Abstract

Purpose

The purpose of this paper is to explore the role and challenges for Sri Lankan local governments in creating a disaster resilient built environment within urban Sri Lankan cities.

Design/methodology/approach

The paper is based on a literature review and a case study conducted in the Batticaloa city of Sri Lanka, supported by expert interviews among local and other government officials, policy makers, practitioners and academics who are engaged in disaster management and urban planning within the country.

Findings

The literature and empirical data reveal that local governments are facing a number of challenges in contributing to making cities resilient to disasters. Some of the issues that have emerged are inadequate financial and human resource capabilities; a lack of knowledge of disaster risks and vulnerabilities; the need for long‐term political commitment; a lack of focus on pre‐disaster planning; inadequate legislative authority; a lack of clear cut responsibilities and coordination among agencies; and a lack of involvement in major development activities, physical planning and regulation of land use. It is important to address these challenges faced by local governments in creating a disaster resilient built environment in a holistic manner to ensure effective disaster risk reduction within cities.

Research limitations/implications

The paper is based on partial findings of research which aims to explore and propose mechanisms to empower the Sri Lankan local governments to make cities more resilient to disasters, within the context of the built environment.

Originality/value

The paper identifies the weaknesses of the current institutional arrangements in place for creating a disaster resilient built environment in Sri Lanka and highlights the challenges faced by a local government in creating a disaster resilient built environment within a Sri Lankan city.

Abstract

Purpose

This research aims at making recommendations to empower the Sri Lankan local governments in creating a disaster resilient built environment. Disasters make a huge impact on the built environment. In turn, failure of the built environment can create significant impacts on social and economic activities. Thus, when moving towards safer cities, it is important to develop the built environment in such a way that it can withstand threats posed by natural disasters. Various stakeholders need to get involved in the process of making a disaster resilient built environment, of which the local governments need to play a critical role, as they are the closest government body to the local community. However, local governments are facing a number of challenges in responding to city resilience activities.

Design/methodology/approach

The research adopts case studies as its research strategy and investigates three cities in Sri Lanka which are potentially vulnerable to disasters. A number of expert interviews have also been conducted to supplement the case study findings.

Findings

The paper presents the challenges faced by the Sri Lankan municipalities in creating a disaster resilient built environment and provides recommendations to empower municipalities to effectively contribute to city resilience. The paper suggests amending policies related to establishment of municipal councils and disaster management to provide more authoritative powers for municipalities to effectively engage in city resilience building. Findings also revealed the importance of addressing financial and human resource issues, which were the main drivers of hindrance. Furthermore, all relevant urban development plans, risk maps, disaster resilient planning, construction and operation guidelines and resilient land use practices need to be integrated into existing planning and building regulations, and proper monitoring and control mechanisms have to be established to ensure compliance with the regulations. In doing so, it is important to raise awareness of council officials of disaster risks and resilient practices by way of organising educational programmes such as seminars and workshops. It is also suggested that municipal officials should be involved in national-level decision-making with regard to their local areas and to establish proper communication channels to exchange decision and information related to city resilience.

Research limitations/implications

The paper is based on case studies in three cities and a number of expert interviews, which are limited to the Sri Lankan context. Inputs from other cities from developed countries may further validate the recommendations.

Originality/value

The paper highlights the challenges faced by the local governments in creating a disaster resilient built environment within Sri Lankan cities and provides recommendations as to how the local governments could be empowered in creating a disaster resilient built environment within cities.

Abstract

Purpose

Although, a number of initiatives have been taken after the devastating Indian Ocean tsunami to institutionalise disaster risk reduction (DRR), gaps still exist in the Sri Lankan local government sector. Even after ten years, local governments are still struggling to overcome a number of challenges in relation to making resilience in the built environment. DRR has not yet been properly integrated into the local government system and, as a result, poses a significant challenge. Accordingly, the purpose of this paper is to discover the hindrances for local governments in creating disaster resilient built environment within cities and to propose ways of overcoming the identified limitations.

Design/methodology/approach

In total, 15 semi-structured interviews were conducted among experts from Sri Lanka who are involved in disaster management, local governments and built environment fields of study. The interviews were conducted with the intention of gaining expert knowledge pertaining to this field of study. The interviews were mainly designed to capture the current practices for instigating DRR initiatives within Sri Lanka, the role of local governments in creating a disaster resilient built environment and the associated challenges, and ways of overcoming such challenges to ensure an effective contribution to city resilience.

