value

This study explores the enablers of data driven strategies in smart city and further developed an architecture and model that can be adopted by municipalities to structure their urban data initiatives for improving data driven services to make cities smarter. The developed model supports municipalities to manage data used from different sources to support the design of data driven services provided by different enterprises that collaborate in urban environment.

Abstract

Urban design has historically occupied the gap between architecture and planning. Although there have long been calls for the discipline to bridge this gap, urban design has continued to lean more heavily on design than planning. The efforts to revitalize downtown Toledo, a mid-western U.S. town experiencing steep economic decline, present a classic example of the potentially unfortunate results of this approach. Over the past three decades, there have been many attempts to revitalize the city, especially its downtown, by constructing several large public buildings, all within a few blocks of each other, all designed with little attention to each other or to the surrounding public spaces, and with a remarkable lack of civic engagement.

Responding to calls in the literature for inter-disciplinarity in urban design, and to the city's experience with urban design, the authors created a collaborative studio for architects and planners from two neighboring universities with two purposes: first, to establish a collaborative work environment where any design interventions would be firmly rooted in the planning context (i.e., to erase boundaries between architects and planners); second, to draw lessons from this experience for the practice and teaching of urban design.

Despite the difficulties of collaborating, architects and planners benefited from exposure to each other, learning about each other's work, as well as learning to collaborate. The interdisciplinary teams developed richer proposals than the architect-only teams. Finally, critical engagement with the community is essential to shaping downtown development.

Abstract

The concept of national fitness has promoted the construction and development of public sports. And how to effectively implement the layout of urban public sports planning has become a hot topic. Based on this, in the study, the layout and integration of the public sports cities in modern cities for the national fitness were mainly discussed. First of all, the research background of the planning and layout of public sports in modern cities under the concept of national fitness was expounded, and the development of urban public sports theory was briefly outlined. Then, the planning and layout of public fitness in modern cities were analyzed. Finally, through the planning and construction projects of public sports in modern cities, the design of public fitness corridor, community road and Sports Park was carried out. It is proved that the scientific and rational planning of sports cities can promote the development of the city.

Abstract

Purpose

The purpose of this paper we present a case study where the Swedish planning support system Citylab is applied to a Chinese case in Changzhou's Tianning District.

Design/methodology/approach

China's planning system is a vertical system based on policy development on the national level, policies which are to be implemented on local level. There is a gap between the ambitious central policies and the implementations on local levels. China is now exporting its planning model to other developing countries which makes it urgent to show examples of other strategies including more horizontal planning involving the public. The planning system in Sweden is based on a much more horizontal process. Therefore, the authors try to learn from Sweden's vertical planning system in the urban development environment of China.

Findings

A key message for policy makers in China is that systems like Citylab can play an important role in developing practical and scalable examples of more sustainable city districts. The paper concludes that a barrier for local sustainability planning in China is still lack of effective communication between local actors including the public.

Originality/value

The authors exemplified Changzhou Tianning District's practical exploration, thus proving the adapted Citylab method's practical operability. Based on the common problems faced by eco-city development in developing countries, the method framework of Citylab is applicable to other developing countries, with strong room for deduction and development.
