Abstract

Purpose

The higher education sector in many countries is going through unprecedented changes. The changes are as a direct result of external and internal operating environments which are having a significant impact on universities. Externally, changing government policy; ongoing student growth and stakeholder demand for quality; and international developments in higher education are some of the many factors driving change in universities. Internally, change in leadership and renewed institutional strategy; and financial sustainability are some of the internal factors contributing to the changes within universities. The purpose of this paper is to outline the changing context of Australian higher education and argue the need for the renewed emphasis on strategy development and effective implementation in universities.

Design/methodology/approach

The paper analyses the recurring themes related to strategy development, implementation and reviews from the external quality audits of all Australian universities in cycle one audit and 29 universities who completed cycle two audit until 2011.

Findings

The paper argues the need for universities to engage in careful strategy development and implementation which aligns with institutional resourcing and risk management. Failure to engage in careful strategy development and effective implementation may put universities at risk in the current higher education landscape characterised by changing government policy and the political landscape in Australia.

Originality/value

The literature on the effectiveness of strategy development and implementation in universities is limited. This paper attempts to fill the current gap by arguing the need for institutions to engage in careful strategy development at a time when governments cannot be trusted in the funding of universities.

Abstract

Purpose

Modernization of Russian higher education is carried out with the purpose of its successful integration into the global educational environment. However, the contemporary management model of most Russian universities demonstrates a low efficiency level. The purpose of this paper is to identify the problems of organizing the universities’ strategic development and to seek the opportunities to achieve strategic competitiveness of Russian universities.

Design/methodology/approach

The basic research methods included the following: content analysis, expert evaluations, analysis of the modern concepts of universities strategic management, comparative analysis of high school practice of strategy development, and government regulations in historical perspective.

Findings

The major result of the study is the conclusion that the most important problem of the competitiveness of Russian universities is the lack of strategic flexibility. We can say that there is a structural nature of the management crisis affecting the whole system of university education. Over the past 25 years, there has been a radical change in the basic institutional conditions for the development of higher education institutions in Russia: the volumes and changed model of financing; the market landscape and the regional environment; the conditions and the nature of the interaction with international partners, etc. At the same time, in most cases, the platform of this system and standards of internal policy have remained unchanged. Russian education practically lost its individuality. This paper shows the experience of strategic management at leading federal and regional universities of Russia, analyzes the implementation of their development programs, and gives examples of best practices in the use of strategic planning tools.

Originality/value

The relevance and value of the paper is the following: for the first time, thorough attention has been paid to the accumulated potential of Russian universities, which has been formed over a long evolutionary path and now can be positioned as an important management resource in the organization of strategic management for enhancing the global competitiveness of the national system of higher education.

Abstract

Purpose

Modern trends show that universities are searching for new solutions to increase efficiency and improve quality by considering approaches of quality system development that link with strategy and include extensive analysis of risks, processes and stakeholders. The approach that best fits the institution has to be in line with the institution’s strategic objectives, quality culture and policy and key performance indicators. The purpose of this paper and case study is to discover if sustainable development may be achieved by using an appropriate quality system development approach, such as the European Foundation for Quality Management (EFQM) excellence model.

Design/methodology/approach

To analyse sustainability and development of the quality system adapted in a higher-education institution, a literature review of different quality management approaches and models was performed. The research includes a case study of the university’s quality management framework based on an adapted EFQM excellence model emphasising on strategic development in the context of sustainability. The key focus of the research is to discover how universities could better focus on sustainable development and benefit from a quality system based on an adapted EFQM excellence model.

Findings

Literature analysis indicated that some of the sustainability development activities a university may use are possible to be integrated through quality system models and development approaches. The findings from the literature suggest that the EFQM excellence model may provide a management framework and a comprehensive overview of a university for identifying necessary improvements and promoting the implementation of advancement activities on the road to sustainable development. The principles of the EFQM excellence model may guide in setting a strategic focus on sustainable development of universities.

