Abstract

Purpose

This paper seeks to demonstrate a unique project with tsunami height poles and disaster education to maintain disaster awareness for several decades in the area where the Indian Ocean tsunami caused significant damage in 2004.

Design/methodology/approach

A case study approach is utilized combined with field observation, participatory observation and a general literature review of relevant studies and secondary sources.

Findings

The major finding is that the unique device of 85 tsunami height poles was brought from the outside to Banda Aceh city so that people may remember the impact of the tsunami over a longer period of time when awareness is likely to reduce. As local people gradually understood the significance of the poles, the number of local cooperators increased and the project's impact improved significantly.

Research limitations/implications

The long‐term impact of the disaster resilience is yet to be verified in Banda Aceh city. The field research results of the project's process and impact immediately connected with grassroots practice with people to maintain disaster awareness and resilence for the city. The practice to which the Hyogo Framework for Action gives priority connects with building understanding of tsunami risk and disaster awareness with local knowledge, assimilated by preserving disaster records and visualizing disaster.

Practical implications

The paper describes a field‐based project in Banda Aceh city and the suburb, Indonesia, which was implemented in cooperation with local communities, local non‐government organizations, local school boards and specialists from Kyoto University, Japan. Thus, the study findings are directly related to its practical implications.

Originality/value

The paper highlights how the device of 85 tsunami height poles which were built in order to visualize disaster and maintain disaster awareness under the concept, blended an expert's unique idea with old Japanese knowledge in Banda Aceh city by the local community in Indonesia in June 2007. The paper shows that local ideas maintain living knowledge and lessons with sustainable development in the local place after the project had finished and recommendations can apply to the other tsunami affected areas.

Abstract

Purpose

This paper aims to reintroduce to proponents of natural disaster readiness worldwide the history and content of the most renowned tsunami mitigation tale in Japan, “Inamura no Hi” (“The Rice Bale Fire”) for the purpose of reconnecting with its many virtues that have made it a cross-cultural pedagogical catalyst for tsunami preparedness education. At a time in the planet's history when global warming mitigation and pandemic advertence in a milieu in which equity, diversity and human rights are highly valued, the insights it contains pertaining to tsunami preparedness, plot design and the politics of its popularity make it particularly instructive.

Design/methodology/approach

The study used methods, approaches and techniques prevalent in cultural anthropology, i.e. primary texts, historical analysis, linguistic natural hazard preparedness education theory and ethnographic insights to assess how and why “Inamura no Hi” (“The Rice Bale Fire”) has come to be used so broadly on an international scale as a tsunami preparedness teaching tool and the politics involved in this process.

Findings

The study revealed that the cross-cultural relevance of “Inamura no Hi” (“The Rice Bale Fire”) is related to its unique authorship and development which has cultivated in it three qualities highly compatible with effective disaster mitigation at the international level. These are the simplicity of its message, the practical advice it dispenses and the universally agreeable morality it supports. However, the way in which the Japanese Government has promoted this story does not effectively encourage equity, diversity, or a respect for human rights as a major facilitator of preparedness among the many nations like itself in the region and in the world that are vulnerable to natural hazards.

Research limitations/implications

The main limitations of the study are that it is based on a historic investigation of the origins of “Inamura no Hi” (“The Rice Bale Fire”) using materials in English and Japanese, a genealogical interpretation of the story using approaches prevalent in translation studies and a qualitative analysis of historical uses of the story, all of which are difficult to quantify. Since the study seeks to find social and cultural patterns in the relevant material presented, the analysis reflects a subjectivity common in all social scientific studies of this kind.

Practical implications

Educating its readers about tsunami preparedness is one of the most important functions of this paper. The study confirms that “Inamura no Hi” (“The Rice Bale Fire”) provides Japanese and non-Japanese alike with the opportunity to envision and construct a customized culturally specific sense of tsunami readiness by harnessing this dynamic. For Japanese, the story provides a chance to contemplate an astute view of Japanese-style tsunami management from the viewpoint of an outsider who became a well-respected citizen. For non-Japanese, the story offers an opportunity to be reflexive about tsunami readiness based on a cross-culturally adaptable template that Hamaguchi's protagonist Gohei provides.

Social implications

Pedagogically speaking, “Inamura no Hi” (“The Rice Bale Fire”) makes the most sense when regarded as a starting point for preparing for any natural disaster anywhere. The story reminds us that the most educational, globally relevant tsunami preparedness narratives are those that complement and extend the latest of what the world knows about these destructive ocean waves to keep vulnerable citizens safe and alive. This study reveals that as important as the story is the politics of its delivery to provide the best first line of defense against tsunami amnesia which in Japan and many other countries has historically taken far too many lives.

