Abstract

Tourism for all’ is a way to consider tourism activities and services inclusive, involving all people, guests and residents, in the same activities and creating the dialogue, peace and human development.

This tourism is able to achieve the Millennium Development Goals in two ways: first, it implements human rights, respecting the possibilities of everyone and second, it activates the process of development from the local to global impacts for sustainable development, thus eradicating the poor in the local level.

These are ambitious goals; on the one hand they are certainly difficult to achieve, but on the other hand they are necessary to implement in order to make tourism a more and more sustainable economic activity, given its international spread. Certain sustainable development is ambiguous ground but in the tourism activities it is very pressing for the negative impacts of the classical tourism model.

These assumptions are useful to analyze the costs and benefits of inclusive tourism, thanks to the pyramid of accessibility. This study will in fact make it possible to determine, on the basis of the resources present in the territory, the opportunities and limits of this type of tourism.

In European destinations, above all, in Italy, the openness to inclusive tourism can constitute a new cycle of tourism product such as to activate that interest and curiosity that drives tourists to visit the destination. This chapter describes at first the criteria for the planning of tourism for all, and finally, in the second part, it will deal with the international policies for the realization of tourism for all.

The traditional model of tourist destination is characterized by tourist attractions and related infrastructure, often avoiding the local people. The resort or tourist villages are born to entertain tourists, but they did not involve local people. Nowadays the tourism and the resorts are changing, and so a lot of destinations are involving a new idea of tourism with the accomplishment of the local people that can support the persons with specials needs to live an independent travel as inhabitans.

It is therefore necessary to look for new models in tourism that can create a dialogue, peace and fruitful encounter between guests and the local community. This involvement, in fact, can be activated directly or indirectly – with or without the presence of the local community in all activities of tours – but always in accordance with the need of each other. Tourism for all is a new idea but is the future of tourism for different reasons: the first is that the needs of people, especially those with differences or disabilities, are increased in all parts of the world and they required the solution immediately and tailor-made; the second consists in the hypothesis that if guests can have more economic and especially technological potential, they can support and transfer their know-how to all those who suffer from that particular disorder, providing this benefit; and the third gives sustainability using the appropriate resources to enhance tourist activities.

In this new vision, the World Tourism Organization has attributed to tourism for all a broader vision than accessible tourism alone, combining sustainable and social tourism in a single form of tourism, including every person regardless of gender or other forms of diversity.

In the innovative strategy of inclusive tourism, it should be pointed out that destinations will have to develop plans and appropriate policies for sustainability and accessibility. This form of tourism, which certainly has social aims, could also be conflicting if, for example, accessibility makes use of very invasive technologies or not too much in line with the efficiency and protection of the environment. Tourism for all, therefore, becomes an ambitious project to be implemented at the local level to create a model, so valid to the global level.

The concept expressed by the phrase ‘accessible tourism’ reflects a case of which there is a lot of talk through the means of communication and through which it is possible to promote a theme that must be at the heart of individual subjects, or the accessibility to the use of public transport and mobility, catering and leisure, so it is a concept that aims to encourage a connection between the various services to make them truly usable for all those people who have diverse needs: children, the elderly, mothers with strollers, people with disabilities who move in a wheelchair or who have difficulty walking, people who have limitations in the upper and/or lower limbs, people who do not see and/or do not hear, who have allergies or intolerances to environments or food. Tourism is, therefore, inclusive. In any case, the word accessibility is configured as an ideal towards which, in order to achieve equality of rights and duties, an equality allows the individual to participate in social life as a whole. Therefore, we must not limit the aforementioned concept, only in relation to tourism, but we must consider it in a broader sense, for example, the World Health Organization (WHO) defines it as the ‘possibility of accessing the benefits that everyday life can offer, without encountering architectural barriers’.

The tourism sector, first of all, is that sector that has felt the need to pay attention to this issue. In particular, the tourism sector sees on the one hand the tourist offer that is proposed by the accommodation businesses, and on the other, the demand characterized by the need to satisfy ever more varied needs.

Accessibility, from this point of view, is configured as the most important feature that the tourist offer must have because it allows to bring the demand closer to the offer, managing to satisfy all the needs inherent in the characteristics of the various subjects. The characteristics that the tourism sector must possess in order to be able to speak of accessibility are as follows: firstly, this important word contains many meanings. It is customary to consider the following aspects in order to take into consideration the concept of accessibility: architectural barriers, sources of danger and sources of fatigue. The presence of these elements makes accessible tourism incomplete because it cannot satisfy the users of these services.

