Abstract
Purpose
Technology upgrade has been adopted as a strategy for technology vendors to modify and improve their incumbent technologies. However, user resistance is widespread in practice. In order to understand user technology upgrade behavior, this study integrates the retrospective and prospective sides of actions and proposes an inertia-mindfulness ambidexterity perspective to explore the antecedents of technology upgrade.
Design/methodology/approach
An online survey was conducted to collect data from 520 Microsoft Windows users to test this research model. Structural equation modeling (SEM) approach was used to evaluate measurement model and structural model.
Findings
Inertia can induce individuals' psychological reactance and thus reduce their intention to upgrade. In contrast, mindfulness can decrease users' psychological reactance and then motivate them to upgrade to a new version of technology. Finally, individuals' dissatisfaction with the current version of technology would weaken the negative impact of psychological reactance on upgrade intention.
Originality/value
This study generates an inertia-mindfulness ambidexterity perspective to investigate the factors that influence user technology upgrade intention from both retrospective and prospective sides and then identifies psychological reactance as underlying mechanism to explain how inertia and mindfulness work. Finally, this study posits that user dissatisfaction with current version of technology can moderate the relationship between psychological reactance and technology upgrade intention.

Abstract
Purpose
This paper tries to shed light on the international progress regarding the adoption of International Public Sector Accounting Standards (IPSAS), to accentuate the benefits resulting from the application of IPSAS, and to highlight the main differences between IPSAS and IFRS.
Design/methodology/approach
A comprehensive literature review is conducted which focuses on issues concerning the factors that induce the adoption of IPSAS, the obstacles that must be overcome, the degree of IPSAS’ proliferation worldwide, the repercussions from adopting IPSAS, the benefits of IPSAS, and the differences between IPSAS and IFRS. The selection process of the cited articles focuses on journals with high rankings in the ABS list.
Findings
It is accentuated that IPSAS carry significant benefits regarding the improved quality of the financial information reported by the public sector, the enhancement of transparency and accountability, the upgrading of the decision-making process and the restored trust in public finances. However, there is more work that needs to be done toward the global proliferation of IPSAS.
Practical implications
This study provides insights regarding the implementation process of IPSAS, which should be useful to all the parties engaged in the reform of the public administration, such as national governments, local or international regulators, accounting standard setters and institutional organizations.
Originality/value
The current study clarifies whether the public sector should move from using the business focused IFRS, as it is frequently the case, to the adoption of IPSAS. In addition, this study comprehensive literature review can be used by academics and researchers as a basis for further research on the issue. More importantly, policymakers and other officials who need to make informed decisions about financial reporting issues at the government level and the public sector in general can benefit from this study.

Abstract
Purpose
The effectiveness of the construction industry highly depends on the quality of the work practices, education and training. Based on the industry’s need to strengthen the productivity and performance improvement scopes in the construction education/training practices, this study aims to develop a guiding tool for designing new training programmes in different qualification levels considering the industry’s near-future challenges.
Design/methodology/approach
The study methodology encompassed literature reviews, experts’ discussions/reviews and problem-based communication approaches with qualitative methods to obtain a set of expected competency outcomes (COs) for each qualification level. The necessary mapping frameworks were used to display the cross section of each CO.
Findings
The study has presented a guiding model comprising three categories of qualification levels, where each consists of 12 COs with the mapping outcomes against learning domains of a conceptual framework. The guiding model also displays the detailed steps to develop detailed curriculums for different qualification levels of training.
Research limitations/implications
Though the scope of the study was limited to the Sri Lankan context, the findings can be beneficial to many other countries in similar scenarios.
Practical implications
Overall study outcomes are expected to make an impact on the industry’s reskilling and upskilling practices resulting in a considerable level of improvement in the quality and productivity of work operations.
Originality/value
The experts’ reviews highlight the developed model as a valuable tool that provides a platform for upgrading the construction education and training practices based on the industry’s near-future circumstances in productivity and performance improvement practices, also revealing its future influences in training accreditation processes.