Originality/value

The paper argues that “Inamura no Hi” (“The Rice Bale Fire”) is an example of a tsunami preparedness story that contains a variety of insights that continue to contribute to tsunami awareness education cross culturally that must not be underestimated. However, the way it is currently promoted by the Japanese Government needs to be improved, so that more representatives from more countries involved in tsunami preparedness and natural hazard readiness worldwide can benefit. These are insights not accessible by a researcher who is not bilingual in English and Japanese; thus, by using an ethnographic approach and participant observation utilizing both languages as part of long-term fieldwork, the researcher can gain these insights.

Abstract

Purpose

Following the 26 December 2004 tsunami, Planet Risk NGO took part in the international research program TSUNARISK and ATIP‐CNRS Jeune Chercheur. The aim of this paper is to encourage the development of tsunami‐resilient communities essentially through educative actions.

Design/methodology/approach

The tsunami risk in Indonesia was assessed by researchers. Planet Risk then used scientific findings and advice for building adapted prevention actions among Javanese populations.

Findings

Many people could have survived if they had received a basic knowledge of tsunamis. The Indonesian public as well as local authorities must be educated to face tsunami risk. To be efficient, this education must be adapted to local cultural and geographical characteristics. Collaboration between researchers and practitioners is a good means of reaching such an objective.

Originality/value

The paper is the result of a two‐year successful collaboration between interdisciplinary scientific teams and an NGO team. It demonstrates that an efficient prevention scheme can be implemented through this kind of collaboration. To the authors' knowledge it is the first time that such tsunami education programmes have been led in Indonesia.

Abstract

Purpose

The main objective of this study is to develop a tsunami emergency response plan for a coastal community by adopting a community‐based disaster preparedness approach.

Design/methodology/approach

A multi‐strategy research design utilizing both quantitative and qualitative methods was used. The weaknesses and strengths of the different agencies involved in responding to the 2004 tsunami disaster were identified through a focus group discussion. A survey was used to assess the preparedness of the community. Tsunami awareness and education were imparted through lectures, sermons, radio talk shows, informal briefings, workshops and printed materials. Tsunami evacuation routes, safe zones, warning protocols and evacuation plans were finalized through a consultation process with the community. A tsunami evacuation plan was verified during a table‐top exercise and was tested through a drill.

Findings

It is evident from the study that a community‐based approach (where the local community is taken as the primary focus of attention in disaster reduction) to tsunami mitigation and preparedness is viable. This process has provided an opportunity for tapping traditional organizational structures and mechanisms (including formal and informal community leaders) and capability‐building activities with the community disaster committees and volunteers.

Originality/value

Tsunami 2004 is the first ever tsunami disaster experienced in the country and thus the study provides significant lessons learned from the event. The community‐based approach to disaster preparedness is not the current practice in the country. Thus, the study demonstrates that the approach is a viable tool to enhance community preparedness to tsunami and other types of disasters as well.

Abstract

Purpose

The purpose of this paper was to identify pertinent studies on the important issue of student engagement strategies in online courses and to establish from empirical studies student engagement strategies that work.

Design/methodology/approach

The paper adopted the literature review approach. The authors conducted a thorough and systematic search of the literature to find empirical studies focusing on online engagement strategies within the field of education and distance learning. To generate as many relevant publications as possible, both manual and electronic searches were conducted. The databases used included; Academic Search Complete (Ebsco), Social Sciences Full Text (Wilson), ProQuest Education Journals, ProQuest Dissertation and Thesis, ProQuest Central, Social Sciences Citation Index (SSCIISI), ERIC, (Ebsco), SAGE Full-Text Collection (CSA), Google Scholar and Emerald.

Findings

The results of this paper revealed the several factors that can create engaging learning experiences for the online learners. The primary factors are as follows: creating and maintaining positive learning environment; building learning community; giving consistent feedback in timely manner; and using the right technology to deliver the right content.

Research limitations/implications

The paper is limited, as it is based on a review of literature. Empirical studies need to be conducted to support the ideas generated in this paper. For example, it is proposed that individual and institutional characteristics play an important role in promoting learner satisfaction in online courses. Additional studies that can explore this aspect in detail are needed.

Originality/value

The paper has both professional and educational implications. The findings of this paper can help identify areas where the instructors and designers of online classes need to focus. The student engagement strategies for online courses identified should assist both experienced and beginning online instructors in the design and successful delivery of online courses. Students taking online courses should find the results of this study invaluable.

Abstract

Purpose

This paper seeks to provide a timely consideration of how regional governments in Asia and other national governments around the world collect, manage, and share critical geo‐technical information in what is becoming an increasingly global community.

Design/methodology/approach

The paper addresses the socio‐technical perspective of government information systems and management, and draws on the collection and analysis of several public reports, media articles, and expert opinions published in the aftermath of the Asian tsunami of 26 December 2004.

