Abstract

Purpose

The purpose of this paper is to assess the progresses made by the Potenza province in implementing #weResilient strategy, a risk-informed sustainable development policy-making action at territorial/local levels based on a structural combination of environmental sustainability, territorial safety and climate change contrasting policies; results obtained in supporting and coordinating the municipalities of the provincial territory for creating local conditions to manage risks and sustainable development with a multiscale and multilevel holistic approach based on a wide-area outlook and so contributing directly to the SFDRR Target E, SDGs 11 and 13 and to other goals and targets; The effectiveness of the accountability system on which the approach is based.

Design/methodology/approach

The conceptual basis: A strong governance based on multi-stakeholder and community engagement; The interdisciplinary nature of risk; Enhancing local resilience is an essential pre-condition for achieving all of the SDGs; Downscaling the experience of Potenza Province to the urban context; 10;The design: Description of #weResilient, the multiscale and multilevel approach in Local Resilience and sustainable development adopted by the Province of Potenza: the Vision and institutional commitment; the accountability; the multi-stakeholder engagement; community and people-centered iaction; the achieved results; the critical points. Description and analysis of the performed supportive actions to the municipalities with a subsidiary and wide-area approach.

Findings

A significant progress in establishing the basis for a risk-informed decision-making at local level; Further significant progresses in promoting inclusive Resilience across the provincial territory; Progress in Implementation of the Sendai Framework for Disaster Risk Reduction and disaster risk-informed Sustainable Development at local level, including in support of the 2030 Agenda, the Paris Agreement and the New Urban Agenda. Achievements and progresses made in local communities engagement; Achievements in performing actions for including communities and people in relevant institutional decision making processes, building capacities, developing capabilities, raising awareness, increasing political will and public support in local disaster risk reduction and achievement of the SDGs.

Research limitations/implications

The paper is a field-testing of the implementation results of the #weResilient strategy, a risk-informed sustainable development policy-making action at territorial/local levels based on a structural combination of environmental sustainability, territorial safety and climate change contrasting policies; of the coherence of the multiscale and multilevel approach in integrating risk informed and sustainable development pathways; of the improved governance at urban level thanks to the downscaling of the strategy.

Practical implications

Transforming DRR and Resilience to disasters into real “structural” policy-making and actions to be implemented by coordinating territorial and urban development and land-use, with a wide area vision and holistic approach is crucial for the effectiveness of the territorial sustainable development. Moreover, participatory mechanisms can boost althe political will and consequently the related public support. The bottom-up approaches, especially when structured on well defined and clear strategies and supported by concrete actions, are a strategic tool for enhancing the institutional commitment and for enriching the implementation paths also with additional and innovative strategic solution.

Social implications

In the #weResilient strategy implementation most of the efforts have been devoted to setting-up a complex system of progressive engagement having the main purpose of entrusting and engaging key-actors and community in the institutional policy-making regarding territorial and urban sustainable and resilient development. Engaging community in decision-making processes allows governments to tap into wider perspectives and potential solutions to improve decisions, services and actions. At the same time, it provides the basis for productive relationships, improved dialogue, increased sense of belonging and, ultimately, concrete better democracy.

Originality/value

Multiscale and multilevel holistic approaches in downscaling local well defined Resilience and Sustainable Development integrated strategies (#weResilient) provide for the best approach in terms of future growth. Setting a vision, outlining a strategy and implementing actions on those elements with multiscale and holistic approaches is key- success of every local long-term development; various worldwide leading experiences demonstrated by particularly shining governments are a tangible proof of it. So, the value of this work is to illustrate a concrete example of translation of words into actions so to provide guidance and inspiration to other worldwide governments in performing similar path.

