Abstract

Purpose

This study aims to investigate the basic public service level in the Beijing-Tianjin-Hebei region under the impact of COVID-19.

Design/methodology/approach

This study constructed a basic public service-level evaluation system from the five dimensions of education, culture, health, social security and infrastructure and environment, and measures the basic public service level in 13 cities in Beijing, Tianjin and Hebei using the entropy method. The spatial pattern and dynamic evolution of the public service level are analysed from the perspective of dynamic trends in time series and spatial distribution, along with the reasons for the evolution of spatial distribution.

Findings

(1) The basic public service level in the 13 cities is generally on the rise, but the trend is unstable. (2) The basic public service level in space shows a general trend of attenuation from northeast to southwest, with significant spatial imbalance and orientation. (3) The regional differences first increase and then decrease. (4) The inter-group mobility of different basic public service levels is low, and cities with lower initial levels find it difficult to achieve leapfrog development. Moreover, the health service level of the region is still at a low stage, which is not conducive to effectively preventing and controlling the epidemic.

Originality/value

From the perspective of this research, the spatial pattern and dynamic evolution of basic public service were adopted to analyse the coordinated development of the Beijing-Tianjin-Hebei region. Furthermore, this study discusses how to improve the basic public service level to ensure sustainable operation in the region under the impact of COVID-19.

Abstract

Between 1860 and 1945, the Chinese port city of Tianjin was the site of up to nine foreign-controlled concessions, functioning side by side. Rogaski defined it as a ‘hyper-colony’, a term which reflects Tianjin's socio-political intricacies and the multiple colonial discourses of power and space. This essay focuses on the transformation of the Tianjin cityscape during the last 150 years, and aims at connecting the hyper-colonial socio-spatial forms with the processes of post-colonial identity construction. Tianjin is currently undergoing a massive renovation program: its transmogrifying cityscape unveils multiple layers of ‘globalizing’ spatialities and temporalities, throwing into relief processes of power and capital accumulation, which operate via the urban regeneration's experiment. This study uses an ‘interconnected history’ approach and traces the interweaving ‘worlding’ nodes of today's Tianjin back to the global connections established in the city during the hyper-colonial period. What emerges is Tianjin's simultaneous tendency towards ‘world-class-ness’ and ‘China-class-ness’.

Abstract

Purpose

This paper aims to present a case wherein a public archive intervenes in maintaining and preserving digital records (including underlying technological infrastructure) created by a private company to protect the trustworthiness of records, thereby helping the company to discharge their accountability.

Design/methodology/approach

This paper details the intervention of Tianjin Municipal Archives in the management of the records of Tianjin Otis Elevator Co., Ltd, the technical infrastructure that enables and supports such configuration, the issues encountered and the theoretical implications of this case.

Findings

This case suggests that not only does the concept of archives as a trusted third party remain relevant in the changing technological environment but also, in certain cases (e.g. wherein the supplier of evidentiary documents holds a monopoly over an industry), archives are becoming increasingly critical in maintaining the reliability and authenticity of digital records in the cloud environment.

Research limitations/implications

Given the challenges raised by the emerging cloud environment, it is vital to develop a renewed understanding of the concept of archives as a trusted third party, the relationship between archives and commercial third party services and the relationship between public archives and private records. Furthermore, this case identifies the need to re-examine archival methodologies to protect the authenticity of structured data.

Originality/value

This case exemplifies how archives can help private organizations address issues related to guaranteeing and demonstrating the evidential nature of digital records and provides empirical evidence for archives being conceptualized as a trusted third party in maintaining and preserving digital records.

Film is an important recording medium in industry. How to ensure film quality is a problem, because the film is produced in a dark room. Aims to focus on this.

Design/methodology/approach

An inspection system based on machine vision is presented which could assure illumination and imaging at 940 nm which is safe for film.

Findings

An objective evaluation is given using an image processing method and satisfactory results are obtained. Now, the inspection system is used by the biggest film company in China.

Originality/value

This work focuses on an important issue in film production.

Purpose

Mobile Service of Big Data can be supported by the fused technologies of computing, communication and digital multimedia. The purpose of this paper is to propose new agent-based proactive migration method and system for Big Data Environment (BDE).

Design/methodology/approach

First, the authors have designed new relative fusion method for making decision based on fuzzy-neural network. The method can make the fusion belief degree to be improved. Then the authors have proposed agent-based proactive migrating method with service discovery and key frames selection strategy. Finally, the authors have designed the application system, which can support proactive seamless migration function for big data. The method has innovation in which mobile service task of big data can dynamically follow its mobile user from one device to another device.

Findings

The authors have proposed agent-based proactive migrating method with service discovery and key frames selection strategy. The method has innovation in which mobile service task of big data can dynamically follow its mobile user from one device to another device. The designed system is convenient to work and use during mobility, and which is useful or helpful for mobile user in the BDE.

Originality/value

The authors have clarified and realizes how to transfer service tasks among different distances in Big Data Environment (BDE). The authors have given a formal description and classification of the mobile service task, which is independent of the realization mechanism. In the designed and developed application system, the new idea adopts fuzzy-neural control theory to make decision for task-oriented proactive seamless migration application.

