Abstract

University reforms have been pervasive in European higher education over decades. Analyses of these reforms are still incomplete, however. To find a more comprehensive approach in explaining the relentless transformation of public universities, this paper suggests a novel, interactionist point of view. Drawing on ideational aspects of universities as institutions, the paper first explores the differentiation of basic, influential ideas of change. A recently developed typology is then used to further elaborate upon the composition and relation of these ideas. Finally, evidence is provided that supports a non-linear dynamic consisting of reciprocal influences, which overall indicates a recursive contingency between institutional context and coexistent frames of change.

Abstract

Purpose

Global trends in higher education are calling now for public university reforms which aim to increase the competitiveness of the university on the world markets, enlarging its role in the economy and in society by making it more entrepreneurial, more efficient, and closer to practical life. In order to achieve these goals, universities should be managed in a different way. The principles of New Public Management (NPM), which are being actively introduced in Russian universities, substantially transform educational and scientific practices. The purpose of this paper is to demonstrate the growing crisis of NPM-based university institutional reforms in terms of legitimisation, to reveal which factors shape legitimacy, and to show why legitimacy as such cannot be achieved within the framework of NPM.

Design/methodology/approach

The productivity and efficiency of the NPM-based strategy are mainly defined by the attitudes of all actors, or stakeholders. As such, it is very important to investigate local responses on a workplace level, in order to understand how insiders – lecturers and researchers – view the structural changes taking place within Russian universities. In order to do so, an empirical research of lecturers in four national research universities (NRUs) in St Petersburg has been organised. Using a self-designed questionnaire, the authors assessed the academic perceptions and evaluations of certain changes which have taken place in Russian universities over the last few years. In all, 126 teachers of four St Petersburg NRUs took part in the survey, which was conducted between January and February 2015 and consisted of questions measuring resources of legitimacy and legitimacy markers.

Findings

Legitimacy markers were revealed such as acceptance of goals, positive perception of results and emotional state. A serious conflict between the existing cognitive culture of universities and the new managerialistic approach was diagnosed. The legitimacy of NPM-based reforms in Russian NRUs was proven to be low for the following reasons: the objectives of reforms are unclear or even unknown to employees; the results of the reforms are either not seen or negatively evaluated; and the reforms provoke stress and professional burnout. The following factors influencing the process of legitimisation were proven to be significant: the agreement of personnel with reforms and the changes they bring, positive perception of changes, opportunity to participate in decision making (engagement), and, to some extent, influence. Remuneration has only a slight effect on legitimacy.

Research limitations/implications

The findings of this study are not free from limitations. The data were collected within only four research universities in St Petersburg. Furthermore, the authors’ findings are based on self-reported data, which can be biased. Increasing the volume of the sample and the number of NRUs could be one solution. In the future, research could be developed by enhancing the sample, by making international comparisons, and by providing a more detailed questionnaire.

Practical implications

Higher education systems in many countries in the world are going through similar reforms and are facing similar issues: increasing competition for funds, students and teachers, massification and commercialisation of education, a new managerialistic approach to governance, research valorisation, and effective contracts. New managerial ideology is having a big impact on university culture and can cause passive resistance to reforms, along with disappointment, frustration and professional burnout. These are important issues which cannot be ignored if a successful “third generation” entrepreneurial university is to be built. This study provides important insights into the perceptions of reforms and requires us to pay more attention to university as a social and public value.

Originality/value

The research is original. It is interesting and new because it discusses the NPM-based reforms in higher education in the Russian Federation, a country which was earlier quite well-known for the quality of its education and richness of its university traditions, and empirically tests the factors influencing their legitimacy. Prior research on legitimacy applies the concept mainly in politics. Otherwise, legitimacy is still a concept which is difficult in terms of both theoretical interpretation and empirical validation. The results of the study have practical implications for providing and developing more effective governance in public organisations.

Abstract

Adopting an agentic positioning, we question and compare competing logics hybridization within French hospitals and universities facing major reforms inspired by new public management. In addition to the resulting forms of hybridization exposed in the literature (accepted or refused), we observe four additional modes: instrumentalized, uncomfortable, reformulated, and suffered. They all reveal the varied manner with which each professional faces reform. However, we develop a new argument: the ways professionals hybridize (or do not) their prevailing logic depends on an overarching mode of hybridization that characterizes the way their organization deals with reform. We identify two contrasting modes: overarching strategic logics hybridization and overarching enforced logics hybridization. They give insight into how actors decouple structure from practices. We contribute to the literature on logics hybridization by first analyzing the role of specific actors who act as either a translator-actor or a closure-actor to respectively facilitate appropriation of the reforms or to protect professionals against the growing dominance of the new logic introduced by the law; and secondly by discussing importance of articulating higher and lower organizational levels all involved in hybridization.