Abstract

The conceptual foundations, principles, and mechanisms of territorial branding concerning the prospects of rural development in the Third World countries are the subject of the study. The systematization and study of the problems and experiences of territorial branding as a technology of development and overcoming of poverty in the agrarian society of Ukraine is the purpose of the paper. The socioeconomic condition of the modern agrarian society of Ukraine is analyzed with explaining the nature and extent of poverty in rural areas. The basis of the research was the thesis on the expediency of social stratification, including explanation of the causes of poverty by the criterion of economic behavior of individual groups of agents. The data obtained are available in adjusting further agrarian reforms, especially regarding its social orientation, where it should be involved: sociological stratification of groups of agents of each community to identify and stimulate an economically active society, analysis of the causes of the spread and nature of poverty in this rural area, determination of domestic sources of economic growth for local economy, and the implementation of these factors in the process of modernizing of economic relations.

The main method of research was the study of the unique experience of individual rural communities. The methodology of the study foresaw the study of the prospects of rural development of the post-industrial type through the determining role of the factor of territorial branding. Monitoring the potential of territorial branding for rural areas of Ukraine using SWOT analysis has shown the uniqueness of risks, limitations, and prospects. It has been established that the conditions of neutralization of weaknesses and risks are in the combination of economic (primarily investment) and cultural and political initiatives, where a significant role belongs to the effects of community self-organization. At the same time, the prospects are due to the presence of unique institutional assets, natural, climatic and economic conditions, and possible perception of the idea of the rural population as such, which does not contradict the basic cultural values. The emphasis is placed on the fact that the realization of rural development in Ukraine as a national policy should take into account that Ukrainian rural communities remain “difficult,” mostly depressed economies, where the level of economic activity is traditionally low and unemployment is high. At the same time, studying the experience of the effectiveness of territorial branding allowed to generalize and classify the factors of brand-forming content for the rural areas of Ukraine, which became (1) a unique institutional history; (2) landscape and recreational potential; (3) special economic behavior of local inhabitants; (4) investment attractiveness of the territory; (5) unique economic specialization of the territory; (6) tourism activity; and (7) the role of local government. Significant socioeconomic effect of these examples is fixed. The area of application of these results is, first of all, the activity of local authorities of rural communities, nongovernmental organizations, and universities, as well as regulatory policy in terms of decentralization.

Abstract

Purpose

This paper aims to explore how territory impacts on entrepreneurial families’ (EFs) embeddedness to unveil the role that territories play on the continuity and development of EFs.

Design/methodology/approach

To study complex contexts where subjective realities are analyzed, a constructivist qualitative approach is recommended. Given that, this paper develops a qualitative methodology in which 25 semi-structured interviews were carried out and analyzed based upon the use of ATLAS.ti, following an open-coding approach.

Findings

This paper found out that the territory can condition EFs’ embeddedness in different ways. First, through the cultural embeddedness, the shared territorial understanding of values and norms inherited by the history of the territory. Second, by the political embeddedness, i.e. the power exercised by territorial economic actors and non-market institutions. Third, through the structural embeddedness generated by the territorial social networks and the generation of close relationships and finally, through the so-called cognitive embeddedness, the territorial actors’ representations, interpretations and meanings. These four modes of territorial embeddedness are unfolded in a set of 16 territorial factors that impact on EFs’ embeddedness. Most of the identified factors, 14 out of the 16, are acting mainly over one of the embeddedness modes studied (cultural, political, structural and cognitive), while two of them, because they are operating simultaneously on various modes of embeddedness, have been considered transversal factors.

Originality/value

EFs have, to a great extent, been recognized as major generators of positive externalities in the territories in which they are located, and to date, the literature has focused on the impact that firms and family firms have on regional development. However, how the territory conditions the embeddedness of these families, especially how it impacts on the EFs’ territorial embeddedness, remains unexplored. This paper proposes a framework of 16 factors that help to understand the embeddedness dynamics between EFs and territories, serving as a starting point for future research avenues. Additionally, regional policy makers may use it as a guidance to build policy mix that considers these territorial factors to boost EFs’ embeddedness.

Abstract

Purpose

The purpose of this paper is to focus on the role of leadership in the design and implementation of territorial strategies for competitiveness. It attempts to address two research questions: first, how leadership is influenced by theory and the other way around, how theory is transformed through leadership; and second, what characteristics of leadership are most important to successfully implement territorial strategies.

Design/methodology/approach

The paper is based on a case study of the life experience of an individual who has worked in positions of high responsibility in the government, the private sector and at the university. It is based on first-person action research combined with the contrast of two other co-authors.

