Abstract

Purpose

With the growing demand for infrastructure and public services in recent years, PPP-UP have attracted a great deal of attention. However, while the user focuses on the payment for use and the private sector is concerned with its return on investment, the public sector pays more attention to the efficient utilization of public funds. In order to analyze the willingness of each stakeholder to join PPP-UP, an evolutionary game model involving the three parties is constructed.

Design/methodology/approach

An evolutionary game model is established that considers the users and the public and private sectors in user-pay public-private-partnership projects (PPP-UP). Eight scenarios of equilibriums and the game's evolutionary stable strategies are analyzed, and the corresponding stability conditions are then obtained. A situation where all three players are willing to cooperate in theory is also examined. The key influencing parameters that affect cooperation behaviors are further discussed.

Findings

First, the results illustrate that by properly adjusting the influencing factors, the cooperation status among the three parties can be changed along with certain evolutionary trends. Second, it is hard to modify unsatisfactory evolutionary stability by small changes in both the price compensation of and the construction and operation compensation. Third, it is necessary to involve the users in the decision-making process in PPP-UP and take their demands regarding benefits and payments into account.

Originality/value

In this paper, we focus on PPP-UP to research interactions among the public and private sectors and the users. Based on the analysis of the evolutionary game, to facilitate the successful implementation and development of a project, several conditions are needed to ensure tripartite cooperation. Several recommendations are then proposed for decision-makers in PPP-UP.

Abstract

Purpose

Although green logistics has become a new focus of cooperation between government and enterprises under environmental constraints, how local governments formulate subsidy policies to effectively guide the green transformation of regional logistics and how to facilitate the reasonable cost-sharing are rather critical. This paper will deeply explore the dynamic process of the tripartite participation (government, platform, and logistics enterprises) in the selection of regional green logistics strategy, and reveal the evolutionary game relationship of the three parties.

Design/methodology/approach

To explore the dynamics involving the government, platform and logistics enterprises for the green logistic transformation, and reveal the evolutionary gaming among the three parties, based on the bounded rationality premise, this study constructs the tripartite asymmetric evolutionary game models, uses the stability theorem of differential equation to explore the evolution and stability strategy of the system in different cases and explicates the paths of influence on the tripartite behaviors via simulations.

Findings

Results of this study indicate that there exist stable equilibrium strategies among the three parties regarding the regional green logistics, and they are affected by different factors. The government's subsidy, subsidy intensity and the platform's cost-sharing proportion can generate positive effects, but the latter two can also impact negatively beyond the effective ranges. The findings provide a theoretical basis for local governments, platforms and logistics enterprises to formulate justifiable subsidy intensity and determine reasonable sharing proportion.

Originality/value

Firstly, considering the significant relevance of local government, it is included in the evolution model, and the tripartite game (among government, platform and enterprises) is explored; Secondly, by comparing the equilibrium results under different game conditions, this paper analyzes the evolution of each party's game strategy to achieve the optimal return under bounded rationality and the important factors determining the strategic selection; Finally, the key factor of platform cost sharing is involved, and to what extent the change of platform cost sharing ratio will influence the systematic stability is explored.

Abstract

Purpose

Currently, many studies have shown an increasing interest in owner-dynamic capabilities (ODCs). Existing studies mainly focus on the dynamic capability basis and capability development within the owner organization, whereas they rarely analyze the capability mobilization within the network of participants in megaprojects. Therefore, this study aims to explain the interaction and evolution of the mobilization strategies of ODCs and the cooperative strategies of other participants.

Design/methodology/approach

This study develops a tripartite evolutionary game model to analyze the evolutionarily stable strategy of the owner, the reciprocal participants and the general participants. Results are numerically simulated with a validation case. The asymptotic stability of multiple group strategies is discussed under the replicator dynamic system.

Findings

This study suggests that resource complementarity significantly reduces the difficulty of mobilization. Moreover, these strategies are only effective with sufficient ODCs. The results indicate that reciprocal participants are more sensitive to the change in resource complementarity.

Originality/value

This study provides strategic guidance for mobilizing ODCs in megaprojects to better embrace uncertainty and stress, contributing to the dynamic capability literature with an evolutionary game approach. And new insight for the study of reciprocity preference in megaprojects is also provided.

