Abstract

This study examines the changes which were observed in the composition of student enrolment at the University of the West Indies over two decades, and highlights the movement towards greater inclusiveness, as the University campus in Jamaica enrolled greater proportions of students from rural backgrounds, and from lower income levels. The analysis shows that over this period (1983–2003), the University was itself seeking to become more responsive to regional needs and developmental priorities, while nonetheless being hampered by the limitations of the secondary school system, which still bore the colonial imprint of dual and unequal tracks. The chapter concludes with an assessment of the institutional demands that are generated by increasing diversity, and assesses the extent to which the UWI and the country have been able to respond effectively to these student needs.

Abstract

Purpose

The purpose of this paper is to analyze the changes in higher education under the new configuration of resources based on the income structure of universities located in the Central Federal District (CFD). Particular focus is given to the changes in the structure of public financing of higher education, considering the explicit priorities of increasing teaching staff salaries and promoting research. The study also assesses regional differentiation in financial resources for the maintenance of university property and the accumulation of funds from extra-budgetary sources.

Design/methodology/approach

Using statistical and economic analysis methods, the research reveals the main trends of structural changes in public funding of higher education in Russia as a whole, and the regional peculiarities of financial support in the universities of the CFD.

Findings

The results of this investigation of universities in the CFD point to inertia in the development of universities in the regions, and problems transitioning to new business models. Groups of universities in the region often lobby for the “previous rules of the game.” The results evidence a change in financial support from different income sources and in cost structures at the university level. These are the result of higher education reform and university support programs aimed at enhancing the academic and research capacity of the leading Russian universities and developing a competitive national education system.

Originality/value

A costs optimization policy has led to polarization of universities and reduced development opportunities for a significant proportion of regional universities. In order to maintain their properties in good condition, they have to make active efforts to seek non-budgetary funding sources against a fall in effective demand from the population.

Abstract

Purpose

The aim of the current article is to discuss the role of the Bologna process in enabling quality of educational change, internationalisation and greater mobility using an example case study of a Russian university. Some discussion is provided to offer insights and inform future research and practice.

Design/methodology/approach

The authors highlight some of the quality issues associated with the Bologna process and reflect on how the statements underpin quality of learning and mobility in a European higher education area (EHEA) context. They explore some of the issues raised from the documentation and examine some early experiences and challenges from a leading Russian university as part of a wider examination of higher education in a Russian context.

Findings

The Bologna Declaration was signed in 1999 by 29 European countries. The Declaration became the guiding document for the Bologna process which is now being implemented by 47 (inclusive) EU and non‐EU countries. In Russia, Bologna did not begin well and was originally resisted by employers and universities several years ago. It has recently been started again but it is still in its early stages, as Bologna is only now being implemented more fully. Nevertheless, there are issues around the two cycle system and diploma certificates. Recognition from some employers is also still an issue but less so than before. However, specialist auditing agencies can also be used in conjunction with the universities to assure quality and reassure employers going forward. There is also a strong recognition that Russian higher educational institutions have come a long way in a short space of time in terms of quality and process development.

Originality/value

Whilst the research is limited to one case and is essentially qualitative and exploratory, the integrated analysis and discussion still provides useful insight and reflection concerning key issues as a consequence of recently implementing the Bologna process within the Russian educational system.

Abstract

Purpose

The purpose of this paper is to point to the inefficiency of the Italian educational system as a key factor of persistent differences between the distribution of incomes (skewed) and that of talents (normal), stated in the Pigou paradox. In fact, against the intention assigned to it by the Italian constitution, the educational system is designed in such a way to reinforce, rather than weaken, the current unequal distribution of incomes.

Design/methodology/approach

The authors study the socio‐educational background of AlmaLaurea graduates by way of correlation and regression analysis. The AlmaLaurea databank is the most important source of statistical information of its type in the country. The authors, consider several indicators of performance, such as the probability of getting a degree, the final grade achieved and the length of studies.

Findings

Parents’ educational level appears to be the main determinant of the grade achieved at secondary high school and at the university. The effect of family background on children's success at the university is not direct, but through the high school track. In fact, although any secondary high school gives access to the university, nonetheless lyceums provide students with far higher quality of education than technical and professional schools. Parental background affects also the length of studies, which suggests that the indirect cost of tertiary education is much higher for those with a poorer educational background and limited means.

Practical implications

Increasing the average educational level was one of the promises of the “3+2” university reform implemented in 2001. This objective has been achieved only in part, due to the continuing high indirect cost of tertiary education, which particularly affects individuals with limited means. More coordination in the interpretation and implementation of the aims of the reform would have prevented the main actors of the reform from failing it. School tracking should be reformed so as to allow more consideration for low school grades in the choice of parents and provide more on‐the‐job training to students in the professional/technical schools.

Originality/value

The paper proposes an interpretation of the Pigou paradox in Italy, based on the inefficiency of the university system, due to the peculiar school tracking and the ensuing high indirect cost of education. On this, the paper provides new circumstantial evidence based on the AlmaLaurea database almost ten years after the “3+2” reform.

“All things are in a constant state of change”, said Heraclitus of Ephesus. The waters if a river are for ever changing yet the river endures. Every particle of matter is in continual movement. The myth of our own John Barleycorn, buried in the ground, yet resurrected in the Spring, has close parallels with the fertility rites of Greece and the Near East such as those of Hyacinthas, Hylas, Adonis and Dionysus, of Osiris the Egyptian deity, and Mondamin the Red Indian maize‐god. Abstract

Purpose

The purpose of this study is to investigate the impact of board diversity on corporate social responsibility (CSR). The aim is twofold; does board diversity has any effect on CSR, do structural and demographic differences between one-tier and two-tier board models may impact this effect?

