Abstract
Purpose
This paper aims to determine the mediating effects of government-funded research and development (R&D) projects in the relationship between the competence factors of universities and the performance of university–industry cooperation.
Design/methodology/approach
This study has been conducted to analyze the mediating effect of government- and enterprise-funded R&D projects in consideration of the performance during university–industry cooperative projects. In this study, a three-step analysis of the mediating effects (Baron and Kenny, 1986) and Sobel Test are taken for the empirical analysis.
Findings
In the result, R&D funding from the central government partially mediates the performance of university–industry cooperation when the research capacity of the full-time faculty and the size of the Technical Licensing Office (TLO) are taken as independent variables. R&D funding from the central government does not mediate university–industry cooperation when the size of the center for university–industry cooperation is an independent variable. However, R&D funding from a local government does not mediate the performance of university–industry cooperative projects for any chosen independent variables. The results of this study suggest a direction for governmental funding in R&D projects to promote performance during university–industry cooperation. Another requirement is for universities to expand their research capacity and the operations of their TLO.
Originality/value
The majority of former research studies on university–industry cooperation and its performance have focused on the university’s research capacity, the competence of the TLO and the traits of the university.

Abstract
Purpose
The purpose of this paper is to analyze the business model of techno parks (TPs) in Turkey and shed light on the value co-creation in TPs in the light of the service perspective and stakeholder theory.
Design/methodology/approach
In this conceptual paper, a generic business model canvas for Turkish TPs has been elicited based on an in-depth review of the literature. Then, the functioning of the model and the nature of value co-creation have been viewed through the lenses of service perspective and stakeholder theory, and then the relationships and flows between the components of the business model have been visualized with a dynamic model.
Findings
The institutional environment leads Turkish TPs to have similar business models with functional differences. The value is co-created by stakeholders in TPs and value co-creation depends on the skills, competencies and cooperative efforts of all actors involved in the functioning of the business model.
Practical implications
This paper provides insight for TP management companies to improve their business models, for policymakers to refine institutional framework to enable effective functioning of TPs and for stakeholders to understand their role in value co-creation.
Originality/value
This paper provides a dynamic framework and a model for understanding business models of TPs and the value co-creation process, which is an understudied area, especially in a developing country context. It also extends the business model and value co-creation literature in the context of TPs by integrating multiple theoretical perspectives.

Abstract
Purpose
The purpose of this paper is to specify the conceptual foundations of educational cooperation of universities and companies of Industry 4.0 for maximizing its efficiency.
Design/methodology/approach
For determining the efficiency of educational cooperation of universities and companies of Industry 4.0 in modern Russia, the authors use the information and analytical materials on the results of monitoring of effectiveness of the activities of educational organizations of higher education in 2018. They use the indicators of the number of cooperation agreements and efficiency of cooperation – employment of graduates and the share of non-budget assets in revenues from the educational activities. These indicators are studied with the help of the method of regression analysis. The objects of the research are the flagship universities of the Central and the Southern Federal District of the Russian Federation.
Findings
Low efficiency of the educational cooperation of universities and companies of Industry 4.0 in modern Russia is observed. The authors show by the example of the flagship universities of the Central and Southern Federal Districts of the Russian Federation in 2018 that multiple agreements on their cooperation with the companies of regions in which they are located do not ensure high values of the indicators of employment of their graduates and the share of non-budget assets in revenues from the educational activities.
Originality/value
An algorithm of developing the educational cooperation of universities and companies of Industry 4.0 and a model of educational cooperation of universities and companies of Industry 4.0 are offered. The authors’ recommendations specify the conceptual foundations of the educational cooperation of universities and companies of Industry 4.0, as they orient the participants of this cooperation at achievement of specific formalized results and show the mechanism of achieving them.

