Abstract

In large parts of the world, income inequality has been rising in recent decades. Other regions have experienced declining trends in income inequality. This raises the question of which mechanisms underlie contrasting observed trends in income inequality around the globe. To address this research question in an empirical analysis at the aggregate level, we examine a global sample of 73 countries between 1981 and 2010, studying a broad set of drivers to investigate their interaction and influence on income inequality. Within this broad approach, we are interested in the heterogeneity of income inequality determinants across world regions and along the income distribution. Our findings indicate the existence of a small set of systematic drivers across the global sample of countries. Declining labour income shares and increasing imports from high-income countries significantly contribute to increasing income inequality, while taxation and imports from low-income countries exert countervailing effects. Our study reveals the region-specific impacts of technological change, financial globalisation, domestic financial deepening and public social spending. Most importantly, we do not find systematic evidence of education’s equalising effect across high- and low-income countries. Our results are largely robust to changing the underlying sources of income Ginis, but looking at different segments of income distribution reveals heterogeneous effects.

Abstract

This chapter focuses on a study, which investigates the question: How do teacher education policies match teacher education practices in Anglophone West Africa? Teacher education policy in this chapter refers to action statements in verbal or written form made by national education authorities/agencies about teacher education, while teacher education practice refers to the work that teachers do. Using the method of research synthesis, multi-layered, purposeful sampling of various data sources, Boolean and non-Boolean search strategies, qualitative and quantitative analytical procedures, the study identified over a hundred documents. Out of these, 77 documents met the criteria for inclusion in the study. The distribution of research outcomes by Anglophone West African countries were as follows: 18.2% were on Gambia, 27.3% were on Ghana, 10.4% were on Liberia, 24.7% were on Nigeria, and 19.5% were on Sierra Leone. From this research synthesis, it is evident that there is a gap between teacher education policy and practice in Anglophone West Africa. Most teacher education policies are “add-on,” meaning that they were formulated as part of a larger national policy framework on basic, secondary and tertiary education. In addition, the research synthesis found that Gambia, Ghana, Nigeria, and Sierra Leone are very similar in terms of their pre-service teacher training models, but differ in their in-service and professional development systems, while Liberia has a slightly different in-service model with varying durations. The limitations and implications of the findings for further comparative and international education research are discussed in the chapter.

Abstract

Recent refugee integration policy agendas include education on the lists, despite many other issues to address. Higher education can also be an instrument to prevent a generation of a war-stricken nation from becoming “lost” for not only for Syria but also Europe. Following the drastic inflow of (mostly young) refugees, Belgian higher education institutions started to work on fresh strategies and initiatives to embrace refugees in their university and colleges. Yet, the number of Syrian refugees at the Belgian universities does not exceed 400, while the estimated eligible young people are above 1,500. In order to increase the participation in higher education, national authorities and higher education institutions should re-work on flexible but efficient procedures for the recognition of degrees and prior gained qualifications. Moreover, all individual efforts by the colleges and the universities can be empowered by a collaborative network among all Belgian higher education institutes, governmental offices and the non-governmental organizations. Surmounting the lack of central coordination and developing a national action plan is needed. Short-term actions are immediately required to battle against the contemporary challenges with tertiary education access of the refugees; however, the need for actions that aim at long-reaching sustainability is eminent to secure refugees’ integration into their host communities.

Abstract

Does participation in tertiary education in Aotearoa New Zealand weaken or strengthen Samoan ethnic identity? Narratives of Pacific women graduates interviewed for a doctoral study of ethnic identity construction provide illustrations of how a process of ethnic identity formation is built up through interactions between groups and individuals within institutions where all members of society participate and come into contact with each other. Ethnic identity construction is influenced by both circumstantial situational factors and what people themselves bring into those circumstances (Cornell & Hartmann, 1998). The cultural backgrounds of this group of tertiary students are socially constructed within their families and churches. It is these backgrounds they bring with them into tertiary education contexts. The strengthening of ethnic identity, as experienced by this group of Samoan women graduate students, was unique, complex and at times contradictory.