Abstract

Purpose

The development of China's solar photovoltaic (PV) industry is in a transition period from pursuing scale and speed to focusing on efficiency and quality. “Smart PV projects” (SPVPs) were proposed by the ministries of the Chinese government in 2018 to encourage intelligent upgrading and to fill the gaps in traditional PV projects. However, only a small number of PV enterprises are in progress, and only a few SPVPs have been built. The intelligence level of China's PV projects needs to be improved. The purpose of this study is to analyze the willingness of the main participants to be involved in the intelligent upgrading of PV projects by establishing an evolutionary game model that includes three parties.

Design/methodology/approach

A tripartite evolutionary game model is constructed that considers PV enterprises, project owners and the government. The evolutionary stability strategies of each party and the corresponding stable conditions are obtained. The parameters that affect the decision behaviors are also analyzed.

Findings

The four stages of the intelligent upgrade of PV projects and the effects of the government subsidy strategies are examined. At different stages, adopting different measures to promote cooperation among the three parties involved is necessary. Government subsidies should be provided to PV enterprises during the initial stage and should be biased toward project owners during the intermediate stage. During the peak stage, PV enterprises constantly need to decrease project costs and improve quality and service, thus helping project owners reduce their initial investments and obtain additional gains. The government's reputation drives it to continually adopt incentive strategies.

Originality/value

This research focuses on the interactions among the three parties. Based on evolutionary game analysis, several conditions that facilitate the intelligent upgrading of PV projects are illustrated. Implications for different developing stages are proposed from the perspectives of each party for the decision-makers of SPVPs.

Abstract

Purpose

The paper aims to explore the impact of economic transformation on employment relations and the effect on the role and behaviour of unions and employers' organizations in Zambia.

Design/methodology/approach

The paper presents a review of existing studies on economic and political developments, backed by published and unpublished primary sources, as well as structured interviews with leaders of the tripartite partners.

Findings

The transformation of policy from centrally planned to market economy has by design or default undermined the role of trade unions and the employers' associations. This has in turn resulted in weakening the employment relationship.

Research limitations/implications

The research has implications for understanding how economic liberalization affects labour market institutions and processes. Many of the findings are of relevance to policy reforms elsewhere in Africa. Therefore, the findings have important implications for work on labour market governance in other African countries.

Practical implications

This paper has implications for the tripartite partners in the employment relationship. It presents the critical need for policy review, and particularly strategic reorientation of the organizing strategies of trade unions and employers' associations, and the need to institute meaningful and effective consultative mechanism on social and economic policy making.

Originality/value

A substantial part of the information provided in this paper is unpublished, and brings to the fore unanticipated consequences of policy reforms on employment relations. In turn the paper identifies action areas in seeking to reverse the effects of unfavourable economic reform measures on employment relations.

Abstract

Purpose

The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities.

Design/methodology/approach

To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities.

Findings

Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China.

Research limitations/implications

This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature.

Practical implications

A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development.

Originality/value

Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

Abstract

Purpose

This paper aims to examine the potential for “triangular cooperation” between investment partners from Australia, China and host African nations to contribute to the economic development in Africa.

Design/methodology/approach

The paper discusses a number of complementarities between Australian and Chinese investors in mining, agriculture, energy, research and education and finance – sectors vital to Africa’s future development. These complementarities are examined in light of recent development studies on the benefits of triangular cooperation and recent literature examining links between foreign direct investment (FDI) policy and economic development.

Findings

The paper concludes that there is much to be gained by making the most of the existing and potential synergies between Australian, Chinese and local investors in African settings.

Research limitations/implications

The implications of this paper are, first, that African nations should keep the benefits of triangular cooperation in mind when designing FDI policies and, second, that Australian and Chinese investors should be more willing to explore potential investment partner synergies when investing in Africa. The paper also suggests an agenda for future research into how good design of FDI policies might best promote healthy economic development in African nations.

Practical implications

Australian and Chinese companies should be more willing to explore potential avenues for cooperation when investing in Africa, while African governments should be more mindful of how rules and policies can maximise the local benefits of FDI.

