Abstract

A populist backlash has seized a number of Western democracies. Two broad sets of explanations have emerged to address the sources of this backlash, with credible empirical evidence for each. The first focuses on economic drivers, and specifically on global economic integration, and exposure to trade competition. The second turns instead to cultural explanations, arguing that the shifting political winds are due to strictly nonmaterial considerations, like status threat and racial beliefs. How might we reconcile two apparently conflicting conclusions in the scholarly work examining this backlash? The question comes down to the particular interplay of these factors. I argue that the most promising approach may lie in tweaking our ideas about the relevant group that individuals use to make assessments about general welfare and the role of political entrepreneurs in manipulating these relevant groups. This, in turn, might explain why right-wing political parties appear to consistently gain from the ongoing backlash. I end with a consideration of the policy means that governments have to curb the political effects of economic grievances, and what explains the success or failure of such efforts. An economic recipe for backlash suggests the existence of an antidote.

Abstract

Facing the aging workforce but older workers’ vulnerability in the labor market, this chapter empirically explores factors and policy implications to enhance older workers’ entered employment rates (EER) after exiting the national workforce program. After reviewing older workers’ attributes and the unique methods to train them, the chapter examines demographic, socioeconomic, and program attributions to older workers’ EER, controlling for cyclical changes in the labor market. The chapter relies on three sets of models including logistic regression, multi-level mixed-effect regression, and multilevel mixed effect logistic regression models, as well as longitudinal Workforce Investment Act Standardized Record Data and Bureau of Labor Statistics unemployment data. Older dislocated workers and older adults are examined separately. Some Workforce Innovation and Opportunity Act training and related service combinations are identified to contribute to older adults and older dislocated workers’ EER and to inform strategic decision-making about future allocations of funds and policy efforts to serve older workers.

Abstract

Purpose

President Obama positions community colleges as a linchpin of federal policy on education and training for citizens adversely affected by the recession. Chief among recommended reforms is the notion of career pathways that enable students, especially non-traditional age adults, to participate in postsecondary education directed at employment.

Design/methodology/approach

This paper reviews the literature on career pathway reforms to describe these programs and the students who enroll in them. It also presents evidence from two third-party evaluations of federal grants supporting career pathway implementation.

Findings

Results suggest career pathway programs are spreading throughout the United States through unprecedented levels of federal funding. Adult learners are a primary target group, but more data are needed to determine on a deeper level who these students are and whether they are being well served.

Originality/value

This paper offers new information to help readers consider whether President Obama’s agenda will achieve its goals and positively impact college completion and economic recovery.

Abstract

We explore the extent to which schools manipulate the composition of students in the test-taking pool in order to maximize ratings under Texas’ accountability system in the 1990s. We first derive predictions from a static model of administrators’ incentives given the structure of the ratings criteria, and then test these predictions by comparing differential changes in exemption rates across student subgroups within campuses and across campuses and regimes. Our analyses uncover evidence of a moderate degree of strategic behavior, so that there is some tension between designing systems that account for heterogeneity in student populations and that are manipulation-free.

Abstract

This chapter examines organizational and instructional responses of California's high schools to the introduction of a High School Exit Examination through interviews with 47 high school principals across the state. I found that most schools changed little about their organizational structure, and provided little support for students until after they failed the exam. Findings also indicate that the exit exam influenced the curriculum most significantly in low-performing schools and in low-track classes within higher performing schools. While the exit exam spurred some positive changes, it also led to unintended consequences inside classrooms.