Originality/value

Sustainability and sustainable development of a university are analysed in terms of quality aspects of higher education, and the research results reveal the main sustainability elements to be analysed and implemented through a university’s strategy and improvement processes. The Riga Technical University quality system called “RTU Excellence Approach” development analysis is given as a case study.

Purpose

The purpose of this paper is to analyze the medical education strategic planning to align with international best practices in university governance.

Design/methodology/approach

Research methods used: content analysis, analysis of modern concepts of strategic planning in universities. The study used two main methodological approaches: analysis of medical education governance and analysis of strategic planning in universities.

Findings

Applied models of educational governance at most universities are not always effective in achieving their goals. A strategy is a complex and potentially powerful tool, with the help of which a modern university can withstand the constantly changing environment. By using such a tool, the university can gain prestige, leading positions and recognition in international scientific and educational spheres. Therefore, strategy and strategic planning deserve close attention as a higher education governance tool, suitable not only for a medical college but also for a wide range of other types of social organizations.

Originality/value

Education is a policy priority of any state determining the state’s level of modern socio-economic development and building a productive workforce. The quality of human resources primarily depends on the system of higher education, which is carried out by universities. Foreign countries’ experience shows that prosperity of the state and society is impossible without a healthy nation. Improving the quality of people’s lives depends, in particular, on health education, so “medical education governance” is how we prepare personnel, which must be properly trained and qualified to provide high-quality health care services. Kazakhstan medical universities are increasingly becoming players in the medical education market, but the governance systems of universities are lagging behind. The success of universities largely depends on the results of their strategic planning, which is why special attention should be given to strategic planning analysis. Despite the importance of analyzing medical education governance, there has been insufficient research in this area in Kazakhstan.

Abstract

Purpose

The main reason for writing this paper was the systematic determination of the state of internationalization of public higher education for the first time in Bosnia and Herzegovina (B&H). This paper aims to compare the state of internationalization with the results of comparative European and world research in higher education in order to determine the direction of public universities in B&H following globalization and connection with the European Higher Education Area (EHEA), as well as to determine future steps for mandatory inclusion into global higher education flows. Furthermore, the aim was to determine the treatment of mobility and student exchange programs and the ways of recognizing acquired qualifications abroad.

Design/methodology/approach

The paper opted for a research study by conducting questionnaires that were divided into questions of elimination, questions of qualification and questions of the main survey. A total of 2,822 final year students were surveyed, as well as 386 representatives of the management of public universities. Within the paper, 25 different SWOT analyses of internationalization were performed by public universities, ministries and state/regional agencies, which was the basis for the SWOT analysis of the internationalization of B&H public higher education. The data were supplemented with a qualitative analysis of the obtained results compared with the International Association of Universities (IAU) and European Association for International Education (EAIE) research, as well as an overview of the most significant achievements in the field of internationalization of higher education.

Findings

The paper provides empirical results on the barriers of students to study abroad, the existence of strategies and indicators for internationalization, the benefits of internationalization, internal and external drivers of internationalization and the potential risks of internationalization. These empirical results for B&H were compared with complementary IAUs and EAIE research and provided the basis for SWOT analysis of internationalization, development of institutional internationalization strategies and indicators, B&H recognition model, new criteria for accreditation with emphasis on internationalization and criteria for assessing internationalization. The paper suggests that virtual mobility and internationalization at home are future logical trends of development internationalization in B&H.

Research limitations/implications

Suggestions for future research related to the examination of identified potential risks to the management of the internationalization of individual institutions, as well as to future comparisons of the new state of internationalization of higher education in B&H with current similar research in Europe and the world. Regarding the limitations in the research, it was possible that a larger number of participants participated in the survey with questionnaires, although the target set at the beginning of the survey was achieved.

