Abstract

Sense, the leading national charity that supports and campaigns for children and adults who are deafblind, set up the Capacity to Communicate Project in response to the new role of independent mental capacity advocates created by the Mental Capacity Act 2005 (HM Government, 2005). The project provided training and information, harnessing best practice around communication and advocacy for people who lack capacity and who have little or no formal communication, in particular those with a dual sensory loss. As part of the training, advocates were asked to submit a written assignment. These case studies, including some adult protection cases, have given us valuable information about the nature and process of independent mental capacity advocacy and what can be done to improve this relatively new statutory role, in particular developing better understanding, skills and processes around communication in order to represent and protect vulnerable adults.

Abstract

Purpose

The purpose of this paper is to explore the issue of how best to develop teacher capacity in Cambodia. Since the 1990s the Ministry of Education, Youth and Sport (MoEYS), with its development partners, has undertaken the tremendous task of rebuilding Cambodia’s shattered education system. Many of the policies and programmes that have been developed hinge on building teacher capacity. This paper investigates the extent to which the capacity of teachers in the schools in this study was developed under the current cascade model favoured by the MoEYS.

Design/methodology/approach

Using a case study methodology data were collected, primarily, through semi-structured interviews with teachers in three government primary schools located in different geographical areas, and ministry officials and advisors based in these locations.

Findings

The findings identified that the current cascade model of capacity development, apart from watering down what is taught as it filters along the system, is not developing the requisite capacity of teachers. The findings suggest that the current model limits what constitutes capacity and for whom.

Practical implications

An expanded model of capacity development is forwarded that includes: school-based training for all teachers on an ongoing basis; incremental training; and regular training for trainers and principals.

Originality/value

This paper offers valuable insights that contribute to the ongoing discussion of how best to develop teacher capacity in Cambodia. It may also offer insights on developing teacher capacity to those working in similar situations.

Abstract

Purpose

The purpose of this paper is to review the Government initiative for developing the in‐country capacity of the National Public Health Management Centre (NPMC) in Tabriz. The UNDP definition of capacity has been used as a framework for assessment with the primary focus of the current assessment being on the training component.

Design/methodology/approach

The paper shows that Iran, which is a lower‐middle income country, has a network of training institutions for both pre‐service and continuing education of its human resources in health. This collaborative initiative between NPMC, Nuffield Centre for International Health and Development (NCIHD) and World Health Organization (WHO), attempted to create conditions for designing, organising and conducting a training programme in health planning and management for mid‐level health managers in Iran.

Findings

The paper finds that the experience of capacity development through training, described here, is in contrast with usual practice, where candidates are sent abroad for training. Overall, the process for developing in‐country capacity of a local institute by a foreign institute was well thought out. However, there are some lessons to be learned from the process.

Originality/value

The paper shows that capacity has been built in NPMC for organising in‐country short course on health planning and management for health sector reform. The paper concludes by arguing that, in order to sustain these training programmes over a long period of time, in addition to including training in its mandate, NPMC should: consider networking with allied institutions in the country and beyond for sharing knowledge; and make twinning arrangements with a foreign institute for continuously upgrading the knowledge and skills of its trainers.

Abstract

Job training, as traditionally conceptualized, is intended to improve the employment and earnings of disadvantaged individuals. Both theory and practice have approached the problem by segmenting the roles and responsibilities of the key stakeholders: the individual, the employer, and civil society. Such segmentation is problematic because it removes stakeholders from their contexts, and ignores the holistic and complex nature of the underlying problems and their remedies. Reframed as a form of business and community development, job training can focus on capacity building, stakeholder involvement, and expanded notions of skill achievement and geographic scope, thereby addressing stakeholder interests in context. The three cases presented in this chapter describe such reframing: from increasing human capital to building human capacity; from a partnership or individual business focus to a multi-stakeholder approach; and from job and employer-specific skill development to that which is multi-phased and geographically dispersed. Complexity theory will be used to explain these developments.

Abstract

Purpose

The purpose of this study is to increase the resilience capacity of residential health-care professionals to achieve intrapreneurial development in workers. Through training based on the development of emotional competencies and the application of mindfulness techniques, the aim is for the individual to become aware of his or her role, learn to manage emotions and reduce feelings of distress and anxiety.

