Abstract

Research on emergent behavior has been a significant topic within disaster studies. Through a detailed review of the literature we provide background information about this particular branch of disaster sociology. Following a brief discussion of the process by which literature was selected, important trends and areas of debate are discussed. These include the validation of previous findings, an expansion of the discussion on emergent phenomena and a critique of the bureaucratic approach. We conclude with implications for the theory and practice of emergency management.

Abstract

As the end of the United Nations International Decade for Natural Disaster Reduction approaches it is necessary to review what is known about global responses to catastrophes. Discusses four major weaknesses of the relief and mitigation community that are frequently identified in the disaster studies literature: the violation of human rights, a low degree of relief co‐ordination, difficulties and drawbacks of providing aid, and dilemmas of development. Offers possible solutions for these challenges and also highlights the implications of the findings for research and application. Gives direction to both academics and practitioners who are interested in disaster relief and prevention around the world.

Abstract

Purpose

The purpose of this paper is to develop an EU sociotechnical systems (STSs) map to represent a harmonised concept of operations (CONOPS) as a future development platform for technologies used in multi-services emergency responses to chemical, biological, radiological and nuclear (CBRN) incidents.

Design/methodology/approach

AcciMaps were developed to locate where technologies are currently used, and opportunities for new technologies. The AcciMaps were iteratively co-designed with end users (fire, ambulance, police and military) across three EU countries (the UK, Finland and Greece). Data were collected using document analysis and interviews with senior ranking (Gold or Silver Command level) representatives of the participating end users.

Findings

Despite differences in terminology and between service sectors, consensus was achieved for the command structures (Gold, Silver and Bronze), and Hot Zone responders (specialist blue light responders and blue light responders (BLR)). A control room was included as the communication spine. BLR activities were limited by their scope of practice and available equipment, for example, breathing apparatus. The harmonised EU AcciMap offers a high-level STSs map of CBRN response. Critical segments have been identified which offer opportunities for technology developments that can add value in terms of response capabilities (e.g. tag and trace).

Originality/value

A large scale major CBRN incident may need cross-border and cross-professional engagement where efficient interoperability is vital. This research is the first EU consensus of a STS map for CONOPS. It supports future research for technology development, e.g., detection and decontamination equipment design and use, communication, diagnosis and response technologies.

Abstract

Purpose

The purpose of this paper is to understand the crisis communication strategies used by the Caribbean medical tourism industry in the 2017 hurricane season, and also evaluate the quality of the disaster communication messages delivered via digital mediums.

Design/methodology/approach

This study includes a comprehensive, qualitative content analysis of 149 risk and crisis messages from 51 healthcare organizations distributed through digital media. The medical tourism providers (MTPs) include hospitals, medical tourism facilitators, practitioners/private physicians, specialty clinics, and dental and cosmetic providers.

Findings

Nearly half of the MTPs included in the data set delivered no post-disaster information to external audiences. The most prominent post-disaster message strategy utilized was conveying operational messages. Furthermore, an unexpected finding was the sheer magnitude of unrelated health-oriented and promotional destination marketing content disseminated before, during and after these events.

Research limitations/implications

This analysis excludes internal organizational channels of communication which may have been used to communicate risk and crisis messages during these events (i.e. employee e-mails, announcements made through intercom systems, etc.). Our analysis does not include content disseminated through medical tourism forums (i.e. Realself.com, Health Traveler’s Forum, FlyerTalk Forum).

Practical implications

Small-scale MTPs can improve on any weaknesses through proactive planning and preparation by creating organizational goals to complete basic crisis communication training courses and in doing so support the applied professional development of disaster and crisis responders in the Caribbean region. Second, MTPs exposed to similar risks of natural disasters may use these findings for comparative analysis purposes to support their own organizational planning. Finally, this study supports the continued utility of the National Center for Food Protection & Defense guidelines for analyzing and evaluating organizational performance.

Originality/value

Currently much of the academic scholarship of applied disaster communication narrowly focuses on the response strategies of one organization, or analyzes one social media platform at a time (i.e. Twitter). A strength of this analysis is the inclusion of an organizational sector (i.e. Caribbean medical tourism providers) and the range of platforms from which the content was captured (e.g. websites, org. blogs and social media networks).

Abstract

Purpose

The purpose of this paper is to incorporate a model of prejudice reduction and cultural identity development theory to assess: the implementation of a diversity case study in a disaster management course; and the cultural competency understanding among the students.

