Abstract

Purpose

The present study aims to examine the moderating impact of governance quality on the tourism poverty nexus using a panel of six South Asian Association for Regional Cooperation (SAARC) countries during the period 2002 to 2019.

Design/methodology/approach

For the soundness of the results, fully modified ordinary least square (FMOLS) and dynamic ordinary least square (DOLS) econometric models were applied to determine the long-run relationship.

Findings

The findings confirmed the positive and significant impact of tourism development (international tourism arrival) and governance quality (effectiveness of governmental services) on poverty (per capita household consumption) reduction. Interestingly results confirm that governance quality and tourism development have complementary impacts on poverty reduction.

Originality/value

The present study has twofold contributions; First, despite the high potential of SAARC tourism, research remains limited in studies examining the role of tourism and governance quality on poverty reduction within the SAARC region. As a result, the present paper presents critical insights into the impact of tourism inflow and governance quality on poverty reduction in South Asian countries. Second, to the best of the author's knowledge, this is the first attempt to conduct an econometric analysis to examine the role of governance quality on the relationship between tourism inflow and poverty reduction in SAARC countries.

Abstract

Purpose

This paper aims to examine through a case study how the creation of collaborative spaces between local stakeholders can foster decision-making and collective development of projects that improve the governance of tourism destinations and their sustainability.

Design/methodology/approach

The paper focuses on the analysis of a case study based on the Etorkizuna Eraikiz (Building the Future) programme developed in the Gipuzkoa region located in the Basque Country, Spain. The programme is based on a strategy that seeks to institutionalize a new model of collaborative governance in the long term through the co-design of public policies involving stakeholders of the territory. Through the description and analysis of the results achieved so far, the paper presents the implications of this public programme for the design of policies.

Findings

Etorkizuna Eraikiz emerges as a model to develop an exercise of active experimentation. The analysis of this collaborative governance process has derived in practices and agendas promoted by a variety of agents within the region. The programme has important implications for the formulation of public policies in the field of tourism through the creation of formal interaction spaces and the implementation of projects in support of tourism development (Tourist Eco-tax and information and communication technology tools).

Originality/value

This paper provides a contemporary approach to the practices in governance within the context of tourism. This case study may be of interest to practitioners and researchers to adopt destination governance practices through the creation of collaborative spaces between local stakeholders. These practices can foster decision-making and the collective development of projects that impact and lead to better governance of tourism destinations and their sustainability.

Abstract

Purpose

Networks and networking are ubiquitous concepts in tourism, their importance appreciated by scholars and practitioners. Tourism research has developed elaborate methods and concepts to grasp the numerous variants of tourism networks and to gain insights into their governance. In particular, Association Internationale D’Experts Scientifiques Du Tourisme (AIEST) and its official journal, Tourism Review, have made significant contributions to the achievements in this research area. After approximately two decades of intensive research on tourism networks, it is appropriate to pause for a moment to critically assess the results achieved, to compare them with partly old, partly newly, emerging real-world challenges, and to explore future directions.

Design/methodology/approach

This paper provides a selective and critical overview of the state-of-the-art in research on governing networks in tourism. This overview of eight major achievements is combined with an exploratory, comparative analysis of qualitative interviews with tourism practitioners.

Findings

Considering the two sources mentioned above, the study derives seven suggestions for future directions in research on network governance in tourism. These relate to the big picture of tourism governance, e-governance, disparities within networks, negative aspects of networking, dynamism of networks, network moderators and means of network steering.

Originality/value

Due to its design, the paper is uniquely able to compare real-world issues with up-to-date theoretical achievements, and will contribute to bringing them closer together in future approaches. Hence, it is relevant for both academic readers and practitioners.

Abstract

Purpose

This paper aims to discuss the capability of current governance models to achieve the sustainable development goals (SDGs) in the tourism sphere and propose a broad model of governance to support the SDGs agenda.

Design/methodology/approach

The paper reviews the existing literature and uses it as a basis for developing a model of governance. The proposed model is inspired by recent studies that discuss the implementation of the SDGs agenda in tourism and on Fennell’s (2019) framework for tourism ethics.

Findings

The study proposes a multi-level model of governance that espouses the need for a stronger supranational system that curtails the power of both governments and the private sector. It also emphasizes the need to identify hypernorms that delimit the capacity for action at the various levels and which are determined by accessing varied stakeholders’ views within this system at the international level.

Originality/value

This paper proposes a model of governance for the implementation of the SDGs as a foothold for future discussions. It highlights the main challenges that may be faced in the implementation of such a system and suggests several avenues for future research.

In the context of a changing global environment, governance is understood as one of the main strategic pillars of the shifting paradigm. Governance is an evolved model of governing which is conceptualized as a system to define and implement strategies, in which decisions are the result of interaction between public and private institutions and society. They need to work together within a set of values and principles: openness, participation, consultation, dialogue, innovation, coordination, strong leadership, effectiveness, accountability, and more. In tourism, governance is increasingly becoming a consolidated system to create and implement inclusive management processes. Thus, governance becomes the cornerstone for the success of destinations to achieve sustainable development.

The chapter examines the evolution of social development through indicators that measures the lack of this development, and also analyzes information collected from the residents about their perceptions. Abstract

Purpose

Building on new trends in tourism and smart city governance, this study aims to examine the degree of interrelation between stakeholder networks involved in tourism governance and smart city development. A model describing the transition towards smart tourism city governance is proposed.

Design/methodology/approach

The proposed model is tested through a multiple case study of seven European cities. This choice of sample makes the study highly representative. Data collection is based on an exhaustive search and analysis of available data on smart city initiatives, destination management organisations and tourism plans. Social network analysis using Gephi software is used to build stakeholder networks.

Findings

Analysis of the stakeholder networks that shape tourism governance and smart initiatives in several cities reveals a disconnection between the two types of networks. The results show limited progress towards the expected synergies of true smart tourism city governance.

Practical implications

Theoretically, the study contributes to the debate on new forms of governance for the complex evolution of urban tourism. In practice, the relationship between tourism governance and smart city initiatives needs to be redefined to achieve synergies that increase the inclusiveness and efficiency of urban tourism policies.

Originality/value

This study examines the under-researched topic of the interrelation between tourism governance and smart city initiatives. By comparing the networks of actors resulting from these two processes, it assesses the extent to which this interrelation helps the emergence of new governance models (smart tourism city governance).

Abstract

Purpose

Big data and analytics are being increasingly used by tourism and hospitality organisations (THOs) to provide insights and to inform critical business decisions. Particularly in times of crisis and uncertainty data analytics supports THOs to acquire the knowledge needed to ensure business continuity and the rebuild of tourism and hospitality sectors. Despite being recognised as an important source of value creation, big data and digital technologies raise ethical, privacy and security concerns. This paper aims to suggest a framework for ethical data management in tourism and hospitality designed to facilitate and promote effective data governance practices.

Design/methodology/approach

The paper adopts an organisational and stakeholder perspective through a scoping review of the literature to provide an overview of an under-researched topic and to guide further research in data ethics and data governance.

Findings

The proposed framework integrates an ethical-based approach which expands beyond mere compliance with privacy and protection laws, to include other critical facets regarding privacy and ethics, an equitable exchange of travellers’ data and THOs ability to demonstrate a social license to operate by building trusting relationships with stakeholders.

Originality/value

This study represents one of the first studies to consider the development of an ethical data framework for THOs, as a platform for further refinements in future conceptual and empirical research of such data governance frameworks. It contributes to the advancement of the body of knowledge in data ethics and data governance in tourism and hospitality and other industries and it is also beneficial to practitioners, as organisations may use it as a guide in data governance practices.
