The purpose of the work is to model disproportions in development of regional economy of Russia and to determine perspectives and recommendations for overcoming them and achieving the balance of the economy. The applied methods are based on Popkova's methodology of calculation of “underdevelopment whirlpools,” which allows conducting dynamic modeling of disproportions in development of regional economy. The research is performed in three consecutive stages. At the first stage, the dynamic model of development of the Russia's regional economy is compiled with the help of the methodology of “underdevelopment whirlpools” in federal districts of the Russian Federation based on GDP per capita. At the second stage, the key factors of emergence of disproportions in development of the Russia's regional economy are determined and models of multiple regression of development of the Russia's regional economy are compiled. At the third stage, target parameters of the determined factors are set for reducing the “underdevelopment whirlpools” in the Russia's regional economy by automatized solution of the optimization task with application of the simplex method and recommendations for overcoming the disproportions in development of the Russia's regional economy are compiled. As a result, it is concluded that regional economy of Russia is not well-balanced, as it has deep structural disproportions. These disproportions are caused by insufficient attention to peculiarities of regional economic systems during development and implementation of regional strategies of state management of economy. For more precise accounting of the influence of the key factors of appearance of disproportions and highly-effective management of them for overcoming the “underdevelopment whirlpools,” the algorithm of overcoming the disproportions in development of the Russia's regional economy is developed by the authors, which envisages various managerial measures depending on peculiarities of each Russian region.

This chapter offers an introduction to two leading Sri Lankan Marxist political economists, S. B. D. de Silva and G. V. S. de Silva. By surveying their most influential writings – the 645-page book The Political Economy of Underdevelopment by S. B. D. de Silva and the pungent essays ‘Heretical Thoughts' and ‘Social Change’ by G. V. S. de Silva – -it traces the distinctive and provocative qualities of these two thinkers, especially concerning problems of development and underdevelopment. In doing so, it is argued that S. B. D. de Silva is best understood as a leading anti-imperialist political economist alongside Samir Amin, Immanuel Wallerstein and Giovanni Arrighi, distinguished by a classical Marxist focus on class struggle and relations of production in his narration of the ‘colonial mode of production’ in Sri Lanka. As for G. V. S. de Silva's erudite reflections on the trajectories of transition to capitalism and socialism as well as the prospects of social and economic development in countries emerging from pre-capitalist social formations in the wake of colonization, his remarkable attention to spatial questions at multiple scales – between country and city, colony and metropole – receives special attention. The conclusion underlines the sustained relevance of both de Silvas to making sense of the origins of the present crisis in Sri Lanka.

The Economic Commission for Latin America (ECLAC) was created in the post-war, when Latin-American countries were facing disequilibrium in international trade, capital shortage and rising inflation. The ECLAC intended to aid in the definition of a development strategy that could deal with these issues. Between the first ECLAC publications, three of them are considered to be “the trilogy that founds the structuralist theory” (Bielschowsky, 2011, p. 8): the Latin-American Manifesto, the Economic Survey of Latin America-1949, and Theoretical and Practical Problems of Economic Growth. These documents set the center-periphery relation as a conditioning feature for the behavior of national economies, and describe the trajectory of terms of trade deterioration and its consequences to peripheral nations. The objective here is to argue that this trilogy contains an analysis of inflation in underdevelopment, and anticipates the main elements of what would later be called the structuralist theory of inflation. The introduction depicts the context that originated the ECLAC and the debates on how to foster post-war Latin-American development. The second section analyzes the Singer Report and the Latin-American Manifesto with regard to the causes of inflation in peripheral nations. The third section discusses the Economic Survey of Latin America – 1949, with a focus on the consequences of technology incorporation in underdeveloped structures. Section four explores “Theoretical and Practical Problems of Economic Growth” and the issue of inelastic production. Section five surveys the incorporation of Prebisch’s approach into the Brazilian debate. The conclusion sets Prebisch’s contribution in perspective with other structuralist authors.

