Abstract

Purpose

Comparative research provides a mechanism to understand how justice systems throughout the world operate. McPhedran et al. (2017) conducted a comparative examination of police officer attitudes about domestic violence (DV) in the USA and Australia and reported fairly high levels of agreement among male and female officers within each country. The current study builds on these findings by examining officer attitudes toward DV among male and female officers cross-nationally. This was accomplished by examining whether American and Australian male and female officers agree with one another on a number of DV issues.

Design/methodology/approach

Two-way ANOVA was used to examine the effect of two factors (gender and country) on law enforcement officer attitudes about DV.

Findings

The results suggest that male and female officers from the USA and Australia significantly differ on 14 of 24 attitudes about DV with the greatest number of attitudinal differences found between American and Australian male officers.

Research limitations/implications

Scholars who conduct future research examining police officer attitudes about DV should use the instrument from this study as a springboard to develop an updated survey in terms of content and one that would be applicable to cross-national analyses. Methodological study limitations are described in depth in McPhedran et al. (2017).

Originality/value

While gender differences in attitudes have received scholarly attention, questions remain regarding the degree to which attitudes align among male and female officers across different countries. The current study seeks to fill these gaps in knowledge by examining attitudes about DV between American and Australian law enforcement officers.

Abstract

Purpose

The purpose of this paper is to compare attitudinal differences between Taiwanese and US police officers.

Design/methodology/approach

The paper studies interview and survey data collected from 288 officers in two Taiwanese departments and 638 officers in two US departments to assess police officers' role orientations and their attitudes toward aggressive law enforcement, legal restrictions, and citizen support. Mean comparison and multivariate regression were conducted to examine variation in officers' attitudes across countries.

Findings

The paper finds Taiwanese police officers differ significantly from their US counterparts in all attitudinal scales. Compared to US officers, Taiwanese officers tend to have a broader role orientation, positive attitudes toward aggressive patrol, and negative attitudes toward legal restrictions and citizen support.

Research limitations/implications

The paper sees that future studies should analyze data collected from non‐English‐speaking countries in other regions. Future research should also collect data that reflect variation in economic and political developments. Multi‐level studies that incorporate both aggregate‐ and individual‐level predictors should be conducted to further broaden our understanding of officers' attitudes from an international and comparative perspective. More attitudinal dimensions should be considered in future research.

Practical implications

The papers implies that Taiwanese and US police administrators should continue to cultivate attitudinal propensities that echo the underlying values and principles of community policing. Police administrators, especially Taiwanese police managers, should seek ways to improve officers' negative attitudes toward citizens.

Originality/value

The research in this paper examines officers' perceptions of the police role, law enforcement, and citizens, which have rarely been analyzed in previous cross‐national studies. This study enhances our understanding of police job‐related attitudes under different social and cultural contexts.

Abstract

Purpose

In this study, the aim is to address the void in the comparative literature of criminology and criminal justice by investigating public attitudes toward law enforcement in a rapidly developing country, Turkey.

Design/methodology/approach

Three different models of satisfaction with law enforcement, the demographic model, the quality of life model and the experiential model are subjected to empirical scrutiny in the context of policing in Turkey. In line with extant research on satisfaction with law enforcement in the West, all three models significantly explain the variation of satisfaction with law enforcement across a random sample of 6,713 individuals living in urban and rural parts of Turkey. Specifically, the quality of life model and the experiential model had considerable impact on public satisfaction with law enforcement and in general, all three models produced results in the predicted direction.

Findings

Overall, the findings suggest the robust nature of the integrated demographic, quality of life, and experiential models in explaining public satisfaction with law enforcement. In the demographic model, however, income and education had significant negative impact on global satisfaction with law enforcement. Considering the fact that more educated and well off citizens are likely to value freedom more and that law enforcement may represent an oppressive part of a democratic government, this might account for the reaction of higher socioeconomic classes to the power distance between the state, the police in particular, and civil society.

Originality/value

In terms of policy recommendations, to the extent that community policing is regarded as a set of strategies for improving the quality of police‐citizen encounters and reforming police organizations, these findings lend support for the potential of community policing in Turkey.

Abstract

Examines the attitudes of Thai police regarding drug enforcement in the following areas: drug laws, prosecutors and judges. Assesses the accuracy of officers’ knowledge of drug laws. Explores the effects of 16 independent variables, derived from personal background, institutional support and drug offense information, on officers’ attitudes and knowledge. Using data collected from a survey of 672 Thai police officers, employs ordinary least squares (OLS) regression to examine the aggregate effect of independent variables on officers’ attitudes about drug enforcement and to identify the most significant independent variables. Finds that the officers have positive attitudes regarding drug enforcement but are not knowledgeable about the drug laws, and that several institutional variables have a positive significant influence on these attitudes.

Abstract

Investigates the differences in protocols between arbitral tribunals and courts, with particular emphasis on US, Greek and English law. Gives examples of each country and its way of using the law in specific circumstances, and shows the variations therein. Sums up that arbitration is much the better way to gok as it avoids delays and expenses, plus the vexation/frustration of normal litigation. Concludes that the US and Greek constitutions and common law tradition in England appear to allow involved parties to choose their own judge, who can thus be an arbitrator. Discusses e‐commerce and speculates on this for the future.

Abstract

Purpose

The COVID-19 pandemic placed many challenges on policing, from limiting officers' ability to interact with citizens to enforcing regulations to prevent the spread of the virus. One of those regulations, and the focus of the current study, is mask mandates.

Design/methodology/approach

Using a sample of over 550 US adults recruited on Amazon MTurk, the current study examines factors that may influence citizen attitudes toward the police's role in mask enforcement, with a specific focus on perceptions of the police, political leanings, and views about COVID-19 and mask-wearing.