Abstract

Purpose

This paper aims to study the present situation of Tianjin industrial energy consumption carbon emissions and put forward constructive suggestions for future energy-saving emission reduction work.

Design/methodology/approach

Using the energy consumption data form the Tianjin’s Industrial Energy Efficiency Guide (TJBS, 2009-2013) and Tianjin’s Statistical Yearbook (NBS, 2006-2012), some models were able to predict the future with a high degree of accuracy.

Findings

With an average error of 3.06 per cent for the logistic regression model and an average error of 2.03 per cent for the gray model, the R2 for the energy elasticity model is 0.99158. It also indicated that between 2008 and 2012, the energy consumption per unit of industrial added value decreased by approximately 33.61 per cent. These results show that energy-saving efforts and the optimization of the industrial structure have increased the energy efficiency of Tianjin.

Originality/value

The authors think that their contribution refers to a combination between methodology of forecasting and industrial energy consumption.

The brake connector of an automobile is one important part in the brake system. How to measure the matching surface quality is a problem, because the matching surface is a cone surface and has a deep aperture structure.

Design/methodology/approach

A new measurement system is presented which could assure illumination and image with a special beam splitter. The worker could observe the matching surface by better image.

Findings

More objective evaluation is given with image processing method.

Research limitations/implications

Now, this measurement system is used by Toyota (Tianjin) company and satisfied result is obtained.

Originality/value

This paper is an original work and focuses on an important issue in automobile production.

Abstract

Purpose

Between 1840s and 1940s, 27 occidental concessions have been created in several cities in China which represented difficult signs and memories for Chinese. Nowadays, these territories are experiencing a joint phenomenon of heritagization and tourismification which makes them experimental theaters for modern urban life and identity. Taking the former concessions of Tianjin as place study, the purpose of this study is to analyze the role of the heritage and tourism in the former concessions in city branding and more specifically the actors, approaches and products of this phenomenon.

Design/methodology/approach

This research draws on the comparison and analysis of two place studies in China. The authors base their analysis on semi-structured interviews in Chinese with previously identified stakeholders. In all, 20 individuals, including developers, public authority representatives, business owners, academics and conservation association members, were interviewed. This research was completed, updated and triangulated by content analysis of Web-based materials; official documents such as urban plans, guidelines and urban and tourism strategies collected during the fieldwork, as well as non-intrusive spatial observations of the concession and its various developments.

Findings

The results of this study show that the heritage in the former concessions has become an attractive tool for the city branding through tourism development, often led by the public actors with the participation of private entrepreneurs.

Originality/value

This study looks at the hybrid dimensions of the former concessions in China. It provides a better understanding of the co-action of heritage and tourism in the processes of territorial rehabilitation, which contributes to both the practitioners and researchers in this domain.

Purpose

Due to existence of skin effect under rotational excitation, especially to high-frequency motors and power transformers run at the frequency of hundreds or even thousands of hertz, core losses will increase significantly, which may cause local overheating damage, and the efficiency and longevity will be decreased. The purpose of this paper is to accurately calculate the rotational anomalous loss in electrical steel sheets.

Design/methodology/approach

The influence of skin effect to rotational anomalous loss coefficient is described in detail. Based on the rotational core losses calculation approach, the transformed coefficient and parameters of rotational anomalous loss are determined in accordance with experimental data obtained by using 3D magnetic properties testing system. Then, a variable loss coefficient calculation model of rotational anomalous loss is built. Meanwhile, a separation of the total 2D elliptical rotation experimental core losses is worked out.

Findings

The two methods are analysed and compared qualitatively. It should be noted that the novel calculation model can be more effectively presented anomalous loss features. Moreover, quantitative comparisons between 2D elliptical rotation and alternating core losses have achieved beneficial conclusions.

Originality/value

Transformed rotational anomalous loss coefficient and parameters of electrical steel sheets considering skin effect are determined. Based on that, a novel calculation model evaluating 2D elliptical rotation anomalous loss is presented and verified based on the experimental measurement and the separation of the total 2D elliptical rotation core losses. The 2D elliptical rotation core losses separation method and quantitative comparison with alternating excitation are helpful to engineering application.

Abstract

Purpose

The purpose of this paper is to explore the relationship among the air quality index (AQI) of Beijing-Tianjin-Shijiazhuang region and find countermeasures to control the pollution situation.

Design/methodology/approach

This study used the grey convex relation model to calculate the grey correlation degree through the AQI of Beijing-Tianjin-Shijiazhuang region.

Findings

By analyzing the calculation results among the three cities, it was concluded that the air quality of the three cities is closely related. Therefore, the Beijing-Tianjin-Shijiazhuang region should collaboratively improve the air quality for common development.

Research limitations/implications

More approaches may be adopted to calculate the grey correlation degree in the further research studies.

Practical implications

There exist some practical difficulties in implementing these governance measures.

Originality/value

The paper gives the countermeasures to control the pollution situation in Beijing-Tianjin-Shijiazhuang region.
