Abstract

Group Support Systems (GSS) have been used and studied in the support of facilitated ideation sessions for years. The norm for these sessions has been for participants to work individually at GSS workstations. A review of applicable literature suggests that pairing participants at GSS workstations could result in higher quality ideas and participant satisfaction. This paper reports the results of a lab experiment that tested for differences between paired and unpaired facilitated GSS sessions. These results suggest that pairing participants can yield higher quality ideas from facilitated ideation without negative consequences.

Abstract

Purpose

The purpose of this paper is to analyse the technological, licensing and strategic implications of the move to the fourth generation of mobile telecommunications

Design/methodology/approach

An initial section provides an analysis of what is meant by fourth generation mobile telecommunications based upon a new taxonomy. This is followed by an overview of all countries where Long Term Evolution is being, or has been, introduced, introducing multiple case studies to illustrate the variety of approaches adopted. After a subsequent summary of what is happening in respect of WiMAX, the paper concludes with an assessment of the prospects for fourth generation technology.

Findings

One key finding is that what is commonly understood to be fourth generation technology is in practice 3.9G rather than 4G. Another is that “true 4G” is shortly to be ratified and will gradually be introduced over the next few years, but that it will be used in different ways by different operators in different countries.

Research limitations/implications

Some data for the case studies is hard to establish with certainty.

Practical implications

Very fast mobile networks are already a reality. Ultra‐fast networks will soon appear but only in limited places. Most customers will not notice the difference.

Social implications

Things that are already easy and quick to download on a mobile device will become even easier and quicker to download. Whether this will matter much is a moot point.

Originality/value

The taxonomy of mobile technology is the only one available in the public sector.

Abstract

Purpose

This paper aims to explore the commodity transshipment planning among customers, which is commonly observed in production/sales enterprises to save the operational costs.

Design/methodology/approach

A mixed integer programming (MIP) model is built and five types of valid inequalities for tightening the solution space are derived. An improved variable neighborhood search (IVNS) algorithm is presented combining the developed multistart initial solution strategy and modified neighborhood local search procedure.

Findings

Experimental results demonstrate that: with less decision variables considered, the proposed model can solve more instances compared to the existing model in previous literature. The valid inequalities utilized to tighten the searching space can efficiently help the model to obtain optimal solutions or high-quality lower bounds. The improved algorithm is efficient to obtain optimal or near-optimal solutions and superior to the compared algorithm in terms of solution quality, computational time and robustness.

ractical implications

This research not only can help reduce operational costs and improve logistics efficiency for relevant enterprises, but also can provide guidance for constructing the decision support system of logistics intelligent scheduling platform to cater for centralized management and control.

Originality/value

This paper develops a more compact model and some stronger valid inequalities. Moreover, the proposed algorithm is easy to implement and performs well.

Abstract

The profession of judicial advisory is a profession with a larger scope, which creates solutions for legal problems by harmoniously blending principles, theories, and standards that relate to many areas of expertise such as accounting, auditing, and law. The legists need expert information on the matters of accounting, finance, and taxation regarding the files that they handle. In such cases, experts who perform the profession of judicial advisory provide their consultancy services to the legists before and during the cases.

The purpose of this study is to create awareness regarding the profession of judicial advisory and put forward the prospects of this profession in Turkey. The study includes four provinces located in the Eastern Black Sea Region (Trabzon, Rize, Ordu, and Giresun). There are a total of 1,339 lawyers who are registered to the bar associations of the indicated provinces; out of them, 600 lawyers have been communicated, but a questionnaire was conducted on 354 lawyers by employing face-to-face interviews. The data obtained from the questionnaires have been subjected to difference in means (unpaired t-test) and descriptive statistical analyses by using the statistical packet software of SPSS 10.0.

