Abstract

Purpose

The coronavirus disease 2019 (COVID-19) pandemic has affected the global economy and, thus, the global construction industry. This paper aims to study the impact of COVID-19 on construction project performance in the United Arab Emirates (UAE).

Design/methodology/approach

This study adopted a qualitative and exploratory approach to investigate the impact of COVID-19 and its policies on project performance in the UAE construction industry in critical areas of the project management body of knowledge (e.g. schedule, cost, resources and contracts). Semi-structured interview questions were asked from ten construction professional to obtain valuable insights into the pandemic’s effects on the UAE construction industry and the effectiveness of policies implemented to rectify the damage and identify the industry’s new normal.

Findings

The findings indicate that the construction industry faced several challenges such as schedule delays, disrupted cashflows, delayed permits, approvals and inspections, travel restrictions, serious health and safety concerns, material and equipment shortages, among others which hindered the timely delivery of construction projects. It also indicates that efforts made by the government institutions and the construction industry of the UAE such as economic support programs, digitization of processes, fee and fine waivers, health facilities, among other statutory relaxations proved effective in supporting the construction industry against the adverse effects of the pandemic.

Research limitations/implications

The research findings are limited to the literature review and ten semi-structured interviews seeking an expert’s opinion from industry professionals working in the UAE construction industry. The research team did not get access to project documents, contracts and project progress reports which may be required to validate the interview findings, and to perform an in-depth analysis quantifying the impact of COVID 19 on construction projects performance, which is a limitation of this research.

Practical implications

The implication is that, owing to the imposed lockdowns and strict precautionary measures to curb the rapid spread of the pandemic, smooth execution of the construction project across the country was affected. The government institutions and stakeholders of the construction projects introduced and implemented various techniques and solutions which effectively handled the implications of the COVID-19 pandemic on the construction industry of the UAE.

Originality/value

This study has identified the challenges faced by the construction industry of the UAE in the context of the management of project schedule, project cost, construction contracts, health and safety of construction employees and other related aspects of the construction projects. This study also identified the techniques and solutions adopted by various public and private institutions of the country and their implications on construction projects. Therefore, this study provides guidelines for policymakers and future research studies alike.

Abstract

Purpose

The purpose of this paper is to benchmark national culture in the context of decent work practices in project-based industry of the United Arab Emirates (UAE). This should help in achieving successful short-term migration. The study also aims to validate the decent work practice indicators for Bangladeshi, Chinese, Indian and Pakistani construction labourers working in the UAE.

Design/methodology/approach

This study takes an ethnographic approach in its qualitative research methodology. The research involves observational methodology for its data collection during the execution of construction projects, semi-structured interviews to confirm the data collection during observational approach and a narrative methodology for the data collection within the labour camps, grassy fields and town streets. The qualitative data were expressed in quantitative terms to signify statistically the effect of the national culture in the context of decent work practices in this industry. Hence, the research involved triangulation in its data collection and analysis.

Findings

The study reveals that the national cultures of the migrant construction labourers in this context are not the same as identified by Geert Hofstede about four decades earlier. It was found that Indians were high in uncertainty avoidance, Pakistani construction labourers were high in masculinity, Bangladeshi construction labourers were low in long-term orientation (LTO) and individualism and Chinese labourers were found to have high individualism and LTO. This study verified decent work practice indicators for Indian, Pakistani and Bangladeshi construction labourers and identified different decent work practice indicators for Chinese construction labourers in the UAE than Indian, Pakistani and Bangladeshi construction labourers.

Research limitations/implications

The study was limited to the construction labourers in the UAE. The data were collected during observation while execution construction projects and limited to visiting construction labour camps, grassy fields and town streets.

Practical implications

The differences in the national culture of the migrant construction labourers and the decent construction practices in the UAE have economic, social and environmental implications for construction labourers in the Arab world, for both migrant sending and receiving countries. Understanding and managing various national cultures and improving prevalent decent work practices would help to improve economic and social condition of the migrant construction labourers and help to arrest the advance of looming health problems.

Originality/value

The study identifies the national cultures of the migrant construction labourers in the context of decent work practices in the UAE. Improvement in the decent work practices of the migrant sending countries and the UAE and understanding of the culture of the migrants will help in preparing effective migration policy by both migrant sending and receiving countries. No study was found to have identified national cultures in the context of decent work practices and assessed the need for improvement in this regard.