Practical implications

Most of the research results are the basis for improving the practical situation in the internationalization of public higher education in B&H. The paper presents a special chapter (undertaken improvement activities) dedicated to the practical implications based on the conducted research and comparison of results. Considering that this is a preliminary work related to the internationalization of higher education, based on the researched results, the context of the internationalization of public higher education in B&H was changed by the activities described in the mentioned chapter. The contribution to these activities was given by the approved project of the European Commission (EC) “strengthening of internationalization in B&H higher education” - STINT. Also, the research results of this paper offered a comparison with the research results of research conducted by IAUs and EAIE.

Social implications

Different research groups participated in this research study: students, teachers, administration, representatives of ministries and state/regional agencies. All target groups supported the implementation of the questionnaire, the development of SWOT analyses and various reports, as well as the undertaking of various practical activities. In accordance with the research results, all these target groups were subsequently educated on issues of internationalization and recognition of qualifications. Stronger and better internationalization certainly increases the social impact on future students, higher education funders, as well as other interested stakeholders.

Originality/value

This is a preliminary study whose main goal was to review the state of internationalization and to identify the most important undertaken activities in B&H. For the higher education area in B&H, the research study is new and has undertaken internationalization activities, but on the other side, in other developed European countries, similar studies and activities are not new. For the field of higher education in B&H, this work and research results are important because they will be the basis for future internationalization activities and will also serve as a basis for future activities to be undertaken in this field. The value of this paper is significant for both internal and external stakeholders of higher education.

Abstract

Purpose

The purpose of this paper is to analyze the outcomes of the financial optimization process launched by the recent reforms in the Russian higher education sector and its impact on access to higher education, its quality and competitiveness within the sector. The study of the economic performance of higher educational institutions includes complex analysis of financial and educational components of their structural dynamics and their impact on their development strategy.

Design/methodology/approach

The methods used in the study of the segmentation of the higher education sector involve a combination of theoretical developments in economics and the modeling of the economic behavior of universities on the market for educational services, procedures for the evaluation of transaction costs in the markets with asymmetric information and recent conceptions of the interrelation of factors affecting quality and accessibility of higher education.

Findings

In this paper, the economic potential of Russian universities is considered, making use of a segmentation of the higher education sector, based on sampling of state and municipal higher education institutions from different industry groups, depending on their development strategy under changing social and economic conditions. The research data for 2006‐2009 help to define five clusters of the higher educational establishments with different approaches towards public funding and different strategies.

Originality/value

Based on the research data, the paper evaluates the current situation in the Russian higher education sector and some skewed structures of the reforms and outlines some policy implications.

Abstract

Purpose

The world is shaped by an education system that reinforces unsustainable thinking and practice. Efforts to transform our societies must thus prioritise the education of educators – building their understanding of sustainability and their ability to transform curriculum and wider learning opportunities. The purpose of this paper is to focus on university educators and critically review the professional development and policy landscape challenges that influence their effective engagement with Education for Sustainable Development (ESD). The paper is informed by a pan-European collaboration involving 33 countries that identified emerging scholarship and practice in this area and assessed the lessons learned from ESD professional development initiatives. It sets the context for a special issue titled “Professional Development in Higher Education for Sustainable Development” that draws together a collection of articles focusing on professional development of university educators across the world.

Design/methodology/approach

This paper provides a critical review of existing practice, international policy frameworks and literature relating to ESD, professional development and higher education. It examines innovative initiatives worldwide that seek to improve the capability of educators in higher education to integrate ESD into academic practice at individual, disciplinary and institutional levels. A rigorous process of selection was applied and overseen by an international expert group. This ensured that the initiatives sought educational change in ESD, and not simply the embedding of content about sustainability into learning opportunities. It also assured that the initiatives had a clear and intentional professional learning process to underpin the engagement of participants with ESD.

Findings

ESD has grown in visibility and status worldwide, with a clear increase in activity in higher education. The sector is viewed as a significant force for change in societies, through the education provision it offers to future professionals and leaders in all sectors. However, universities currently lack capacity to integrate ESD effectively into mainstream teaching practices and the training they provide for academic staff or to integrate ESD into their institutional teaching and learning priorities. Many ESD activities remain focused on teaching issues arising in sustainable development research and delivering specialist modules or courses in sustainability. Very few countries and institutions have significant staff development programmes to enhance the ESD competences of university educators and build their academic leadership capabilities for ESD. The contributions to this special issue show the need for greater understanding of the multi-level task of integrating ESD into professional development activities, not just for individual impact in the classroom but to advance institutional change and decisively influence the teaching and learning discourse of higher education.

