Abstract
This chapter reports the results of a 20-year longitudinal study of how American unions have adapted their internal administrative practices to meet the significant external challenges they face. In previous scholarly work, researchers have reported that the administrative practices of American unions were far more informal, ad hoc, and political than those of business, government, and other nonprofit organizations. The authors’ 2010 survey asked US-based national and international unions to provide data concerning their internal administrative practices. The results were compared with findings from similar surveys conducted in 1990 and 2000. The results of these surveys indicate a steady increase in unions’ adoption of more formal personnel policies, budget practices, strategic planning processes, and efforts to evaluate planned activities over the 20-year period studied. They also indicate that unions increasingly recruit individuals meeting college, technical, and professional qualifications. Taken together, the results suggest a recognition on the part of many unions that adapting their internal administrative practices to the new realities they face is a fundamental and a necessary part of any effort at organizational renewal.

Abstract
Purpose
Organizations profoundly create development paths of individual’s careers. Therefore, the purpose of this paper is to gain understanding about how organizational context (shaped by the complex relationship between trade union strength and HRM strength) influences the application of organizational career management (OCM) practices seen through the lens of the theory of cooperation and competition (Deutsch, 1949; Tjosvold, 1984).
Design/methodology/approach
Inferential statistical analyses (Kruskal–Wallis and Mann–Whitney tests) were applied to test the CRANET survey data collected from 92 large-sized private-sector organizations within an EU country characterized by a medium to high-trade union density.
Findings
Results offered consistent empirical evidence that a comprehensive set of OCM practices are applied differently across four distinctive modalities of the union-HRM relationship. Specifically, the “union-HRM synergy” relationship (high-HRM/high-unionization) has been recognized as the most promising for adopting such developmental practices, providing an evidence of complementarities between trade unions and HRM professionalism.
Practical implications
The research suggests that synergistic collaboration between trade unions and HRM might provide employees with even more career development opportunities than when organizations pursue the asynchronous single-sided “Total HRM strategy.”
Originality/value
This study rejuvenate a traditional career management research agenda by introducing a new theoretical lens for studying the interplay between trade unions and HRM and have put an emphasis on how their strength is related to the incidence of OCM practices.

Abstract
Organizational performance improves through several channels, including changes in efficiency, innovation and technological change. Most of the extant research has focused on overall performance, often measured by partial measures of productivity, with little attention given to the components of performance. The aim of this paper is to analyze the impact of HR practices and unionization on one important channel – organization efficiency - as measured by technical and scale efficiency. Using French industry survey data, the paper shows that HR practices do influence efficiency, but this is moderated by the existence of unions. The results show a rather complex set of associations. We find robust results that show that in France, HR practices have a positive effect on scale efficiency but this effect is dampened in the presence of unions. On their own, HR practices have no effect on technical efficiency. However, some of the results suggest that HR practices can exert a positive influence when combined with unions.

Abstract
Purpose
The purpose of this paper is to investigate the relationship between union practices and two types of employees’ extra-role behaviors, namely, union citizenship behavior (UCB) and employee voice (EV), and the mechanisms that mediate this relationship.
Design/methodology/approach
Using matched data from 46 union leaders and 279 union members of 33 workplaces in China, this study utilized multilevel structural equation modeling to test the cross-level influences of union practices on employees’ extra-role behaviors and the mediation effects.
Findings
The results show that (1) union practices have a positive impact on employees’ UCB and EV, and (2) union practices increase UCB and EV through the improvement of industrial relations (IR) climate at the workplace level, as well as union commitment (UC) and union instrumentality (UI) at the individual level.
Research limitations/implications
Although the authors collected data from multi-sources (i.e. union leaders and members), the cross-sectional data of this study limited the ability to make casual inferences.
Originality/value
This study contributes to the literature by providing theoretical explanation and empirical evidence to illustrate the role of union practices in increasing the extra-role behaviors of employees (i.e. UCB and EV). This is of particular importance in elaborating the effectiveness of enterprise unions under the recent reforms in China. In addition, the authors also unpacked the antecedents of extra-role behaviors in the union context by investigating how IR climate, UC and UI mediate the relationship between union practices and extra-role behaviors of employees.