Abstract

Turkey has been an active member of the Bologna Process (BP) since 2001. This chapter focuses on the impact of the BP on higher education (HE) in Turkey by outlining the reforms that were carried out and the narratives surrounding the changes. The focus of the chapter will be on how the BP has been accommodated, negotiated debated or rejected in Turkey and the societal and political tensions surrounding the process. The chapter is based on the findings of semi-structured interviews conducted with the Bologna experts and the officials of universities in Turkey, who were responsible for the reforms between 2009 and 2016, as well as a review of updated data and the analysis of secondary literature and official texts, such as the National Reports of the BP and the relevant policy documents in Turkey. After a very intense reform process, the policy transfer in Turkey slowed down, and Turkey's discussions, specifically about the BP both at the policy and the university level, became close to non-existent. The chapter aims to analyse the reasons behind the loss of interest in the BP in Turkey by focusing on the critical voices and discussions surrounding the neoliberalisation of HE. The chapter will also refer to how Euroscepticism in Turkey impacted the reform process in HE.

Abstract

Purpose

The purpose of this study is to understand the efforts of key social actors in influencing the reform of Iranian public universities budgeting system, from incremental to performance-based budgeting (PBB), the tensions that arose as competing efforts of institutional change were undertaken, and ultimately the impact of these efforts on the extent to which the Iranian government transitioned to a system of PBB in public universities.

Design/methodology/approach

Data comprises of semi-structured interviews with managers and experts involved in the budget setting process and an analysis of budgetary policy documents, reports and archival material such as legislation. An institutional work lens is employed to interpret the findings.

Findings

While actors advocating the change were engaged in institutional work directed at disrupting the old budgetary rules by disassociating the rules moral foundations and creating new budgetary rules (through new legislation), universities undertook subtle resistance by engaging in extended evaluation of the new proposed PBB rules thereby maintaining the old budgetary rules. The reforms undertaken to introduce PBB in Iranian universities achieved minimal success whereby incremental budgeting continued to constitute by far a larger percentage of the budget allocation formula for university budgets. This finding illustrates change and continuity in university budgetary systems resulting from institutional work of actors competing to control the basis of resource allocation under the proposed PBB system by proposing contradicting models.

Practical implications

The findings highlight the importance of understanding the interplay of institutional work undertaken by competing social actors as they seek to advance their goals in shaping budgetary reforms in the public-sector. Such an understanding may inform policy makers who intend to introduce major reforms in public-sector budgeting approaches.

Originality/value

Unlike prior studies that largely focused on how organization-level budgeting practices responded to changes in public budgeting rules (i.e. at the site of implementation of the rules), this paper highlights how strategies of change and resistance are played out at the site of setting budgetary norms.

Abstract

Purpose

In the era of the digital economy, higher demands are placed on versatile talents, and the cultivation of students with innovative and entrepreneurial abilities has become an important issue for the further development of higher education, thus leading to extensive and in-depth research by many scholars. The study summarizes the characteristics and patterns of dual-innovation education at different stages of development, hoping to provide a systematic model for the development of dual-innovation education in China and make up for the shortcomings.

Design/methodology/approach

This paper uses Citespace software to visualize and analyze the relevant literature in CNKI and Web of Science databases from a bibliometric perspective, focusing on quantitative analysis in terms of article trends, topic clustering, keyword co-linear networks and topic time evolution, etc., to summarize and sort out the development of innovation and entrepreneurship education research at home and abroad.

Findings

The study found that the external characteristics of the literature published in the field of bi-innovation education in China and abroad are slightly different, mainly in that foreign publishers are more closely connected and have formed a more stable ecosystem. In terms of research hotspots, China is still in a critical period of reforming its curriculum and teaching model, and research on the integration of specialization and creative education is in full swing, while foreign countries focus more on the cultivation of students' entrepreneurial awareness and the enhancement of individual effectiveness. In terms of cutting-edge analysis, the main research directions in China are “creative education”, “new engineering”, “integration of industry and education” and “rural revitalization”.

Originality/value

Innovation and entrepreneurship education in China is still in its infancy, and most of the studies lack an overall overview and comparison of foreign studies. Based on the econometric analysis of domestic and foreign literature, this paper proposes a path for domestic innovation and entrepreneurship education reform that can make China's future education reform more effective.

