Abstract

Purpose

When introducing new health technologies, decision makers must integrate research evidence with local operational management information to guide decisions about whether and under what conditions the technology will be used. Multi‐criteria decision analysis can support the adoption or prioritization of health interventions by using criteria to explicitly articulate the health organization's needs, limitations, and values in addition to evaluating evidence for safety and effectiveness. This paper seeks to describe the development of a framework to create agreed‐upon criteria and decision tools to enhance a pre‐existing local health technology assessment (HTA) decision support program.

Design/methodology/approach

The authors compiled a list of published criteria from the literature, consulted with experts to refine the criteria list, and used a modified Delphi process with a group of key stakeholders to review, modify, and validate each criterion. In a workshop setting, the criteria were used to create decision tools.

Findings

A set of user‐validated criteria for new health technology evaluation and adoption was developed and integrated into the local HTA decision support program. Technology evaluation and decision guideline tools were created using these criteria to ensure that the decision process is systematic, consistent, and transparent.

Practical implications

This framework can be used by others to develop decision‐making criteria and tools to enhance similar technology adoption programs.

Originality/value

The development of clear, user‐validated criteria for evaluating new technologies adds a critical element to improve decision‐making on technology adoption, and the decision tools ensure consistency, transparency, and real‐world relevance.

Abstract

Purpose

The purpose of this paper is to propose a methodology for assessing thesauri and other controlled vocabularies management tools that can represent content using the Simple Knowledge Organization System (SKOS) data model, and their use in a Linked Open Data (LOD) paradigm. It effectively analyses selected set of tools in order to prove the validity of the method.

Design/methodology/approach

A set of 27 criteria grouped in five evaluation indicators is proposed and applied to ten vocabulary management applications which are compliant with the SKOS data model. Previous studies of controlled vocabulary management software are gathered and analyzed, to compare the evaluation parameters used and the results obtained for each tool.

Findings

The results indicate that the tool that obtains the highest score in every indicator is Poolparty. The second and third tools are, respectively, TemaTres and Intelligent Theme Manager, but scoring lower in most of the evaluation items. The use of a broad set of criteria to evaluate vocabularies management tools gives satisfactory results. The set of five indicators and 27 criteria proposed here represents a useful evaluation system in the selection of current and future tools to manage vocabularies.

Research limitations/implications

The paper only assesses the ten most important/well know software tools applied for thesaurus and vocabulary management until October 2016. However, the evaluation criteria could be applied to new software that could appear in the future to create/manage SKOS vocabularies in compliance with LOD standards.

Originality/value

The originality of this paper relies on the proposed indicators and criteria to evaluate vocabulary management tools. Those criteria and indicators can be valuable also for future software that might appear. The indicators are also applied to the most exhaustive and qualified list of this kind of tools. The paper will help designers, information architects, metadata librarians, and other staff involved in the design of digital information systems, to choose the right tool to manage their vocabularies in a LOD/vocabulary scenario.

Abstract

Purpose

This study, by critically analyzing material from multiple sources, aims to provide an overview of what is available on evaluation tools for educational apps for children. To realize this objective, a systematic literature review was conducted to search all English literature published after January 2010 in multiple electronic databases and internet sources. Various combinations of search strings were used due to database construction differences, while the results were cross-referenced to discard repeated references, obtaining those that met the criteria for inclusion.

Design/methodology/approach

The present study was conducted according to the methods provided by Khan et al. (2003) and Thomé et al. (2016). The whole procedure included four stages: planning the review, identifying relevant studies in the literature, critical analysis of the literature, summarizing and interpreting the findings (Figure 1). Furthermore, in this analysis, a well-known checklist, PRISMA, was also used as a recommendation (Moher et al., 2015).

