Abstract

Purpose

The purpose of this paper is to examine salient mechanism by which the quality of political and administrative leadership might influence employee engagement in public sector organizations through public service motivation (PSM). Specifically, the purpose of the paper is twofold. First, the psychological outcomes of quality of leadership perceptions among public employees are identified. Second, how PSM mediates the influence of leadership quality perceptions on employee engagement is examined.

Design/methodology/approach

This study uses the US Merit System and Protection Board’s (MSPB) 2010 Merit Principles Survey. To establish the distinctive validity of the constructs, the authors performed exploratory factor analysis and confirmatory factor analysis for latent variables, and subsequently conducted validity and reliability analyses. The authors performed a structural equation model to determine relationship between quality of political and administrative leadership, PSM, and employee engagement.

Findings

The results reveal that the quality of political and administrative leadership is positively related to PSM and employee engagement. This study also confirmed the mediating role of PSM on the relationship between the quality of political and administrative leadership.

Originality/value

The paper expands the literature through studies that may discover critical mechanisms that are of significance in enhancing employee engagement such as quality of leadership depicted in political and administrative leaders and PSM. While previous studies have extensively explored several antecedents of employee engagement, research focusing on the role of quality in public sector leadership and PSM remains limited.

Abstract

Purpose

This study examines the public participation in the implementation of the Historic Urban Landscape (HUL), a United Nations Educational, Scientific and Cultural Organization (UNESCO) approach for urban development. HUL has six Critical Steps and four Tools Categories relating to community engagement, knowledge and planning, regulatory system and financial instruments. The HUL public participation component has materialized variably across the adopting cities, challenged by the local implementation capacity. In response, we have singled out two research questions revolving around the participants’ characteristics and participation methods.

Design/methodology/approach

This study instrumentalizes case studies as a research methodology and thematic literature as a theoretical context. The HUL projects for Ballarat, Australia and Cuenca, Ecuador have been selected as sources of published information because they exhibit comparative differences in completing community engagement. We have compared the community engagement accounts of the two cities.

Findings

The Ballarat and Cuenca HUL project accounts point out to commonalities and variances in responding to the HUL public participation mandate. The findings for the participants’ characteristics involve project setting, participants categories and participants empowerment; the findings for the participation methods involve initial preparation, domestic and international expertise and public conversation.

Originality/value

The results of the study help define public participation practices in HUL project implementations. The results present an opportunity for city officials, HUL project planners and field administrators for making informed decisions particularly in relation to the two public participation domains, the participants’ characteristics and the engagement methods.

Abstract

Purpose

Foreign residents in Japan are classified as one vulnerable group at risk of disasters. Therefore, various measures are in place to engage, educate and offer first-hand experiences of disaster countermeasures required to overcome systematic disaster preparedness problems. However, the need for Japan to prevent the spread and infection of COVID-19 has necessitated measures that prohibit public gatherings and other social activities. This study aims to look at how these arrangements have impacted public engagement approaches to disaster preparedness for foreign residents within the Tokyo Metropolitan Area.

Design/methodology/approach

This study identifies local organizations and examines their methods of engagement that enhance the disaster preparedness of foreign residents in the Tokyo Metropolitan Area. The activities are examined in the context of when there was no COVID-19 pandemic and the current state of the pandemic. A change in activities attributed to the COVID-19 pandemic is then extracted and explained through field surveys and interviews with the relevant organization.

Findings

This study reveals that most disaster preparedness activities were best accomplished through in-person engagements. Nevertheless, online engagements have become the alternative option because of COVID-19 infection prevention. This change has widen the coverage of some activities but major setbacks include events cancelations and technical and technological challenges attributed to using online platforms.

Research limitations/implications

This study did not examine the effectiveness of pre-COVID-19 pandemic engagement approaches and current changes attributed to the pandemic; many public engagement literatures acknowledge success to include the number of participants, the abilities of organizations to find ways to effectively and positively engage their stakeholders for meaningful partnerships, the number of clicks, access to a website and comments made online. Therefore, as organizations in this study have shown a glimpse of the above characteristics, there are indications of some level of effectiveness in their engagement approaches even amid a pandemic.

Practical implications

To avoid such situations in the future, there is the need for the Tokyo Metropolitan Government, local governments and associated organizations to develop public engagement approaches that are flexible to resist or cope with in-person, remote encounters, or sudden circumstances that could potentially derail planned activities.

Social implications

The most effects attributed to the COVID-19 pandemic are the cancelation of many disaster drill exercises, community disaster walks, training of volunteers for foreign residents’ assistance and many hours of “Yasashii Nihongo” lesson. The cancelation of activities is a setback to the efforts of self-help and mutual aid campaigns by authorities to reduce the impacts of disasters.

