Abstract

Purpose

This paper aims to assess the functions of the National Archives of South Africa regarding universities’ records and archives by comparing the University of the Witwatersrand (Wits) and the University of Venda’s (Univen) implementation of the National Archives and Records Service of South Africa Act, No. 43 of 1996 (NARSSA) provisions 11 and 13, with the view of recommending best practice.

Design/methodology/approach

The quantitative research methodology was adopted. The data collection tool was a questionnaire completed by 34 heads of divisions, departments and units from the Wits and Univen, supplemented by a document review. Thus, the study population comprised universities’ heads of divisions, departments and units.

Findings

The National Archives of South Africa is not playing a role in providing advice to universities on how to manage their records and archives to fulfil their teaching, learning and research mandate, protect them from litigation and preserve their corporate memory such as records with national and international significance. Most of the respondents were not aware of the NARSSA provision 11 on the custody and preservation of records, and provision 13 on the management of public records. NARSSA lacks provision specifically for the management of university records. NARSSA appears vague about the management of university records, as it does not explain the legal definition of university records.

Research limitations/implications

This is a comparative case study limited to Wits and Univen. The shortcoming of this study is that the author did not provide relevant and detailed information for the article reader to fully understand the functions of the NARSSA provisions 11 and 13 regarding university records and archives at Wits and Univen, respectively.

Practical implications

The study recommends the South Africa legislature to review the NARSSA regarding records and archives’ role in the university. The researcher’s view is that reviewing existing NARSSA provisions 11 and 13 would provide universities with the responsibility of managing some of their national and international records. This might improve the management of records and this, in turn, would enhance the preservation of records.

Originality/value

This paper appears to be the first to review the functions of the National Archives of South Africa regarding the South African university’s records and archives.

Abstract

Purpose

The landscape of teaching, learning and research has changed requiring the need for diverse information resources. Given the current budgetary constraints and financial conditions prevailing in many universities, sharing of information resources has become a necessity. The Interlibrary Loan (ILL) services have thus become an important service to meet the immediate needs of library users. The aim of this paper is to analyse the ILL services of the North-West University in South Africa from 2006 to 2016. Using statistical data, the paper shows the emerging pattern in borrowing and lending between institutions as well as determines the existence of correlations between borrowing and lending libraries. The results of this study show that ILL amongst libraries has decreased in the past 11 years. A need exists for increased awareness of ILL and there is need for technological innovations that will ensure that library users are able to request for information resources seamlessly.

Design/methodology/approach

This is a quantitative study that uses ILL data from the North-West University. Data were downloaded from the SABINET ILL system using the three NWU JC codes. They were then collated and uploaded on excel spreadsheets. In the main, the excel spreadsheets were used to interpret the data. Further, the Statistical Package for Social Sciences (SPSS) software, in particular Spearman’s Correlation Analysis, was used to test correlations between data from libraries that requested information resources from NWU and data from libraries that supplied information resources to NWU during this period using Rumsey’s guidelines to interpret the correlations.

Findings

The findings of the study reveal that ILL among libraries in South Africa had generally declined owing mostly to the proliferation of online resources resulting to changes in user information-seeking behaviour. The decline is despite the challenges of low budgets received by most libraries for the acquisition of information resources. It can also be concluded that public university libraries still value ILL as demonstrated by the high number of items requested from other libraries. The findings also reveal that most ILL activities were conducted by public universities.

Research limitations/implications

It was not possible to obtain the list of titles that have been requested and also to obtain the user’s details. This would have enabled the authors to determine the type of titles that are being requested, and the users that request them.

Practical implications

ILL should continue to be enhanced in view of the challenge of dwindling library budgets against the escalating prices of information resources. There is also a need for user education so that they become aware of the ILL service. From experience, library users normally give up once they realize that what they wanted is not available through the local catalogue and this calls for librarians to create an awareness to users that ILL could help solve their frustrations.

Social implications

These results show that ILL can play a significant role to level the playing field between the well-resourced libraries in urbanized regions or provinces and the poorly resourced ones in rural regions or provinces. This social justice aspect of ILL is probably the reason why better resourced libraries in South Africa have decided to remain in the scheme unlike other countries where better resourced libraries opted out of reciprocal arrangements with small and medium-sized institutions.

Originality/value

The study adds to a very limited number of studies emanating from Africa. A study of this nature has never been conducted in Africa, as previous studies were nationwide studies. As far as the authors know, this is the first study that uses ILL data to research the impact of the global financial crisis on libraries in Africa.