Abstract

Purpose

Following the global financial crisis in 2008, the construction sector in UAE has been facing emergent criticisms for growing adversarial culture and rising prevalent claims and disputes between stakeholders. The complex, large size and fast track nature of construction projects in UAE, make project management very challenging under the commonly used traditional procurement routes. This paper aims to examine whether implementing collaborative procurement approaches can facilitate resolving the escalating number of claims and disputes in the UAE construction industry.

Design/methodology/approach

Considering the nature of the study, a quantitative method was selected to realize the research objectives. The questionnaire was uploaded using an online survey facility and distributed through e-mails and professional networks. The questionnaire was piloted with experts to assess whether the questions are unambiguous, easy to respond and intelligible. The feedback received was mostly positive with few comments and recommendations. The pilot responses were incorporated and the questionnaire was modified before the final sending out. The questionnaire survey consisted of six main sections to fulfill the research objectives.

Findings

Around three-quarters of the experts believe that the relationship is adversarial, with a lack of trust, win-lose attitude, with dismissive and opportunistic behavior. The survey reveals that the top causes of claims and disputes comprise the following: variations because clients initiated change requests; contractors selection on low bid only rather than including quality and performance considerations; and unfair risk allocation where majority of risks are transferred to contractors. The findings also identify eight collaborative practices, which have crucial positive impacts such as early identification of problems, better communication and enhanced trust and teamwork.

Originality/value

This research contributes to the enhancement of the management of claims and disputes for construction projects, which encompasses the following: the key characteristics of collaborative arrangements to improve the adversarial construction culture comprise: mutual respect, openness, fairness and non-opportunistic behaviors; the foremost roles of collaborative procurement in reducing claims and disputes embrace: early identification and resolution of problems, enhanced trust and teamwork spirit, improved relationships and better quality communication; the major practical barriers of implementing collaborative approaches incorporate: lack of awareness of their benefits, primitive legal framework of partnering arrangements and lack of transparency in procurement processes.

Abstract

Purpose

This paper aims to explore UAE's transition towards circular economy (CE) through construction and demolition waste (CDW) management in the pre-construction stage. The extent of circularity is assessed by five key aspects of CE, such as policies and strategic frameworks, design for waste prevention, design for disassembly or deconstruction, use of prefabricated elements and CDW management plans.

Design/methodology/approach

Multiple case studies were conducted in the context of the Dubai construction industry (UAE). Three significant and unique construction projects were selected as the cases. Semi-structured interviews were carried out to collect data, and the thematic analysis technique and NVIVO 12 software were used for data analysis.

Findings

Findings reveal several positive initiatives towards CE in the UAE context; yet it is identified that the transition is still at the initial stage. Selected case studies, the best-case scenarios of UAE (i.e. influential cases), demonstrated adequate measures in relation to four key CE aspects out of five. For instance, (a) policies and strategic frameworks such as lean standards, green building standards and standards developed by the local authorities, (b) design for waste prevention (e.g. adherence to the 3R principle, and construction planning with BIM), (c) use of prefabricated elements and application of innovative construction technologies (e.g. 3DPC, DfMA) and (d) CDW management planning such as 3R principle were evident. However, the selected cases hardly showcase designing for disassembly or deconstruction.

Research limitations/implications

The existing CDW practices are mostly conventional, as most constructions in UAE are procured through conventional building materials and methods. Therefore, there is a necessity of encouraging CE principles in CDW management. Even though the transition towards CE was evident in four key CE aspects out of five, the UAE construction industry has yet to adopt more effective CE-based CDW management practices to accelerate the circularity. Hence, it is necessary to enforce standard waste management guidelines, including the 3R principle, to standardise CDW management in UAE and encourage construction practitioners to adhere to CE principles.

Originality/value

The findings of this study provide valuable insights for decision-making processes around CDW management towards a CE. This paper contributes to the literature by bridging the CE concept with CDW management in the pre-construction stage. The study provides insights for industry practitioners for planning CE in terms of policies and strategic frameworks, CDW management planning, construction planning and application of innovative construction technologies.

