Abstract

Technological development from horse-drawn carriages to the new Airbus A380 has led to a remarkable increase in both the capacity and speed of tourist travel. This development has an endogenous systemic cause and will continue to increase carbon dioxide emissions/energy consumption if left unchecked. Another stream of technological research and development aims at reducing pollution and will reduce emissions per passenger-kilometer, but suffers from several rebound effects. The final impact on energy consumption depends on the strength of the positive and negative feedback in the technology system of tourism transport. However, as the core tourism industry including tour operators, travel agencies, and, accommodation has a strong link with air transport, it is unlikely that technological development without strong social and political control will result in delivering the emission reductions required for avoiding dangerous climate change.

Abstract

Purpose

This study analyses the effect of fuel efficiency increase on travel demand in the city of Berlin. Vehicle technologies such as advanced driver assistance systems can help drivers to save fuel and thus lower exhaust emissions on a network level. In order to obtain high political endorsement among different stakeholders, the analysis of such effects which have an impact on overall fuel and emission savings are highly relevant. Recent testing of so called advanced driver assistance systems showed their ability to reduce fuel consumption and lower traffic emissions by giving driving recommendations to drivers.

Methodology/approach

Two effects on driving were simulated using a travel demand model: the increase in fuel prices which will take place in the coming years and a possible increase in vehicle fuel efficiency. Comparing these scenarios allowed us to calculate the effect of price change and the rebound effect of fuel efficiency gains using standard methods for transport elasticities. The simulation was run with the travel demand model TAPAS and the city of Berlin was the network used as a case study.

Findings

As fuel prices increase over time, driving tends to decrease. Driving increases, however, if vehicles become more fuel efficient and the result is the observed rebound effect. On a city network level, this also translates to lower emission savings than expected from the vehicle fuel efficiency gains. The rebound effect which we estimated matches similar findings in the literature, specifically in terms of their magnitude.

Practical implications

We used a simulation to compare scenarios of city travel demand. The result allowed us to estimate changes to the desired variables of fuel efficiency and fuel prices. For those interested in the effects of vehicle efficiency gains on city level these results are highly recommended for consideration.

Originality/value

The proposed framework for analysing rebound effects helped to assess the impacts of energy efficiency technologies on a city level.

Abstract

Purpose – Urban transport policies are about to undergo major changes. In cities where, a few years ago, highway projects were favoured (i.e. the first stage of accessibility), other priorities are taking shape. Many large cities have opted for the development of public transit (i.e. the second stage of accessibility). Car travel would seem no longer to have any priority, despite the fact that it still accounts for bulk of transportation.

Methodology – This chapter sheds light on these new tendencies by referring to the long-established concept of accessibility, and especially gravity-based accessibility, which is enjoying a new lease of life. Introducing accessibility measures within GIS tools helps us to understand why public policies are now addressing new challenges.

Findings – The third stage of accessibility is characterised by a lower role given to individual time gains. A new approach is coming that pursues the collective interest by optimising land use.

Research limitations/implications – In order to have the best understanding of what is at stake within the third stage of accessibility; researchers have to propose map-based tools showing the concrete impacts of accessibility changes.

Practical and social implications – Those maps can show that in some cases, even transit speed can lead to some perverse effects like urban dispersion, longer distances commuted and even increased travel time budget.

Originality – Sustainability issues are underlining the fact that accessibility improvements have to be obtained rather by denser catchment areas of trips than by increasing the size of the catchment areas.

Abstract

Purpose — The paper reports on a research project exploring new approaches for analysing travel demand induced by changes in generalised costs of travel and activity participation. The description of the survey approach, which to our knowledge is novel in its application, reports descriptive analyses of the respondents' reactions to the changes implied in the household interviews.

Methodology — A sample of respondents were administered a 5 day travel diary, from which 1 day was selected for further analysis. Travel times for trips conducted that day were changed using predefined heuristics based on the household characteristics to attain significant changes in the generalised costs of the reported trips. Respondents were then presented with these hypothetical scenarios in face-to-face interviews. All household members were asked to state how the implied changes would have affected their activity scheduling on the specified day, i.e. to adapt their reported schedule to the new conditions.

Findings — The postulated induced travel effect could be observed, in that the modifications to the generalised costs of travel affect the respondents' travel patterns in general, and the number and durations of conducted out-of-home activities in particular. However, the predominant reaction to changing travel times is the adaptation of departure time, which does not directly interfere with trip generation. Indicators of the effects have been shown, and are quite weak as far as activity generation effects are concerned. The activities most likely to be re-planned are leisure activities and sojourns at the home location, as is consistent with expectations.