Abstract

Purpose

The purpose of this paper is to show the complex positionality and the complexity that comes with the study of whiteness in South African higher education by Dutch, white academics. This complexity stems from the long-standing relationship between Dutch universities, the Vrije Universiteit Amsterdam (VUA) in particular, with their South African counterparts, which predominantly supported apartheid with reference to a shared religious (Protestant) background.

Design/methodology/approach

The paper rests upon a literature review of the development of South African higher education, and an assessment of the prominent role played by the Dutch Vrije Universiteit in support of the all-white, Afrikaans Potchefstroom University (presently North-West University). The authors, who are both involved in the institutional cooperation between Vrije Universiteit and South African universities, reflect on the complexity of this relationship by providing auto-ethnographic evidence from their own (religious) biography.

Findings

The paper reflects the ambiguous historical as well as contemporary contexts and ties that bind Vrije Universiteit to South African universities, especially formerly Afrikaans-speaking ones. The ambiguity is about the comfort of sharing an identity with formerly Afrikaans-speaking universities, on the one hand, and the discomfort of historical and political complicities in a (still) segregated South African society on the other hand.

Originality/value

This auto-ethnographic paper breathes an atmosphere of a “coming out” that is not very common in academic writing. It is a reflection and testimony of a lifelong immersion in VUA-South African academic research relations in which historical, institutional, and personal contexts intermingle and lead to a unique positionality leading to “breaking silences” around these complex relations.

South African higher education is beset by the following problems: inequality in access to and survival in higher education, aligning education and work, and the problem of the university appearing as a Western institution, isolated from the exigencies and realities of society. One institution that does have an international track record in successfully addressing these issues is the Community College. This chapter reconstructs that track record, and juxtaposes it next to an analysis of South African higher education and the South African context, and in conclusion assesses the promise of inserting the Community College model into the South African higher education landscape.

Abstract

Purpose

The purpose of this study is to assess the digital preservation policies and plans for long-term digital preservation in selected repositories in South Africa, with a view to develop a digital preservation framework for the preservation of Indigenous knowledge system (IKS) in South Africa.

Design/methodology/approach

Through the multiple case study research design, data was obtained from eight respondents in four Indigenous Knowledge Systems Documentation Centers (IKSDCs) in institutions that are part of the National Recordal Systems (NRS) initiative across four provinces in South Africa using in-depth face-to-face interviews. Data collected was also supplemented with the content analysis of several policy documents in South Africa.

Findings

The findings reveal that there are no digital preservation policies in place in the institutions, especially long-term digital preservation for IKS. However, some of the institutions are formulating policies that will include the management of IKS collected in the institutions. This study also reveals that digital curation, policy formulation and disaster preparedness plans to some extent are measures said to be in place for the digital preservation of IKS.

Research limitations/implications

This study focuses mainly on the NRS initiative in South Africa. Indigenous Knowledge (IK) related to traditional medicine, traditional plants and food are currently being digitized at the IKSDCs by IK recorders. This study will help in ensuring that the South African Government’s effort and investment in digitizing IKS and making them accessible online is not wasted. This study will help mitigate the risk of damage and alteration over time, either deliberately or in error.

Originality/value

This study fills a gap in the literature on the digitization and digital preservation of IKS from the context of the NRS project in South Africa. Very few studies have been carried out on the digital preservation of IKS in Africa. This study also proposed a framework for the digital preservation of IKS in South Africa.

Abstract

Intimate partner violence (IPV) is a social issue that continues to haunt humans globally. Despite the magnitude of research that has been conducted, the Sustainable Developmental Goals target 5.2, and the South African proposed National Strategic Plan on Gender-Based Violence and Femicide, South Africa experiences high incidences of IPV. In heterosexual couples, violence incidences are a concern that requires further research by scholars because cohabiting relationships are an increasing phenomenon within the African context. This study attempts to theorize from an African philosophical stance, focusing particularly on the African psychological perspective. In this chapter, The authors illuminate the nature and forms of violence that manifest in cohabiting relationships. This research explores participants’ experiences of IPV in cohabiting relationships.

This enquiry has been conceptualized using a qualitative constructivism paradigm with in-depth, unstructured one-on-one interviews. Interviews were conducted with 10 participants between the ages of 18 and 24 years recruited from the Thohoyandou Victim Empowerment Programme in Vhembe District in Limpopo Province, South Africa. Thematic analysis was used to generate themes while narrative analysis was used for the participants’ stories. Participants shared their self-reflections on their IPV experiences, deciding to leave their relationships, and threats from their partners when they tried to leave the relationships.
