Abstract

Purpose

The purpose of this paper is to shed light on the unexplored characteristics of labor relations in Nepal against the backdrop of social exchange theory as it relates to labor relations.

Design/methodology/approach

The paper considers the psychological contract of promises and expectations from the social exchange theory on the ground in Nepal. To do so, the paper adopts an inductive method of investigation and reviews dispersed and unstructured archival data.

Findings

In terms of the psychological contract of promises and expectations, Nepalese workers and trade unions appear to have constituted a pressure group since they aligned themselves with Nepal's political parties. Consequently, the legal labor framework and behaviors of trade unions have produced highly politicized labor relations; very high and dense union memberships; vocal unions; a labor-supportive legal framework; union-influenced government and union-driven enterprise-level collective bargaining and collective dispute settlement.

Originality/value

The paper claims that although the system framework has flimsy prospects elsewhere in the world, it is strong in Nepal as a result of the recent Labor Act of 2017. For this very reason, the paper argues that Nepal's trade unions are in their sturdiest position ever and, therefore, that the country has evaded the crisis experienced in advanced and emerging economies in other parts of world. In theoretical terms, the article contributes from the social exchange theoretical perspective to the literature on the psychological contract of promises and expectations. It also has a bearing on emerging discourses and debates about the revitalization or reshaping of traditional industrial relations.

Abstract

This paper evaluates the only industry-wide process initiated by a union through collective bargaining to reorganize traditional work systems and transform labor relations. It analyzes attempts over the past decade by the United Steelworkers of America to introduce its model for a more participative work system in an effort to gain access to business information, share in business decision making, improve quality, reduce costs, and build better relations between management and the union in the U.S. basic steel industry. This study shows that the Cooperative Partnership Agreements have produced mixed results. Using survey and interview data, the paper compares plants that successfully implemented the CPA with those that did not and analyzes the reasons for the variation in their impact. Further the paper draws out the lessons from this unique union-driven contractual approach to industry reform.

Abstract

Purpose

The purpose of this paper is to review historical and contemporary union driven advances in gender and race equality within the movement and the workplace in order to show how far unions have come in the last 50 years, but also to identify continuing equality deficits.

Design/methodology/approach

As well as reviewing extant literature in order to provide historical background, the paper draws upon original analysis of the series of biennial TUC Equality Audits, the latest SERTUC equality survey and interviews with national union officers responsible for equality in large-, medium- and small-sized unions.

Findings

Over the last 50 years, unions have made considerable progress in representing women both in leadership and democratic structures as well as in the workplace bargaining and consultative arena. However, BAME members remain underrepresented in both domains. A hostile socio-economic/political context threatens to hinder further progress.

Research limitations/implications

It is quite clear that the authors cannot assess unions’ current record on equality by reference only to outcomes and benefits of big set-piece organisation, industry or sector negotiations. Future research could usefully explore in more depth unions’ qualitative contribution to workplace equality practices in context of challenges in the internal and external environments.

Practical implications

Unions need to step up commitment to integrating equality into the bargaining agenda. They also need to continue investing in campaigning activities and identify ways of making successful outcomes more visible within the union, to members and to non-unionised workers. Workplace unions need to develop strategies to confront the fact that strong equality policies do not necessarily translate into good workplace practices.

Originality/value

The paper provides a long-term evaluation of union progress on equality within the movement itself and the workplace.

Abstract

Purpose

The purpose of this study is to explore unionization’s impact on university department chairs for academic human resource decision-making in terms of faculty hiring; re-employment, promotion and tenure; other faculty evaluation decisions; and discipline and discharge.

Design/methodology/approach

The subjects were department chairs with more than one year of experience in institutions with faculty bargaining units in the USA. Half of the department chairs were members of the bargaining unit and half were not members of the bargaining unit. T-test and Chi square statistics were used to examine and compare 136 chair responses.

Findings

While there were significant differences between the groups when making all academic human resource decisions based on role affiliation, there was a weak identification as a bargaining unit member. There was no difference between groups when determining how the participants perceived the process rules, and the majority of the responses indicated membership in the union does not complicate making academic human resource decisions.