Findings

Primary data discovered 36 challenges along with some associated sub-challenges. The challenges were categorised under eight main themes: legal framework; lack of adequate tools, techniques and guidelines; human resource constraints; funding constraints; weaknesses in the internal systems and processes; weaknesses in the external systems; community engagement; and other challenges. The paper analyses these challenges in detail and proposes a set of recommendations to overcome the challenges in order to create disaster resilient built environments within cities.

Research limitations/implications

The paper provides a descriptive analysis of how the Sri Lankan local government sector could overcome the underpinning challenges of contributing to disaster resilience in the built environment and no comparative studies were conducted with in other tsunami affected regions. Furthermore, the paper analyses partial findings of a broader research, which was aimed at developing a framework to empower local governments in creating a disaster resilient built environment.

Originality/value

The paper provides an extensive analysis of the challenges faced by local governments in contributing to the resilience of their built environment and proposes how these challenges could be overcome while making a worthwhile contribution to both theory and practice. Accordingly, the paper recommends major changes in policy and practice with respect to bringing local governments into DRR.

Abstract

Purpose

Starting with the notion that each building has an overall life cycle, the paper uses building-based and investment-based life cycles to identify likely decision points for renovations, including sustainability enhancements, and identifies patterns in sustainability decisions.

Design/methodology/approach

This real estate insights paper considers how commercial real estate and the built environment it creates, owns and manages impacts the sustainability of urban areas and the globe. By combining building-based and investment-based life cycles, it is possible to develop a unique “sustainability enhancement quotient” for individual buildings and the built environment for an urban area over a given time interval.

Findings

Using two life cycles allows the identification and likelihood of sustainability decision points. The same life cycles and decision points are used to consider the likely extent of such renovations. This is in addition to continuous consideration of renovations producing economic benefits in the form of lower operating costs and quick return of capital.

Research limitations/implications

Useful for investment decision-making and policy design and implementation.

Practical implications

This is a useful tool for public and private decision making. It is suggested that the sustainability enhancement quotient may be used to design and implement policies and decisions maximising the likelihood of sustainability enhancement in an urban area's built environment.

Social implications

Provides a framework for more effective sustainability decisions and public policy. The public-private interplay inherent in every building is emphasised throughout.

Originality/value

Original combination of existing tools.

Abstract

Purpose

This literature review paper aims to discuss the impacts and measures taken on Covid-19 with respect to architecture, built form and its allied fields along with observations from around the world with the end results of its implementation.

Design/methodology/approach

Various research journals from Science Direct and Taylor and Francis among others were referred and reviewed to learn more on Covid-19 along with its impacts on people and their built environment. Keywords that aligned with the topic of interest like pandemic, Covid-19, coronavirus, urban spaces, built environment and built-up space were identified. Research papers that aligned with the scope of the paper and its keywords were found. An excel sheet with the basic data of these papers was written down. The essence of each of these articles were understood and linked with the topic in hand. A review of all these papers was written coherently to the topic. Future scope in this field of study was also identified.

Findings

It discusses the various measures taken around the world in built-up spaces along with the various measures given by researchers, architects and urban planners to mitigate and reduce the transmission of Covid-19 in the built environment and urban spaces. The discussed measures along with observations from around the world have also been discussed with its end results. Discussions and conclusions on these design strategies and recommendations are made with the anticipation of a paradigm shift due to post-pandemic changes. Current scenarios of public spaces in densely populated countries are discussed. Future scope in this ongoing field of study includes measures that can be taken in specific to some particular built-up typologies like markets, theaters, parks, bazaars, etc.

Research limitations/implications

The limitation of this study is the restricting of the study of Covid-19 to only architectural, urban and public realm scales. The study does not facilitate the involvement of other fields and their influence with Covid-19.

Originality/value

This paper has been completely written by the author and the co-authors and has not been copied from any other sources.

Purpose

The purpose of this paper is to ascertain how elements of the built environment may or may not influence the frequency of grocery shopping.

Design/methodology/approach

Using data from the 2009 Seattle Obesity Study, the research investigated the effect of the urban built environment on grocery shopping travel frequency in the Seattle-King County area. Binary and ordered logit models served to estimate the impact of individual characteristics and built environments on grocery shopping travel frequency.

Findings

The results showed that the respondents’ attitude towards food, travel mode, and the network distance between homes and stores exerted the strongest influence on the travel frequency while urban form variables only had a modest influence. The study showed that frequent shoppers were more likely to use alternative transportation modes and shopped closer to their homes and infrequent shoppers tended to drive longer distances to their stores and spent more time and money per visit.