The six member nations of the Gulf Cooperation Council (GCC) have witnessed a significant jump in the quality of education since only the 1970s—becoming sovereign because of boom in oil resources and petrodollar prevalence—to the extent that the level of their higher education system nearly fulfills all Organization for Economic Cooperation and Development (OECD) standards. Among successful criteria undertaken by the most GCC universities are establishing partnerships with other foreign universities in developed countries and following international organizations’, such as UNESCO and the World Bank, recommendations by focusing on establishing knowledge economies in line with globalization. Looking into the GCC success stories, the focus of this research paper is Egypt, after the country’s last revolution on January 25, 2011. The Arab Republic of Egypt has a strategic location worldwide, is a vital peace keeper, especially in the Middle East and the Arab region, and has a rich oriental heritage: cultural, social, and traditional, in addition to its unique pharaonic history. Suggested selection of some tools of assessment would be elaborated in the Methodology section to assess the quality of national tertiary education. This chapter aimed at generally highlighting some aspects of evolution of national post-secondary system during the last two decades in an effort to come up with findings and recommendations to promote country’s higher education system. As in many other developing countries, in Egypt the university constitutes a social and political hope, and is one of the pillars of social mobility and economic development for the country. However, professional endeavors are repeatedly turned down in finding a suitable job or at least entering the labor market, resulting in a rise in unemployment rate. This is due to, on the one hand, the nature of the labor market, hence the fact that the supply of graduates exceeds the market demand for them, and on the other hand, the negatively affected quality of higher education, especially in the public sector, mainly being overloaded, which produces weak qualified potential employees. This—among other factors—contributes to the downfall of country’s economy. Many who graduate from a stronger private system encounter difficulties in either being classified as overqualified, and hence get refused and are unemployed, or are placed in a position that under evaluates their capabilities, and hence with time lose enthusiasm or escape (brain drain). In conclusion, conducting a comparison between Egypt’s private and public universities, as expected beforehand, would be in favor of the former because of having better facilities and qualified faculty, earning higher salaries, in addition to the use of advanced equipment and technology in academic research. Therefore, this research intended to expand in future the comparison to include other countries from the Middle East and North Africa region—similar to Egypt in its economic and social compositions—for mutual benefits of learning from the best practices and successful models.

Abstract

Purpose

The purpose of this paper is to review three international frameworks, including the International Standard Classification of Education (ISCED), in relation to one country’s higher professional and vocational education system.

Design/methodology/approach

The frameworks were examined in the context of English higher work-related education, and areas of mismatch identified. These were investigated to identify the extent to which they were due to weaknesses in the national system or to limiting assumptions contained in the frameworks.

Findings

Assumptions based on stages of education are problematic in the context of lifelong higher and professional education, while more open, lifelong-learning oriented assumptions can be too skeletal to aid comparisons between systems of initial vocational education and training. Particular problems are identified with assumptions contained in the ISCED that do not reflect the reality of professional education.

Practical implications

International frameworks need to take account of patterns of learning that take place outside of formal institutions and throughout life, but which lead to equivalent outcomes. Nevertheless, it is not adequate to substitute assumptions based only on the level of achievement.

Social implications

The assumptions underpinning the ISCED in particular mean that equivalent achievements in different systems can be classified differently, leading to under-reporting of individual achievements, a lack of comparability in international statistics, and potential for policy distortion.

Originality/value

The paper builds on the work of Hippach-Schneider et al. by providing additional evidence, from a different national context, for issues relating to the ISCED in the context of higher professional and vocational education, and extends this analysis to the two major European frameworks.

Abstract

Purpose

To invoke Julian Le Grand's conceptual model of the interaction between human motivation and policy formulation in order to explain how motivational endogeneity in the university environment has distorted policy outcomes in the Australian higher education reform program.

Design/methodology/approach

Le Grand contends that changes in the perception of policy makers of both motivation and agency in the public sector have transformed public sector reform programs in the past two decades. However, because producers and consumers of public services react vigorously to different policy presumptions of their behaviour, a problem of endogeneity arises that may distort the intended outcomes of reform processes. This conceptual framework is applied to higher education reform in Australia from the so‐called Dawkins reform program in the late 1980s onwards.

Findings

Argues that the Le Grand model can shed light on the changes in Australian higher education that have occurred as a consequence of the ongoing reform process and account for at least some of the unintended negative consequences of the reforms.

Originality/value

The paper represents the first application of the Le Grand model to higher education reform.

Abstract

Purpose

The focus of this paper is on environmental protection, specifically within the context of green building at institutions of higher education (IHEs). One major reason why many IHEs are not undertaking sustainable building policies is the barriers to adoption. The lack of efficiency caused by these barriers to adoption of campus green building will be examined. The purpose of this paper is to identify the common barriers to adoption of green building initiatives at IHEs from multiple stakeholder perspectives and propose possible solutions.

Design/methodology/approach

The manuscript provides a general review of the lack of efficiency caused by the barriers to adoption of sustainable building policies at tertiary education institutions.

Findings

Campus sustainable building policies face various barriers to adoption of green building policies. Campus sustainable building policies face various barriers to adoption. These include lack of awareness among many stakeholders, incentives, champions, understanding of financial considerations, and occupant satisfaction. These barriers can be addressed through review of student perceptions, encouraging knowledge gains at larger wealthier IHEs, campus planning, offering financial motivations, employing a campus sustainability officer, and marketing green campus building initiatives. However, every stakeholder needs to be part of the collaboration and incentivized in order to reduce these barriers.

Practical implications

This manuscript should be helpful to campus community members as they are involved in crafting, implementing, and managing green building policies. As green building development is a contemporary issue among the higher education sector, this research should prove helpful to decision makers as it identifies barriers and solutions to these barriers. Furthermore, this research can assist practitioners when attempting to implement green building policies at their respective IHEs by helping them understand the barriers as well as potential solutions for these barriers to campus green building.

Originality/value

This general review uncovers barriers to green building in the higher education sector; a sector which historically is dearth on green building research. Furthermore, solutions are offered to address and overcome these barriers from multiple stakeholder perspectives within this sector.