Originality/value

Based on these findings, this study provides the first empirical evidence against a long-held administrative belief department chairs should not be unionized as they will side with union colleagues in difficult academic human resource cases. The findings of this study also produce three key recommendations for practice and faculty development.

Abstract

Examines the origins and ideology of the Beyer Plan, a co‐operative productivity venture designed in 1918 for railway labour by Taylor Society member, Otto Beyer, but not implemented until after the 1922 strike. Argues that the traditional depictions of the plan as a sign of labour′s ebbing strength in the 1920s neglect the extent to which the plan marks the emergence of a constellation of interests that influenced industrial relations in the following decades. The plan promoted a reformulation of the wage relation, involving a break with piece‐work and a focus on aggregate productivity levels. Reveals the significant role played by a labourist cadre within the Taylor Society (including Beyer and Morris L. Cooke) in the development of the politics of productivity that characterized labour relations in America′s core industries by the 1940s.

This chapter presents an institutional analysis of two organizations established by union members to give labor a voice in regional economic development in western New York (WNY), one that emerged in the 1970s another created in the 1990s. Employing the institutionalist comparative case method, the analysis highlights the organizations' similarities and differences. Then, drawing attention to key “limiting” factors, a theory is outlined, offering three scenarios for future labor involvement in WNY economic development. Central to those scenarios is the finding that labor needs not only a voice but also a suitable message.

Abstract

Purpose

The purpose of this paper is to critically assess the degree to which current union learning strategy and practice in the UK can become a catalyst for greater activism and participation by their members in the workplace and beyond. To this end, the paper seeks to draw on the rich heritage of pedagogic theory and practice in adult education writing to bring a fresh perspective to a key aspect of industrial relations.

Design/methodology/approach

Through a meta-analysis of the current literature on the role of union learning representatives, learning centres and the context of that learning, the paper seeks to enhance understanding of how such initiatives in addition to upskilling workers lead to members' greater enlightenment with respect to the asymmetric power relations within the workplace and society. Using a conceptual model devised by the author from Freirean theory, this potentially increased awareness of their position in the organisation and society leading to greater levels of subsequent activism and participation by these learners is then critically assessed.

Findings

Utilising the radical perspective of Paulo Freire, the article critically analyses the key elements of current union learning strategies in the UK. The paper concludes that union pedagogy strategy not just often raises members' awareness, as Freire would advocate, of their “subordinate” position in society, but potentially also genuinely equips them with the skills, knowledge and understanding to challenge that position through subsequent union activism and, therefore, greater participation in decision-making in the workplace. Union-facilitated learning, it is argued, can also develop the skills and knowledge necessary to increase members' job security.

Originality/value

To the author's knowledge, this is the first time that a Freirean analysis has been applied to this key element of contemporary trade union strategy and practice. In particular, the study seeks to also go beyond most studies of union pedagogic approaches and focus on the learner's journey and how this may imbue a propensity to become more active in the union and, therefore, the workplace.

Abstract

Offers insights into workplace empowerment by concentrating on the wider contemporary (UK) context of work, conceptualising work in the on‐going debates on human resource management (HRM) and postmodernity. Connections are made between theory and practice in HRM and postmodern critique, drawing on an empirical case study. Compares the postmodern motifs of consumerism and consumption, commodification and image projection and the HRM ideals of commitment, individuality and continuous development. Suggests that viewing HRM as discourse may enable a focus for, if not a reconciliation of, the debate between theoretical HRM and HRM in practice.

The public has long been led to believe that the connection between teacher unions and quality education is negligible or even a contradiction in terms. For an example of that view, one barely needs to go beyond the title of a 1996 U.S. News & World Report cover story, “Why Teachers Don’t Teach.” The story essentially tells the public that the teacher unions bear most of the blame, that they have used their money and muscle to preserve their own privileges and to stave off efforts at reforms aimed at improving educational quality. The two major teacher unions, the American Federation of Teachers (AFT) and the National Education Association (NEA), are the main targets of this criticism.