Findings

These review results reveal that, although there are several evaluation tools, in their majority they are not considered adequate to help teachers and parents to evaluate the pedagogical affordances of educational apps correctly and easily. Indeed, most of these tools are considered outdated. With the emergence of new issues such as General Data Protection Regulation, the quality criteria and methods for assessing children's products need to be continuously updated and adapted (Stoyanov et al., 2015). Some of these tools might be considered as good beginnings, but their “limited dimensions make generalizable considerations about the worth of apps” (Cherner, Dix and Lee, 2014, p. 179). Thus, there is a strong need for effective evaluation tools to help parents and teachers when choosing educational apps (Callaghan and Reich, 2018).

Research limitations/implications

Even though this work is performed by following the systematic mapping guideline, threats to the validity of the results presented still exist. Although custom strings that contained a rich collection of data were used to search for papers, potentially relevant publications that would have been missed by the advanced search might exist. It is recommended that at least two different reviewers should independently review titles, abstracts and later full papers for exclusion (Thomé et al., 2016). In this study, only one reviewer – the author – selected the papers and did the review. In the case of a single researcher, Kitchenham (2004) recommends that the single reviewer should consider discussing included and excluded papers with an expert panel. The researcher, following this recommendation, discussed the inclusion and exclusion procedure with an expert panel of two professionals with research experience from the Department of (removed for blind review). To deal with publication bias, the researcher in conjunction with the expert panel used the search strategies identified by Kitchenham (2004) including: Grey literature, conference proceedings, communicating with experts working in the field for any unpublished literature.

Practical implications

The purpose of this study was not to advocate any evaluation tool. Instead, the study aims to make parents, educators and software developers aware of the various evaluation tools available and to focus on their strengths, weaknesses and credibility. This study also highlights the need for a standardized app evaluation (Green et al., 2014) via reliable tools, which will allow anyone interested to evaluate apps with relative ease (Lubniewski et al., 2018). Parents and educators need a reliable, fast and easy-to-use tool for the evaluation of educational apps that is more than a general guideline (Lee and Kim, 2015). A new generation of evaluation tools would also be used as a reference among the software developers, designers to create educational apps with real educational value.

Social implications

The results of this study point to the necessity of creating new evaluation tools based on research, either in the form of rubrics or checklists to help educators and parents to choose apps with real educational value.

Originality/value

However, to date, no systematic review has been published summarizing the available app evaluation tools. This study, by critically analyzing material from multiple sources, aims to provide an overview of what is available on evaluation tools for educational apps for children.

Abstract

Purpose

The purpose of this paper is to analyze whether the use of current performance tools is consistent with the specific features of social enterprises.

Design/methodology/approach

In a first phase, the main performance tools are divided into strategic planning tools, reporting tools and economic optimization techniques. In a second phase, 15 criteria emerge from a literature review to characterize the specific features of social enterprises. These criteria are brought together into an analytical framework, which makes it possible to analyze the relevance of each performance tool in relation to the specific features of social enterprises.

Findings

What comes out of the analysis is that the tools globally fail to account for the specific features of social enterprises. That none of them met more than half of the criteria suggests the need for new performance tools based on strong theoretical bases.

Research limitations/implications

Only the main performance tools are taken into account in this study. Some tools developed specifically for social enterprises might score better if they were tested in the framework.

Practical implications

Managers in social enterprises often feel helpless when having to choose or develop a performance evaluation tool. This paper allows them to test whether the tools they use are well suited to social enterprises, and provides them with useful guidelines for developing new ones.

Originality/value

Literature on performance evaluation for nonprofits or social enterprises mostly remains conceptual or focusses on one single tool. The author fills the gap by studying a broad range of performance evaluation tools and comparing them.

Abstract

Purpose

Sustainability has become an integral part of the real estate industry, alongside advancing globalization and demographic development. Due to real estate's influence on greenhouse gas emissions throughout its life cycle, both the regulatory and legal requirements concerning the sustainability of real estate are growing and, as a result of social responsibility, the interest of tenants and investors in sustainable real estate. However, criteria for measuring the ecological sustainability of a real estate investment in the purchase process in order to reduce the risk of including “stranded assets” in the portfolio are missing. This paper aims to address the need to integrate the issue of carbon stranding into existing sustainability rating tools.