Originality/value

The spirit of inclusion has been an embodiment of disaster management approaches in Japan for years for which policy recognitions have been tagged along the dimensions of public aid, self-help and mutual aid. These are aimed at engaging the populace, especially foreign residents in disaster training and exercises, language study and other communal activities for disaster preparedness. However, to prevent the spread of COVID-19, there have been a series of restrictions on gathering and inter-personal public engagement activities in Japan. As foreigners are classified as the most vulnerable to disaster in Japan, it is important to understand how these restrictions will/are affecting the efforts of integration and disaster preparedness, which are a crucial part of the Government’s effort to reduce casualties and damage in the anticipated Nankai megathrust earthquake. Besides the results being useful for government interventions, it also adds to the knowledge of the repercussion of COVID-19 and how to plan for emergencies.

Abstract

Purpose

The purpose of this exploratory study is to investigate why and how public health agencies employed social media during coronavirus disease 2019 (COVID-19) outbreak to foster public engagement and dialogic accounting.

Design/methodology/approach

The authors analysed the official Facebook pages of the leading public agencies for health crisis in Italy, United Kingdom and New Zealand and they collected data on the number of posts, popularity, commitment and followers before and during the outbreak. The authors also performed a content analysis to identify the topics covered by the posts.

Findings

Empirical results suggest that social media has been extensively used as a public engagement tool in all three countries under analysis but – because of legitimacy threats and resource scarcity – it has also been used as a dialogic accounting tool only in New Zealand. Findings suggest that fake news developed more extensively in contexts where the public body did not foster dialogic accounting.

Practical implications

Public agencies may be interested in knowing the pros and cons of using social media as a public engagement and dialogic accounting tool. They may also leverage on dialogic accounting to limit fake news.

Originality/value

This study is one of the first to look at the nature and role of social media as an accountability tool during public health crises. In many contexts, COVID-19 forced for the first time public health agencies to heavily engage with the public and to develop new skills, so this study paves the way for numerous future research ideas.

Purpose

COVID-19 vaccinations face a backdrop of widespread mistrust in their safety and effectiveness, specifically via social media platforms which constitute major barriers for the public health sector to manage COVID-19 (and future) pandemics. This study provides a more nuanced understanding of the public's engagement behavior toward COVID-19 vaccinations.

Design/methodology/approach

Using Netnography, this study explores the public's interactions with vaccine communications by the WHO via Facebook. From WHO posts about the COVID-19 vaccination 23,726 public comments on Facebook were extracted and analyzed.

Findings

Building on crisis communication, health and engagement literature, this paper identifies and conceptualizes seven patterns of engagement behavior toward the COVID-19 vaccination and develops the first framework of relationships between these patterns and the extant vaccine attitudes: vaccine acceptance, hesitancy and refusal.

Practical implications

This paper helps policymakers identify and adapt interventions that increase vaccine confidence and tailor public health services communications accordingly.

Originality/value

This research offers the first typology of patterns of engagement behavior toward COVID-19 vaccinations and develops a framework of relationships between these patterns and the existing understanding in health literature. Finally, the study provides data-driven communication recommendations to public health service organizations.

Abstract

Purpose

The authors aim to review a five‐year multi‐study research programme on the role of public dialogue in the social and cultural sustainability of biotechnology developments in New Zealand.

Design/methodology/approach

The authors conducted a critical review of all the published research products from a five‐year government‐funded study of the cultural and social aspects of sustainable biotechnology in New Zealand.

Findings

The review research highlights how New Zealand Government policies on biotechnology, which motivated the research programme, were fore‐grounded on economic progress and competitive positioning. Thus, debate on sustainable biotechnology issues became cast in economic and technical terms, while public dialogue became seen as diversionary and unsubstantiated. The analysis concludes that the programme was ineffective in influencing government policy and fell victim to the very problem of science governance that its purpose was designed to address.

Research limitations/implications

The research develops implications regarding the ability of government‐funded sustainability research to influence policy.

Originality/value

The review focuses on the purpose, content, outcomes, and context of the research programme and identifies a number of key themes that arose from the programme that are useful for other sustainability policy researchers. The reviewers conclude that this case demonstrates that the marketization of the public sphere depoliticises the social and cultural construction of the nation's future.

Between 2002 and 2018, at a time when UK universities were being increasingly measured in economic and financial terms, Staffordshire University established a dedicated public engagement unit. Staffed by an experienced team of “pracademics” (Posner, 2009), the Creative Communities Unit (CCU) engaged with community members and voluntary organizations through teaching, research, and consultancy. Underpinning CCU practice was a clear set of principles influenced by those of community development, including participation, inclusion, and action-driven practice. However, despite strong community connections the work of the unit remained isolated with little coordination for public engagement at a strategic level in the university.

This chapter charts the work of the CCU over its lifespan and its influence on a strategically embedded Connected Communities Framework through which civic engagement is supported across the institution. It explores how the alignment of grass roots activity through the CCU, shifts in UK policy and a clear, institutional strategic vision for civic engagement enabled the move from public engagement as a small team activity to an institutional commitment. It concludes with a reflection on the enabling conditions that supported the journey toward a civic university.

