Abstract

This monograph seeks to supply a contribution to the debate on the major formative factors which have led to current perceptions of the roles which either should be, or are, undertaken by industrial training officers. Any attempt to ascertain these developmental paths must be limited by the relative importance which the interpreter gives to writings and events. To this extent it must be a subjective and selective viewpoint. Whatever our perspective, there is one undoubted fact: there has been a considerable increase in the number of industrial training officers over the last 20 years — and a corresponding increase in training activities. This increase has been more than matched with an outpouring of literature on training and, to a much lesser extent, research into training themes.

Abstract

Purpose

Utilising data from 18 in‐depth case studies, this study seeks to explore training, development and human resource development (HRD) practices in European call centres. It aims to argue that the complexity and diversity of training, development and HRD practices is best understood by studying the multilayered contexts within which call centres operate. Call centres operate as open systems and training, development and HRD practices are influenced by environmental, strategic, organisational and temporal conditions.

Design/methodology/approach

The study utilised a range of research methods, including in‐depth interviews with multiple stakeholders, documentary analysis and observation. The study was conducted over a two‐year period.

Findings

The results indicate that normative models of HRD are not particularly valuable and that training, development and HRD in call centres is emergent and highly complex.

Originality/value

This study represents one of the first studies to investigate training and development and HRD practices and systems in European call centres.

Abstract

Utilizing the 1995 Adult Education Interview compiled by the National Center for Education Statistics, this study examined the determinants of training participation among adult female employees. Drawing on Sterns’s (1986) model of individual decision-making about training, we hypothesized that baby boomer cohorts of women would have higher rates of training participation than younger and older cohorts of women. This hypothesis was confirmed by results on age group variables. We also confirmed that both mandatory continuing education requirements and technological innovation in clerical occupations increased the likelihood of overall training participation among baby boomers, while only mandatory continuing education requirements significantly affected the overall training likelihoods of older and younger cohorts. Findings for disaggregated categories of training suggest that employer-support may be critical to female training participation, especially in lower wage occupations.

Abstract

A new model of training is proposed, redefining and adding to the traditional model, which is usually seen as defining organisational requirements, assessing job training needs, designing programmes, and evaluation. The author believes this is no longer adequate and gives an over‐simplified view. The four main blocks in his suggested replacement model are resource availability, assessment of training needs from the organisation standpoint, assessment of training needs relating to the job itself, and programme design. Evaluation activities are included within all the blocks.

Abstract

Purpose

There is a lack of research covering the training requirements of organisations implementing highly demanding information systems (HDISs). The aim of this paper is to help in the understanding of appropriate training requirements for such systems.

Design/methodology/approach

This research investigates the training delivery within a customer‐facing organisation that successfully implemented an HDIS. A case study was undertaken to identify resource allocation during the implementation lifecycle and training guidelines were prepared following in‐depth interviews with client and supplier consultant practitioners.

Findings

Organisations implementing HDISs should invest in training throughout the implementation lifecycle. Two areas of training were found to be of importance: end‐user training to avoid technical‐isomorphism and post‐implementation training to avoid system atrophy.

Practical implications

Literature shows that training attracts the smallest proportion of the implementation resources. This research shows, however, the critical role training plays in delivering a successful HDIS implementation.

Originality/value

The phasing of training requirements allows training resources to be allocated more effectively into end‐user and post‐implementation training, which is necessary for the full benefits of HDIS to be realised.

Abstract

Purpose

The paper seeks to outline the increasing requirements for demonstrating that training has taken place within regulated industries and to examine how a learning management system can meet the most stringent requirements of best practice in this field.

Design/methodology/approach

The paper presents a review of regulated industries' requirements, especially 21 CFR Part 11.

Findings

Increasingly, regulated industries require companies to keep comprehensive records of training. The data and reports showing compliance with regulatory needs must be robust and come from an unimpeachable source. While manual record keeping can be easily flawed, electronic record keeping is not foolproof either – although one system now meets the requirements of the most stringent (US‐based) regulations.

Originality/value

This paper examines the growing requirements placed upon and the responsibilities of HR/training directors in regulated industries, and suggests a best practice method of providing tamper‐proof training records.

Abstract

The current disillusionment with the conventional manpower planning approach has forced labour economists to seek other methods of assessing skill needs and training requirements. Recommends a more pragmatic approach in the form of sectoral studies, based on key sectors of the economy. Describes in detail the “sectoral” approach whereby important skill shortages can be identified, the causes investigated and appropriate policy measures prescribed. Where the cause is seen to be one of insufficient training, the manpower planner is encouraged to assess the modes and cost of training. Overall, argues that the sectoral approach is preferable to nationwide manpower plans, on the grounds that the former are limited in scope (and therefore in the cost and input required) and concentrate on “key skill” shortages (rather than a wide range). Analyses the reasons for shortages and identifies training priorities (instead of nationwide needs).

Abstract

The Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) Thematic Review of Banking & Insurance sectors conducted by Bank Negara Malaysia (BNM) in 2013 indicated that oversight functions are still inadequate in the areas of compliance, internal audit, board of directors and senior management. The oversight functions refer to the AML/CFT compliance programme, which financial institutions, including Islamic banks, are obliged to execute as a part of mitigating activities against money laundering and terrorist financing. The main purpose of this chapter is to analyse whether there is any improvement in the oversight functions at the Islamic banks in Malaysia since the release of the thematic review report by BNM on 17 September 2014. This research is important as penalty for non-compliance under Section 22 of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA) is severe. Section 22 of AMLATFPUAA entails personal responsibility on the compliance officer of an Islamic bank and not the reporting institution as a whole. Qualitative research method via interview is employed to gauge the extent of Islamic banks’ adherence to AML/CFT compliance programme. This chapter is significant as it provides Islamic banks and future researchers with the details of the compliance study as well as the current status of AML/CFT compliance programme within the Islamic banks in Malaysia.

Abstract

Purpose

Quantifying the performance level of surgeons with digital virtual reality (VR) simulators can help ensure that quality requirements in healthcare are met. In order to better understand integration amongst quality principles, practices and technologies in the adoption and diffusion of VR simulators, the authors applied a technological innovation system (TIS) framework. The purpose of this study is to understand how the adoption and diffusion of VR surgical simulators in a Swedish healthcare context is influenced by various system factors.

Design/methodology/approach

In this study, single-case holistic design based on innovation system theory was used to analyse the adoption of digital quality technologies related to surgical performance in Swedish hospitals. The case employs a mixed methods approach triangulating data longitudinally from published documents and expert interviews.

Findings

Adoption of digital technologies regarding surgical performance is restricted by system factors relating to inconsistent normative and regulatory requirements for quantified performance criteria to judge surgical expertise. Addressing these systems' weaknesses with evidence-based training programmes can have a significant impact on the further development of the innovation system and can ultimately affect healthcare reliability and quality.

Originality/value

This paper explores quality management (QM) challenges in the context of digital transformation in healthcare. The paper attempts to fill the gap for TIS studies in a healthcare context and highlight the role of innovation function strength along the value chain and in relation to technology cycles to increase the understanding of adoption of digital technologies relating to surgical performance.