Design/methodology/approach

The proposed programme has a duration of eight weeks. Every four days of training, mindfulness sessions are integrated, and at the beginning and end of the working day, 10 min are spent with superiors to give feedback on what happened during the day and the setting of new objectives. A control group is also established where they do not undergo such training. After the delivery of the programme, the results obtained after the application of the methodology to a sample of 91 residential health-care professionals are presented. By means of a validated resilience questionnaire composed of 25 items, the aim is to measure the resilience capacity of the participants before and after training and to observe the impact of the programme.

Findings

The results of this study show that the training has led to an improvement in the overall resilience capacity by 3.93% and has been able to reduce the existing gap between those over 45 years of age and younger people, although the age-related variable still represents a significant difference.

Originality/value

This study provides an innovative way of fostering entrepreneurship. While participants work on resilience management through mindfulness techniques, organisational commitment is achieved.

Abstract

The paper explores the extent to which degree‐based postgraduate training programmes contribute to the development of individual skills and careers in agricultural science as well as towards institutional capacity for national agricultural research in Africa. In the case of the International Livestock Research Institute’s Graduate Fellowship Programme it was concluded that advanced agricultural science training in Africa provides a vital process of human and institutional development. The results of this study indicate the success of degree‐based training in terms of achieving improved gender equity, rapid employment, and a high rate of return to the country of origin. These results stand out against the “brain drain” commonly associated with capacity building in national agricultural research systems (NARS). The paper recommends strategies to be adopted by ILRI and its partners for future degree training and capacity building in sub‐Saharan Africa.

Iraq with a population of approximately 13 million in 1980 is one of the capital (oil) rich countries of the Arab region, and shares with them the objective of a fast pace of economic development. Such Arab states may be characterised by the existence of a large and expanding government sector, ambitious industrial development programmes and the pursuit of an increasing standard of welfare and income for their inhabitants. Since about 1970 Iraq's economy has been radically transformed and change is continuing. The demand for labour has grown commensurately with the successive national development plans of the decade. Meeting these increased labour requirements presents formidable tasks for policy makers and planners in Iraq as in other Arab countries.

Abstract

How can we account for the actual state of capacity building in Africa? This paper attempts to respond to this question, building on the existing literature and statistical data available both within and outside the continent. Using the arguments put forward by different national and international institutions around the world, it is possible to trace the path followed by the capacity building process in Africa around change and human capital theories. Following the creation of ACBF in 1991 and thanks to the intervention of a number of development partners, capacity building practices have significantly influenced the functioning of African States, the implementation of educational systems, the expansion of microfinance, and the impact of multilateral trade negotiations. This paper suggests that capacity building in Africa still requires urgent and vigorous actions towards a qualitative and quantitative of scientists, for the coordination of the dispersed efforts made by various regional and sub‐regional institutions, and for the strengthening of individual and collaborative programmes aimed at developing African human resources in Africa.

Abstract

Purpose

Researchers’ competencies are directly related to the quality and effectiveness of the research they produce. However, training opportunities for education and conducting research seem to be limited for the growing research culture in Pakistan. The purpose of this study is to assess the research-related training needs of postgraduate researchers (PGRs) of Pakistan.

Design/methodology/approach

A quantitative research approach was used to conduct the study using a questionnaire. Non-random sampling technique was used to collect the data from the postgraduate (MPhil/MS and PhD) researchers enrolled in the two well renowned Pakistani Universities.

Findings

Results of the study confirmed that PGRs were interested in developing their skills in various areas of a research project such as topic selection, research design and use of data analysis software. Findings also highlighted that respondents were interested in learning reference management tools for citing and managing the sources of information in their research work.

Originality/value

This is the first study, which investigated the training needs assessment of PGRs enrolled in two major Pakistani universities. The results may help in designing training programs, promoting a conducive research culture in the country and improving the quality of research being produced. This study provided a framework likely to be beneficial for quality enhancement cells, universities and organizations in organizing effective research training and development programs for researchers of Pakistan.
