Abstract

Purpose

It is recognised that upgrading programmes are imperative components of public housing in Singapore. In order to keep pace with the ever‐continuing rise in affluence and hence expectations of the residents, these upgrading programmes need to be carried out with a complete understanding of residents’ needs and perceptions, which may change over time. Good communications between the residents and those managing upgrading projects is therefore important to ensure that what is provided is what the residents need and want. The purpose of this paper is to understand the project management issues involved in upgrading programmes in public housing in Singapore, with particular focus on communications management.

Design/methodology/approach

The study included a questionnaire survey of 30 residents of a public housing estate undergoing upgrading works in Singapore. The fieldwork evaluates how these residents perceived the importance of and their satisfaction with various communications issues identified from the literature review.

Findings

It was observed that much effort was invested to foster good relationships with the residents, and also to ensure that they are kept informed about the progress of the upgrading works. However, the survey findings revealed that the satisfaction levels of the residents generally still fall short of their expectations, which suggests that communications management of upgrading projects in public housing estates remains an area that needs to be improved and enhanced in the near future.

Practical implications

Upgrading programmes for Singapore's public housing estates was started in 1989 by the Housing and Development Board (HDB) to bridge the gap between the standards of the older estates and that of the newer towns. Today, some two decades later, the upgrading programmes are still in place, but now with increased focus on flexibility and resident consultation. The engagement of residents in decision‐making of matters affecting their immediate neighbourhood can be found in many of the upgrading programmes.

Originality/value

The paper assesses the management of communications during different stages of a typical upgrading project in the HDB estates, and also the various communications channels employed by the relevant authorities to disseminate information to the residents. It is important to note that communication is not simply concerned with the sending of messages, but also with whether the intended recipients receive them as intended.

Abstract

States that unlike other developed countries where upgrading works have been in place for many years, the upgrading programme mounted by the Housing and Development Board (HDB) is still in its infancy stage in Singapore. Notes, however, that, unlike the upgrading experience in other developed countries, the programme undertaken in Singapore is on a more massive scale involving a larger proportion of the population. In view of these two major differences between the HDB’s experience and of the developed world, sets out to examine: the rationale for upgrading older public housing estates in Singapore; the various phases implemented by the HDB for its upgrading programmes in Singapore; and the measure adopted by the HDB and its contractors to minimize hazards and inconvenience to residents.

Abstract

Purpose

This paper aims to examine the relationship between economic upgrading (implementing higher value-added activities) and social upgrading (improvements in workers’ rights and employment) of supplier firms in global value chains (GVCs) governed by multinational enterprises (MNEs). This paper answers Buckley and Ghauri’s (2004) and Buckley and Strange (2015) calls to incorporate other theoretical approaches within the international business (IB) literature. Furthermore, the paper also responds to Lee and Gereffi (2015) argument, published in Critical perspectives on international business, of the need to incorporate the social impact of upgrading in the IB literature.

Design/methodology/approach

Semi-structured interviews were undertaken with representatives from five supplier firms each in Bangladesh and Sri Lanka, as well as with industry representatives.

Findings

Governance patterns within GVCs can create the conditions for economic upgrading leading to social upgrading achievements. Institutional factors also affect the conditions for social upgrading. Although moving to higher value-added activities is critical for supplier firms, this does not necessarily lead to social upgrading. This paper’s research findings suggest that the combination of economic and social upgrading is positively associated with suppliers manufacturing high value-added products and operating in relational networks. In contrast, economic upgrading, by itself, was limited to those firms manufacturing low value-added products, typically those in captive networks.

Originality value

This research is among an emerging body of literature seeking to integrate the GVC literature with the IB field. Importantly, it also contributes to the GVC literature by providing insight into an under-theorized aspect – the relationship between social and economic upgrading.

Abstract

Purpose

The purpose of this paper is to develop a novel analytical approach for workface planning practice in industrial-construction sector such that the construction work package (CWP) resource budget can be sufficiently planned for delivering possible field installation work package (FIWP) schedules with work uncertainty.

Design/methodology/approach

The relationship between CWP resource budget and FIWP schedules is first elucidated based on workface planning practice. The literature of work packaging, workface planning and project scheduling is reviewed. A novel analytical approach is then developed to quantify CWP resource budget based on a probability theory, in consideration of the probability of occurrence of feasible FIWP schedules formulated based on a resource scheduling approach. The results of case studies given by the new approach are cross validated by using simulation and optimization techniques.