Abstract

Purpose

A voluminous amount of research has been conducted on project delay in the recent past; however, the persistence of the problem demands that a relentless quest for solutions is upheld. It can be argued that the problem is likely to be more pronounced in areas where development pressure is the highest. One such area is the United Arab Emirates (UAE) where the construction industry is said to have reached an unparalleled position in the last decade. The purpose of this paper is to identify the most significant causes of delays in the UAE construction industry.

Design/methodology/approach

A survey was conducted targeting three key types of stakeholders, namely clients, contractors and consultants. Validity and reliability were achieved by first assessing the plausibility of construction delay variables in UAE. The verification took place after the interpretation of quantitative data, this involved presenting the findings to the main participants. The validation took place after the verification process. Rigour was achieved by engaging participants previously engaged in UAE and focussing on verification and validation, this included responsiveness of the researchers during group discussions, methodological coherence, appropriate sampling frame and data analysis.

Findings

From the analysis, the study unveiled a number of important causes of construction delays in the UAE, ranging from unrealistic contract durations to poor labour productivity, with consultants and clients seemingly shouldering the bulk of the “blame game”. It was evident that all the three main stakeholders in a construction project (clients, consultants and contractors) need to change their existing practices in order to ensure timely delivery of projects. The research also confirms that delays are country specific and appear to be time related hence they should be viewed within the social, economic and cultural settings of the UAE.

Research limitations/implications

A major limitation of the current study was the use of a single approach to facilitate data collection.

Practical implications

It was evident that practitioners need to change their existing practices in order to ensure timely delivery of projects. Continuous coordination and relationship between practitioners are required through the project life cycle in order to solve problems and develop project performance.

Originality/value

As suggested in this study methods should be put in place to reduce long and bureaucratic processes within the client’s organisations, not only to fulfil the requirements of the contract but also to suite fast-track projects.

Abstract

Purpose

This paper aims to measure the severity, frequency and importance of the factors causing delays in the United Arab Emirates (UAE) construction industry following the Covid-19 pandemic onset. The study also measures the likelihood of the effects caused by these delays.

Design/methodology/approach

A mixed approach of both qualitative and quantitative. Literature review was conducted to extract 40 factors of delays and 10 effects of delays. A survey was then administered to construction professionals in the UAE to collect the perceptions on the severity and frequency of factors of the causes of delays using a Likert Scale of 1–5 where 1 represented very low and 5 represented very high. Similarly, the respondents were also asked to rate the likelihood of the occurrence of the effects of the delays based on a Likert scale of 1–5 as well. Furthermore, Spearman’s rank correlation was also conducted to compute the level of agreement between the different parties; owner, consultants and contractors.

Findings

The results revealed that the top five factors of delays include: award the project for the lowest bidder, delay in progress payment, change orders by the owner, poor subcontractor performance and inadequate planning and scheduling by the contractor. The findings of this study emphasize the financial challenges and economic crisis brought upon the construction industry due to the pandemic. Furthermore, the pandemic also shifted the perceptions of construction professionals, who are now more aware of the delays caused by awarding the project to the lowest bidder who would not have the required qualifications to conduct efficient planning and scheduling that are relevant in the case of extraordinary events such as Covid-19. Moreover, a high level of agreement between the consultants and contractors was observed, with a Spearman’s rank correlation of 0.804. Additionally, the most likely effects of delays concluded from this study were time overrun/extension and poor quality of work.

Originality/value

Literature review is very rich in the field of construction projects delays. However, there is very limited research on the impact of Covid-19 in the context of construction projects delays, and insights from construction professionals regarding this matter are particularly lacking in literature. Therefore, this paper bridges the gap in literature by providing perceptions of construction professionals on the impact of Covid-19 on the factors causing delays in the UAE construction industry. The findings of this research are expected to be an invaluable resource for future to help the construction industry heal faster when encountering similar epidemics or extraordinary events.

Abstract

Purpose

The purpose of this study is to propose a conceptual framework for the exploration of appropriate lean techniques applicable to medium and large construction companies and measure their impact on the competitiveness and economic performance of construction companies in United Arab Emirates.

Design/methodology/approach

A questionnaire survey is conducted on 215 construction professionals in UAE to investigate the lean technique’s effect on the construction companies’ performance. The data collected were analyzed with SPSS 20.0 version software using the Cronbach’s a reliability test, correlation coefficient test and Kaiser–Meyer–Olkin test.