Abstract
Purpose
This paper aims to identify and classify the parameters that construct the input, processes, output, productivity and outcome variables that affect performance. These parameters are used in the evaluation model to measure research performance in universities so that they can be used as the basis for making leadership policies both at the national and institutional levels.
Design/methodology/approach
The design of this research is a quantitative research method using a survey questionnaire that was sent to the heads of research institutions at universities in Indonesia. To obtain these parameters, a test for determining the value of the loading factor was used.
Findings
The authors found that input variable parameters consisted of 10 parameters; process variable consisted of 22 parameters; output variable parameters consisted of 8 parameters; productivity variable consisted of 4 parameters; and outcome variable parameters consisted of 10 parameters.
Originality/value
One approach to obtain parameters is through systems theory, where every element that makes up the organization contributes to the achievement of goals. This study attempted to develop parameters in the performance appraisal model of systems theory-based research institutions that are adapted to trends in the direction of research in universities. These parameters are based on aspects of input, process, output, productivity and outcome.

Abstract
Purpose
The purpose of this paper is to analyze potentially significant differences in a series of relevant characteristics of universities’ technology transfer offices (TTOs). To this end, TTOs have been classified by the function of their resources assigned to the enhancement of university entrepreneurship. The factors analyzed are the number of academic spin-offs created with the support of TTOs as well as the TTOs’ age, experience, professionalization and relational capital.
Design/methodology/approach
The authors have performed a hierarchical agglomerative cluster analysis to identify the groups of TTOs with homogeneous behavior and features. This multivariate technique allows determining whether it is possible to identify some differentiated conglomerates of TTOs.
Findings
The results of the cluster analysis allow concluding that the number of academic spin-offs created with the support of TTOs, the age and degree of professionalization of these TTOs, the experiences of their employees in matters related to entrepreneurship and their relationships with market actors explain the different levels of commitment of TTOs toward the enhancement of university entrepreneurship. In contrast with the expected results, the relationship between TTOs and academic actors does not seem to explain such differences.
Originality/value
This research contributes to the identification of the particular design characteristics that TTOs should exhibit to promote the entrepreneurial performance of universities, offering important recommendations to academic institutions regarding the efficient design of TTOs to manage university ambidexterity and to build TTOs’ entrepreneurial identity.

Abstract
Purpose
The purpose of this paper is to analyze the role of inputs and processes to the output of entrepreneurship education programs (EEPs) in universities in Bandung, Indonesia. The input here is related to the audience, institutional setting and type. The process includes the objective, content and teaching method. The output is represented by entrepreneurial knowledge, entrepreneurial spirit and entrepreneurial behavior. Meanwhile, this study tries to reflect that inputs, processes and outputs in EEPs to create value for students.
Design/methodology/approach
This study provides empirical evidence of how the influence of inputs and processes on output of EEPs. The results are based on survey data collected at universities in Bandung, Indonesia. A total of 222 respondents participated in filling questionnaires. Structural equation modeling is used to test the proposed hypothesis.
Findings
The study found that inputs are positively and significantly related to the process of EEP. The study also point out that processes have positive and significant effect on the output of EEP. Meanwhile, the inputs have negative and insignificant effect on the output of EEP. The study concludes that EEPs should be integrated in providing learning to students in encouraging business creation through the identification of inputs, processes and outputs so as to provide insight into how to manage value creation.
Practical implications
The study is valuable from a university and government perspective, as it highlights the most effective EEP for creating value that is an increase in the number of young entrepreneurs and business creation.
Originality/value
This study adds knowledge based on students’ perspectives at universities by demonstrating the importance of inputs and processes for EEP output as value creation in giving impact for students to be entrepreneurs.

Abstract
Purpose
The purpose of the paper is to develop a perspective mechanism of the investment and innovative activities of university in the conditions of industry 4.0, which allows supporting its high investment attractiveness and high effectiveness of usage of venture investments in digital education.
Design/methodology/approach
The research is performed by the example of modern Russia with application of the methods of trend analysis and regression analysis in two consecutive stages. The authors determine regression dependence of the efficiency of digital modernization of universities (on the basis of the indicator of fixed assets implementation) on the volume of investments into fixed assets. Dependence of the indicator of digital competitiveness of education (“training and education”), calculated within the part “knowledge” of the IMD rating “world digital competitiveness ranking,” on commissioning of fixed assets by universities is determined. For the purpose of representativeness of the selection of statistical data, which initial period is 2012, not only factual data for 2012-2018 are used but also forecast data for 2019-2024 (as the national program “digital economy of the Russian Federation” is due until 2024).
Findings
Low effectiveness of usage of venture investments in digital education in Russia is substantiated. As investments are provided in the form of target state financing, universities cannot independently determine the directions of their usage and have to use them for purchasing digital equipment and technologies. Other necessary measures for digital modernization of education, namely, training of digital personnel for university, access to digital infrastructure, development of new educational programs, conduct of research and development and marketing, are not implemented.
Originality/value
It is determined that attraction of private venture investments faces the problem of their large volume and high risk. Both problems could be solved by the developed mechanism of investment and innovative activities of a university in the conditions of industry 4.0. It shifts the initiative from university to digital business, which independently initiates the process of venture investing.

