Abstract

This paper analyzes how the use of unmanned aerial vehicles (UAVs) or “drones” in foreign interventions abroad have changed the dynamics of government activities domestically. Facing limited or absent constraints abroad, foreign interventions served as a testing ground for the domestically constrained U.S. government to experiment with drone technologies and other methods of social control over foreign populations. Utilizing the “boomerang effect” framework developed by Coyne and Hall (2014), this paper examines the use of drones abroad and the mechanisms through which the technology has been imported back to the United States. The use of these technologies domestically has substantial implications for the freedom and liberties of U.S. citizens as it lowers the cost of government expanding the scope of its activities.

Advances in Artificial Intelligence (AI) technologies and Autonomous Unmanned Vehicles are shaping our daily lives, society, and will continue to transform how we will fight future wars. Advances in AI technologies have fueled an explosion of interest in the military and political domain. As AI technologies evolve, there will be increased reliance on these systems to maintain global security. For the individual and society, AI presents challenges related to surveillance, personal freedom, and privacy. For the military, we will need to exploit advances in AI technologies to support the warfighter and ensure global security. The integration of AI technologies in the battlespace presents advantages, costs, and risks in the future battlespace. This chapter will examine the issues related to advances in AI technologies, as we examine the benefits, costs, and risks associated with integrating AI and autonomous systems in society and in the future battlespace.

Abstract

If aeroplanes and passengers, as well as property and people on the ground are to be protected, potential perpetrators of aviation terrorism must be prevented from breaching security checkpoints and gaining access to ‘secure’ airport areas and to aircrafts. Given the interconnectedness of the air transportation system, a sufficiently high level of security must be provided throughout the entire system. In this chapter we examine terrorism issues relevant to airline and airport security internationally, a topic that has received much attention since 9/11. Understanding the key issues is crucial in evaluating the various methods of regulating and providing aviation safety and security. The purpose of this chapter is to review the key features of the Aviation and Transportation Security Act and the characteristics of the resulting security policy. Then we examine terrorism, previous terrorists' acts against aviation as well as current and future aviation threats. A summary of our major points completes the chapter.

Abstract

International humanitarian law (IHL) is struggling to catch up with military technological development. The international community is increasingly alarmed at the prospect of lethal autonomous weapon systems (LAWS) operating without a human interface. The international community’s concern with autonomous enabling technology in weapon systems is whether weapon systems with the ability to identify, select, and attack military targets with little to no human control can comply with existing IHL rules and be morally and ethically acceptable.

This chapter explores an expanded concept of social licence to operate (SLO) to regulate the development of LAWS. The authors believe that it is more efficacious to take a preventative and precautious approach by holding the developers accountable to IHL during the gestation period instead of following a post facto approach. The authors argue that the process involved in issuing or revoking an SLO for the developers of LAWS is already beginning to emerge in IHL. The SLO is only effective during the developmental cycle and would continue as soft law form in regulating the use of LAWS until a more concrete, treaty-based response emerges. In this sense, the SLO can be seen as a catalyst towards a concerted international response to regulate the development, deployment, and use of LAWS.