Abstract

Purpose

This paper aims to examine new public management (NPM) reform in New Zealand Universities (NZUs) and the process by which government policy changes generated service performance reporting (SPR), and how the SPR practices were institutionalised. It seeks to explain the underlying institutional forces of the reform process, how universities were subjected to accountability pressures through government-imposed managerial techniques and how universities responded to them.

Design/methodology/approach

The authors draw on the theoretical lens of neo-institutional theory and the concept of NPM to interpret the setting of SPR. Data comprise annual reports and other documents produced by the NZUs.

Findings

The findings show that the development of the SPR was driven by NPM ideals and rationales of greater transparency and accountability. The institutional pressures bestowed extra power to the government by demanding greater accounting reporting of university performance. It also shows the ensemble of institutions, organisations and management practices that were deployed to reorganise performance reporting practices.

Research limitations/implications

The study adds to the neo-institutional theory work that universities are experiencing extraordinary institutional pressure to become a market-type commodity in New Zealand and internationally. The findings have implications for government, universities, policymakers and public sector professionals who work in public sector reform.

Originality/value

Through the institutional theoretical lens, the study offers new insights into our understanding of NPM-driven regulation and institutionalisation of managerial techniques. The insights inform policy and practice surrounding design, implementation and the potential effect of future policy changes with reference to the performance of NZUs and internationally.

Abstract

This chapter explores how neoliberal higher education reforms in the United Republic of Tanzania (URT) during the 1990s and 2000s were shaped by the history of governance, schooling, and foreign donor involvement in the country following its independence in 1961. Against this backdrop, I examine how concepts of private versus public leadership, individualism, competition, and education’s place in the overall development scheme shifted over time, and the influence these changing conceptualizations had on the role of universities in Tanzania by the end of the first decade of the 21st century. In an international environment in which powerful funding agencies see neoliberal higher education policies and “knowledge societies” as the key to increased national competitiveness and poverty eradication in sub-Saharan Africa, this chapter shows how changes embedded in recent market-centered university reforms – in which the state is said to “steer” rather than “row” – have influenced the quest for equitable development.

Abstract

Purpose

This purpose of this study is to understand how the spread of audit culture and the related public sector reforms have affected Finnish universities’ organization principles, performance measurement (PM) criteria and ultimately their reason for being.

Design/methodology/approach

Applying extensive qualitative data by combining interview data with document materials, this study takes a longitudinal perspective toward the changing Finnish higher education field.

Findings

The analysis suggests the reforms have altered universities’ administrative structures, planning and control systems, coordination mechanisms and the role of staff units, as well as the allocation of power and thus challenged their reason for being. Power has become concentrated into the hands of formal managers, while operational core professionals have been distanced from decision making. Efficiency in terms of financial and performance indicators has become a coordinating principle of university organizations, and PM practices are used to steer the work of professionals. Because of the reforms, universities have moved away from the ideal type of professional bureaucracy and begun resembling the new, emerging ideal type of competitive bureaucracy.

Originality/value

This study builds on rich, real-life, longitudinal empirical material and details a chronological description of the changes in Finland’s university sector. Moreover, it illustrates how the spread of audit culture and the related legislative changes have transformed the ideal type of university organization and challenged universities’ reason for being. These changes entail significant consequences regarding universities as organizations and their role in society.

Abstract

In the present discourse of university politics, collegiality has come to be viewed as a slow force – seemingly inefficient and conservative compared to popular management models. Concerns have thus been raised regarding the future prospects of such a form of governance in a society marked by haste and acceleration. One way to bring perspectives on this contentious issue is to perceive it in the light of the long history of the university. In this article, I derive insights about the shifting state of collegial governance through a survey of an intense period of reforms in Sweden c. 1850–1920 when higher education was allegedly engaged in a process of modernization and professionalization. Drawing on recent work in historical theory and science and technology studies (STS), I revisit contests and debates on collegiality in connection to a number of governmental commissions. Focusing on the co-existence – and collisions – of multiple temporalities reveals that overcoming potential problems associated with heterogeneous rhythms required an active work of synchronization by universities in order to make them appear timely, as higher education expanded along with the mounting ambitions of national politics, focused on centralization, efficiency, and rationalization. The analysis is structured around three focal issues for which collegial ideals and practices, including their temporal characteristics, were particularly questioned: (a) the composition of the university board, (b) the employment status of professors, and (c) hiring or promotion practices. Pointing at more structural challenges, this study highlights how collegiality requires a constant maintenance paired with an awareness of its longer and complex history.