Abstract
Purpose
This research aimed at developing the Quality 4.0 transition framework for Tanzanian manufacturing industries.
Design/methodology/approach
The survey method was used in this study to gather practitioners' perspectives. The approach included open-ended and closed-ended structured questionnaires to assess respondents' perceptions of Quality 4.0 awareness and manufacturers' readiness to transit to Quality 4.0. The study's objective was to adopt non-probability and purposive sampling strategies. The study focused on fifteen Tanzanian manufacturing industries. The data were analysed qualitatively and quantitatively using MAXQADA 2020 and Minitab 20 software packages, respectively.
Findings
The study demonstrated a high level of awareness of Quality 4.0 among Tanzanian manufacturing industries (i.e. 100% in Quality 4.0 traditional attributes and 53% in Quality 4.0 modern attributes). Individuals acquire knowledge in various ways, including through quality training, work experience, self-reading and Internet surfing. The result also revealed that most manufacturing industries in Tanzania use Quality 3.0 or a lower approach to manage quality. However, Tanzanian manufacturing industries are ready to embrace Quality 4.0 since practitioners are aware of the concepts and could see benefits such as customer satisfaction, product improvement, process and continuous improvement, waste reduction and decision support when using the Quality 4.0 approach. The challenges hindering Quality 4.0 adoption in Tanzania include reliable electricity, high-speed Internet and infrastructure inadequacy to support the adoption, skilled workforces familiar with Quality 4.0-enabled technologies and a financial set-up to support technology investment. Moreover, the study developed a transition framework for an organisation to transition from traditional quality approaches such as quality control, quality assurance and total quality management to Quality 4.0, a modern quality approach aligned with the fourth industrial revolution era.
Research limitations/implications
The current study solely looked at manufacturing industries, leaving other medical, service, mining and construction sectors. Furthermore, no focus was laid on the study's Quality 4.0 implementation frameworks.
Originality/value
This is probably the first Quality 4.0 transition framework for Tanzanian manufacturing industries, perhaps with other developing countries.

Purpose
Food manufacturing supply chain systems are the most relevant wheels of the world economy since they provide essential products supporting daily life. Nevertheless, various supply inefficiencies have been reported to compromise food safety in different regions. Sustainable supplier management and digitalization practices have become cornerstone activities in addressing these shortcomings. Therefore, this paper proposes an integrated method for sustainability management in digital manufacturing supply chain systems (DMSCS) from the food industry.
Design/methodology/approach
The Intuitionistic Fuzzy Analytic Hierarchy Process (IF-AHP) was used to weigh the criteria and subcriteria under uncertainty. Second, the Intuitionistic Fuzzy Decision-Making Trial and Evaluation Laboratory (IF-DEMATEL) was applied to determine the main DMSCS sustainability drivers whilst incorporating the expert's hesitancy. Finally, the Combined Compromise Solution (CoCoSo) was implemented to pinpoint the weaknesses hindering DMSCS sustainability. A case study from the pork supply chain was presented to validate this method.
Findings
The most important criterion for DMSCS sustainability management is “location” while “manufacturing capacity” is the most significant dispatcher.
Originality/value
This paper presents a novel approach integrating IF-AHP, IF-DEMATEL, and CoCoSo methods for sustainability management of DMSCS pillaring the food industry.

Abstract
Purpose
The paper aims to elucidate effective strategies for promoting the adoption of green technology innovation within the private sector, thereby enhancing the value of public–private partnership (PPP) projects during the operational phase.
Design/methodology/approach
Utilizing prospect theory, the paper considers the government and the public as external driving forces. It establishes a tripartite evolutionary game model composed of government regulators, the private sector and the public. The paper uses numerical simulations to explore the evolutionary stable equilibrium strategies and the determinants influencing each stakeholder.
Findings
The paper demonstrates that government intervention and public participation substantially promote green technology innovation within the private sector. Major influencing factors encompass the intensity of pollution taxation, governmental information disclosure and public attention. However, an optimal threshold exists for environmental publicity and innovation subsidies, as excessive levels might inhibit technological innovation. Furthermore, within government intervention strategies, compensating the public for their participation costs is essential to circumvent the public's “free-rider” tendencies and encourage active public collaboration in PPP project innovation.
Originality/value
By constructing a tripartite evolutionary game model, the paper comprehensively examines the roles of government intervention and public participation in promoting green technology innovation within the private sector, offering fresh perspectives and strategies for the operational phase of PPP projects.

