Abstract

Purpose

The purpose of this paper is to analyse an example of non-decision making in the Nordic tripartite policy process, namely, the reform of the Finnish gender equality legislation and the law for equal pay comparisons.

Design/methodology/approach

The paper uses non-decision making as a conceptual framework for qualitative analysis of the documentation of the working group that drafted the law for equal pay comparisons. The analysis focuses on the strategic responses used by the participants in order to defend the status quo and resist change in legislation.

Findings

The key findings are that the suggested law for conducting equal pay comparisons as part of gender equality planning in Finnish organisations changed dramatically in the tripartite policy process. Employer organisations successfully prevented the most relevant features from being implemented in the reformed law.

Research limitations/implications

The findings of this research indicate that there is a need for more research on the tripartite policy process and its implication on developing policy.

Social implications

This paper shows what kind of power employer and employee organisations use in Finnish policy making. As a result, the reformed gender equality legislation is a compromise reflecting the vested interests of different stakeholders. The findings highlight the challenges of developing policy in tripartite policy process.

Originality/value

The tripartite policy process and its implications have rarely been studied. The value of this paper lies in both originality of the topic and approach, and the societal importance of the findings.

Abstract

Examines the effects of economic structural adjustment programmes on employers and workers. Advocates a tripartite consultation approach whereby workers’ and employers’ representatives are encouraged to participate alongside governments in economic and social policy formulation, from an early stage. Discusses the results of five case studies carried out by the ILO to assess the extent of tripartite co‐operation in Argentina, India, Mexico, the Philippines and Zambia. Concludes that the nature of tripartite consultation greatly reflects the type of labour relations system ‐ corporatist, pluralistic or emergent ‐ in a particular country. Makes suggestions for future improvements to the whole structural adjustment process.

Abstract

Purpose

Quality assurance (QA) at one University has evolved over the past 15 years through emerging National and European standards, various leadership initiatives and through the engagement of key stakeholders in co-designing and implementing internal QA processes. In 2000, the QA process was focussed mainly on quality review (QR) that involved extensive reporting of information. It was characterised by stakeholders as a largely reactive culture, treated with scepticism by faculty staff and that struggled to convince both management and faculty that QA provided value. In 2016, QR is now leaner, more evidence based and focussed around creativity and enhancement. In addition to QR, additional QA processes now incorporate a variety of activities including benchmarking, structured policies and procedures and research assessment. QA is also part of a tripartite approach that links quality, strategy and performance together, with quality focusing on assuring an appropriate standard of excellence, strategy guiding faculty towards a vision of the future and performance providing evidence of quality enhancement and strategy execution. The paper provides a case study of the transformation of QA at the University.

Design/methodology/approach

The research uses a case study approach. It documents a methodology used to engage a wide number of stakeholders in a self-evaluation process and the results of that process, i.e. enhancements to the internal review process and various policies and procedures.

Findings

There are early indications that the University’s internal QA has migrated towards a more responsive culture and is increasingly endorsed by the various internal and external stakeholder groups.

Research limitations/implications

This paper presents the evolution of QA and potential lessons for the wider Higher Education Institutions (HEI’s) sector.

Originality/value

This paper provides a case study of changes to QA processes at one university that has risen significantly in various university rankings since. Some evidence is provided to show that quality initiatives have contributed to overall performance.

Abstract

Purpose

Owing to multiple superiorities to traditional counterparts, prefabricated construction (PC) has gained increasing attention worldwide. The development of PC projects reflects the effects of both policy supervision and PC practice, which aids the government in reasonably identifying the key issues of PC's promotion and rationally improving the policy deployment. However, existing studies fail to address this aspect, especially lacking quantitative exploration. This study explores the micro mechanism of PC's promotion, from the perspective of developing PC projects.

Design/methodology/approach

A tripartite evolutionary game model based on prospect theory of the government, developers and contractors is constructed. After rigorous theoretical deduction, this study adopts Changchun in China as a case city and collects the data using the Delphi technique, policy documents and literature analysis.

Findings

Results indicate that contractors are generally willing to implement PC projects and the government chooses to actively supervise PC's promotion. The negative investment behavior of developers is the main obstacle to promote PC in Changchun currently.

Practical implications

The conclusions are applicable to other comparable regions. This study is of value to promote PC with high efficiency and effect.

Originality/value

The tripartite evolutionary game model based on prospect theory proposed in this study is conducive to reveal the essence of PC's promotion. This is an important breakthrough in extant studies, with a broad applicability in the PC domain beyond China.