Very often, in fact, institutions and ministries have framed within the concept of accessibility all those people in wheelchairs or those paraplegic subjects, as well as all those people with reduced motor skills.

It is therefore necessary to be able to frame the users of accessible tourism and in this wake to propose accessible transport, viable accommodation facilities, but also proposals and programs with itineraries that are once again accessible. In any case, the audience of recipients of accessible tourism cannot be framed in a certain and definitive way, since people with reduced mobility or to whom the offer of accessible structures and services is extended may concern not only subjects with different types of disabilities such as problems of motor, sensory, cognitive or health type but also people who have food-type difficulties such as, for example, people with food allergies or intolerances.

Tourist accessibility is, however, a problem that occurs in every situation of everyday life. The solution to solve the problem of accessibility must be implemented consistently and gradually: a shared awareness of the creation of a built, urban and building space is needed, as well as consultation at all legislative levels in order to reach a clear and efficient legislation.

Making every guest feel like an active protagonist of their tourist experience must be the goal for all those who care about the well-being and satisfaction of all their guests.

BeingBeing able to offer accessible hospitality is an indicator of not only efficiency and professionalism but also great attention to the quality of the service, also in the face of specific requests from guests with disabilities. It means being able to be highly competitive and enjoy an advantage that allows you to stand out.

Tourism companies can insert important ethical values within their strategic business vision by investing in a social business.

What are the advantages that accessible hospitality can offer to a hotel? The expansion of the market through: 1) the increase in seasonality; 2) the increase in turnover; and 3) customer loyalty.

To achieve these advantages, however, it is necessary to adopt strategies.

Training is the most powerful tool through which those who govern the company can transfer the philosophy and know-how of industry experts on accessible hospitality directly to their collaborators, both in positions of responsibility and coordination and merely executive personnel – skills necessary to set up an organized structure that aims at the best quality of its services and therefore at the satisfaction of its guests.

Abstract

Purpose

The purpose of this paper is to contribute to the analysis and grasp of accessible tourism, from its present into a medium-term future. It provides a socio-anthropological approach.

Design/methodology/approach

This paper uses the scenarios-planning analysis framework proposing four scenarios arising from the interaction of aforementioned driving forces. The author also use a trilemma to both form and evaluate scenarios. The criteria for the trilemma were (stakeholders, cooperation and prejudice).

Findings

The strength of combining a new set of driving forces, namely, empathy, apathy, certainty in economic profits and fear of economic losses, which would enable to draw four plausible scenarios into the future of accessible tourism within a scenarios-planning framework. The significance is to provide “food for thought” to address the future through a range of different concepts.

Research limitations/implications

The main limitation is the difficulty to obtain honest answers about why the lack of development of accessible tourism.

Practical implications

Participant observation on both groups and individuals in vacation atmosphere. Also, in-depth interviews to different stakeholder representatives.

Social implications

To try to explain to the stakeholders their wasted economic benefits and, at the same time, the opportunity of getting social prestige.

Originality/value

The main value is about considering the interplay of social concepts as empathy, apathy, “aesthetic prejudice” and fear of losses or faith in profits.

Abstract

Sustainability has become an important topic and concept in relation to tourism planning and development. For sustainable tourism development to be successful stakeholders must be involved in the process. The questions that should be considered though are: (1) who should be considered stakeholders in tourism development, and (2) how should planners and developers involve stakeholders in the development of tourism? In order to provide answers to these questions this paper investigated sustainable tourism development and how stakeholder inclusion and involvement are incorporated in the basic concept of sustainable tourism development. This investigation was accomplished by reviewing and drawing conclusions from the literature. The discussion includes thoughts from both management and public participation perspectives. So who should be involved in the sustainable tourism development process? Based on the definitions that are used for sustainability and sustainable tourism four distinct groups are identified; the present visitors, future visitors, present host community, and future host community.

Abstract

Purpose

The purpose of this paper is to present the results of a critical analysis of the disability models developed to date and of how they function in practice. Furthermore, it aims to answer the following question: which model of disability (MD) will provide the most suitable foundation for any course of action undertaken in the process of planning accessible tourism development in the future?