In the consequence of the conducted analyses, it has been determined that the lawyers thought that the members of the profession of accounting working as experts were inadequate. In the event of establishing judicial advisory institution besides the institution of expertise, it is believed that a more beneficial system would be created. It is seen that this thought has not changed among the lawyers in terms of different characteristics except level of education. Additionally, it has been determined that the level of awareness of the lawyers regarding the profession of judicial advisory was insufficient.

Abstract

Purpose

The purpose of the paper is to assess whether the dysfunctional structure of the Indian mobile communications sector has been improved by a large number of spectrum auctions during the period 2010-2016.

Design/methodology/approach

This paper provides a case study of developments in the Indian mobile communications sector primarily during the period 2010-2016. This period has witnessed a large number of spectrum auctions, the results of which are presented and analysed. The particular focus is upon the consequences of these auctions for the structure of the sector which began the period in what can best be described as a dysfunctional state.

Findings

The paper concludes that only limited progress has so far been made in improving the structure of the sector. This is due to factors such as political interference, delays in completing merger & acquisition (M&A) activity, badly organised auctions, a scarcity of the right amount of spectrum in the right places and a regional structure that inhibits operators from providing a nationwide presence.

Practical implications

The paper concludes that considerable progress still needs to be made: For example, political interference needs to be harmonised, auction prices need to become market-clearing and M&A activity needs to come to fruition.

Originality/value

The existing analysis of the sector has paid only limited attention to the significance of auctions for the structure of the sector, and this paper provides an analysis of all auctions and M&A activity virtually to the end of 2016, making it unusually up-to-date.

Abstract

In the two short sections which close Chapter VII, an improved ring programme is developed which allows i.a. for the application of externally applied moments on the ring vertices and a preliminary and tentative extension of the analysis takes into account the bending stiffness of some of the flanges. The final chapter returns to the subject of the uniform, circular section fuselage and develops the theory for the polygonized cross‐section in analytical form. Standard expressions are given for the elements of the D,, matrix and application of the analysis to a simple example suggests that the effect of the polygonization on the accuracy of the stress distribution is insignificant.

Abstract

Purpose

Cybersecurity training plays a decisive role in overcoming the global shortage of cybersecurity experts and the risks this shortage poses to organizations' assets. Seeking to make the training of those experts as efficacious and efficient as possible, this study investigates the potential of visual programming languages (VPLs) for training in cyber ranges. For this matter, the VPL Blockly was integrated into an existing cyber range training to facilitate learning a code-based cybersecurity task, namely, creating code-based correlation rules for a security information and event management (SIEM) system.

Design/methodology/approach

To evaluate the VPL’s effect on the cyber range training, the authors conducted a user study as a randomized controlled trial with 30 participants. In this study, the authors compared skill development of participants creating SIEM rules using Blockly (experimental group) with participants using a textual programming approach (control group) to create the rules.

Findings

This study indicates that using a VPL in a cybersecurity training can improve the participants' perceived learning experience compared to the control group while providing equally good learning outcomes.

Originality/value

The originality of this work lies in studying the effect of using a VPL to learn a code-based cybersecurity task. Investigating this effect in comparison with the conventional textual syntax through a randomized controlled trial has not been investigated yet.

Abstract

Arabic script is the most recent addition to the scripts available on the Research libraries Information Network (RLIN). Bibliographic control and retrieval using the authentic writing system are available for titles in Arabic, Persian (Farsi), Urdu, Ottoman Turkish, and other languages written with Arabic script. RLIN is the world's largest bibliographic database for Middle Eastern language material. This paper is a comprehensive description of the Arabic script features of RLIN. It covers Arabic character sets and RLIN's character repertoire for Arabic script; how Arabic characters are input and stored in the RLIN database; the equipment needed for Arabic script support; the indexing, retrieval, and presentation of records containing Arabic script; the inclusion of non‐Roman data in USMARC bibliographic records; and statistics on the RLIN databases. Sidebars explain features of Arabic writing. The discussion of data storage and presentation of text is relevant to any computer application that involves Arabic script.
