Abstract
Purpose — This chapter considers how transport policy and planning has been developing in Victoria in tandem with the research program described elsewhere in this book. Developments in policy and planning are discussed with particular regard to transport disadvantage and social inclusion.
Methodology — The chapter commences by providing a policy and planning context in terms of the geography and demography of travel needs, the relevant jurisdictional responsibilities in Australia and the policy history. It then describes the evolution of transport policy in the past decade and outlines the way in which the findings of this research are being incorporated into the development of programs and projects to support social inclusion. Additionally, some key policy challenges are outlined, at least some of which may provide fruitful areas for undertaking further research to support the development of future policies and programs.
Findings — The results show that applied research can be a highly successful endeavour, particularly when policy and planning perspectives are integrated into the development of the research design and strong collaboration is an ongoing feature of the research program.

Abstract
As people age they tend to do more local journeys, shown by a lower mean trip length, from around 50 years onward. One reason for this is increased difficulty with mobility as people age; around one-third of those aged over 70 have mobility difficulties. Physiological changes in later life that have consequences for travel include deterioration of hearing and seeing, decreased skeletal muscles and reduced mobility of joints. Another reason for the decrease seen in many western countries is retirement from work, with many fewer trips made for commuting purposes. However, there are increases in shopping, personal business and leisure trips when commuting is reduced. That said, older people would still like to make more discretionary journeys in later life, especially to visit family and friends more often. A review of literature suggests how important mobility is for wellbeing through social interaction and being involved in activities outside the home.

Abstract
Purpose
This chapter presents a review of community transport in Australia with the aim of providing material for comparative research in flexible transport.
Design/methodology/approach
Research on Australian community transport has been brought together to present an analysis of the key features of the industry: history; geography; funding; regulation and the use of volunteers.
Findings
Each key feature has led to the current strong state/territory basis for service organisation and delivery, despite the federal responsibility for supplying most of the funding and ensuring equity and standards. Varying approaches to regulation and supply have also been driven by remoteness and the prevalence of large pockets of entrenched social disadvantage in some regions.
Originality/value
The chapter summarises research findings including hitherto unpublished research on an application of flexible transport services outside mainstream public transport operations in Australia.

Abstract
Purpose
The purpose of this paper is to report on the findings from a study commissioned by the British Transport Police and the Department for Transport for England and Wales concerning sexual offences and harassment on public transport worldwide. Specifically, it aims to explore the prevalence of such behaviours, through a review of existing survey and interview data regarding women and girls’ experiences.
Design/methodology/approach
A rapid evidence assessment (REA) was used, the function of which is to: search the literature as comprehensively as possible within given time constraints; collate descriptive outlines of the available evidence on a topic and critically appraise it; sift out studies of poor quality; and provide an overview of the evidence.
Findings
It was found that prevalence rates range from 15 to 95 per cent, with the UK having the lowest rates. Emerging economies had higher rates of harassment and assault, which may relate to differing cultural and gender norms, where public space is regarded as a male domain.
Research limitations/implications
A REA is not a full systematic review, differing in the scope and depth of the searches and depending almost exclusively on electronic databases, not accompanied by searching journals by hand.
Practical implications
More research of high methodological rigour needs to be carried out on prevalence rates of sexual harassment and offending on public transport worldwide. The high prevalence rates found suggest the need for more work around the area of interventions to curtail offending in this setting. The findings suggest that emerging economies, in particular, need to do more to address the problem of sexual harassment and assault on public transport. More fundamentally, cultural norms around women’s roles in society need to be addressed and challenged.
Originality/value
Women may become “transit captive” and socially excluded if they are afraid to travel on public transport and do not have access to private transport. This would be an unacceptable situation which must be addressed by transport authorities and police.