Findings

The authors find that when respondents believed COVID-19 was serious and a major public health threat, they were more likely to believe the police should enforce masks, regardless of attitudes about the police, political party affiliation or other demographics.

Originality/value

The enforcement of public health mandates, such as mask wearing, often result in arguments related to the infringement of rights and questions about the overall legality of enforcement. This often puts law enforcement in a difficult position regarding how such mandates should be enforced and whether it is the responsibility of the police. Additional policy implications are discussed.

Abstract

Purpose

The purpose of this paper is twofold. The first goal is to conduct a cross-national examination of law enforcement officer attitudes about domestic violence (DV) by comparing officer attitudes in the USA to officer attitudes in Australia. The second goal is to examine law enforcement officer attitudes about DV using a gender lens to identify whether patterns in attitudes among male and female officers in the USA are similar to those among Australian male and female law enforcement officers.

Design/methodology/approach

The current study involves a comparative analysis of DV attitudes in two different countries (the USA and Australia). Officers in the USA were asked to indicate their level agreement with 28 attitudinal statements about DV. The Australian survey adapted the Gover et al. (2011) instrument by including 24 of the 28 attitudinal statements. The survey followed a mixed-methods design with both quantitative and qualitative components. Bivariate analyses were conducted to determine whether attitudes varied by country and gender of the responding officers. Analyses of attitudinal questions and categorical variables (e.g. gender) were conducted using t-tests.

Findings

According to survey data gathered from police officers in Colorado (USA) and Queensland (Australia), male and female officer attitudes within each country are more similar than different. When comparing the overall sample of American officer attitudes to Australian officer attitudes, they significantly differ about half the time.

Research limitations/implications

The Australian survey had a considerably low response rate, and therefore it cannot be stated with certainty whether the responses given are truly representative of the views of Australian officers as a whole, although the demographic characteristics of the sample were comparable with the overall police population demographics. Another limitation is that not all demographic and background variables were collected by both surveys. For example, the US survey asked about officers’ ethnicity, while the Australian survey did not, and the Australian survey asked about how many DV jobs officers attended per month, while the US survey did not.

Practical implications

Improving knowledge about police attitudes towards DV can help to inform future policy or practice implementation, as well as training programmes and better overall responses to the pervasive and ongoing problem of DV internationally.

Originality/value

This is a unique and original piece of research as it is a partial cross-national replication of an existing survey. This work does have the potential for great impact in understanding and developing innovative law enforcement responses to DV. In developing such responses officer attitudes need to be considered and integrated into the response, as their opinions will guide the support of future interventions.

Abstract

Purpose

The purpose of this paper is to examine Chinese police cadets' attitudes toward police roles and their work.

Design/methodology/approach

Using survey data collected from 182 cadets in a Chinese police college, this paper assesses the influences of cadets' characteristics and training on their attitudes toward law enforcement, order maintenance, preventive patrol, and community building.

Findings

Cadets without family members or relatives serving as police officers and with stronger physical capability are more likely to support the law enforcement role, while cadets with greater physical capability are less likely to favor order maintenance. Younger cadets and those without a Bachelor's degree are more likely to view preventive patrol as an important goal for the police. Cadets with stronger attitudes toward law enforcement are more likely to regard community building as an important police goal.

Research limitations/implications

Future research should continue to explore factors that influence officers' occupational attitudes and incorporate more attitudinal dimensions into the analysis. Future projects should also target local station officers from different departments.

Originality/value

This study represents one of the first attempts to empirically assess Chinese police cadets' work‐related attitudes. Findings of the study provide Chinese police administrators with useful references and directions to improve police training and enhance police‐community relations.

Abstract

Purpose

Cyberbullying – using technology to intentionally and repeatedly engage in bullying behaviors – has gained considerable public attention over the last decade. Parents and educators regularly instruct students about appropriate online behaviors and threaten consequences for misbehaviors. The role and responsibility of law enforcement officers in preventing and responding to cyberbullying incidents remains uncertain. While clear violations of the law (e.g. threats of physical harm) most directly implicate the police, other – more common behaviors – such as rumor spreading or hurtful online commenting do not. The paper aims to discuss this issue.

Design/methodology/approach

The current study surveyed 1,596 law enforcement supervisors attending the Federal Bureau of Investigation’s National Academy (NA) program. The survey instrument assessed perceptions of law enforcement responsibility in cyberbullying incidents. Data were collected in three waves over a nine-year period, allowing the measurement of attitudinal changes over time.

Findings

The authors find that certain officer characteristics are associated with a greater interest in responding to different types of cyberbullying (including having children at home and having previous experience dealing with cyberbullying) and that these perceptions have evolved over time.

Research limitations/implications

The data are specific to law enforcement leaders who participated in the NA and are therefore not generalizable to all officers. Nevertheless, implications for explaining variance and law enforcement involvement in cyberbullying incidents are discussed.

Originality/value

This is the first study to survey law enforcement leaders over time to assess their evolving perceptions of law enforcement’s role in addressing cyberbullying among youth.

The Howard Shuttering Contractors case throws considerable light on the importance which the tribunals attach to warnings before dismissing an employee. In this case the tribunal took great pains to interpret the intention of the parties to the different site agreements, and it came to the conclusion that the agreed procedure was not followed. One other matter, which must be particularly noted by employers, is that where a final warning is required, this final warning must be “a warning”, and not the actual dismissal. So that where, for example, three warnings are to be given, the third must be a “warning”. It is after the employee has misconducted himself thereafter that the employer may dismiss.