In recent years, decision-making regarding business growth has attracted the attention of many researchers. Also, considering the importance of scale in startups for their survival and the development of economies, investigating the scalability of startups in emerging markets that are booming, can be useful. Scaling for international business has taken on a new meaning: they must be leaders in both emerging as well as advanced markets; they must be responsive to customers in both departments, which require tremendous innovation and agility; they have to build the competency needed in designing, developing, and marketing the opposite for advanced world markets; and they need to demonstrate rapid decision-making, innovation, and opportunism in delivery to the cost-sensitive underdeveloped markets. As a result, decision-making about the scale of start-ups at the international level plays an important role. The internationalisation of start-up activities is an extremely important and attractive topic among researchers, entrepreneurs, and practitioners. But there is very little research and also projects on the internationalisation of start-up venture activities, particularly after the gain of scaling and exponential growth.

Purpose
The discourse on global value chains (GVC) is undergoing a transformation in terms of its conceptualisation, theorisation and pragmatic applications. Today, the production systems have become more complex as global economic order continues to witness marked geo-economic manoeuvring. Thus, the direction of discourse on GVC ought to move from mere theoretical propositions toward becoming more evidence based. There have been recent studies that have used the governance and upgrading propositions by Gary Gereffi and others to seek quantitative evidence. This study aims to decipher the quantitative discourse on GVC and to set the emerging and future research agenda.
Design/methodology/approach
Through a systematic literature review, the authors first analyse the quantitative studies on GVC carried out during the last two decades. The authors then outline a future research agenda and examine a few relevant modelling techniques that could potentially be used to solicit newer evidence in GVC research.
Findings
The authors categorise the quantitative discourse on GVC into three crucial themes, namely, GVC framework, GVC participation and position, environmental aspects and regionalisation in GVC. The most commonly used quantitative techniques are gravity model, panel data estimation, structural decomposition analysis and computable general equilibrium modelling.
Originality/value
This paper contributes to the GVC discourse in two ways. Firstly, the authors argue that the theoretical frameworks within the GVC discourse should be complemented by evidence-based quantitative studies. Secondly, the authors suggest potential modelling techniques that can be used on the emerging and future research agenda.

Abstract
A growing body of literature suggests that creating a just sustainable society will require reorganizing economic arrangements and, in particular, rethinking work. Previous studies have recognized alternative organizations, such as cooperatives and intentional communities, as sites for building more democratic, sustainable models of work. This study contributes a description and analysis of work and sustainability at Twin Oaks Intentional Community, an 80-person income- and resource-sharing commune in Louisa, Virginia. Some measures show that Twin Oaks members live more sustainably in terms of energy consumption than the average US resident. In this article, I investigate the relationship between sustainability and work at Twin Oaks. I find that sustainable work is linked to the following key principles: broadening definitions of work, prioritizing community well-being, and democratizing decision making. In doing so, I contribute to previous literature on work, sustainability, and alternative organizations by suggesting that (1) sustainability in intentional communities is deeply intertwined with systems of work; (2) broadening definitions of work to include social reproductive labour contributes to sustainability; and (3) the democratization of work can further goals of sustainability.

Successful smart cities' implementation will require organisational leadership decision-making competences. The foundation of smart cities is digital technologies; many of these technologies are emerging technologies that require IT skills, which are scarce and will exacerbate the battle for talent between organisations. Filling the talent gap will necessitate global hiring, which has implications for organisational culture, cultural diversity and organisational leadership. Organisational cultural mix is an important contributor to leadership decision-making. However, decision-making is underpinned by trust. Blockchain is an emerging technology that has the potential to engender organisational trust in decision-making and, by extension, in the leadership with the ‘right’ organisational culture. Smart cities will be required to leverage emerging technologies to give business performance a competitive advantage and use emerging technologies’ applications to build a sustainable competitive advantage.
