Abstract

Describes the activities, processes and outcomes involved in the development of a searchable Web‐based directory of toolkits to support the evaluation of information communication technologies in the higher education/further education sector. Explains the definitions and terminology used to define the notion of toolkits, evaluation and the tools listed within the directory. Briefly considers those tools and toolkits included in the database relating to performance measures and quality assessment. Concludes that the main outcome of this project has been the realisation that the notion and form of a toolkit and the tools held within has yet to be clearly established

Abstract

Purpose

This paper aims to explore users' perceptions of whether the Leadership Development Impact Assessment (LDI) Toolkit is valid, reliable, simple to use and cost-effective as a guide to its quality improvement.

Design/methodology/approach

The Canadian Health Leadership Network codesigned and codeveloped the LDI Toolkit as a theory-driven and evidence-informed resource that aims to assist health-care organizational development practitioners to evaluate various programs at five levels of impact: reaction, learning, application, impact and return on investment (ROI) and intangible benefits. A comparative evaluative case study was conducted using online questionnaires and semistructured telephone interviews with three health organizations where robust leadership development programs were in place. A total of seven leadership consultants and specialists participated from three Canadian provinces. Data were analyzed sequentially in two stages involving descriptive statistical analysis augmented with a qualitative content analysis of key themes.

Findings

Users perceived the toolkit as cost-effective in terms of direct costs, indirect costs and intangibles; they found it easy-to-use in terms of clarity, logic and structure, ease of navigation with a coherent layout; and they assessed the sources of the evidence-informed tools and guides as appropriate. Users rated the toolkit highly on their perceptions of its validity and reliability. The analysis also informed the refinement of the toolkit.

Originality/value

The refined LDI Toolkit is a comprehensive online collection of various tools to support health organizations to evaluate the leadership development investments effectively and efficiently at five impact levels including ROI.

Abstract

Purpose

While there are many such toolkits on community-based participatory methods, the key considerations and principles of conducting a participatory capacity and vulnerability analysis (PCVA) are less covered, yet they are central to the effective conduct of a PCVA, the reason why this paper focuses on such issues.

Design/methodology/approach

This paper is derived from a toolkit that was produced for Oxfam Australia. Disasters and climate change are major drivers of poverty and significantly affect the communities that development programs of Oxfam Australia aim to assist. Recognising the importance of building its organisational capacity to address these risks, Oxfam Australia initiated and commissioned the production of a PCVA toolkit to support disaster risk reduction and climate change adaptation programs; the production of the toolkit was led by the author. The methodology of producing the toolkit consisted of discussions with experts and a review of similar toolkits.

Findings

Details of the PCVA process and how to conduct one in a community setting are provided including PCVA concepts, briefing, logistics and management and principles of working with communities. Importantly, the different stages of conducting a PCVA are explained, and some selected tools are presented as illustrative examples. In conclusion, the importance of the PCVA considerations and principles are reaffirmed vis-à-vis the sensitivity and soft skills required in a low-income developing country setting.

Originality/value

The participatory development approach, which the toolkit follows, has been widely advocated for the past few decades and most non-governmental organisations involved in community development espouse this approach. Consequently, a wide range of participatory development toolkits have been developed, many of which relate to disasters and climate change. The PCVA toolkit discussed in this paper draws on the repertoire of toolkits already available and used over a long time. Nonetheless, effort was given to assembling a range of tools that were most suitable for the purpose of this particular PCVA toolkit. Instead of focussing on the tools, which are available from the freely downloadable toolkit and available in the public domain, in this paper, the PCVA process and its main principles are explained, and the key considerations to carry out an effective PCVA is discussed. Perhaps even more than the actual tools, these considerations and an understanding of the PCVA principles are significant because they underpin the utilisation of the toolkit.

Abstract

Purpose

The purpose of this paper is to examine the relation between the utilization of the customization strategy and the availability of the online toolkit and its features with the commercial variables of businesses.

Design/methodology/approach

The sample used in this paper consists of 134 cases of corporate brands in the automobile industry; their sales correspond to 49.12 percent of vehicles produced in 2012. The logistic regression analysis was then applied to the sample.

Findings

This paper confirmed the relationship between the use of toolkits for customization and business variables, like vehicle sales.

Originality/value

The generated model allows the prediction of market conditions which recommended to provide the toolkit for customization, and if implemented, what combination of features it must have.