Design/methodology/approach

This paper applies a panel generalized method of moments estimator to a sample of 2,544 non-financial listed firms from 42 countries over the period of 2013–2017.

Findings

The findings reveal that board diversity leads to effective CSR. By distinguishing between diversity among boards from diversity within boards, the results display the effects of the specific variables that make up the manner and latter’s constructs within unitary and two-tier board structures. Specifically, this paper reveals that tenure, ideology and educational level (gender and nationality) predominantly appear to drive a firm’s CSR within one (two)-tier boards settings. These results remain consistent when robustness tests are ruled.

Practical implications

The study provides managers, investors and policymakers with knowledge about how among and within board diversity attributes favor the decision-making process around CSR. The evidence is useful for companies in setting the criteria to identify directors who can support their strategic decisions. It benefits, moreover, academics in better understanding firms’ CSR determinants and practices under different corporate board models.

Social implications

Examining how different sets of board diversity affect firms’ CSR given divergences between one-tier and two-tier board structure is a useful and informative endeavor for all community actors.

Originality/value

Unlike prior studies that identify the limited scope of diversity, the study is the first to examine the effect of broader dimensions of board diversity on CSR under both one-tier and two-tier board settings. This paper provides a contribution to a greater understanding of the impacts underlying board models and different attributes of board diversity on CSR. This new understanding will help to improve predictions of different features of board diversity impacts on decision-making processes around organizational outcomes.

Abstract

Purpose

Diversity in the boardroom is a social factor that spurs public debate in academic and practical arenas. In a two-tier governance system, the question lingers on the impact of board of commissioners and board of directors’ diversity on a company’s performance. This study aims to investigate this issue based on a comprehensive set of diversity variables, namely, age, tenure, gender, education level, culture, functional expertise, industry experience, school of origin and “busyness.”

Design/methodology/approach

The authors constructed diversity indices for board of directors and board of commissioners and used multiple linear regressions to test the hypotheses using samples of companies listed on the Indonesian Stock Exchange from 2014 to 2018.

Findings

Board of director (commissioner) diversity has no significant (a positive) impact on corporate performance. However, the latter does not moderate the relationship between board of director diversity and company performance.

Research limitations/implications

Although the theories of human capital and upper echelons are applied here, the results more likely support a contingency argument, as the effect of diversity may vary by company and period, hence leading to offsetting effects. Thus, the impact of diversity on corporate performance might be better observed through in-depth case studies.

Practical implications

The positive impact of the board of commissioners’ diversity on firm performance might indicate the importance of close monitoring by this board. The results further suggest that appointment decisions of directors and commissioners from diverse backgrounds should be based on criteria other than financial performance.

Originality/value

No study has constructed comprehensive diversity indices of the board of commissioners and directors in a two-tier governance context. The study fills this gap.

Abstract

Purpose

This paper aims to review 68 archival studies on the impact of audit committees (ACs) on firms’ consequences [(non)financial reporting, performance and audit quality] in European firms.

Design/methodology/approach

Applying a stakeholder agency-theoretical framework, the author differentiates between three categories of AC variables: presence; composition; and resources, incentives and diligence.

Findings

The author finds that AC composition, (non)financial reporting and audit quality are dominant in the literature review. Other inputs or outputs are either too low in amount or yielded heterogeneous results, hindering clear tendencies. However, there are indications that financial expertise is positively related to financial reporting and audit quality, in line with agency theory and European regulatory assumptions.

Research limitations/implications

In the discussion of potential future research, the author emphasizes, among others, the need for the recognition of innovative and sustainable AC variables, inclusion of moderator and especially mediator variables and reaction to endogeneity concerns by advanced regression models.

Practical implications

As the European Commission currently discusses extended regulations on AC duties and composition, this literature review highlights the huge impact of financial expertise on financial reporting and audit quality. In view of the increased monitoring duties of sustainability reporting, both business practices and regulatory bodies should increase the sustainability expertise of ACs.

Originality/value

This analysis makes useful contributions to prior research by focusing on attributes of AC and their impact on firms’ outputs in the European capital market, based on a differentiation between mandatory one-tier/two-tier systems and the choice model. The findings support the promotion of European evidence-based regulations, such as the Corporate Sustainability Reporting Directive and the Corporate Sustainability Due Diligence Directive.

Abstract

This chapter summarizes the library history of Hungary, with the main focus on the decades preceding the regime change in 1989. The country has been a member of the European Union since 2004. One of the consequences of joining the EU was that Hungary had to implement the three-tier system of higher education defined by the Bologna Declaration. This new system of library and information professional education and training that began in the 2006–2007 academic year is discussed in detail. The first students to begin their studies in the new, two-tier system of higher education will be awarded the BA degree in the first half of 2009. The best of them will be able to continue their studies at the MA level at one of the four universities that were approved for new MA programs in 2008.

Purpose

Taiwan serves as a case study to investigate the association between the expansion and reform of higher education and the growth of science production. More specifically, what driving forces facilitated the growth of science production in different types of Taiwanese universities and other sectors, from 1980 to 2011.

Design

The contribution charts differential contributions to overall production. Taiwanese data from Thomson Reuters’ Science Citation Index Expanded (SCIE) is analyzed to show the expansion of the higher education system and its relationship to the production of science. The author uses sociological organization theories to facilitate our understanding of how and why the landscape of science production changed.

Findings

Results show that the growth of science production is associated with processes of isomorphism and competition within the higher education system. Findings also suggest that universities quickly seized upon external opportunities and turned themselves into what is known as the “knowledge conglomerate.” Unique organizational features bolster universities’ position as the driving force behind advancing national innovation.

Originality/value

This study extends previous research by examining multiple sectors of higher education, using longitudinal and recent data, and highlighting themes that have been ignored or overlooked, such as competition and collaboration among universities and industry partners.