Design/methodology/approach

Existing tools are examined based on defined criteria to determine whether they are suitable for purchasing a property before suitable tools for purchase are compared. Strengths and weaknesses are identified, which are to be remedied with the scoring tool. Taxonomy regulation is integrated into the existing valuation basis as a legal regulation.

Findings

The result is a scoring tool that enables real estate companies to measure and evaluate the ecological sustainability performance of a property during the acquisition process, taking into account the three aspects of sustainability and considering them when determining an appropriate purchase price in line with market conditions. Moreover, the developed tool helps to minimize the risk of acquiring a stranding asset.

Research limitations/implications

The environmental, social and governance (ESG) framework employed in this study does not incorporate governance considerations. While the analysis extensively evaluates the building's environmental and social aspects, it does not extend to examining the governance practices of the companies involved. Thus, the assessment is confined solely to the physical attributes of the property without accounting for broader corporate governance factors.

Practical implications

The developed scoring tool represents a valuable tool for the real estate industry, offering insights into sustainability performance during property acquisitions and providing a structured framework for decision-making. By addressing both certification and taxonomy regulation requirements, the tool contributes to the industry's evolution toward more sustainable and environmentally responsible real estate practices.

Originality/value

In response to the growing importance of sustainability in the real estate industry, this paper introduces a novel scoring tool for evaluating the sustainability of real estate investments during the acquisition process.

Abstract

Purpose

The present study aims to inform the requirements for developing a sustainable rating tool for small-scale infrastructure projects (SSIPs) through research findings.

Design/methodology/approach

A review-based comparative study of existing infrastructure sustainability (IS) rating tools for assessment of SSIPs is presented. Key stakeholder participants of the existing IS rating tools, are interviewed to identify existing barriers and requirements for sustainability rating. The study further presents possible rating tool options to optimise the sustainable performance evaluation of SSIPs.

Findings

Findings of this study indicated that prevalent IS rating tools are majorly applied to large-scale infrastructure projects and sustainability of SSIPs are seldom assessed. Based on a literature review and series of interviews, it was found that user friendliness, efficient structure, training and technical support, cost effectiveness and stakeholder recognition are the five key requirements of a sustainability rating tool for SSIPs. Additionally, six sustainability assessment options were proposed for SSIPs which range from pathways for existing tools through to new, customisable tools. Upon comparison, a new modified tool with verification process and revised tool with defined grouping of sustainable criteria was more effective for evaluation of SSIPs.

Research limitations/implications

Use of case specific information for validation and framework development may lack generalisation. However, methodology can be used for future decision-making by making necessary adjustments to suit different local regional requirements.

Originality/value

Despite lack of generalisation, the findings can lead to future general studies on sustainability of SSIPs. Findings of the study provide foundation knowledge and awareness for sustainability evaluation of SSIPs.

Abstract

Purpose

This study aims to analyze lean wastes for the poultry sector in Turkey and link lean tools to this study, focusing on identifying each lean waste that affects poultry production and proposing solutions for preventing these lean wastes in the sector. The proposed solutions aim to improve processes by suggesting different lean tools and their applications for the poultry sector.

Design/methodology/approach

The study consists of two different applications. First, the waste relationship matrix (WRM) was created to reveal the relationship between seven lean wastes and their importance order. Then, after determining lean tools for eliminating lean wastes, the optimum weight ranking and consistency ratio of the most suitable lean tools were calculated for these wastes and ranked with the best-worst method (BWM).

Findings

Results showed that overproduction is the most critical waste that impacts other wastes, followed by defect waste. Due to the nature of the sector, these wastes not only result in economic loss for the company but also in food waste and loss and issues related to animal welfare. Furthermore, the Kaizen approach and 5S implementation are the methods to eliminate these wastes. Detailed discussion on the link between lean tools and lean wastes is provided for the poultry sector.

Originality/value

This is the first study that theoretically and empirically identifies the potential lean waste affecting the poultry sector and provides lean tools for eliminating these wastes. Sector-specific explanations and discussions are presented in the study to show the applicability of lean approaches in the poultry sector to eliminate waste. In addition, this study is the first to integrate the WRM and BWM.