Findings

The new analytical approach can assist workface planning by quantifying the expected CWP resource budget to deliver the FIWP work scope with certain activities that are planned at project level and with uncertain activities that are found at workface level.

Practical implications

The new analytical approach helps project and workface planners to reliably deploy CWP resource budget for delivering FIWP schedules instead of guessing the budget based on experience. An industrial-construction project for upgrading oil-sands refinery facility is used to show the practical implications.

Originality/value

This research develops a new analytical approach for workface planning practice to determine sufficient CWP resource budget for delivering feasible FIWP schedules with work uncertainty.

Purpose

The purpose of this paper is to investigate how customers’ upgrading/downgrading (t−1) behavior may be predictive of future spending. Further, this paper also investigates how customers’ post-consumption evaluations of upgrades and downgrades [satisfaction(t−1) and perceived value(t−1)] may moderate the relationship between upgrades/downgrades and future spending.

Design/methodology/approach

The predictions are tested using a large longitudinal data set of river cruise purchases (N = 48,103) and largely replicated using a data set of zoo membership purchases (N = 2,469).

Findings

Satisfaction(t−1) mitigates the positive relationship between prior upgrades(t−1) and future spending(t). In contrast, perceived value(t−1) magnifies the positive relationship between prior upgrades(t−1) and future spending(t). However, no positively moderating effects are observed to alleviate the negative relationship between prior downgrades(t−1) and future spending(t).

Practical implications

This research suggests that managers should work hard early in customer–firm relationships because of an asymmetric difficultly in altering the trajectory of an established relationship. Specifically, relationships that are trending downward (as consecutive downgrades would suggest) are difficult to repair – a mechanism to alter this trajectory is not observed. In contrast, relationships that are trending upward (as consecutive upgrades would suggest) can be improved with high perceived value evaluations but also degraded with high satisfaction evaluations.

Originality/value

This research should recast marketers’ understanding of the value of customers’ upgrade and downgrade decisions. Instead of using customers’ upgrade or downgrade decisions as the dependent variable, or final outcome in buyer behavior, this study shows how the accumulation of prior upgrades and prior downgrades, over time, acts as a bellwether of the customer–firm relationship. Further, to the best of the authors’ knowledge, this study is the first to connect these upgrade/downgrade decisions to customers’ evaluations of those purchases to understand how individual purchases can impact the overall customer–firm relationship.

Abstract

Purpose

The purpose of this paper is to present information on the construction technology used to build Dublin City Council’s (DCC’s) housing stock, with an emphasis on wall construction.

Design/methodology/approach

The methodology applied was a mix of literature review and archival research. The research was undertaken as part of PhD research exploring the energy upgrade of a housing stock.

Findings

The research uncovered details of the construction technology used in the construction of DCC’s housing stock, especially wall construction. These details disprove perceptions and assumptions made on the evolution of construction technology in Dublin and Ireland.

Research limitations/implications

The research is limited in that it primarily focused on the period between 1887 to the introduction of the 1991 Building Regulations. Further research is required on both DCC’s housing stock and the Irish housing stock to identify the specific changes in construction technology.

Practical implications

It is hoped this research will be a foundation for further research on the evolution of house construction technology, and housing stock asset intelligence in Ireland.

Originality/value

This research provides information for researchers and professionals with an interest in the evolution of Irish house construction technology. This is an area which has not received significant attention in Irish built-environment research.

Abstract

Purpose

The main objectives of this paper are to identify general characteristics of refurbishment projects and problems arise in Malaysian context.

Design/methodology/approach

Quantitative and qualitative approaches using postal questionnaire survey and semi‐structured interviews were used in data collection. A total of 1,552 questionnaire sets sent to professional architects.

Findings

The results show that the majority of refurbishment projects in Malaysia involved residential and office types of building with contract value less than RM500,000.00 (USD 150,000.00). Some of major problem in refurbishment projects are inconsistence in client's needs, refurbishment projects exceed targeted costs and times.

Research limitations/implications

The literature search and survey results showed that systematic studies into the refurbishment were relatively sparse. Therefore, more detail study gear towards refurbishment area is needed for Malaysian construction industry in the future. The findings provide general overview of refurbishment projects in Malaysia, which could help intrested researchers to have indications on the refurbishment activities.

Originality/value

Survey results provided important information about the general profiles of refurbishment projects in Malaysia. This will helps other researchers who are interested to identify focus area that needs further investigation in refurbishment works.