Abstract
Purpose
This paper aims to identify factors that influence the outcomes of academic entrepreneurship at the University of Tehran.
Design/methodology/approach
The research questionnaires were randomly distributed, and 95 individuals, including professors and experts in the field of academic entrepreneurship at the University, answered the questions. The population was estimated to include 150 subjects; 100 questionnaires were distributed totally; and 95 questionnaires were finally collected.
Findings
The results obtained from the data analysis indicate that institutions (formal and informal) and organizational factors (resources and capabilities) have a significant impact on the success of academic entrepreneurship. In addition, the results from an effect size analysis revealed that capabilities and informal resources have the strongest impact on the academic entrepreneurship outcomes. Limitations and directions for future research are provided at the end of the study.
Originality/value
It is a pioneering work that identifies the factors that influence academic entrepreneurship outcomes at the University of Tehran in a specific context such as Iran. Guerrero and Urbano’s (2012) entrepreneurial university model, which is built on the theory of institutional economy (North, 1990) and the resource-based view (Barney, 1991), has been adapted as the theoretical framework.

Abstract
Purpose
The purpose of this study is to investigate contemporary changes in the education system. In particular, an analysis of the mechanisms of coordination and communication involved in the process can show how different geographical factors with different relational mechanisms may contribute to the creation of a new academic entrepreneurship.
Design/methodology/approach
The authors propose a methodology with two-step approach. In the first part of the paper, they use a theoretical approach to carry out a longitudinal study of academic literature on the topics of “entrepreneurial university,” “academic entrepreneurship” and “spin-off organizations.” In the second part, they use cross-database analysis to theorize the main aspects of recent developments in higher education in Italy. To this end, the authors use three public and open-access databases on spin-offs, universities and higher education institutions and incubators in Italy.
Findings
First, issues relating to the formation and best practices of entrepreneurial universities are discussed, based on the works of researchers from 25 countries. Second, a hypothesis is put forward to suggest that the organizational model of entrepreneurial university affects microeconomic competitiveness. Third, a case study of Italian spin-off organizations suggests that the number of incubators and spin-offs, and the type of academic knowledge, all directly affect the entrepreneurial university.
Originality/value
This paper aims to examine the role of the university in the modern economic system. The originality of this investigation lies in its ability to offer a picture and first analysis of the main actors and of the entrepreneurial university system.

Abstract
Purpose
This study aims to make government usage of technology research grants more efficient and to evaluate how to use university–industry–research cooperation to promote industrial innovation in Taiwan.
Design/methodology/approach
This case study aims to use the triple helix model and other references to develop indicators which can estimate the performance of university–industry–research cooperation in Taiwan. The study selects three facets: “(prior) mechanisms,” “(in-progress) regulations” and “(post-hoc) operations” to find out the critical indicators contributing the final outcome. The study found that a successful university–industry–research cooperation requires the following factors: strengthening review methods for the mechanisms; its relationships of rights and obligations; policy needs in regulations; and plan incentives in operations.
Findings
It is recommended that, to promote university–industry–research cooperation in Taiwan, resource distributors and program management units should not only continue program application incentives and strengthen interdepartmental resource integration, they should also consider the establishment of a fair, just and open review mechanisms, and they should enhance the relationship between the rights and obligations of university–industry–research cooperation.
Originality/value
The study of this program includes application review before, during and after the program, management examination and performance evaluation to formulate recommendations as reference points for resource distributors and grant recipients. And because of industry–university cooperation being the main way of research and technology development, the findings and suggestions of this study may also be helpful for other grant systems in the world.