Findings

On the basis of the published material, the paper observes how critical early warning information was handled by government authorities in the hours before the tsunami wave strike, discusses the availability of technological solutions that can provide earthquake and tsunami warning information, and poses that government bureaucracies and human relations form the weakest link in the information chain.

Research limitations/implications

The paper concludes with a potential research agenda for government warning information systems and management.

Practical implications

The type of early warning information system that might be created to avoid another loss of life, suggested improvements to inter‐government information sharing and communications, and the emerging requirement for earthquake and tsunami information dissemination and education in lesser developed countries are also discussed.

Originality/value

The research enabled the examination of weaknesses in critical information sharing between governments and members of the international community, and highlights the issue of strong human relationships as a key to preventing the loss of life and better managing disasters.

Abstract

Schools play an important role in Japan by becoming evacuation centers after disasters. Depending on the nature of disaster, the school can be occupied for several days to several months. Therefore, schools play a crucial role in disaster risk reduction and can contribute to very strong bonding with the local communities. This chapter describes the experiences of six cities with the roles of schools during disasters. Kamaishi, Kesennuma, and Natori, three cities affected by the tsunami, have shown the important role that schools played in the time of disaster. Although some schools were destroyed in these three cities, people spent significant time in other schools as evacuees. Pre-disaster preparedness of schools and communities helped a lot in this regard. Taking the experiences from the East Japan disaster, Saijo, Owase, and Oobu cities in West Japan demonstrated their preparedness for future disaster. The chapter also shows that school-centered disaster preparedness before the disaster leads to an effective role during the disaster and also facilitates post-disaster recovery with schools as the center.

Abstract

Purpose

The purpose of this paper is to explore a case study in Washington State, USA where traditional stories (“oral tradition”) are being used in a contemporary context. Traditional knowledge is a system of experiential knowledge acquired through the continual observation of and interaction with the environment. This form of knowledge is still held by many societies and can provide an important contribution in emergency management for natural hazards. Those holding traditional knowledge can assist in understanding the nature of local hazards, suggest appropriate risk reduction and response mechanisms, and even give options for recovery based on past experiences.

Design/methodology/approach

The paper first discusses the nature of traditional knowledge and how it can contribute to emergency management. It then goes on to investigate a particular case study where a traditional Native American story has been combined with contemporary methods of hazard mitigation to create an educational video for tsunami hazard.

Findings

Traditional knowledge can be used effectively to undertake hazard education and enhance response to warnings. The video, titled “Run to Higher Ground!”, is an example of this, and has been readily taken up by indigenous communities and the general population (both in the USA and internationally) as an educational tool.

Originality/value

The paper will be of value to those working within the emergency management sector, and is particularly useful for communities who need to respond to warnings.

Abstract

Purpose

The paper aims to study the effects of the tsunami that affected Banda Aceh in 2004.

Design/methodology/approach

During a survey by Japanese researchers in Banda Aceh and surrounding areas in Indonesia after the great Sumatra earthquake, questionnaires were distributed to the people affected by the earthquake and tsunami. The purpose of the questionnaires was to collect information of what happened and what were expected by the affected people to be safe against future earthquake and tsunami. The questionnaires consisted of questions asking their experience during and after the earthquake and tsunami.

Findings

One important result of the questionnaires shows that even if people had started running away just after the big earthquake, the percentage of expected survivors would have been less than 100 percent.

Originality/value

The paper shows that education, socialization (software) and escape structures, warning system, wave resisting structures (hardware) are important factors for people to be safer against future earthquake and tsunami attacks.

Abstract

Purpose

The purpose of this paper is to explore the societal impacts and consequences of the December 26, 2004 Indian Ocean tsunami.

Design/methodology/approach

One month after the tsunami, a group of social science researchers from the Disaster Research Center, University of Delaware, and the Emergency Administration and Planning Program, University of North Texas, participated in an Earthquake Engineering Research Institute reconnaissance team, which traveled to some of the most affected areas in India and Sri Lanka. Data were obtained through informal interviews, participant observation, and systematic document gathering.

Findings

This research yielded important data and information on disaster preparedness, response, and recovery. A number of issues are identified that emerged from the field observations, including: tsunami education and awareness; the devastation and the loss; economic impact; mental health issues; irregularities and inequities in community based response and recovery efforts and in the distribution of disaster relief aid; gender and inequality; and relocation and housing issues.

Practical implications

The paper highlights the role and importance of generating integrated early warning systems and strategies aimed at fostering sustainable recovery and building disaster resilient communities.

Originality/value

An extensive amount of perishable data were collected thus providing a better understanding of the societal impacts of disasters on impoverished communities. A number of emerging issues are identified that should be of primary concern in efforts to protect populations residing in coastal regions throughout the world from similar catastrophes.