Abstract

Purpose

This paper explores an opportunity for luxury fashion brands to strengthen their engagement with consumers through the arts and without undermining the exclusivity of the luxury product.

Design/methodology/approach

This paper is based on an interpretive qualitative approach aiming to specifically investigate Fondazione Prada – a contemporary art gallery owned and managed by the fashion brand Prada. Data were collected through semi-structured interviews and a focus group implemented with the “mystery shopper” technique. Template analysis was used to analyse the data.

Findings

Fondazione Prada has the potential for a deep engagement, but specific lack of dialogue and interaction needs to be addressed. Learning from and sharing values with the public through a two-way peer conversation elicited by contemporary art will benefit both the foundation and the fashion brand, in generating value as the result of a spillover effect. Thus, a significant competitive advantage might be gained.

Originality/value

This paper extends work on consumer brand engagement in physical and non-commercial “brand's places”, by evaluating the engagement provided by contemporary art foundations owned by luxury fashion brands. By leveraging the engaging nature of contemporary art, luxury fashion brands could provide an inclusive and engaging experience without undermining the characteristic of exclusivity of the luxury product and hence, gain a significant competitive advantage for the brand.

Abstract

Purpose

The purpose of this paper is to examine how a company’s symmetrical internal communication efforts could influence its employees’ perception of relationship outcomes with the company and the subsequent employee communication behaviors about the company to others and their turnover intention. Additionally, the mediation effects of employee-organization relationship (EOR) quality between symmetrical internal communication and employee engagement were tested.

Design/methodology/approach

The study collected the data from a survey of randomly selected 438 individuals who work as sales representatives of the case organization. Respondents were randomly selected through stratified sampling. For the overall statistical procedure, this study adopted the two-step structural equation modeling: on the basis of the final measurement model analysis from confirmatory factor analysis, the proposed structural model was tested using latent variables.

Findings

The findings of this research clearly demonstrate: employee/internal communication management is linked with employee engagement; employee engagement enhances supportive employee communication behaviors and reduces turnover intention. Also, the mediation results show strong mediation of EORs on the effects of symmetrical internal communication on employee engagement.

Research limitations/implications

Employees’ communication behaviors such as megaphoning and scouting have special strategic values to organizations. With information seeking, selecting, forwarding, and sharing behaviors of employees, organizations may obtain more valuable information than through formal procedures and channels. Professional literature has long been supporting the importance of fostering positive employee communication behaviors (ECBs), suggesting that WOM and information from the employees deemed as most trustworthy by the external publics. ECBs about their organizations may be viewed as a testament of the quality of EOR. This study results show that employee engagement plays a key role in creating positive ECBs.

Practical implications

Pragmatically, as noted in the findings, symmetrical communication is an important factor that leads to positive ECB. To facilitate employees’ favorable communication regarding an organization, therefore, the organization needs to practice a two-way, employee-centered symmetrical communication system in its everyday communication management. Communication managers are advised to nurture internal communication practices that listen to the employees and invite their participation in addition to providing complete and fair information to employees. Second, by showing the significant positive influence of EOR on employee engagement and ECB, the finding of the study suggests that strategic relationship management with internal publics affect overall management effectiveness. Hence, organizational managers need to adopt various relationship cultivation strategies in their communication with employees, which have been previously proposed by several studies.

Originality/value

The findings of the study demonstrated that the effects of employee relationship management and symmetrical internal communication indeed exist beyond ECBs to the actual managerial outcomes. The findings also suggest a three-stage model of employee communication management: employee/internal communication management antecedents; employee engagement; and supportive outcomes of effective employee communication programs, such as supportive/extra ECBs.

Abstract

Purpose

The purpose of the study was to explore the contribution and determinants of employee engagement (EE) in the public sector.

Design/methodology/approach

A cross-sectional survey was used based on a deductive research approach. Data were collected and analysed quantitatively. The quantitative data were collected using a questionnaire from a sample of 248 civil servants.

Findings

Research findings indicate that prioritising the development of engaged workers reap substantial rewards for organisations in terms of productivity, efficiency and effectiveness. Findings further show that employees who are involved at work have been shown to perform better than their colleagues. The research accordingly recommends organisations to invest in ensuring EE as this has direct link to outcomes related to performance, which ultimately leads to optimisation of organisational resources and competitive advantage.

Originality/value

The study provides a critical analysis of the factors that determine EE in the public sector. EE, as a driver of public sector organisational effectiveness, is an area of research that has received little attention in the African milieu. This research provides a detailed understanding of EE as a tool for improving public sector performance and, as a result, lowering the performance gap and waste. EE is a product of the structural characteristics of the organisation as well as the parameters within which psychological presence of an employee is activated. EE, therefore, engenders employee support to pursue organisational goals in a coordinated system of collaboration.