Practical implications

This research has implications for urban planners and policy makers as well as grocery retailers, as the seemingly disparate groups both have an interest in food shopping frequency.

Originality/value

Few studies in the planning or retail literature investigate the influence of the urban built environment and the insights from the planning field. This study uses GIS and a planning framework to provide information that is relevant for grocery retailers and those invested in food distribution.

Abstract

This paper assesses the strength of the evidence on the impact of the physical environment on mental health and well‐being. Using a systematic review methodology, quantitative and qualitative evaluative studies of the effect of the physical environment on child and adult mental health published in English between January 1990 and September 2005 were sought from citation databases. The physical environment was defined in terms of built or natural elements of residential or neighbourhood environments; mental health was defined in terms of psychological symptoms and diagnoses. A total of 99 papers were identified. The strength of the evidence varied and was strongest for the effects of urban birth (on risk of schizophrenia), rural residence (on risk of suicide for males), neighbourhood violence, housing and neighbourhood regeneration, and neighbourhood disorder. The strength of the evidence for an effect of poor housing on mental health was weaker. There was a lack of robust research, and of longitudinal research in many areas, and some aspects of the environment have been very little studied to date. The lack of evidence of environmental effects in some domains does not necessarily mean that there are no effects: rather, that they have not yet been studied or studied meaningfully.

Abstract

Purpose

The facility management (FM) sector, which is developing rapidly, is making slower progress in Turkey compared to Europe and the USA. This paper aims to research the underlying issues leading to FM practices and offer insights into the implications of FM-related policies, especially for large urban transformation projects.

Design/methodology/approach

The study used a mixed-methods research design and collected qualitative data through semi-structured interviews with building/site managers and quantitative data through structured surveys with residents. Forty-nine building/site managers and 660 residents participated in the interview and survey from Turkey’s North Ankara and Dikmen Valley urban transformation projects.

Findings

The FM by residents, performed by the managers selected among homeowners, was preferred to the professional FM in Turkey. Education level, age, homeownership and duration of living in the region were associated with selecting FM practices. Cost also had an important place among the selection criteria, and the standard view from the residents was that professional FM would cause a cost increase. However, interviews with building/site managers in North Ankara and Dikmen Valley Urban Transformation areas revealed that a significant part of the problem resulted from insufficient knowledge and experience in FM.

Research limitations/implications

Within the scope of the research, two urban transformation projects in Ankara Province were selected, and the survey was limited to the North Ankara Entrance Urban Transformation Project and Dikmen Valley Urban Transformation Project areas. Although there is a need to improve the understanding of FM in all facilities, built environments and collective buildings, collective buildings in urban transformation areas due to several constraints, those other identified areas are postponed for future study. In addition, collective buildings located in transformation areas differ from others in discussing the social dimension and the impact of management.

Social implications

Within the scope of the research, two urban transformation projects in Ankara Province were selected, and the survey was limited to the North Ankara Entrance Urban Transformation Project and Dikmen Valley Urban Transformation Project areas. Originality/value

This study evaluates two different FM approaches: FM by residents and professional FM, implemented in Turkey and identifies the criteria for choosing the FM practice. In addition, both building/site managers and residents evaluate different perspectives on FM. This study is unique because it compares different FM practices in Turkey and the criteria for residents to prefer different FM practices.

Abstract

Purpose

The purpose of this paper is to identify the critical factors for enhancing social sustainability of the conservation of built heritage projects and to highlight the importance of addressing social sustainability in urban conservation.

Design/methodology/approach

First of all, a list of social sustainability factors is compiled from the international literature and then verified by a panel of experts in the field of heritage conservation and laymen through a pilot study in Hong Kong. Afterwards, through a questionnaire survey carried out in Hong Kong for an urban conservation project, the citizens' responses were obtained and evaluated. Results were derived from factor analysis.

Findings

The results indicated that social considerations should be incorporated for achieving social sustainability in urban heritage conservation. “Educational and local cultural promotion means”, “Meanings of the place”, “Social inclusion and psychological needs” and “Public participation and opportunity for skills development” were found to be the significant underlying factors for enhancing social sustainability of the case study project.

Social implications

The underlying social factors found in this study can help enhance planning, management and implementation in conservation projects that should promote social well being in society.

Originality/value

The case study provides a valid basis for an interesting analysis on the relevance of the social sustainability aspects to an urban conservation project that also provides insights for other urban conservation projects of a similar nature. The factors identified can form an evaluation framework to measure the social sustainability level of a significant urban conservation and revitalization project in practice.
