Abstract
Purpose
The purpose of this paper is to suggest a model that incorporates critical factors contributing to the success in new service development (NSD) projects in electronic government (e‐government).
Design/methodology/approach
After a brief introduction to e‐government and NSD in respect to models for successful implementation, the authors justify and build on the existing literature that advocates the use of critical success factors (CSFs) to study the implementation of these projects. They suggest a model that incorporates the determinants of success or failure for a new service through a set of variables.
Findings
This paper proposes a framework, which is believed to help with the empirical research of CSF in NSD. The suggested framework attempts to bring experience in leadership and coordination of work theory and practice together by synthesising the existing literature with real‐life experience.
Research limitations/implications
The paper contributes to the e‐government implementation literature in terms of suggesting a model that takes under consideration important CSF for implementing NSD.
Practical implications
The projects a number of implications for public sector scholars as well as administrators. A vast amount of taxpayer money can be saved if decision makers can promptly identify potential waste of funds in prone‐to‐failure projects.
Originality/value
The research aims at providing a better understanding of the underlying factors and dimensions that describe NSD in e‐government through the suggestion of a model that takes under consideration important CSF for implementing NSD. Therefore, it expands the scope of NSD research in e‐government context, stating the need for more research to be conducted regarding the NSD in e‐government using CSF. By identifying the potential success or failure of future projects a number of implications for public sector scholars as well as administrators comes to light.

Abstract
Purpose
Firms within industrial clusters are subject to challenges such as globalization, limited resources, volatility of international markets and financial instabilities. 4th party logistics (4PL) service providers are supporting individual firms to overcome such challenges by using collaborative operational capabilities from within an industrial cluster to their enhance competitiveness. The purpose of this paper is to focus on China and proposes a collaborative operational capabilities framework to illustrate the role of 4PL in industrial cluster competitiveness.
Design/methodology/approach
The paper follows an extensive literature review and structured interviews in two types of clusters, drawing on resource-based view and importance-performance matrix analysis.
Findings
The paper proposes six elements (that is, synergy of logistics, expansion of industrial chain, financial ability, creativity and innovation ability, cooperation of companies and flexibility of supply chain) that comprise collaborative operational capabilities, and highlights the role of “creativity and innovation ability” and “supply chain flexibility” in the use of 4PL for industrial cluster competitiveness in Chinese context.
Research limitations/implications
The paper focusses on China and hence it could also be tested in the developed countries’ context with the support of large-scale empirical data to investigate further its usefulness and to identify other constraints.
Originality/value
The study contributes to the 4PL literature in that it proposes a framework that extrapolates the importance of 4PL in industrial cluster competitiveness in China.

Abstract
Purpose
This study aims to provide a literature review and bibliometric analysis of sustainable supply chain management using big data. We reviewed the literature on sustainable supply chain management under big data from 2012 to 2019 and extracted 777 articles.
Design/methodology/approach
We conducted quantitative analysis and data network visualization of the chosen literature, including authors, journals, countries, research institutions and citations.
Findings
We discovered that the development of this interdisciplinary field has gained increasing popularity among researchers around the world, such as China and the US publishing the most articles and Western states having more cooperation, which indicates this research topic is growing in significance globally.
Originality/value
Scientific and technological revolutions such as big data have been incorporated in various industries. Modern supply chain management has also been combined with the advances in data science to achieve sustainability goals. No studies have reviewed the sustainable supply chain management based on big data. This study fills this gap.

Abstract
Purpose
International Journal of Logistics Management (IJLM) celebrated 30 years of its publication in 2019. This study provides a retrospective overview of the IJLM articles between 1990 and 2019.
Design/methodology/approach
The authors applied bibliometrics to study and present a retrospective summary of the publication trends, citations, pattern of authorship, productivity, popularity depicting influence, and the impact of the IJLM, its contributors, their affiliations, and discusses the conceptual layout of IJLM's prolific themes.
Findings
With 23 yearly articles, IJLM contributed 689 specialized research papers on Supply Chain Management (SCM) by 2019. Authorship grew by 42 new contributors adding up to 1,256 unique IJLM authors by 2019. Each of its lead contributors associated with 1.55 other authors to contribute an article in the journal among which 93% are cited at least once. Survey-based research dominated in last 30 years. The h-index of the journal is 73 while its g-index suggests that 133 IJLM articles were cited at least 17,689 times in Scopus. IJLM authors affiliated to the Cranfield University and the US contributed the highest count of articles. Bibliographic coupling analysis groups IJLM articles into eight bibliographic clusters while network analysis exposes the thematic layout of IJLM articles.
Research limitations/implications
The literature selection is confined to the Scopus database starting from 1990, a year before the inception of the IJLM, thereby limiting its scope.
Originality/value
This study is the first retrospective bibliometric analysis of the IJLM, which is useful for aspiring contributors.

Abstract
Purpose
A globalized world demands proactive tactics from organizational supply chains. Companies should be capable of mitigating the impacts of natural and manmade disasters, which requires that they understand their stages of maturity and resilience. This study develops a theoretical model of the relationship between maturity and resilience, seeking to guide decision-making about aligning these two concepts.
Design/methodology/approach
A systematic literature review was conducted to identify the constructs that form the basis for our proposed maturity and resilience model.
Findings
The authors identified the key constructs related to maturity and resilience by analyzing the existing literature and selected 13 constructs and 3 maturity stages to construct our maturity and resilience model.
Research limitations/implications
This research contributes to the supply chain management literature, especially that involving the themes of maturity and resilience. It can encourage research to develop future empirical research in the field to validate and overcome the limitations of the initial model the authors propose.
Practical implications
The authors’ proposed model supports supply chain managers in establishing strategies to increase resilience based on the maturity of the chains they manage, enabling them to face crises such as the coronavirus disease 2019 (COVID-19) pandemic.
Originality/value
The model presents a holistic view of maturity and resilience in supply chains contributing to supply chain theory by examining the alignment between the two themes.

Abstract
Purpose
The food industry is directly related to the health of humans and society and also that little attention has been paid to the assessment of sustainable supply chain risk management in this area, this will be qualified as an important research area. This study aims to develop a framework for assessing the sustainable supply chain risk management in the realm of the food industry (confectionery and chocolate) with a case study of three generic companies denotes as A1–A3. The proposed risk management was evaluated in three aforementioned manufacturing companies, and these three companies were ranked by the Fuzzy-Weighted Aggregated Sum Product Assessment (F-WASPAS) method in EXCEL.
Design/methodology/approach
The evaluation was carried out using integrated multi-criteria decision-making methods Best-Worst method (BWM)-WASPAS. Via an extensive literature review in the area of sustainable supply chain, sustainable food supply chain and risks in this, 9 risk criteria and 59 sub-criteria of risk were identified. Using expert opinion in the food industry, 8 risk criteria and 39 risk sub-criteria were identified for final evaluation. The final weight of the main and sub-criteria was obtained using the F-BWM method via LINGO software. Risk management in the sustainable supply chain has the role of identifying, analyzing and providing solutions to control risks.
Findings
The following criteria in each group gained more weight: loss of credibility and brand, dangerous and unhealthy working environment, unproductive use of energy, human error, supplier quality, quality risk, product perishability and security. Among the criteria, the economic risks have the highest weight and among the alternatives, A3 has obtained first ranking.
Originality/value
Modeling of risk for the food supply chain is the unique contribution of this work.