Abstract

Purpose

The purpose of this paper is to address two questions: first, what contracts, instruments and accounting activities constitute Australia’s offshore asylum seeker processing policy in practice? Second, how are notions of legitimacy and accountability mediated through the network constituted by this policy?

Design/methodology/approach

The paper is located in the critical interpretivist approach to accounting research. It is based on an exhaustive documentary analysis. Policy documents, contract documents, records of parliamentary inquiries (Hansard) and legislation were analysed drawing on a network policy perspective.

Findings

The paper finds that the Australian Government has sought to escape its accountability obligations by employing a range of approaches. The first of these approaches is the construction of a network involving foreign states, private corporations and non-government organizations. The second is through a watered down accountability regime and refusal to be accountable for the day-to-day life of asylum seekers in offshore processing centres through a play with the meaning of “effective control”. Yet while the policy network seems designed to create accountability gaps, the requirement within the network to remain financially accountable undermines the governments claims not to be responsible for the conditions in the detention camps.

Research limitations/implications

The paper focuses largely on the period starting from when Kevin Rudd became Prime Minister to the death in Papua New Guinea of asylum seeker Reza Barati on 17 February 2014. Earlier periods are beyond the scope of this paper.

Practical implications

The paper will result in the identification of deficiencies inhuman rights accountability for extra-territorialized and privatised immigration detention and may contribute towards the formulation of effective policy recommendations to overcome such deficiencies. The paper also provides empirical data on, and academic understanding of, immigration detention outsourcing and offshoring.

Social implications

The paper will inform debate regarding treatment of unauthorized maritime arrivals and asylum seekers generally.

Originality/value

The paper provides the first detailed and full understanding of the way Australia’s offshore asylum seeker processing policy is practiced. The paper also provides an empirical analysis of the way national policy and its associated accountability mechanisms emerge in response to the competing legitimacy claims of the international community and national electorate.

Abstract

Purpose

This study aims to qualitatively investigate when and how individuals' paradox mindset influences their individual unlearning.

Design/methodology/approach

This study adopted Charmaz's constructivist grounded theory approach based on constructivist ontology and interpretive epistemology. Data were collected through semi-structured interviews with 16 employees of a research company. The employees were asked about their perceptions of their roles and other factors that stimulated them to unlearn in a tension-setting environment.

Findings

This study developed a process model of paradox mindset for enhancing individual unlearning through three relational mechanisms, namely, enabling motivation to unlearn, understanding to unlearn and engaging in the unlearning process. The unlearning process is found to be influenced by paradoxical frames and emotions. Moreover, external factors, such as organizational changes, stimulate the adoption of paradoxical cognition and emotions while resource availability facilitates the unlearning process.

Originality/value

To the best of the author’s knowledge, this study is the first to qualitatively investigate how a paradox mindset facilitates the process of unlearning through relational mechanisms. This model provides a holistic understanding of the cognitive, emotional and motivational processes involved in accepting the tensions of unlearning and promoting the unlearning process. The findings also have implications for research on paradox theory and the management of unlearning tensions at the micro level.

Abstract

Department of Health (DH) Library and Information Services (LIS) exist to meet the operational and strategic information needs including training, education and material which promotes awareness of work‐related matters of approximately 5,500 Department of Health staff, including the National Health Service Executive staff in multiple sites across the country. Four libraries in London and Leeds are stocked with approximately 200,000 books and pamphlets and 2,000 current periodicals on key areas of Departmental interest covering health service management, public health and the personal social services. There are 28 staff in these libraries. Frequently‐used online search services include Justis Parliament, Knight‐Ridder DataStar, Dialog and Medline services, HMSO and FT Profile. These remote search services are supported by locally held CD‐ROMs including Parliamentary Database, Medline, Eurolaw, UKOP, HMSO and Global Bookbank. Departmental staff are linked by a mature Office Information System (OIS) which runs on a server platform of 90 or so Netware 3.11 servers. As well as Windows‐based, location‐independent access to standard Wordperfect, Route400 e‐mail and a bespoke Staff Location Database, individual users or groups of users have network access to a variety of products including spreadsheets, desktop publishing and statistical/financial modelling packages. Concurrently with the UNICORN implementation, work was in progress elsewhere in DH to put up a Press Index Service, a Hansard SumMary Service, and Electronic Directory of Business as well as ongoing efforts to network successfully CD‐ROMs.