Ahmet Kuru replies to two important and critical reviews of his book, Islam, Authoritarianism, and Underdevelopment: A Global and Historical Comparison (Cambridge University Press, 2019), in this volume. He explains why he disagrees with certain points in Knut Vikør's and Roel Meijer's reviews. He particularly reiterates the ulema's negative roles in contemporary Muslim societies. From Egypt's Al-Azhar to Turkey's Diyanet, from Iran's mullahs to Pakistan's sharia courts, the ulema hold the power to shape the public discourse in many ways, such as controlling Islamic education, issuing fatwas, and imposing blasphemy laws, in partnership with the state. The ulema have been the main ally of the rulers in marginalizing intellectuals and economic entrepreneurs, and thus, they share the responsibility with the rulers in problems of authoritarianism and underdevelopment.

In contrast to Ahmet Kuru's argument that a critical juncture occurred in the 11th century when a repressive anti-intellectual state-ulema alliance appeared, which destroyed the creative spirit of the previous centuries in Islam, this review argues that the critical juncture must be sought in the modern era with the development of citizenship in the Middle East.

There is no clear understanding on the terms and concepts of development, both in the academic literature of tourism and in general. What constitutes “growth”, and what is “development”? The emphasis on mathematical modeling has favored the use of simplifying hypothesis, with dubious practical results for the real problems of development. This chapter discusses the most relevant aspects of theories of development, enunciated at different times in the course of the last two centuries, with the purpose of illuminating different theoretical approaches to analysis and policy formulation that may support actual strategy and practice in tourism.

This article provides a detailed investigation of how Lewis revisited classical and Marxian concepts such as productive/unproductive labor, economic surplus, subsistence wages, reserve army, and capital accumulation in his investigation of economic development. The Lewis 1954 development model is compared to other models advanced at the time by Harrod, Domar, Swan, Kaldor, Solow, von Neumann, Nurkse, Rosenstein-Rodan, Myint, and others. Lewis applied the notion of economic duality to open and closed economies.

Political leadership is decisive in the development of people and their communities. Bad leadership ushers in general stagnation and underdevelopment, while good leadership has the potential to transform people and their communities positively. African leadership is to be blamed for Africa’s underdevelopment. Concern was more regarding postcolonial leadership in Africa with having and keeping (consolidating) political power than using such power to develop the continent’s abundant natural resources. For Africa to come off its development quack mire and face the future with hope, there is need for a clean break from the past generation of political leaders. This is critical because the leaders of old generation are trying to position their stooges to take over power as the case in Gabon, Togo, DRC, Cameroon, etc. Africa has 60% youthful population and needs a youthful leadership abreast with the challenges of globalization and translation of such challenges into opportunities within the African context. At present, the responsibility of Africa's future lies with its youthful civil society. Through its role of monitoring governance and promoting and protecting rights, it has developed a rich experience across Africa. The Arab spring brings along with it the hope of leadership change on the continent. Firstly, it is a clean break from the gerontocracy. Secondly, it is motivation by the need to improve on the socioeconomic livelihood of the people. Lastly, it is supported by the African academia and diaspora. The failure of this emerging leadership class to usher in strong and transparent institutions to carry Africa forward would be suicidal.

This paper introduces a hitherto unpublished 1970 paper written by Lauchlin Currie (1902–1993) on Paul Rosenstein Rodan’s famous 1943 paper on the “Big Push” which led to the balanced-unbalanced growth debate to which Albert Hirschman (1915–2012) was an important contributor. Both Currie and Hirschman had been key economic advisers to the Colombian government, and their respective views on development planning are contrasted. In particular, it is shown how Currie’s 1970 paper illuminates the theory behind the 1971–1974 national plan for Colombia that he prepared and helped deliver; and how the related institutional innovations have had an enduring impact on Colombia’s recent economic history.