Design/methodology/approach

In the first stage of the study a critical analysis of the MDs described in the literature as well as in selected reports and expert opinions relating to people with disability (PwD) was performer. These findings then became the basis for the second stage of the study which focuses on identifying attitudes within society towards the types of tourism on offer connected to the analysed MDs. The applied research methods include an analysis of a survey (2013, 2014) carried out face-to-face and on the SurveyMonkey web site. The study group consisted of 619 people (from Poland, Russia, Germany, Portugal, Slovakia, Canada, Tunisia and Great Britain).

Findings

The great diversity of disabilities makes finding a universal solution in the creation of accessible tourism supply a complex task. This supports the need for a flexible “mix of various models” aimed at finding optimal solutions and the personalisation of tourism. In this context the greatest potential in the development of accessible tourism are models which are a synthesis of many determiners of disability such as the biopsychosocial or the geographical model of disability. The dynamics of accessible tourism development is likely to be increasingly influenced by the economic model, reflecting current trends for the personalisation of tourism supply.

Research limitations/implications

The survey was carried out mainly within the European Community, the exception being respondents from Irkutsk in eastern (Asian) Russia. In order to gain a global view of the development of accessible tourism, research should be performed in countries representing all continents or tourist regions. Additionally, reflecting the definition of accessible tourism its beneficiaries – PwD – should participate in decision-making processes. Tourism service providers who are directly engaged in tourism supply also have a role to play. Their opinions and attitudes towards the development of accessible tourism determine its very nature in reality.

Practical implications

The survey on attitudes in society regarding the organisation of tourist trips for PwD confirmed conclusions from the analysis of the practical implications of various disability models in the creation of tourism supply that a single universal, optimal solution does not exist. All of the described MD can be applied in the development of a diverse tourism supply. The proposed model “diversification of supply […]” is the theoretical basis for the conscious development of accessible tourism in practice which in accordance with changes observed in the tourism market is undergoing increasing diversification and personalisation.

Social implications

In each of the tourism supply for PwD types the economic model of disability based on the identification of PwD needs and surrounding society is important. The number of PwD and the scope of necessary services, social support (PwD often travel accompanied by one to three people) is determined by income in all the sectors identified in the structure of tourism supply. From the economic point of view, awareness of different types of disability and the diverse models describing it are significant aids in the segmentation of tourism supply and placement of products accessible to PwD on the tourism market.

Originality/value

The paper presents a new, critical perspective on the selected MD, the key to which is the search for optimal solutions in the development of accessible tourism. The analysis performed indicated the need for a synthesis of paradigms at the core of the conceptualisation of particular models, including those often regarded as being contrary (medical and social). The results of studies would give tourism providers important data on an increasingly competitive tourism market, and also affect changes in how PwD, the elderly, are viewed, from the category of “relatively poor” to “attractive, using a wide range of services”.

This study aims to understand the development of Barcelos tourist destination, analyzing the progress of technology in local handcrafts. eTourism is a development alternative for many localities. These alternatives, when they have integrated tourist products and a defined geographical area, form a tourist destination. Focusing on tourism and its evolution, concepts and successes are investigated in the tourist market of Barcelos, proving the increase in the local economy. Before a qualitative study and through the direct observation and semi-structured interviews to some regional handcraftsmen, the forms of the innovation of the technology in the tourism of Barcelos are analyzed and what their contribution to the increase in the tourism in this territory. The study shows that, in this tourist destination, the development of handcrafts had a great social and economic impact, developing the offer and standing out in front of the tourist market. The study also concludes that the new Information and Communication Technologies’ (ICTs’) tools promote new skills, which consequently provide new opportunities as well as great challenges for all users. In the Barcelos handcraft, ICTs will revolutionize the promotion of this tourism offer, through the innovation of networks and the Internet, with all stakeholders, sharing information and knowledge of Barcelos products and services, thus increasing their fluency in tourism demand and developing the market in order to create a greater economic impact on the destination.

Abstract

Purpose

Despite a growing interest in accessible tourism, delivering high-quality tourism experiences to people with disabilities (PwD) remains a major challenge. Beyond a number of acknowledged barriers (e.g. cultural, architectural, relational), the main issue is the lack of coordination amongst the many actors participating in the co-creation of tourism experiences. This paper intends to advance available knowledge on this issue by conceptually suggesting a solution that draws on the concepts of the tourism experience and digital ecosystems.

Design/methodology/approach

This paper is developed as a conceptual contribution, drawing also on an illustrative example that considers a tourist with mobility disability as the focal actor.

