Data on the food system's impact on environment, society and health point to a policy mismatch between current food consumption trends and long term viability. The role of public policy in this state of affairs requires critical attention. Public policy is generally weak and still dominated by a fixation on productionism and failing to integrate equally pressing concerns. Instead the facilitating power and responsibilities of the state are too often side-stepped. A new public policy approach is required that addresses the multi-criteria nature of how we assess contemporary food systems and their challenges. The role of the state is key to any transformation but states have been weak to support the creation of better infrastructure that would normalise what society and ecosystems really need namely sustainable diets from sustainable food systems. A genuinely systemic policy approach is required for urban populations, one which gives equal emphasis to all sector of food supply chains, not just primary production. The chapter explores ideological and practical logjams which hinder the pursuit of twenty-first-century progress. These include a reluctance to confront limitations in mainstream economics and uncritical acceptance of consumer power. Only the state has the potential legitimacy to facilitate a food system transformation and to provide the foundational economy which would normalise low impact living and eating.

Public library management literature and public administration theory have been unduly influenced by economic thinking appropriate to the private sector but a poor fit to the public sector. In this chapter we attempt to explain that public sector interests are different and that decisions about their future should be made on a different basis. Specifically, this chapter addresses the problem of cutback management and compares decisions made by library managers in the Great Depression to those being made in current economic times. Questions are raised about the approach to cutbacks that typify current public management practices, and it is suggested that new models are needed to help public library managers and trustees deal equitably and efficiently with recurring economic fluctuations and the fundamental changes that these periods sometimes produce.

This chapter examines aggression at work perpetrated by individual insiders by bringing together streams of research that have often been examined separately. A comparison of the similarities and differences of aggression toward individuals, such as verbal abuse or physical attack, and aggression toward organizations, such as embezzlement or work slowdowns, is shown to provide important insights about the causes and consequences of workplace aggression. We propose a comprehensive model based on the integration of prior theoretical treatments and empirical findings. The model attempts to offer a framework to systematically examine psychological and organizational mechanisms underlying workplace aggression, and to explain the reasons why workplace violence policies and procedures sometimes fail. A set of research propositions is also suggested to assist in achieving this end in future research.

The potential impact of farmer's innovations for the development of food regimes is the topic of this chapter. Two case studies analysed from the perspective of strategic niche management show that there is niche formation visible as an alternative to the dominant modern food regime. These innovations are based upon the active rediscovery of marginalised and often forgotten knowledge and result in effective linkages between old and new knowledge. This retro side of innovations can have a large potential for developing viable alternatives for rural development. Social scientists play an important role in the understanding of the retro side of innovations and its potential and influence on the prevailing knowledge and information systems inside and outside of the scientific domain.
