Abstract

Research on the link between tourism and politics still remains relatively underdeveloped and more so when one considers the link between this phenomenon and the study of elections or psephology. This is despite the importance of elections to the democratic process and to considerations of the distribution of scarce resources particularly in countries heavily dependent on tourism. This chapter seeks to address this lacuna in scholarship through a theoretical explication of the nature of political issues and voter response. Applied to the development of a possible research agenda, this would aid in exploring the salience of tourism within electoral agendas from a relational perspective.

Abstract

Purpose

The 2030 Agenda provides the normative framework for much contemporary thinking on sustainable tourism. This viewpoint paper aims to discuss the inherently political nature of the sustainable development goals (SDGs) and the implications for tourism and sustainability.

Design/methodology/approach

This is a paper that highlights the political dimensions of positioning tourism within the SDGs.

Findings

This paper highlights continuing challenges in the broader politics of sustainable development in terms of the development of the 2030 Agenda and its implementation. It finds that the SDGs function as a form of metagovernance for sustainable development and sustainable tourism in particular.

Originality/value

This paper reinforces the importance of understanding the politics of the 2030 Agenda by locating sustainable tourism and the SDGs in the broader political context and the significance of metagovernance. In so doing, this paper contributes to continued theoretical debates on the framing of sustainable tourism that are key to understanding the politics of sustainable development and the winners and losers in the politics of tourism.

Abstract

Purpose

This paper aims to outline the theoretical background of tourism policy, taking into account the political changes in advanced economies. It proposes presenting a new definition of tourism policy considering its origins and the stages it went through. It aims to show the possibilities and limits of promotional and horizontal policies and to stress on the need for strategic policies and good governance to make tourism policies more effective and efficient.

Design/methodology/approach

The conceptual paper is essentially an essay based on the long-time experience of the author in leading positions in the field of tourism policy at the national and intergovernmental level, It is a synthesis of four decades of politics from a practitioner’s side.

Findings

Economic objectives prevail in tourism policies of advanced economies. The complexity of the market and the strong presence of the state make it difficult to plan and implement effective and efficient promotional measures. There is a need for strategic tourism policies with targeted and lean instruments, embedded horizontally into the relevant state policies.

Research limitations/implications

Research is limited to tourism policies at the national level in advanced economies.

Practical implications

The paper may help practitioners to evaluate tourism policies as a whole, taking into account the framework conditions. It may help to create a body of knowledge in the field of tourism policies and politics.

Originality/value

This paper is a holistic introduction into the nature and the origin of tourism policy in liberal market economies. It shows that this policy has to change the focus under conditions of an always growing but indebted state. It proposes a switch from promotional to horizontal politics to create tourism-friendly framework conditions rather than to subsidise a sector where there are only few market failures.

Abstract

Purpose

This conceptual paper aims to contribute to the growing literature around the “politics of heritage” by focusing on India which has a multifaceted society with several layers of religious culture and history.

Design/methodology/approach

The work is based on an extensive review of the literature and philosophical discussions relating to the politics of heritage tourism and the political dimensions of nationalism and ethnicity from an interdisciplinary perspective.

Findings

The main purpose of this conceptual paper is to develop hypotheses. Hence, the study asks: How does postcolonial India reconstruct its past and how are religions represented as part of the national image and for the purpose of tourism promotion? How tourism and religious heritage support a broader secular dreamscape of harmonious cultural nationalism in India? Considering all allegations for supporting the Hindutva movement (who considers Hinduism to be the source of India’s “essential” identity and believes it alone can provide national cohesiveness) by the ruling Bharatiya Janata Party (BJP) government in India, it is worth examining if there are any subtle changes to the tourism agenda created by the new government and the ambivalence surrounding it. Is there any place for the “foreigners” (Muslims and Christians) in Hindutva political ideology? Future scholars can analyze how tourism promotional material represents three major religions in the country by the current Indian Government (i.e. BJP) in its official tourism website: www.incredibleindia.org. This will take “politics of heritage” studies to a different trajectory, as analysis of web media has emerged as a critical medium in understanding numerous social processes.

Research limitations/implications

The paper draws on a wide range of seminal work by scholars of nationalism and ethnicity over the past few decades, but it cannot be comprehensive.

Originality/value

The paper’s originality lies in its novel approach to an understudied aspect in tourism studies (i.e. politics of heritage) and providing suggestions for future research.

Abstract

Purpose

The purpose of this paper is to describe and evaluate red tourism in China and, in doing so, shed light on the complex relationships between tourism, heritage and identity politics.

Design/methodology/approach

Mixed methods – literature review, document analysis, interviews with government officials, travel agents and tourists.