Findings

The results indicate that a digital ecosystem could contribute to making tourism locations more accessible by enabling information sharing and coordination amongst all actors that co-create the tourism experiences. Moreover, the analysis underlines that tourism locations should be designed to be useable by all people, drawing on the principles of the universal design.

Research limitations/implications

This paper describes a path to fostering accessible tourism, drawing on local authorities, particularly municipalities and universities. The suggested solution would benefit from future empirical analyses to assess its strengths and weaknesses.

Originality/value

By drawing on the concept of digital ecosystems, this paper is amongst the first studies to suggest a path to making tourism locations more accessible to all tourists (with or without disabilities) based on technology.

Purpose

Accessibility is critical in tourism planning for protected islands, especially when balancing tourism and conservation interests. This study aims to explore the dimensions of accessibility that impact tourists’ decisions to visit protected islands and encourage tourism. The accessibility dimension is essential in designing sustainable tourism management of protected islands.

Design/methodology/approach

This study was conceptualized by integrating the concept of accessibility in the context of transport accessibility, accessible tourism, protected areas and protected islands. In a sample of 487 surveys, factor analysis and structural equation model-partial least squares were used to examine the physical and nonphysical accessibility dimensions.

Findings

The primary objective of this study is to build a conceptual framework for the tourism accessibility of protected islands. This study confirms that accessibility is perceived in three dimensions: destination accessibility, individual accessibility and protected island accessibility. It is also found that all three accessibility dimensions have a significant influence on the decision to visit, with protected island accessibility as the lowering factor. This study demonstrates that, theoretically, tourism accessibility in protected islands should be treated as a convenience and restriction to balance the function of protected areas and tourism.

Research limitations/implications

The findings of this study can be generalized because the notion of accessibility dimensions is derived from a theoretical investigation of several contexts (transport accessibility, accessible tourism, protected areas and island characteristics) to identify more particular aspects. In addition, the results of the theoretical investigation were tested using quantitative methods with high statistical power (80%). However, saturation has not been reached, because thorough research on tourism accessibility on this protected island is still scarce. Within the same framework, application and duplicate research are required to increase the generalizability of the proposed concept. Therefore, the authors recommend further studies to validate the protected islands’ accessibility concept in a broader context by replicating the study in a more diversified timeline, sample and destination setting.

Practical implications

This study concludes that all dimensions of accessibility in protected islands must be considered from two perspectives: convenience and constraints. Conveniences can be constructed through tourists’ perceptions of accessibility. Destination accessibility should be designed with a “back to nature” mindset, excluding hedonistic elements. Individual accessibility is achieved by applying high safety, hygiene and health standards as well as environmental ethics standards that are consistent with the natural characteristics of the environment. This balance between constraint and convenience demonstrates that, while tourism accessibility must be made as comfortable as possible for all individuals, there are particular areas whose accessibility must be controlled to preserve them. The convenience of accessibility for universal access should not be allowed to lead to mass tourism that affects the ecosystem in protected areas.

Originality/value

The novelty of this study lies in the finding that the tourism accessibility of protected islands can be divided into three types: destination accessibility, individual accessibility and protected island accessibility. This study also demonstrates the significant influence of accessibility on tourists’ decisions to visit. Accordingly, the protected island accessibility dimension can create a perception of difficult accessibility and lower tourists’ decisions to visit. This study concludes that all elements influencing the perception of tourism accessibility on a protected island must be considered to sustainably manage convenience and restrictions to avoid mass tourism. Therefore, it is recommended that these three dimensions be considered in visitor management programs.

Diseño/enfoque metodológico

Este estudio se conceptualizó integrando el concepto de accesibilidad en el contexto de la accesibilidad del transporte, el turismo accesible, las áreas protegidas y las islas protegidas. En una muestra de 487 encuestas, se utilizó el análisis factorial y el PLS-SEM para examinar las dimensiones de accesibilidad física y no física.

Propósito

La accesibilidad es fundamental en la planificación turística de las islas protegidas, especialmente cuando se trata de equilibrar los intereses del turismo y la conservación. Este artículo explora las dimensiones de la accesibilidad que influyen en la decisión de los turistas de visitar las islas protegidas y fomentar el turismo. Por lo tanto, la dimensión de la accesibilidad es esencial para diseñar una gestión turística sostenible de las islas protegidas.