Abstract

Purpose

This paper aims to evaluate a range of best practice knowledge management (KM) ideas used to manage knowledge flows and enablers. In total, four KM toolkits and 23 KM tools were tested over a five-year period (2008-2013), as part of a large-scale longitudinal change project. Each tool was assessed against an evaluative framework designed to test criticisms of KM: strategy, implementation and performance. The results provide empirical evidence about what KM tools work and which do not and why, and outcomes for practitioners, researchers and consultants.

Design/methodology/approach

This paper presents a summary of the findings of a large Australian Research Council (ARC) Linkage Project grant in the period of 2008-2013. The case study organisation (CSO) was a large public sector department, which faced the threat of lost capability caused by its ageing workforce and knowledge loss. The project aimed to solve this problem by minimising its impact via achieving learning organisation capacity. The CSO participating in the study was selected because it was a knowledge-intensive organisation, with an ageing workforce. All 150 engineering and technical staff at the CSO were invited to participate, including management and staff. An action research methodology was used.

Findings

The results provide empirical evidence that KM can be used to manage knowledge flows and enablers. The highest rating toolkit was knowledge preservation, followed by knowledge usage. The most value was created by using KM to provide “why context” to structural capital (e.g. reports, databases, policies) (meta-data) and to create opportunities to reflect on experience and share the learning outcomes (peer assists and after action reviews). The results tended to support criticism that KM is difficult to implement and identified the main barriers as participation located at the tactical action research level, i.e. why is this useful? Evidence that KM works was found in progress towards learning organisation capacity and in practical outcomes.

Research limitations/implications

The action research cycle and learning flows provide opportunities to examine barriers to KM implementation. The research also presents opportunities for further research to examine the findings in other organisational and industry settings, for example, the relationship between the KM toolkits and organisational change and performance, presents an important area for further research. Researchers might also consider some of the toolkits which rated poorly, e.g. knowledge sharing, and challenge these findings, perhaps selecting different KS tools for testing. The paper has limitations. It is based on a single case study organisation, offset, to some degree, by the longitudinal nature of the empirical evidence. It is ambitious and the findings may be controversial. However, the depth of the study and its findings provide rare longitudinal empirical evidence about KM and the results should be useful for practitioners, researchers and consultants.

Practical implications

For practitioners, the research findings provide management with an evaluative framework to use when making decisions regarding KM. The findings provide discussion of KM toolkits and tools that may be used to manage knowledge flows and enablers. In addition to the discussion of each tool, there is analysis of what works and what does not and why, barriers to implementation as well as explanation of their impact on organisational change and performance, and a scorecard to guide toolkit choices. This method should allow managers to make sensible decisions about KM.

Originality/value

The paper addresses criticisms of KM by examining the KM toolkits within the context of whether knowledge can be managed, implementation barriers may be addressed and improved organisational performance can be demonstrated. This approach allows generalisability of the findings to enable others to apply the research findings in their organisational contexts. The outcome is three sets of guidelines: strategy: which KM tools work; implementation: addressing barriers; and organisational performance: how to measure value. In doing so, the paper provides a systematic framework for evaluating KM tools. It also provides a rare opportunity to present empirical evidence gathered over a five-year longitudinal study.

Abstract

Purpose

This article seeks to present the results of a project that critically evaluated a series of toolkits for assessing records management capacity and/or compliance. These toolkits have been developed in different countries and sectors within the context of the e‐environment and provide evidence of good corporate and information governance.

Design/methodology/approach

A desk‐based investigation of the tools was followed by an electronic Delphi with toolkit developers and performance measurement experts to develop a set of evaluation criteria. Different stakeholders then evaluated the toolkits against the criteria using cognitive walkthroughs and expert heuristic reviews. The results and the research process were reviewed via electronic discussion.

Findings

Developed by recognised and highly respected organisations, three of the toolkits are software tools, whilst the fourth is a methodology. They are all underpinned by relevant national/international records management legislation, standards and good practice including, either implicitly or explicitly, ISO 15489. They all have strengths, complementing rather than competing with one another. They enable the involvement of other staff, thereby providing an opportunity for raising awareness of the importance of effective records management.

Practical implications

These toolkits are potentially very powerful, flexible and of real value to organisations in managing their records. They can be used for a “quick and dirty” assessment of records management capacity or compliance as well as in‐depth analysis. The most important criterion for selecting the appropriate one is to match the toolkit with the scenario.

Originality/value

This paper aims to raise awareness of the range and nature of records management toolkits and their potential for varied use in practice to support more effective management of records.