Abstract

Purpose

The paper aims to explore the impact of economic transformation on employment relations and the effect on the role and behaviour of unions and employers' organizations in Zambia.

Design/methodology/approach

The paper presents a review of existing studies on economic and political developments, backed by published and unpublished primary sources, as well as structured interviews with leaders of the tripartite partners.

Findings

The transformation of policy from centrally planned to market economy has by design or default undermined the role of trade unions and the employers' associations. This has in turn resulted in weakening the employment relationship.

Research limitations/implications

The research has implications for understanding how economic liberalization affects labour market institutions and processes. Many of the findings are of relevance to policy reforms elsewhere in Africa. Therefore, the findings have important implications for work on labour market governance in other African countries.

Practical implications

This paper has implications for the tripartite partners in the employment relationship. It presents the critical need for policy review, and particularly strategic reorientation of the organizing strategies of trade unions and employers' associations, and the need to institute meaningful and effective consultative mechanism on social and economic policy making.

Originality/value

A substantial part of the information provided in this paper is unpublished, and brings to the fore unanticipated consequences of policy reforms on employment relations. In turn the paper identifies action areas in seeking to reverse the effects of unfavourable economic reform measures on employment relations.

Abstract

Purpose

China's agricultural production trusteeship is characterized by the organic link between household operation of small-scale peasant economy and agricultural socialized services, which releases agricultural development vitality and promotes agricultural modernization. As one of the agricultural production trusteeship modes, the whole process trusteeship is suitable for the actual situation of China's aging population and labor force transfer. This paper aims to construct an evolutionary game model containing multistakeholder to explore the behavior decisions through numerical simulation and to provide useful suggestions for the formation of a positive and stable trusteeship relationship and the sound development of the whole process trusteeship of agricultural production.

Design/methodology/approach

The paper incorporates village committees, service organizations and farmers into the same research framework, selects “guarantee + dividends” as the income distribution method and applies the evolutionary game method to analyze behavioral choices and evolutionary paths of stakeholders. By constructing the expectation function, establishing the replicator dynamic equations and analyzing the tripartite evolutionary stability strategy, the authors explore the factors that affect the stakeholders’ strategy choice and determine asymptotically stable points and stability conditions.

Findings

(1) There is a game relationship among village committees, farmers and service organizations in the whole process trusteeship of agricultural production, asymptotically stable points (0,0,1) and (1,1,1) are obtained through calculation. (2) The proportion of stakeholders' strategy choice, the weight of the whole process trusteeship of agricultural production in the performance appraisal of the village committee, the village committee's supervision cost, the village committee's reputation effect and the penalty for false dividends of the service organization will affect the speed at which the curve representing the tripartite relationship approaches two asymptotically stable points.

Research limitations/implications

The countermeasures proposed in the paper have excellent reference value. (1) For areas that have realized the project: Village committees can solve the trusteeship problems exposed in the initial areas and improve farmers' satisfaction with the project. (2) For areas that have not realized the project: Those regions will receive more experience references and enhance their confidence in this project. The limitation of the paper is that it takes the main grain-producing areas in only the three northeastern provinces of China as the research object. The next research object will be extended to the whole country.

Practical implications

This paper propose strategies for realizing the orderly operation of the whole process trusteeship of agricultural production: first, increase the proportion of stakeholders' strategy choices; second, reduce the village committee's supervision cost; third, increase the weight of the whole process trusteeship of agricultural production in the performance appraisal of the village committee; fourth, improve the village committee's reputation effect; fifth, increase the penalty for false dividends of the service organization.

Originality/value

Agricultural production trusteeship is in its initial stage in China. The interest relationships between stakeholders are not yet clear. The paper innovatively applies the evolutionary game method to the research field of the whole process trusteeship of agricultural production. According to conditions in China, based on ensuring the guaranteed income, the paper introduces the dividend income variable and establishes a tripartite game model of village committees, service organization and farmers. The paper provides suggestions for the orderly and healthy development of China's agricultural production trusteeship and provides experience for the operation of other modes of agricultural production trusteeship.

Abstract

Purpose

Popularly viewed as a humanitarian issue that transcends not only geopolitical boundaries of nationality but also sociopolitical borders of race, the ways in which transnational adoption reflects the racialization of children are often ignored. Because adoption is not a random process of family building but rather a purposive endeavor that involves the multiple dynamics of race, class, gender, sexual orientation and disability, it is important to recognize how trends in transnational adoption intersect with shifting racial structure. This paper aims to examine visas issued to orphans entering the USA from 1990‐2005, international programs offered by US adoption agencies, and juxtaposes these with policies governing adoption in sending countries to illustrate how transnational adoption mirrors these emerging racial categories.