Resultados

El objetivo principal de esta investigación es construir un marco conceptual para la accesibilidad turística de las islas protegidas. Este estudio confirma que la accesibilidad se percibe en tres dimensiones: la accesibilidad del destino, la accesibilidad individual y la accesibilidad de la isla protegida. También se constata que las tres dimensiones de la accesibilidad influyen significativamente en la decisión de visitar `la isla, siendo la accesibilidad de la isla protegida el factor que más influye. Este estudio demuestra que, teóricamente, la accesibilidad turística en las islas protegidas debe ser tratada como una conveniencia y restricción para equilibrar la función de las áreas protegidas y el turismo.

Limitaciones e implicaciones de la investigación

Los resultados de este estudio pueden generalizarse porque la noción de dimensiones de accesibilidad se deriva de una investigación teórica de varios contextos (accesibilidad del transporte, turismo accesible, áreas protegidas y características de las islas) para identificar aspectos más particulares. Además, los resultados de la investigación teórica se comprobaron mediante métodos cuantitativos con una elevada potencia estadística (80%). Sin embargo, no se ha alcanzado la saturación, ya que la investigación exhaustiva sobre la accesibilidad turística en esta isla protegida sigue siendo escasa. Dentro del mismo marco, se requiere una aplicación y una duplicación de la investigación para aumentar la generalizabilidad del concepto propuesto. Por lo tanto, los autores recomiendan la realización de nuevos estudios para validar el concepto de accesibilidad de las islas protegidas en un contexto más amplio, replicando el estudio en un marco temporal, una muestra y un destino más diversificados.

Implicaciones práctIcas

Este estudio concluye que todas las dimensiones de la accesibilidad en las islas protegidas deben considerarse desde dos perspectivas: la conveniencia y las limitaciones. Las conveniencias pueden construirse a través de las percepciones de los turistas sobre la accesibilidad. La accesibilidad del destino debe diseñarse con una mentalidad de “vuelta a la naturaleza”, excluyendo los elementos hedonistas. La accesibilidad individual se consigue aplicando elevadas normas de seguridad, higiene y salud, así como normas de ética medioambiental que sean coherentes con las características naturales del entorno. Este equilibrio entre restricción y conveniencia demuestra que, si bien la accesibilidad turística debe hacerse lo más cómoda posible para todos los individuos, hay zonas particulares cuya accesibilidad debe controlarse para preservarlas. La conveniencia de la accesibilidad para el acceso universal no debe conducir a un turismo de masas que afecte al ecosistema de las zonas protegidas.

La novedad de este artículo radica en la constatación de que la accesibilidad turística de las islas protegidas puede dividirse en tres tipos: accesibilidad del destino, accesibilidad individual y accesibilidad de la isla protegida. Este estudio también demuestra la importante influencia de la accesibilidad en la decisión de los turistas de visitarlas. Así, la dimensión de la accesibilidad de las islas protegidas puede crear una percepción de difícil accesibilidad y disminuir la decisión de los turistas de visitarlas. La reflexión teórica de este estudio concluye que todos los elementos que influyen en la percepción de la accesibilidad turística en una isla protegida deben ser considerados para gestionar de forma sostenible la conveniencia y las restricciones para evitar el turismo de masas. Por lo tanto, se recomienda tener en cuenta estas tres dimensiones en los programas de gestión de visitantes.

Abstract

Purpose

The study aims to investigate how tourism actors' methodologies fuel the development of regenerative activities anchored in the reciprocity of nature and humans directed at bringing well-being for all living beings.

Design/methodology/approach

To shed light on micro-scale regenerative creation processes in tourism, the authors engage in co-creative case study research with the owners of a small value-driven tourism firm in Arctic Norway in their creation of activities that strengthen the human–nature relation.

Findings

The authors found that the values of the tourism firm's owners constitute the soul creating regenerative activities based on the reciprocity of soil and society. Thus, the authors posit that soil, soul and society are at the core of developing regenerative tourism activities. A key finding identified is that it is challenging for small eco-centric driven firms to co-create regenerative tourism activities within a capitalocentric system. For regenerative activities to become regenerative tourism practices, multiple actors across levels of operations must act as responsible gardeners.

Originality/value

The study extends current literature on regenerative tourism by providing in-depth insights into the methodology, illustrated through soil, soul and society, guiding one small tourism firm's development of regenerative tourism activities and what drives these processes. The study also contributes knowledge that broadens the use of well-being in tourism to better address current capitalocentric challenges limiting the development of regenerative practices.
