Abstract
Purpose
The purpose of this paper is to explore the hypothesis that collaboration was a key characteristic of Cuban science to maintain their scientific capacity during a period of economic restrictions and an important feature of Cuban science policy and practice for the benefit of society.
Design/methodology/approach
Collaboration was studied through Cuban scientific publications listed in PubMed for the period 1990-2010. The search was carried out using the advanced search engine of PubMed indicating < Cuba > in the affiliation field. To identify participating institutions a second search was performed to find the affiliations of all authors per article through the link to the electronic journal. A data set was created to identify institutional publication patterns for the surveyed period. Institutions were classified in three categories according to their scientific production as Central, Middle or Distal: the pattern of collaboration between these categories was analysed.
Findings
Results indicate that collaboration between scientifically advanced institutions (Central) and a wide range of national institutions is a consequence of the social character of science in Cuba in which cooperation prevails. Although this finding comes from a limited field of biomedical science it is likely to reflect Cuban science policy in general.
Originality/value
Using bibliometric tools the study suggests that Cuban science policy and practice ensure the application of science for social needs by harnessing human resources through national and international collaboration, building in this way stronger scientific capacity.

Abstract
Purpose
The purpose of this paper is to describe UWIRS (Ubiquitous Web Information Retrieval Solution), an agent‐based Web Information Retrieval (WIR) solution designed taking into account the unique features of the World Wide Web (WWW) and the limitations of existing WIR solutions for ubiquitous environments.
Design/methodology/approach
UWIRS can offer recommendation services by using the Multi‐Agent Vizier Recommendation Framework (Vizier). Vizier was designed under a generic approach and therefore can provide services to information retrieval applications so these may offer product recommendations that consider several adaptation/personalization dimensions (e.g. user dimension, context, among others).
Findings
Overall, the main challenge resides on: location, retrieval, integration and presentation of information from the WWW, quickly and accurately, to satisfy a user's singular information needs.
Originality/value
In UWIRS, agents cooperate in order to retrieve personalized information, considering user needs, goals, preferences and contextual features. UWIRS's agents are responsible for: interpreting user input and adding adaptation information by means of a query enrichment process; identifying and selecting the appropriate data sources taking into consideration the Profile Set (composed of User, Device and Information‐Provider Profiles); executing query routing and the information retrieval process; integrating and filtering the retrieved results; and lastly, coherent presentation of quality and relevant ubiquitous information (anytime, anywhere and anyhow) that satisfies the user's particular information needs and constraints associated to his/her access device.

Abstract
Purpose
The purpose of the present paper is to attempt to examine the determinants of citizens’ electronic participation with respect to the communication aspects. To accomplish this objective, using the extant literature, the paper delineated factors that determine and the theories that can explain citizens’ e-participation. An analysis of citizens’ democratic communication through multiple e-participation forums is carried out, and the determinants of electronic participation are described in the paper.
Design/methodology/approach
In light of the literature, e-participation services were classified on the basis of characteristics of democratic communications. The factors that determine citizens’ online democratic participation were also identified and validated. Indian citizens who often e-participate were surveyed through online and offline questionnaires. A regression analysis of the 407 responses was carried out to predict the influence of individual, governance and technology components on various e-participation initiatives.
Findings
Citizens’ participation efficacy, value system and participation freedom were found to determine different e-participation initiatives. Further, e-participation is also found to be varyingly determined by the governance and technology components.
Research limitations/implications
The theoretical contribution of this study includes the classification of determining factors and the illustrative labeling (I, G and T) for an e-participation framework. The delineation of e-participation from democratic communication aspects also contributes to the e-participation literature. However, this research had considered only one set of e-participation services and had incorporated only select forms of e-participation that are in coherence with the services selected.
Originality/value
Past studies often consider separate e-participation forums and infrequently report a simultaneous analysis of multiple e-participation forums. The factors that determine citizens’ e-participation from a democratic communication aspect are also inadequately discussed. The significant contribution of this study includes policy recommendations to improve e-participation in different information and communication technologies initiatives.

Abstract
Purpose
The purpose of this paper is to discuss the case-based reasoning (CBR) approach to improve microcredit initiatives by means of providing a borrower risk rating system.
Design/methodology/approach
The CBR approach has been used to consider the Kiva microcredit system, which provides a characterization (rating) of the risk associated with the field partner supporting the loan, but not of the specific borrower which would benefit from it. The authors discuss how the combination of available historical data on loans and their outcomes (structured as a case base) and available knowledge on how to evaluate the risk associated with a loan request can be used to provide the end users with an indication of the risk rating associated with a loan request based on similar past situations.
Findings
The adopted approach is applied and evaluated employing a selection of cases from individual loans. From this perspective, the case base and the codified knowledge about how to evaluate risks associated with a loan represent two examples of knowledge IT artifacts.
Originality/value
The originality of the work lies in borrower risk rating in online indirect peer-to-peer microcredit lending platforms. The case base and the codified knowledge are the two contributions in knowledge IT artifacts.