Originality/value

There are few research studies and documented activities on ESD professional development in higher education available in the literature. This paper attempts to explore what ESD professional development involves and describes its complexity within the higher education sector. The special issue provides a collection of innovative research and practical initiatives that can help those involved in education and learning to develop ESD as a priority for future university innovative pathways.

Purpose

The perspectives of industry instructors from a case enterprise were adopted to analyze various contexts of internship implementation and to examine feasible strategies for incorporating internships in the human resource development process.

Design/methodology/approach

A Taiwanese enterprise stationed in China was selected for case study. This study focused on the 2019 summer internship program. Interviews were conducted with 23 industry instructors.

Findings

(1) Units should effectively employ interns by guiding them to learn by doing tasks. (2) Provide training and assign personal industry instructors to guide interns in learning by doing, thereby establishing workplace relationships in advance. (3) High-level leaders and senior managers must pay close attention to internship results and inspire industry instructors and interns to perform internship tasks. (4) Managers of internship units must participate in interviews to select potential employees that satisfy unit requirements. (5) Opportunities for university teachers to interact with enterprises and recommend interested students who learn knowledge, skills, abilities and other characteristics (KSAOs) that fulfill enterprise requirements should be increased.

Practical implications

Enterprises must systematically plan internship tasks, recruitment and selection, as well as practices and reports if they wish to employ interns as potential human resource.

Originality/value

This study used the practical perspectives of industry instructors to establish the contexts and strategies of intern training for human resource development. The results of this study are expected to provide a reference for enterprises in planning internship workplaces and increase their willingness to employ interns.

Abstract

The Whole Institution Approach is part of UNESCO’s Education for Sustainable Development program. This chapter explores what a “Whole Institution Approach” is and what it translates to in different higher education institutions around the world. This chapter provides background information to understand the complexity of sustainable development in higher education and how universities engage with the United Nations Agenda 2030. This chapter is based on an autumn 2018 International Association of Universities qualitative study, which looked at how the sustainable development goals (SDGs) are changing the dynamics of universities. To illustrate the findings, this chapter presents five case studies highlighting different approaches to integrating sustainable development into the whole institution. This chapter shows that there is no one-size-fits-all approach; each university engages with sustainable development and the SDGs in its own way. Finally, this chapter explains what the 2030 Agenda can mean for higher education institutions and more specifically Whole Institution Approaches.

Purpose

The purpose of this paper is to explore a possible strategic role for computing ethics and investigate how they might align with corporate values and higher education (HE) strategy making.

Design/methodology/approach

A longitudinal study of a university in the South East of England is used to examine qualitative findings and develop a formative discussion. The findings, discussion and conceptual framework draw upon documents analysis and 14 semi-structured interviews with senior informants involved in strategy making and implementation within a HE case study setting.

Findings

Findings are discussed in terms of: first, dealing with everyday computing ethical issues facing HE, such as common information technology (IT) threats and data protection; second, responding to ethical opportunities, dilemmas and challenges associated with the adoption of new information and communication technology in areas such as eLearning; and third, harnessing aligned IT opportunities, computing ethics and organizational values for long-term strategy development.

Research limitations/implications

This paper is important for strategic decision makers as they consider the joined-up nature of computing ethics and organizational strategy. Explicating hidden ethical opportunity and threat dimensions of eLearning, computing networks and organizational design should be an area for future research. The authors are limited by the use of a single case study, and generalizability of findings.

Originality/value

The contribution of the paper is a macro-analytical and conceptual approach that explores tentative links between computing ethics, corporate values and strategy making, while supporting future empirical studies between traditionally disparate research domains.
