Xi Jinping’s speech on the theme of “Continuously Exploring the New Zeitgeist of Marxist Political Economy in China,” dated back to November 2015, has illuminated the historical background, social roots, practical basis, basic characteristics, Zeitgeist, ideological realm and other issues relative to the development of “Systematic Economic Theory” with Chinese characteristics (hereinafter referred to as SETCC). The paper aims to discuss these issues.

Exploring the SETCC marks a fundamental postulation for the development of contemporary Chinese Marxist political economy, and an important indicator of the Chinese wisdom thereof.

Unswervingly adhering to the new development concept as the leading factor, General Secretary Xi Jinping’s elucidation of the theoretical propositions and practical topics of building a modern economic system has, starting from the five aspects of development mainline, strategic support, fundamental approach, necessary road and institutional guarantee, and their interrelationships, unfolded new connotations and opened up a new realm of Xi’s New Economic Zeitgeist with new explorations on the structure and system of SETCC.

This paper first explains the development of Xi Jinping’s economic thoughts and reveals its systematization characteristics.

The socialist political economy with Chinese characteristics reflects the characteristics of ushering into a new era, and the research object thereof shifts to productive forces. Emancipating and developing productive forces and achieving common prosperity become the main theme. Wealth supersedes value as the fundamental category of economic analysis.

The theoretical system of socialist political economy with Chinese characteristics cannot proceed from transcendental theories but is problem-oriented. Leading problems involve development stages and research-level problems.

The economic operation analysis is subject to the goal of optimal allocation of resources with micro-level analysis focused on efficiency and macro-level analysis focused on economic growth and macroeconomic stability also known as economic security. The economic development analysis explores the laws of development and related development concepts in compliance with laws of productive forces. The new development concepts i.e. the innovative coordinated green open and shared development drive the innovation of development theory in political economy.

Accordingly, the political economy cannot study the system only, but also needs to study the problems of economic operation and economic development. Therefore, the theoretical system of the political economy tends to encompass three major parts, namely economic system, economic operation and economic development (including foreign economy). The basic economic system analysis needs to understand the relationship between public ownership and non-public ownership, between distribution according to work and factor payments, and between socialism and market economy from the perspective of coexistence theory, thus transforming institutional advantage into governance advantage.

As China embarks upon a new era of high-quality development, it is increasingly important and imperative for China’s economic development to live up to its real nature, which is to satisfy people’s growing needs for a better life. The paper aims to discuss this issue.

The paper attempts to discuss the implication of HQD and its related theoretical issues from the basic theory of economics, and literature review. It is necessary to return to Marx’s “dual character of commodity” to check the theoretical foundation of this issue, based on the duality methodology, namely, the duality of the value of use and the value of exchange.

The purpose of this paper is to investigate and compare the managerial perceptions on the similarities and differences in the FEI concepts between software industry and the traditional industrial sector.

The research approach of this paper can be categorized as a case study. Causal cognitive maps are used as graphic tools for collecting and analyzing the perceptions of selected experts about the concepts of FEI, and for recognizing the perceived interrelationships between these concepts.

This form of participation gives new information, related to consumers' residential choice, unlike those environments produced by using other participation methods.

The empirical study is based on innovation theory where end‐users are primary stakeholders in the innovation process, and even innovators themselves. A case study of a new participation method based on a two‐phase internet questionnaire is used to research practical solutions in integrating end‐users into urban planning process.

This paper demonstrates that the widely used theory of communicative action in planning and its aim of increasing citizens' activity in planning and development processes can be developed to the stage that it also includes future inhabitants as stakeholders. Thus urban planning processes become innovative and customer‐oriented through their openness, end‐user orientation and interpretative nature.

The case study findings indicate that the new participation method described here gives flexibility and benefits to all stakeholders and is a method to create consumer‐desirable neighbourhoods. Engaging future inhabitants in planning processes opens previously unseen potential for including consumerist possibilities for cities and developers. With the development of social productive forces and the advancement of agricultural practices since the founding of New China, the connotation of agricultural modernization with Chinese characteristics has undergone a process from formation to continuous expansion and deepening.