Design/methodology/approach

A diversity case study was implemented in an undergraduate Disaster Response and Recovery course (Fall 2013 n=17; Spring 2014 n=21; Fall 2014 n=35). The discussion encouraged students to contemplate how their biases, preconceived notions, and stereotypes affect their future role in emergency management.

Findings

Results from Likert scale pre/post tests showed a marked increase in knowledge and a positive change in attitudes (p < 0.05). Open-responses denoted linkages to the prejudice reduction model and cultural identity development theory.

Research limitations/implications

Bias can be attributed to the instructor and facilitator, and contextual limitations including a lack of: previous conversations and courses on diversity-related topics and participation motivation.

Practical implications

By developing cultural competency, managers initiate intergroup contact reducing negative perceptions and increasing empathy for those deemed different. Integrating cultural competency into emergency management academic programs allows students to identify how their biases, stereotypes, and preconceived notions affect their performance.

Originality/value

This study contributes to the literature by focussing on implementing a diversity case study to explore cultural competency, which is lacking in emergency management higher education. The diversity case study and instructional design could be adopted in disaster management courses.

Abstract

Multimedia, CD‐ROM, DVD, Internet, Web Sites and e‐mail are all part of a constantly changing, emerging array of the new information technologies which are being utilized in public education and are increasingly being applied to emergency planning and training activities to enhance emergency preparedness. Illustrations are presented which demonstrate the utility of multimedia, CD‐ROM, and Internet applications to this process. These technologies will be applied to demonstrate how emergency planners may more effectively accomplish their mission to educate the larger community on a variety of issues such as the need to adopt proposed mitigation strategies, to respond to disaster warnings and evacuation suggestions. These technologies will also be applied to demonstrate how response and recovery information can be readily disseminated to an impacted area. Applications will also be provided which demonstrate the utility of these technologies in enhancing training activities for emergency personnel as well as extending the opportunity for such training beyond the time and place of the original trainer.

Abstract

Purpose

Decision-making structures are commonly associated with the logistics challenges experienced during disaster operations. However, the alignment between the operational level and the decision-making structure is commonly overlooked. The purpose of this paper is to provide an analysis of the fit of both levels and its impact on performance.

Design/methodology/approach

The research is developed around a case study in Mexico. Through a review of the disaster management policy in the country, interviews and secondary data, the paper provides an analysis of the current decision-making structure, the logistics activities undertaken by authorities and the impact of the alignment between both components on logistics performance.

Findings

The analysis suggests that several of the challenges commonly associated with centralisation are actually rooted on its alignment with the operational level. The logistics performance is negatively affected by faulty assumptions, poorly planned procedures, inconsistent decision-making and poorly designed structures. The case showed the need to align the operational level with a centralised perspective to increase responsiveness, flexibility and the interaction between different organisations.

Originality/value

This paper identifies the impact of the misalignment between the decision-making structure and the operational level on logistics performance, an area currently understudied. It moves from the current argument about the appropriate decision-making structure for disaster management to the identification of components to implement an efficient and effective disaster management system. Additionally, this paper provides recommendations for best practices in humanitarian logistics, which are applicable to Mexico and other countries using a centralised decision-making approach.

Abstract

Purpose

Healthcare organizations worldwide were badly hit by the “surprise” of the pandemic. Hospitals in particular are trying hard to manage problems it caused, searching for solutions to protect the health of citizens and reorienting operations. The implementation of resilience solutions in the coping phase and the ability to react promptly and redefine activities is essential. Integrating crisis management and resiliency literature, this paper discusses how health organizations were able to cope with adversity during the crisis.

Design/methodology/approach

The research is conducted through a case study of a large Italian hospital, the Gemelli Polyclinic Foundation, which was one of the leading hospitals in the Italian response to the pandemic.

Findings

The case reports actions taken in order to continue functioning and to maintain core activities despite severe adversity. The overall response of the Gemelli was the result of the three types of response: behavioral (effective leadership), cognitive (rapid resource reallocation) and the contextual reinforcement (multiagency network response). The authors highlight how an integrative framework of crisis management and resiliency could be applied to healthcare organizations in the coping phase of the pandemic. The experience of the Gemelli can thus be useful for other hospitals and organizations facing external crises and for overall improvement of crisis management and resilience. Responding to crisis brings the opportunity to make innovations introduced during emergencies structural, and embed them moving forward.

Research limitations/implications

The paper focuses only on the coping phase of the response to the pandemic, whereas building long-term resilience requires understanding how organizations accumulate knowledge from crises and adapt to the “new normal.”

Originality/value

The paper responds to the call for empirical studies to advance knowledge of an integrative framework of crisis management and resiliency theories with reference to complex organizations such as healthcare.