Findings

Three findings may be highlighted from this case study. First, the importance of having leaders learning from their own process of leadership and co-evolving with the need for transformation which requires territorial strategies at every moment. Second, the necessity of having leaders whose objectives are aligned with those of the territory. Third, that individual leadership must have three characteristics to implement successfully territorial strategies: a balance between the individual and the collective objectives, a systemic vision and a consciousness of one’s own role in the system and a multi-level dimension.

Originality/value

Although territorial strategies are becoming increasingly popular both in the academia and in the policy arena, one of their critical elements, the role of individuals and that of leadership in general have not been addressed neither by scholars nor by practitioners. This paper attempts to explore the role of leadership through a case study based on the life experience of an outstanding individual in one of the regions with the longest tradition on territorial strategies for competitiveness.

Abstract

Purpose

There is a growing importance for public facilitation of corporate social responsibility and involvement of civil organizations in securing territorial cohesion and development. In the present article, the authors focus on how we are to understand a locally sensitive organization of territorial cohesion in the Danish context. Traditional sociological concepts and standardized area-types used for administrative purposes have turned out not being very helpful in understanding the interrelation between inequality, urbanization and territorial cohesion. The authors argue for a processual and relational approach to urbanization.

Design/methodology/approach

The present article is based on interview material and policy documents from three Danish case studies representing urban, suburban and rural forms of settlement. The case studies are part of a cross-European research project.

Findings

The authors show how territorial governance play a key role in the strategies of densification/de-densification facilitating shielding capacities of collective efficacy, and reversely that bottom-up innovations are crucial for the ability of territorial governance to mobilize territorial capital and mediate in effects of territorial inequality. Spatial imaginaries legitimize these efforts to organize cohesion. The spatial imaginaries work as common frame of references for the interplay between strategies of (de)densification and collective efficacy, and they activate particular balances between growth agendas and everyday life.

Originality/value

These findings represent an original perspective on how and why urbanization impact on places in a more specific and variated way than often portrayed as it highlight how social capacities tied to place might work with or against existing social, economic and cultural structures shaping territorial cohesion.

Abstract

Purpose

This paper deals with the spatial impact of cooperative entrepreneurship on territorial human development in Morocco. Within the background of the new development model in Morocco, this study aims to explore how the social and solidarity economy (SSE) through the cooperative model can reduce territorial inequalities by promoting economic dynamics in territories with suboptimal human development.

Design/methodology/approach

The empirical material is compiled from a database of 75 provinces in Morocco. After establishing a typology of the SSE in these territories, a test of the spatial effect of some indicators, such as the rate of urbanization and female employment, was undertaken. Moreover, a spatial impact study of the cooperatives' entrepreneurship and the local human development index will be carried out among the cooperatives' numbers and the share of their members.

Findings

This study's results indicate a diversity in the participation of the SSE in the regulation of territories. First, there is a heterogeneous relationship in the Moroccan space. Then, the cooperative model in Morocco shows that it plays a central role in readjusting social and spatial inequalities, pointing territories with suboptimal human development.

Research limitations/implications

Although our theoretical contribution covers the impact of the three components of the SSE on territorial human development in Morocco. The empirical work of this study is limited to only one component of the SSE which are the cooperatives. The future perspectives of this work are to follow the impact of the three components after the implementation of the new development model in Morocco.

Practical implications

The main implication of this study is to map out the spatial role of cooperatives in territorial planning in Morocco. Policy makers still need to consolidate the implication of the cooperatives as a tool for promoting spatial equity, through the governance and the convergence between the different support and accompaniment programs for cooperatives in areas of human development deprivation.

Originality/value

The originality of this work comes from the exploration of the spatial dimension for the analysis of the role of the cooperatives for the promotion of a territorial human development. The SSE typologies described in the Moroccan provinces can allow actors to develop a business plan for the implementation of SSE initiatives.