Its evolution can be roughly divided into four stages: the exploration stage, the formation stage, the establishment stage and the deepening stage. The historical evolution of the connotation of agricultural modernization with Chinese characteristics demonstrates four typical characteristics, namely increasingly scientific logical premise, continuously diversified orientations, increasingly improved core contents and progressively maturing strategies of development.

The achievements of agricultural modernization have laid a solid foundation for China's industrial modernization and the rapid development of the national economy. Meanwhile, the authors have identified through practical exploration a path of agricultural modernization with Chinese characteristics. In recent years, academic research on the connotation of agricultural modernization with Chinese characteristics has gradually heated up, and relevant achievements have emerged constantly.

The Communist Party of China (hereinafter “CPC”) has placed considerable emphasis on agricultural issues and has been committed to promoting agricultural modernization since the founding of New China. Through long-term persistence and unremitting efforts, China has made remarkable achievements in agricultural development: significantly improved agricultural production conditions and agricultural output capacity, constantly optimized agricultural structure and steadily increased the income of farmers.

The purpose of this paper is to promote the theoretical innovation of socialist economics with Chinese characteristics in these areas.

We must “excavate new materials, discover new problems, propose new ideas, and construct new theories from the practice of China’s reform and development.”

Giving full play to the government’s role in realizing optimal allocation of resources required for the public economy to better exert its control, influence and guidance, and at least assume the following three responsibilities. The first is to iron out the economic cycle. The second is to lead the industry to upgrade. The third is to ensure national economic security.

Within the Mondragón Valley – an industrial heartland in the Basque Country, in the North of Spain – there has been a growing need for a practical model of the new product development (NPD) process which fulfils a variety of needs, notably the integration of strategy and technology considerations.

The paper is based on a review of the state of the art in the NPD field, focusing on the use and limitations of both established and newer models for guiding product development. This is combined with the experiences of managing real NPD projects for companies in the Mondragón Corporación Cooperativa over the past several years.

The paper presents the Ikerlan new product creation (NPC) model, designed primarily in response to area needs, which attempts to combine the most useful aspects of existing NPD models.

In the first instance, the model is created for use by companies in the Mondragón Valley – therefore it may not be possible to generalise findings, yet the paper may be instructive in showcasing the real industrial innovation needs of a European region. The model evolved from several notable works in the NPD community which may address these limitations in part.

The model may be used as a basic guide for aspects including NPD outsourcing, idea generation and, ultimately, reducing time to market. This is specifically tailored to companies in the Mondragón Valley. However, depending on the operating context certain aspects may be transferable to other European areas.

The paper details the industrial context, introducing the Mondragón cooperative – the largest industrial cooperative in the world with over 100 companies in seven industrial sectors – the academic context, discussing state of the art in NPD processes and models, and concludes with short industrial cases which show the potential use of the developed model. As such, insight is presented into a European area with a tradition of innovation, together with some of the challenges it faces in the years ahead. A new NPD model, combining the most useful aspects of existing models may also be of use to certain members of the academic and industrial communities.

The proportional distribution of social labor is a general law governing human social and economic activities, also a law discovered by Marxist political economy that governs socialist economic operations and development based on public ownership.

This law draws on Marx's vision of future society, but how it is adopted is not only subject to the way a country's economy interacts but also to the influence of a country's historical and cultural traditions. Generations of the CPC and state leaders since Mao Zedong have made unremitting explorations for its application.

As socialism with Chinese characteristics enters a new era, the Party Central Committee with Comrade Xi Jinping at the core adheres to the standpoints, viewpoints and methods of Marxist political economy, draws from the splendid Chinese traditional culture that values integrity, peace and harmony of all, builds on the reality of China's socialist market economy development, has summed up the features of socialist economy development with Chinese characteristics, and has proposed the five-sphere integrated plan, the four-pronged comprehensive strategy.

The new development concept of “innovation, coordination, green development, openness, and sharing” for socialism with Chinese characteristics, all reflecting the Party's deepening understanding of coordinated development, the gradual formation of the general thought and policy methods of the country's economic regulations based on the coordination and balance of economic structure, the continuous explorations to open a new chapter of contemporary Marxist political economy, China's experience and wisdom, and the Party's confidence in the theories it applies, the road it takes, its system and its culture. The coordination and balance of economic structure are a major theoretical innovation of socialist political economy with Chinese characteristics in the new era.