Abstract
Purpose
The purpose of this paper is to explore varieties of capitalism (VoC) as a moderator of the effect of: the strategic HR function role; and the level of union presence on the adoption of different human resource management (HRM) practices categorized as either person-centered or performance-centered.
Design/methodology/approach
The authors use data on both multinationals and locally owned firms from 14 OECD countries, collected through the Cranet 2009 survey. The hypotheses of the proposed model were tested using hierarchical multiple regression analysis.
Findings
Evidence shows that the strategic HR function is positively related to the adoption of both types of HRM practices, whereas higher levels of union presence inhibit the adoption of performance-centered practices and promote the adoption of person-centered practices. In addition, although VoC does not show any significant direct effects on HR practices, there is a moderating effect of VoC on the HR function role – HRM practices and union presence – HRM practices relationships.
Research limitations/implications
The use of survey data with single respondents might produce reliability problems. Additionally, the data used are cross-sectional, which means that causality cannot be determined.
Practical implications
Managers in multinationals corporations and local firms must be aware of the distinct effects of the strategic HR function and trade union presence in different market economies. In particular, special attention must be paid when a firm expands globally, “outside the reach” of the national market economy or type of capitalism, and operates in different VoC.
Originality/value
The present paper contributes to better understanding the influence of VoC, not only on HRM practices, as in previous research, but also on the relationships between the HR function role and the level of union presence and the types of practices promoted.

Abstract
The question of health and safety at work is a central issue for trade unions. In Britain it is an area of concern where there were important legislative initiatives in the 1970s and 1980s, although surprisingly this has received relatively little attention in the debates about trade unionism. This neglect results in an aspect of union activity about which little is known. Explores through a detailed longitudinal study of a middle‐range engineering firm, from the late 1970s into the 1990s, the ways in which trade unions organize and act on health and safety questions. Argues that it is almost “routine” that workers face dangers and hazards at work, a central feature of the work and employment experience of most workers. However, this is often difficult to deal with as individual issues, or as matters which are subject to collective consideration. On the one hand, workers often appear to accept the dangers and hazards they face. On the other hand, managements are preoccupied with questions relating to production and finance, rather than the day‐to‐day problems faced by workers. This tension suggests that the future wellbeing of workers in unionized workplaces lies not so much with legislative provisions and rights at work, but in education and the organizing ability of workplace unions, raising and addressing what often seem like individualistic problems in collective ways.

Purpose
The purpose of this paper is to analyze learning in a Swedish trade union board in a workplace, according to contemporary challenges in working life and conditions, of decentralization and local independency of trade union work and learning.
Design/methodology/approach
The paper is based on ethnographic studies of two Swedish local trade union boards. The aim is to investigate the everyday activities of the board and the learning processes that were generated. This paper focuses on the study of an experienced trade union board. Theory stressing the situated character of learning is used to understand the changes in participation and the trade union practice. The trade union board's practice is interpreted as solving problems with reference to pragmatism.
Findings
The paper finds that the experienced board is competent and manages to independently solve unfamiliar but traditional problems, processes of learning are generated, but it fails to develop the competence and update the practice required for the complex and challenging problems of today on its own.
Practical implications
The local trade union board does not manage to develop the competence giving it the power to independently handle the trade union issues significant for the future of the trade union members and the workplace on its own.
Originality/value
This context of learning has not been studied before. It is a type of workplace learning, but part of a social movement.

Abstract
Purpose
The purpose of this paper is to take a serious look at the relationship between joint consultation systems at the workplace and employee satisfaction, while at the same time accounting for the (possible) interactions with similar union and management-led high commitment strategies.
Design/methodology/approach
Using new, rich data on a representative sample of British workers, the authors identify workplace institutions that are positively associated with employee perceptions of work and relations with management, what in combination the authors call a measure of the “good workplace.” In particular, the authors focus on non-union employee representation at the workplace, in the form of joint consultative committees (JCCs), and the potential moderating effects of union representation and high-involvement human resource (HIHR) practices.
Findings
The authors’ findings suggest a re-evaluation of the role that JCCs play in the subjective well-being of workers even after controlling for unions and progressive HR policies. There is no evidence in the authors’ estimates of negative interaction effects (i.e. that unions or HIHR negatively influence the functioning of JCCs with respect to employee satisfaction) or substitution (i.e. that unions or HIHR are substitutes for JCCs when it comes to improving self-reported worker well-being). If anything, there is a significant and positive three-way moderating effect when JCCs are interacted with union representation and high-involvement management.
Originality/value
This is the first time – to the authors’ knowledge – that comprehensive measures of subjective employee well-being are being estimated with respect to the presence of a JCC at the workplace, while controlling for workplace institutions (e.g. union representation and human resource policies) that are themselves designed to involve and communicate with workers.

In order to succeed in an action under the Equal Pay Act 1970, should the woman and the man be employed by the same employer on like work at the same time or would the woman still be covered by the Act if she were employed on like work in succession to the man? This is the question which had to be solved in Macarthys Ltd v. Smith. Unfortunately it was not. Their Lordships interpreted the relevant section in different ways and since Article 119 of the Treaty of Rome was also subject to different interpretations, the case has been referred to the European Court of Justice.