Design/methodology/approach

Using the tripartite racial framework argued to characterize the shifting US racial structure, the author located adoptions in the top 20 sending countries to the USA for the past 16 years within this framework to assess how patterns of transnational adoption reflect the shifting US racial structure. To try to assess the extent to which adoptive parent “demand” intersects with agency programs and the policies of other countries, the author also performed a content analysis of an online adoption directory with 236 private adoption agencies (120 of which maintained (international adoption programs) and US Department of State data on adoption policies of the top 20 sending countries.

Findings

Transnational adoption patterns for the past 16 years lend support to the argument of a shifting racial structure and mirror the tripartite system described by Bonilla‐Silva. For the past 16 years the majority of adoptions have been either from the White or Honorary White categories whereas 20 per cent of adoptions have been from the Collective Black category. While policies of sending countries no doubt factor into which programs are offered by US private agencies, Department of State information suggests that the restrictiveness of countries’ adoption policies cannot by itself explain which countries are in the top 20. A significant part of this reciprocal process must include a focus on “demand” to explain who gets adopted. Data on transnational patterns of adoption illustrate all too clearly which children are preferred, aligning with the emerging Latin American‐like racial hierarchy in the USA.

Originality/value

To the author's knowledge, this application has not been attempted nor has anyone considered adoption (domestic or transnational) as another social indicator of intimacy (albeit for a relatively small segment of the population).

Abstract

Purpose

The purpose of this paper is to examine European Union (EU) industrial relations in their development over time. It describes and analyzes their main constituent parts, which are deployed along four interlinked institutional dimensions: tripartite concertation; cross-industry social dialogue; sectoral social dialogue; and employee representation and negotiation at the transnational company level. The focus lies strictly on the emerging EU layer of industrial relations, which is common to the different Member States and not on comparative European industrial relations.

Design/methodology/approach

The paper is conceptual in nature. It considers the differences and mutually interdependent legal and political processes, policies and institutions between EU industrial relations and national industrial relations.

Findings

The findings substantiate that EU industrial relations constitute an incomplete but perfectly traceable transnational reality distinct from industrial relations in the Member States. EU industrial relations are not to supersede but to supplement national industrial relations. Neither the EU institutional framework nor the European social partners have the mandate, legitimation or desire to perform a more ambitious role.

Research limitations/implications

More empirically oriented research would further support the findings in the paper.

Originality/value

The paper presents a conceptual review based on a comprehensive and critical reading of the literature on EU industrial relations. It also puts labor strategies at the forefront of the analysis in corporate relocation.

Abstract

Purpose

The purpose of this paper is to reflect on the developments which have characterized Italy’s industrial relations from post-war Fordism to neo-liberal hegemony and recent crisis, with a particular focus on the major changes occurred in the twenty-first century, especially those concerning concertative (tripartite) policy making between the government, the employers’ organizations and the trade unions.

Design/methodology/approach

This study is a conceptual paper which analysis of main development trends.

Findings

Italy’s industrial relations in the twenty-first century are characterized by ambivalent features which are the heritage of the past. These are summarized as follows: “collective autonomy” as a classical source of strength for trade unions and employers’ organization, on the one hand. On the other hand, a low level of legislative regulation and weak institutionalization, accompanied by little engagement in a generalized “participative-collaborative” model. Due to the instability in the socio-political setting in the twenty-first century, unions and employers encounter growing difficulties to affirm their common points of view and to build up stable institutions that could support cooperation between them. The result is a clear reversal of the assumptions that had formed the classical backdrop of the paradigm of Italy’s “political exchange.” This paradigm has long influenced the way in which the relationships between employers, trade unions and the state were conceived, especially during 1990s and, to some extent, during 2000s, that is the development of concertative (tripartite) policy making. However, since the end of 2000s, and particularly from 2010s onwards national governments have stated their intention to act independently of the choices made by the unions (and partially the employers). The outcome is the eclipse of concertation. The paper explores how the relationships among the main institutional actors such as the trade unions (and among the unions themselves), the employers, and the state and how politics have evolved, within a dynamic socio-political and economic context. These are the essential factors needed to understand Italy’s industrial relations in the twenty-first century.

Originality/value

It shows that understanding the relationship among the main institutional actors such as the trade unions (and among the unions themselves), the employers and the state and their politics is essential to understand the change occurred in contemporary Italy’s industrial relations.