Social implications

African governments should be more mindful of the quality, rather than the quantity of FDI when drafting relevant laws and policies.

Originality/value

The value of the paper is in applying the concept of “triangular cooperation” to direct investment. The paper also provides an original focus on Australia-China investment synergies in African settings.

Abstract

Purpose

This paper aims to provide a Norwegian perspective of how trade unions in the former Soviet block countries have dealt with the challenges of the post‐communist period and how the European trade union movement has attempted to assist them as they have adjusted to representing and protecting the interests of workers in a market economy.

Design/methodology/approach

This paper considers the point that the experiences of trade union development in the former communist countries of Central and Eastern Europe should not be assumed to have followed some monolithic pattern.

Findings

Each of the individual states experienced challenges that were unique to them and which reflected the economic, geographical and social situation they found themselves in when they took the “leap in the dark” at the end of the 1990s. The speed at which they made the transition to a market economy was also quite diverse with some countries such a Czech Republic and Hungary making progress quickly whilst others, for understandable reasons, were much slower off the mark.

Research limitations/implications

One of the main thrusts of this paper is the diversity of experience amongst the former Soviet block countries both prior to and after the 1989 changes. The paper invites researchers to explore this diversity further in terms of causality and the impact of this diversity on the democratisation process of Central and Eastern European Countries.

Originality/value

Provides a timely reminder of the dangers of perceiving trade unions in the former communist countries of Central and Eastern Europe as replicas of their counterparts in the West. The picture he paints of the diversity of the region, the weakness of national trade union headquarters starved of funds to pursue industrial objectives by local trade union organisations who have a “holiday club” mentality and retain the bulk of the income for social and welfare benefits reminds us of the extreme difficulties that face trade unions in CEE countries as the strive to build strong and effective organisations capable of challenging multinational conglomerates.

Abstract

Purpose

The purpose of this paper is to present a longitudinal case study of a regional innovation policy initiative, in which ideas with regard to how innovation might be facilitated were changing over time. Through the scrutiny of insights in industrial network studies (IMP), the authors seek to shed light on the challenges created by policy interventions aimed at constructing complementary networks for the facilitation of innovation. That is to say, the authors endeavour to understand the interfaces between innovation networks and industrial networks, and the way in which they may influence innovation.

Design/methodology/approach

This study is based on a longitudinal case study of four successive regional innovation projects in Norway. Data are drawn from relevant policy documents and project documentations, as well as from participatory observation of application processes and project activities.

Findings

This study shows that regional innovation policy concerns first and foremost the interaction within and between relatively established diverse networks, which affects both structuring and restructuring. Changes in innovation policy required the re-configuring of constellations of business networks, research networks and policy networks. All initiatives required mobilisation input by persistent actors – often boundary organisations or researchers. The construction of innovation networks served as an instrument in the production of new interfaces between businesses, researchers and policy makers. The use and usefulness of these networks as perceived by the business actors were heavily influenced by the way in which the networks were configured.

Research limitations/implications

Generalisation based on in-depth qualitative case research requires further testing across similar and varying cases, and there have hitherto been relatively few studies of the interfaces between industrial and innovation networks. Despite this it can be argued that the conceptual distinction between constructed and emerging networks is a productive one in the study of networked innovation dynamics. During the research into this longitudinal case, it has been interesting to observe the way in which innovation research, and thus its influence on innovation policy, has changed over time. It would be beneficial if further studies were to be conducted on the way in which this has played out.

Practical implications

The administration of the public funding of innovation network activities requires great care. Where innovation policy initiatives are closely related to established industrial networks, it may be possible to strengthen innovation dynamics, challenge established practices and conceptions, and contribute to expanding, or even initiate innovation activities. In the first place, new activities need to be initiated in a way that supports the long-term development of actual business networks; and second, innovation policy bodies should be prepared to stimulate activity over longer periods of time.

Originality/value

This paper engages in, and combines, two parallel and rarely interacting debates on, respectively, innovation within innovation policy (innovation systems, clusters, networks) and industrial network studies (IMP and others). The authors make an “ideal type” distinction between alternative “constructed” networks and “emerging” networks, and the way in which they influence innovations.