Purpose

The purpose of this paper is to examine the use and applicability of cultural probes – an explorative participatory method to gain insights into a person’s life and thoughts – to achieve person-centeredness and active involvement in self-management education for people with chronic illness.

Design/methodology/approach

An education toolkit inspired by the ideas of cultural probes was developed and feasibility tested in 49 education settings in Denmark. Questionnaires, interviews, and observations were used to collect data, which were analysed using descriptive statistics, analysis of variance, and systematic text condensation.

Findings

Educators emphasized the applicability of the toolkit, and between 69 and 82 per cent of educators reported that the toolkit supported them in facilitating person-centred education and active involvement to a high or very high degree. Most educators (81 per cent) reported that they would like to apply the toolkit again in future education to a high or very high degree. Five categories of educator experiences were identified: interaction and activity; person-centeredness; group dynamics and synergy; openness; and light and cheerful atmosphere. Educators talked significantly less in situations where the toolkit was applied. This indicates the ability of the toolkit to facilitate talk among participants and thereby let participants become the focal point of education. Applying cultural probes in patient education targeting people with chronic illness seems to be a useful method to achieve patient-centeredness and active involvement in patient education and to support educators in facilitating this process.

Originality/value

Introducing fully flexible education toolkits inspired by cultural probes may, in the future, lead to improved self-management patient education among people with chronic illness.

Scope of paper. Through a discussion of the processes employed with case studies participating in the research project this paper will reflect upon JUBILEE's development of its EIS improvement Toolkit, and its experience of integrating the JUBILEE Toolkit into the research process. Evidence of both the strengths and limitations of the use of Toolkit themes in research and practice will be highlighted, and the potential improvements to EIS provision of such collaboration between practitioners and research staff outlined.

Abstract

Purpose

The purpose of this paper is to develop a theoretical model to explore the economic consequences of an exogenous skill‐biased technological change.

Design/methodology/approach

The paper develops a theoretical model based on assumptions and conditions that replicate those of a government‐sponsored poverty reduction programme in India.

Findings

The paper finds that, under certain stated conditions, wage inequality between artisans with improved toolkits and those without is likely to increase, while, under a different set of conditions, this is likely to decrease.

Research limitations/implications

Actual wage inequality implications of specific exogenous skill‐biased technological changes need to be studied to take the theoretical model further.

Practical implications

One major implication is that, when government help is provided by way of an exogenous skill‐biased technological change to a fraction of workers, it may have the unintended consequence of increasing wage inequality between the beneficiary and the non‐beneficiary workers. In extreme cases, it may even lower the equilibrium wages of the non‐beneficiary workers.

Originality/value

The paper brings out the critical role of efficiency units of workers with skill‐biased technology (artisans with improved toolkits) and those without these in determining the wage inequality between these categories of workers (artisans) based on a theoretical model of the trajectory along which the rural economy moves.

Abstract

Purpose

To increase university–industry collaboration and research commercialisation, the Australian government recently introduced the Intellectual Property (IP) Framework, a set of online standard contracts. This follows a predecessor standard contract initiative, the IP Toolkit, which has not previously been evaluated. This paper aims to examine standard contracting in the innovation sector, tracing the policymaking behind the IP Toolkit using the lens of Macneil’s relational contract theory, to assess prospects of success for the new IP Framework, and similar initiatives in other jurisdictions.

Design/methodology/approach

This is a disciplined-configurative case study, drawing on qualitative secondary data analysis and applying Macneil’s relational contracting theory to guide case construction and generate hypotheses around likely success of standard contracting initiatives (stakeholder sentiment, stakeholder adoption). Within-case analysis process-traces development of the IP Toolkit, to discover what the policymakers wanted, knew and computed – and to detail observable implications Macneil’s theory predicts. Its themes are triangulated with multiple sources.

Findings

The case study, via Macneil’s theory, confirms the first hypothesis (resistant stakeholder sentiment) and partly validates the second hypothesis (low levels of adoption), demonstrating limited suitability of standard contracting in the dynamic and highly uncertain space of university–industry collaboration.

Research limitations/implications

The study provides insights into the limited role that standard contracts can play in improving national collaborative research and development performance.

Originality/value

This is a novel theory-driven case study triangulated with previously unpublished data on the IP Toolkit’s website usage, and data from recent consultations on the new IP Framework. It has broader implications for other jurisdictions considering adoption of the standard contract model.