Findings

Analysis of lean techniques in the construction industry reveals 21 lean techniques. These techniques were categorized into the six types of lean core values. Process focus was found to be the most applied type of construction core value in the surveyed companies. This is required to focus on applying other core values as it will impact the company’s economic performance positively.

Research limitations/implications

The integrity of the research findings is based on the accuracy and reliability of collected data from 215 respondents working for construction companies in UAE, implementing lean construction techniques within a their daily activates and not achieving significant project achievements in terms of quality improvement, speed and cost reduction without adopting the overall lean construction framework.

Practical implications

This research recommends a systematic approach for the implementation of the anticipated framework within a cyclical look-ahead period and emphasizes the practical implications of the proposed approach in the construction companies.

Originality/value

Research significance emphasizes increasing the effectiveness of the construction industry and influences the development of lean construction framework, which improves lean construction practices using the lean techniques. This contributes to the effort of applying lean techniques in the construction industry. Limited studies have been done in the construction industry, mainly in UAE, compared to lean manufacturing.

Abstract

Purpose

This paper aims to identify and assess the key criteria for selecting green suppliers in the United Arab Emirates (UAE) construction industry.

Design/methodology/approach

A total of 20 criteria were identified and shortlisted through an extensive literature review. These criteria were grouped into four categories: technical and commercial bid, company characteristics, environmental and socioeconomic. A questionnaire was then developed and distributed to construction professionals in the UAE. A total of 39 professionals responded to the survey including contractors, consultants, owners and suppliers. The respondents performed pairwise comparisons among the selection criteria. Data was then analyzed using the Expert Choice Software.

Findings

The research findings highlighted that the technical and commercial bid category was ranked as the most important with a weight of 0.338, followed by socioeconomic, company characteristics and environmental categories weighing 0.239, 0.225 and 0.199, respectively. The UAE construction professionals also ranked health and safety, material’s quality and tender price as the top three most important criteria when selecting a sustainable supplier.

Practical implications

This research addresses the lack of literature toward green supplier selection in the UAE. In addition, it assists contractors in selecting the appropriate supplier and promotes sustainable practices in the construction industry.

Originality/value

Material suppliers play an important role in the successful delivery of construction projects. Selecting the appropriate supplier is of paramount importance to project success. Several methods can be used to evaluate and select the best-fit suppliers. However, the selection criteria in such methods are primarily based on traditional construction projects rather than sustainable construction projects. Recently, there is an increase in the number of sustainable construction projects in the UAE. Therefore, identifying and assessing the key criteria for selecting green suppliers is needed. This paper fills the gap in literature as to selecting green suppliers in construction projects.

Purpose

Over the past decade, the United Arab Emirates (UAE) introduced several green regulatory guidelines, federal decrees, and a considerable number of environmentally friendly initiatives. Hence, the purpose of this paper is to investigate the top green materials and systems used currently in the UAE construction industry as per the new laws dictate as well as see if professionals are switching over to incorporate more green materials, systems, and/or designs.

Design/methodology/approach

The work involved reviewing internationally popular green materials and systems for construction, developing a questionnaire based on the literature review, surveying professionals in the seven UAE emirates, and ranking the findings based on the relative importance index.

Findings

Findings found the top used green materials and system in the UAE’s construction industry. As well as identified that there is a communication gap between the design and implementation phases that is possibly hindering the use of more green materials and systems.

Originality/value

This study sets a baseline to measure the UAE’s progress over the coming years in terms of integrating more green construction materials, systems, methodologies, and trends.

Abstract

Culture is a big influence in the United Arab Emirates (UAE). The presence of culture and related social practices influences the nature and types of demands from the clients of construction projects. Value management (VM) introduced into this construction industry had to break barriers facing the full adoption of the practice. The introductory aspect of the work explains the growth of the construction industry in the UAE over the years. Sustainability and construction were also discussed to understand the influence of both and the utility to be derived with time. Another part of the work speaks on how to improve the practice of VM in UAE construction by suggesting ideas in the design and construction stages. The effect of environment and the cultural aspect of the people, clients, professionals and so on conclude the later part of the work.
