Abstract
Target 16.7 of the Sustainable Development Goals (SDG) refers to the need for ‘responsive, inclusive, participatory and representative decision-making’ to facilitate just, peaceful and inclusive societies. This chapter discusses why it is important that security and justice institutions, and decision-making therein, are responsive, inclusive, participatory and representative; how to develop such institutions; and how to measure success in this regard. It is argued that the limited scope of the official SDG indicators used to measure progress risks action being taken on less tangible and less measurable but often more meaningful aspects of building just, peaceful and inclusive societies. The chapter argues that facilitating more inclusive decision-making, especially in the security and justice sector (redistributing power), and evaluating progress in this regard (determining what success looks like) are both highly political undertakings. These undertakings are thus, fraught with practical difficulties and likely to generate resistance from those who have a vested interest in retaining the status quo. Retaining focus on the Target and overarching Goal, however, can help avoid implementation being derailed by being distracted by a huge data gathering exercise to respond to a narrow set of quantifiable indicators. It can also ultimately help facilitate transformational change towards just, peaceful and inclusive societies.

Abstract
This Chapter is written in an era in which the United Nations (UN) routinely deploys Missions to environments that satisfy the armed conflict threshold. Such Missions often require personnel to employ significant levels of force, whether to safeguard mission and humanitarian personnel, to protect civilians, to neutralise violent armed groups or, in pure self-defence. But use as well as non-use of force can readily frustrate the very objectives these troops are deployed to uphold, in turn creating gaps between the Promises they make and the Outcomes they actually secure. On the other hand, current Missions such as MINUSMA in Mali have proven to be amongst the deadliest for UN troops in the entire history of UN Peacekeeping. The thin line between use and non-use of force must therefore be trodden with utmost care. This Chapter tries to find answers to this dilemma from a moral perspective and considers how the peculiar nature of the morality of resort to force by the UN influences that of its use of force. It assesses why the latter should be calibrated or adjusted to comply with the former, and how this can consequently channel UN troop conduct towards the objectives pursued through deployment. It is only where these realities are understood and addressed, the Chapter submits, that the aforementioned Gaps between Promises and Outcomes can be redressed and closed.

Abstract
In tackling the on‐going topic of UN reform, one should be honest with the analysis of the problems at stake. It is necessary to first take into account the profound changes that have occurred since the end of the Cold War, as well as acknowledging the limits of an international organization and the shape of the UN system. It is only from that analysis that proposals can be made to rationalize and to make more efficient the functioning of the United Nations. What the organization needs is not only a rationalization, it primarily needs a vision that gives it purpose and meaning. This article proposes that its primary goals should be anticipation and prevention – it should be the advanced guard and the conscience of the world. In this context, the United Nations is an indispensable and priceless instrument in international relations.

Abstract
This chapter reviews the literature to contextualize the intervention in the post–cold war era characterized by the momentum of globalization dominated by informal actors beside the legal authority of the state. It indicates how these actors deviate the primary purpose of the humanitarian intervention and create an ungovernable environment of the state particularly when interventions are operated in countries endowed with natural resources. The case of the Democratic Republic of the Congo (DRC) serves as a model to ascertain such phenomenon in which actors such as states involved in intervention come in collusion with shadow elites, lobbyists and multinational companies to establish clandestine networks of illegal exploitation and smuggling of natural resources. The chapter winds up by suggesting the redefinition of policies of interventions to keep humanitarian intervention in its primary mission while holding actors involved in illegal and smuggling of natural resources accountable.

Abstract
Purpose
The purpose of this paper is three‐fold: to extend the scope of postcolonial theory to organizational analysis; to extend the scope of organizational analysis to the study of supranational organizations; and to examine the impact of postcolonial organizational thought on the conception and treatment of the Rwandan people.
Design/methodology/approach
Organizational (in)action, both prior to and during the 1994 genocide in Rwanda, is subjected to postcolonial organizational analysis.
Findings
It is shown that so‐called global organizational relations are mediated by supranational organizations, such as the United Nations, whose organizational structuring and practices are rooted in imperialist and postcolonial thinking.
Research limitations/implications
It is recognised that the account of events presents an alternative but partial history of events in Rwanda.
Practical implications
The response to genocide in Rwanda by the global community represents a challenge to the promise of globalization, which posits that multinational organizational integration based on mutual interest is achievable.
Originality/value
The paper destablizes the notion of globalization and global cooperation by raising questions about the asymmetrical contexts in which supranational organizations operate.

Abstract
Purpose
The purpose of this paper is to use Foucault’s genealogical analysis to problematise the influence of political agreements and resolutions on Cypriots’ social life and to examine spatial practices. At the same time, this paper deals with the implications of the UN’s vision for Pyla in Cyprus as a prototype of integrity and bi-communality. Furthermore, it analyses and problematises the UN mandate system in order to challenge “peace-keeping” strategies.
Design/methodology/approach
This investigation has been achieved through the author’s experience of situating and being in the site as well as through conducting site-specific interventions, performances, walking, observations, writing and interviews. Adding to these analytical methods, the involvement of the feminist theories in different ways allowed author to be more critical, reflexive and personal. In addition, the author critically analyses legal documents such as the Cyprus Constitution and the UN’s reports, documents and resolutions in order to understand the connection between politics and accordingly the creation of space.
Findings
This embedded critical spatial research into the in-between village Pyla establishes a new methodological understanding for design interventions that do not target a solution but, by implementing a reflexive practice, they create resistance practices. Focusing on these practices should allow a critical reflection on the previously applied urban development programs and their impact on Pyla and other cities and villages in Cyprus. The findings and outcomes that are presented through this research can be used by different powers for a critical reflection on the role of design in conflict situations.
Research limitations/implications
One of the limitations of this research has been the lack of direct contact with the Greek Cypriot inhabitants of the village in order to understand their specific views on the conflict and their participation in the everyday life of the village. One of the reasons for this has been the differences in language which has made it difficult to approach the citizens and discuss their struggles as they would not necessarily confine in an outsider. Nonetheless, the author has tried to capture Greek Cypriot views in the circumstances of the UN and authorities meeting and, where possible has relied on literature to guide the understanding of the village life and Greek Cypriot role in it.
Originality/value
The author’s critical reflection on the unification-focused resolution strategies for the divided Cyprus (created by the UN, academics and architects) established the unique strength of this research paper. This research does not perceive the Cyprus conflict and its division as a problem, instead, it recognises the conflict and works within its division in order to understand the hidden political transformations, powers, appreciations and practices which become subordinate to the conflict. Different practices challenge the idea behind the normalisation processes that the UN aimed to achieve and reacts to those who came up with unification strategies; nonetheless, this should open new visions in the negotiations between the different powers.
