Indigenous peoples are often alienated from their lands and culture. This has arguably resulted in Indigenous peoples figuring disproportionately in the social and economic statistics. The right of self-determination is often touted as a panacea to these statistics. The focus of this paper is to rethink the notion of self-determination and examine whether the process afforded by the United Nations Decolonization Committee can assist or whether the sway of State politics and State power impedes this right for Indigenous peoples.

Abstract

Purpose

Information literacy (IL) enables individuals to discover new ways of thinking and new knowledge across a range of platforms, tools and media. It hopes to enable them to fit into the world of research and scholarly communication. This paper aims to describe the development and current practices in IL program at the University of the South Pacific (USP). This case study puts emphasis on how IL at USP reflects the educational priorities of the University and the region. Discussions on socio-cultural context hope to provide insights on developing a framework based on global standards that address the cultural aspect within students’ learning environment in the 12 member countries.

Design/methodology/approach

This paper mainly used desktop research and document analysis to present the IL model which is cohesively embedded within the University’s strategic plan and research skills development framework.

Findings

The results are summarized in three sections: paradigms and models as basis, current content and mode of delivery, methodologies and design for instruction and socio-cultural insights.

Research limitations/implications

At present, this study will cover Fiji (the Main Campus) and Vanuatu (School of Law). Other member countries with USP presence such as Cook Islands, Kiribati, Marshall Islands, Nauru, Niue, Samoa, Solomon Islands, Tokelau, Tonga and Tuvalu are considered as part of the future design. Ultimately, a comprehensive model that is applicable for 21 other campuses in the ten member countries will be designed. It also hopes to be replicable in the entire Pacific context.

Practical implications

This study provides baseline data to develop future strategies for implementation in the regional level.

Originality/value

This paper deals with definitional issues of IL related to Pacific cultural contexts that goes beyond a single country, one national identity as it deals with 11 countries, a different model for networked paradigm for IL.

Abstract

Purpose

The main aim of this paper is to empirically test a model that has central government health expenditure and advancement in medical technology as two separate determinants of economic growth rates in the Pacific island countries (PICs).

Design/methodology/approach

The data used in this research have been collected from WHO and ADB database for the periods between 2000 and 2012. The model used to test the main research question is based on the variant Cobb-Douglas production function with constant returns to scale.

Findings

This research found that health expenditure has a significant impact on the economic growth rate of the PICs. This study also found that the contemporary level of usage of advanced medical technology in the PICs is relatively low as compared to the total population of the country. If the PICs need to achieve high levels of economic growth rates, governments of the PICs need to improve its expenditure in the health sector. Good and qualified doctors need to be hired and the medical education has to be made more competitive. Improvement in the health services in the PICs will reduce mortality, improve per capita health and improve the national economic welfare of Oceania region.

Research limitations/implications

Data availability was the major limitation in this research. Data were available for only seven PICs.

Practical implications

This research has implications for the academics, practitioners, and policy makers.

Social implications

The research findings from this research have implications for the society as it shows that health expenditure is positively related to economic growth rates.

Originality/value

In the context of the PICs, no studies have been conducted that have analysed the relationship between health expenditure, medical technology advancement and the economic growth rate of the PICs. This research seeks to build and extend the existing state of research on augmented Cobb-Douglas production function and health economics in the PICs.

Abstract

Good governance and administrative reform issues now form an integral part of the development debate. Multilateral agencies (e.g. World Bank, UN) and bilateral donors insist that issues such as market accessibility, competition, human rights, financial accountability are integral parts of this debate. The South Pacific Island countries cannot divorce themselves from the overall thrust of these issues. The paper argues that their geography, unique socioeconomic features and global political situation must determine their reform agenda. Issues which are appropriate for other countries may not necessarily be the best option for them. These unique features (e.g. tribal nature of their societies, existence of non‐monetised economy, little on‐shore natural resources in many countries, small size of their domestic economies, locational disadvantages) should determine their reform strategy. Failure to do so would not provide them with an administrative structure suitable for their sustainable development needs. They must not blindly follow reform agenda of other countries.

Abstract

This chapter provides a survey of the dialectal interplay between global forces and local responses within Oceania. Through an examination of four key global trends, we demonstrate how globalization has introduced a new wave of educational policies, pedagogies and initiatives into Oceania’s shores. We consider four global trends that have profoundly shaped local educational responses within the region: the global ecological crisis and its effects within Oceania; the influence of historic and continuing aid relationships; the digital revolution and its mandate to connect the remote and isolated region; and the impact of accelerated mobility away from the region. Through this exploration, we then examine the dialectical interplay between these global and local policies, curriculum, teaching and learning responses through the introduction of curricular initiatives such as outcomes-based education and new platforms for curricular delivery such as Open Distance Learning. In doing so, we demonstrate how Oceania’s deep and interwoven relationality between land, ocean, geography and people powerfully shapes local educational responses to these global forces.

Abstract

This chapter examines the usefulness of the field of comparative and international education (CIE) in reference to supporting and informing the development of education in the Pacific Islands (Oceania) region. Accordingly, it reconsiders the conceptualization and practice of the field by unpacking understandings of CIE with specific reference to the Pacific Islands. I argue that advancing the field in Oceania entails critical examination of context, of persisting colonial legacies in education and the broader social, economic, and political landscape. Considerations of these discourses identify some of the tensions, contradictions, and ambivalences that eventuate as “education for national development” is reconciled with indigenous knowledges and the intellectual traditions that sustain Pacific island communities. Adopting a postcolonial perspective, this chapter explores recent educational initiatives in Papua New Guinea, Fiji, and Solomon Islands. These initiatives reveal the complexities and multifaceted dynamics that underpin the context of Pacific Islands systems of education. They also reflect how Pacific educational leaders negotiate global imperatives for education while observing indigenous knowledge systems and cultural values. The lessons drawn from these case studies suggest that comparative education scholars need to rethink partnerships with colleagues and neighbors in consideration of Pacific and indigenous (including Australia and New Zealand) cultural protocols of engagement by honoring respect and reciprocity, mutual benefit, and empowerment. Such conceptual and practical reconsiderations may facilitate an assessment of the impact of western intellectual contributions on systems of education in Oceania.