Findings

Red tourism is an initiative to preserve, promote and pass down China’s communist past that is underpinned by political purposes. It has resulted in an imbalance between the government’s designation of communist heritage sites all over the country and the concentration of visitors in a small number of popular destinations. Red tourism fosters allegiance to the Communist Party of China. At the same time, it is expected to bring economic opportunities to remote locations through tourism spending and the branding opportunities that it provides. However, a different emphasis can be discerned at the national and local levels, whereby the former emphasizes political cohesion and the latter stresses local economic development.

Research limitations/implications

Four sites are investigated in detail out of the hundreds that might have been explored.

Practical implications

Recommendations are made to: diversify the product, increase stakeholder involvement, enhance heritage conservation plans, improve interpretation.

Social implications

Many implications for relationships between governments at all levels and the Chinese population. Also implications for the economic well-being of places and people adjacent to red tourism sites.

Originality/value

One of very few papers in either English or Chinese that addresses the red tourism policy in detail and with substantial empirical materials.

Abstract

Purpose

This paper aims to examine the extent to which micro businesses in tourism might influence the process of tourism policy formation and change in urban settings.

Design/methodology/approach

A conceptual framework that considers the motivations to participate in the policy‐making process and the resources needed to influence policy change informs a case study of micro businesses in Saltaire, UK.

Findings

The paper argues that, although the propensity of local micro firms to influence the local political agenda will be affected by structural considerations that manifest themselves differently from place to place, it is possible to identify key conditions that will need to be present if such enterprises are to challenge the power of other local interests.

Originality/value

The paper begins to redress the imbalance in the literature that has neglected micro business participation in policy formation and change.

Abstract

Purpose

The purpose of this paper is to examine the attractiveness of a global tourism destination when the country of that destination and the country that provides the source market are in a situation of political and economic conflict. In this study, the USA is the vacation destination, and Russia is the tourism generating region.

Design/methodology/approach

In May 2015, 18 Russian tourists from a large regional urban center participated in qualitative semi-structured interviews. The interviews took place in the situational context of strained bilateral relations between the USA and Russia over events in Ukraine, Crimea, and Donbass, as well as economic sanctions that had been in effect for almost a year at the time of the interviews.

Findings

Respondents expressed substantial interest in vacationing in the USA despite their strong disagreement with USA international policies. While domestic tourism offerings were evaluated as inferior to those of other international destinations, patriotic sentiments with respect to domestic tourism were registered.

Practical implications

Brand USA is still very attractive to the potential tourists, especially such components as major cities, entertainment, oceans, beaches and resorts, as well as the vastness of its national parks. The absence of information with respect to travel to USA was noticed by all respondents.

Originality/value

The study is conducted in a situation of ongoing conflict between the two countries and explores how the feelings of animosity toward the USA influence the desire of Russian tourists to vacation in the USA.

Abstract

Examines tourism policy implementation in Chinese tourism enterprises. In general, all tourism enterprises indicated that economic‐oriented tourism policies implemented promoted the development of tourism in China since the adoption of economic reform and open‐door policy in 1978. Chinese tourism policies have established a legal framework for the administration, management and operation of tourism enterprises. This framework has covered almost all aspects of tourism industry. However, Chinese tourism enterprises also found difficulties in implementing some policies and regulations. Some regulations are too strict and do not allow the tourism enterprises to implement in accordance with their real circumstance. The study also suggests that tourism policy implementation in China has two different patterns in two different kinds of tourism enterprises. Further argues that tourism policy implementation in China is a “top‐down” and “trial and error‐correcting” model. These findings provide the important implications in studying the political dimensions of tourism, including tourism politics and tourism policy‐making process, particularly in the context of socialist countries.

Abstract

Purpose

The purpose of this paper is to examine the current stage of the development of the study of tourism policy and some of the key issues that have come in for attention.

Design/methodology/approach

The work is based on a review of the literature relating to tourism policy over a 40-year period. Based on one of the models of tourism policy-making, it uses a five-part structure to organise the literature and for each part, it explores the issues dealt with by researchers over the period.

Findings

After a slow start, most aspects of tourism policy are now well-covered in the literature, and notably, there has been a marked quickening in the pace of study over the past decade. Influences on policy are well-documented, as are the roles of the different stakeholders in the policy process. This contrasts with the understanding of the work of the policymakers, which is less well-developed, as is the nature and influence of the different forms of policy output. Neoliberalism and governance have been prominent among recent policy themes pursued by researchers.

Research limitations/implications

The paper draws on a wide range of work over 40 years, but it cannot be comprehensive.

Originality/value

The paper’s originality lies in it providing a brief overview of the current state of research into tourism policy.
