Abstract

During the 2020 election cycle, 2,276 super PACs spent over $2.1 billion in federal elections. This chapter argues that changes made to the US campaign finance system brought about by the Citizens United v. FEC (2010) and SpeechNow.org v. FEC (2010) cases have destabilized the American political system by fueling tensions between right-wing and left-wing populist factions and by contributing to congressional corruption. By moving away from the political corruption standard and toward the free speech standard in Citizens United, polarizing wealthy mega-donors and dark money sources have come to play a dominant role in congressional elections. These cases also helped to contribute to a two-tiered campaign finance regulatory structure that distinguishes between campaign contributions given directly to federal candidates and political money contributed to super PACs to support or oppose federal candidates. In the 2020 congressional elections, PACs and super PACS outspent both major party candidates combined in 35 House and Senate races. Super PACs are serving as “shadow parties” by targeting competitive races for the purpose of swaying partisan control of Congress. This study also shows that an exceedingly high percentage of super PAC money is spent on negative advertising that further divides rather than unifies the nation. This chapter also highlights the corrupting influence of congressional leadership PACs and examines how super PACs have enabled foreign and dark money sources to illegally influence congressional campaigns.

Abstract

Over the past few decades, the Office of Labor-Management Standards (OLMS) has become one of the most controversial and politicized divisions of the Department of Labor. Republic and Democratic Administrations have adopted starkly different practices concerning both the allocation of resources and the focus of regulatory activities at the division. These differences have been brought into sharp focus during the Bush II and Obama Administrations. Under the Bush Administration, funding for OLMS increased significantly, and the DOL revised union financial reporting requirements, imposing a more onerous burden on unions in the name of promoting transparency and accountability. Section 1 of this paper provides a summary and analysis of the most significant changes and innovations at the OLMS under the Obama Administration. Section 2 of the paper provides a detailed summary of the Bush era reforms and their fate under the Obama OLMS, and an analysis of the impact of these reforms in the area of increasing union transparency and accountability. It argues that the Bush reforms did little or nothing to achieve greater accountability and may instead have been motivated largely by a desire to impose a more onerous administrative burden on reporting unions.

Abstract

Although the organizational practice of using “contingent or non-traditional workers” has been escalating since the mid-1980s, only recently has research begun to focus on the consequences of this practice. In unionized workplaces, labor leaders have begun to organize these workers. Although it is believed that contingent workers are responding positively to union organizing drives, little is known about the attitudes and behaviors of contingent workers as union members. Using the Union Commitment scale developed by Gordon, Philpot, Burt, Thompson and Spiller (1980), the research project reported here compares the Union Commitment of traditional faculty and three categories of adjunct faculty. The results reveal that there are no significant differences across these employee groups for the factors of Union Loyalty, Responsibility to the Union, Willingness to Work for the Union and Alienation from the Union. The implications of these findings for research and practice are discussed.

Abstract

This chapter examines the role that Citizens United v. FEC (2010) has played in shaping the current system of election spending in the United States. In Citizens United, the Court determined that individual rights to speech and expression can flow into the corporate entities they join. This chapter argues that the Court’s holding serves to redirect the focus of accountability away from those who seek to sway election outcomes through massive election spending and toward any efforts by government to regulate that type of spending. The practical result has been to allow for the creation of new organizations that can take in unlimited amounts of money while also effectively hiding the source of funds from disclosure. By muddying the waters of disclosure, these new entities – Super PACs and dark money organizations – lower the ability of citizens to maintain accountability over the electoral system. Finally, this chapter examines ways to encourage greater disclosure and accountability in government after Citizens United.

Abstract

Purpose – Since the mid-1980s, unemployment policy reforms in Europe and throughout the rich democracies have stressed publicly supported activation of the unemployed through both reductions in perceived disincentives to work as well as commitments for improved training, employment services, and related policies. In this chapter, I systematically explore the domestic and international political economic sources of these policy changes.

Methodology/approach – I test a set of hypotheses – original and derivative – about the domestic and international determinants of labor market policy change through pooled time-series cross-section analysis of 1980-to-2002 annual data from 18 capitalist democracies. The dependent variables consist of national spending on active labor market policy, measures of passive unemployment compensation benefits, and the ratio of active to passive unemployment program spending. Causal models account for spatial diffusion of policy reforms as well as core political and economic determinants of policy change.

Findings – I find that Left party governments and coordinated market institutions buoy resources for active labor market programs, maintain relatively generous passive unemployment supports and entitlements, and, at the same time, foster a shift to more active social policy. International trade openness promotes generous active labor market policies while more left-leaning voters and veto points within the polity significantly constrain reductions in unemployment benefits and entitlement rights. De-industrialization reinforces policy reforms toward activation while high unemployment rates engender cuts in passive unemployment benefits and eligibility conditions.

Originality/value – Overall, the chapter demonstrates that the economic effects on policy change notwithstanding, politics fundamentally matters: domestic political dynamics and variations in institutions explain the preponderance of the change (or lack thereof) in unemployment policy.

Abstract

Norway is a small nation state on the northernmost coastline of Western Europe, integrated in the Western world economy. For centuries Norway's integration in the world economy had been based on exports of raw materials such as fish and timber, as well as shipping services. In the early 20th century, furnace-based metals (made possible by cheap hydropower) were added to this export basket. Just as the world economy entered an increasingly unstable phase in 1970s, another natural resource was discovered in Norway: petroleum – that is, oil and natural gas from the North Sea. This chapter analyses the challenges and possibilities inherent in the Norwegian strategy of developing an oil economy in a world economic situation influenced by new and stronger forms of international integration through the four decades between 1970 and 2010.

Abstract

I trace and explain how the ratcheting of corporate mergers and deregulation transformed the structure of elite relations in the United States from 1960 to 2010. Prior to the 1970s there was a high degree of elite unity and consensus, enforced by Federal regulation and molded by structure of U.S. government, around a set of policies and practices: interventionism abroad, progressive tax rates, heavy state investment in infrastructure and education, and a rising level of social spending. I find that economic decline, the loss of geopolitical hegemony, and mobilization from the left and right are unable to account for the specific policies that both Democratic and Republican Administrations furthered since the 1970s or for the uneven decline in state capacity that were intended and unintended consequences of the post-1960s political realignment and policy changes. Instead, the realignment and restructuring of elites and classes that first transformed politics and degraded government in the 1970s in turn made possible further shifts in the capacities of American political actors in both the state and civil society. I explain how that process operated and how it produced specific policy outcomes and created new limits on mass political mobilization while creating opportunities for autarkic elites to appropriate state powers and resources for themselves.

Abstract

Purpose – The goal of this chapter is to explore whether variation in the distribution of union members across the income distribution affects the role of unions in redistributive politics.

Design/methodology/approach – The conceptual part of the study provides a theoretical motivation for disaggregating organized labor by income. The empirical part uses European Social Survey data for 15 West European countries 2006–2008 to describe the composition of union membership by income across countries and to explore, in a preliminary fashion, the implications of where union members are located in the income distribution for social protection and redistribution.

Findings – In most countries, workers with incomes above the median are better organized than workers below the median and the income of the median union member exceeds the income of the median voter. The political implications of the overrepresentation of relatively well-off workers depend on the mechanism of preference aggregation within unions and the influence of unions in the policymaking process. While leaving a thorough examination of these issues for future research, we present descriptive regression results suggesting that the membership composition of unions by income is related to income inequality and redistribution but not social insurance.

Originality/value of paper – This is the first comparative study to map the distribution of union members across the income distribution and to examine the implications of compositional variation by income for redistributive politics.