Purpose

During the design of a new product, the generation of assembly sequences plans (ASPs) has become one of the most important problems taken into account by researchers. In fact, a good mounting order allows the time decrease of the assembly process which leads to the reduction of production costs. In this context, researchers developed several methods to generate and optimize ASP based on various criteria. Although this paper aims to improve the quality of ASP it is necessary to increase the number of criteria which must be taken into account when generating ASPs.

Design/methodology/approach

In this paper, an ASP generation approach, which is based on three main algorithms, is proposed. The first one generates a set of assembly sequences based on stability criteria. The obtained results are treated by the second algorithm which is based on assembly tools (ATs) workspace criterion. An illustrative example is used to explain the different steps of this proposed approach. Moreover, a comparative study is done to highlight its advantages.

Findings

The proposed algorithm verifies, for each assembly sequence, the minimal required workspace of used AT and eliminates the ASPs non-respecting this criterion. Finally, the remaining assembly sequences are treated by the third algorithm to reduce the AT change during the mounting operation.

Originality/value

The proposed approach introduces the concept of AT workspace to simulate and select ASPs that respect this criterion. The dynamic interference process allows the eventual collision detection between tool and component and avoids it. The proposed approach reduces the AT change during the mounting operations.

Abstract

Purpose

Evaluation of energy and climate policy interactions is a complex issue, whereas stakeholders' preferences incorporation has not been addressed systematically. The purpose of this paper is to present an integrated weighting methodology that has been developed in order to incorporate weighting preferences into an ex ante evaluation of climate and energy policy interactions.

Design/methodology/approach

A multi‐criteria analysis (MCA) weighting methodology which combines pair‐wise comparisons and ratio importance weighting methods has been elaborated. It initially introduces the users to the evaluation process through a warming up holistic approach for an initial rank of the criteria and then facilitates them to express their ratio relative importance in pair‐wise comparisons of criteria by providing them an interactive mean with verbal, numerical and visual representation of their preferences. Moreover, it provides a ranking consistency test where users can see the degree of (in)consistency of their preferences.

Findings

Stakeholders and experts in the energy policy field who tested the methodology stated their approval and satisfaction for the combination of both ranking and pair‐wise comparison techniques, since it allows the gradual approach to the evaluation problem. In addition, main difficulties in MCA weights elicitation processes were overcome.

Research limitations/implications

The methodology is tested by a small sample of stakeholders, whereas a larger sample, a broader range of stakeholders and applications on different climate policy evaluation cases merit further research.

Originality/value

The novel aspect of the developed methodology consists of the combination of ranking and pair‐wise comparison techniques for the elicitation of stakeholders' preferences.

Abstract

Purpose

This paper presents a sustainability assessment model to holistically guide sustainable construction and green retrofitting of affordable housing from the Ghanaian perspective.

Design/methodology/approach

A comprehensive review was carried out, which yielded 16 sustainability indicators. Then, a questionnaire survey was conducted among respondents in the Ghanaian housing sector. Forty-seven valid responses were received and analysed using fuzzy synthetic evaluation (FSE) technique.

Findings

A four-index model was developed that includes: Housing and Transportation (H + T) index, household-satisfaction index, efficient stakeholder-management index and quality-related index. These indices account for 25.3%, 26.3%, 23.6% and 24.9% of sustainability attainment in affordable housing, respectively. Accordingly, household-satisfaction has the greatest contribution to sustainability attainment in affordable housing.

Research limitations/implications

Due to challenges in obtaining responses to the questionnaire, the study was conducted with relatively small number of responses.

Originality/value

The model serves as a tool that could be used to objectively and comprehensively assess sustainability performance in affordable housing. Besides, it could be used as a baseline to calibrate future projects and for benchmarking success levels of comparable housing projects. Finally, the estimated indices are applicable in decision making for optimum resource allocation for sustainable low-cost housing in the Ghanaian perspective.