Abstract

Purpose

An attempt will be made to shed light on the course and pattern of the decentralization process by analyzing the historical development of local government and the territorial-administrative reform of 2015-2020 in Albania and the factors that have been shaping it. The scope is to understand the impact of the reform elements on the subnational governments and in general their overall impact on the government. The purpose of this paper is to fill the gap in the existing literature for Albania and at offering some insights on the administrative-territorial reform. Furthermore, it will contribute to the current debate on fiscal decentralization in South Eastern European (SEE) countries and the public management model implemented after the last reforms.

Design/methodology/approach

The first section analyzes the historical development of local government reforms from the 1990s to today and will help to identify if there is instrumentalism advocacy. The second section explains the determinants of the local government’s fiscal autonomy in Albania of the period from 2003 to 2016. Three indicators are used as proxies for fiscal decentralization: the proportion of subnational expenditure over national expenditure, of total subnational revenues over total revenues of central government and the indicator of own subnational revenues over total revenues of the central government. The data from the budget and the revised budgets are then compared.

Findings

Despite Albania’s commitment to decentralize its government functions, there is still work to do. The territorial and administrative reform has not generated the expected results. Almost 90 percent of the revenues still come from the central government’s unconditional transfers. Therefore, the Albanian Government should build capacities and skills, and train the employees of each level of government that currently benefit from international assistance.

Research limitations/implications

The analysis represents a single case study on the territorial-administrative reform in Albania. Its implementation started in 2015 and it is probably too early to discuss outcomes. However, it might be useful to analyze the first results after a two-and-a-half-year period of implementation of reforms. Despite contributing to the existing gap in the literature, additional research will be necessary to better understand the decentralization process not only in Albania, but in all SEE countries.

Practical implications

It is necessary to first understand the lack of initial output, as well as the various challenges faced, in order to take the corrective measures on time.

Originality/value

This paper discusses in detail the reform adopted and the progress made by the Albanian local government units. The reform attempts to develop better relationships between the central and local governments and hence improve their service delivery, transparency and accountability. This paper is the first one that is attempting to analyze the initial output of the territorial-administrative reform of 2015-2020.

Purpose

The purpose of this paper is to propose incorporating another theoretical perspective enabling corporate social responsibility (CSR) to be approached more structurally and with correspondingly broader impacts. Despite CSR being associated with competitive advantage and providing recognised sustainability related benefits, it is argued that the individual CSR results of each company and community acting separately remain insufficient not only in terms of individual competitiveness but also in terms of achieving a global and systemic improvement.

Design/methodology/approach

It is from this perspective that the clusters concept and the territorial social responsibility (SR) concept are advanced as susceptible to bringing important insights for advancing SR. This article seeks to reflect on the potential of SR networks for strengthening competitiveness and bringing about sustainable development. Based upon a theoretical review of the CSR literature, limitations are discussed before setting out alternative action strategies for the construction of networks focusing upon generating territorial dynamics within the logic of global sustainability.

Findings

The idea of CSR clusters and territorial SR presupposes groupings of companies located in the same territory and engaged in some degree of interaction with other local actors to optimise practices contributing towards sustained regional development in an integrated and global perspective. The definition of social goals shared by different actors structured within a network thus improves the design and implementation of actions that extend beyond a micro-scale of action, with significant benefits accruing to local communities. Analysis of these forms of social innovation, based on integrated CSR networks, constitutes the central objective of the present research.

Research limitations/implications

This theoretical perspective is, in turn, based upon the assumption that only the consideration of a wider and more extensive conception of CSR, which aligns and guides various social actors (companies, civil society organisations and local authorities) and seeks to nurture integrated SR networks, will be able to drive development characterised by significant higher levels of sustainability.

Practical implications

These concepts (SR clusters and territorial SR) presuppose groupings of companies located in the same territory and engaged in some degree of interaction with other local actors are able to optimise practices contributing towards sustained regional development from an integrated and global perspective. Social implications

Considering a larger scope of intervention, connecting different social actors (companies, civil society organisations and local authorities) and working for the construction of a development model based on the concept of sustainability constitute the relevance of clusters to CSR and the SR of territories.

Originality/value

This article highlights the position that SR, to have any effective and widespread impact, has to extend beyond isolated actions uncoordinated with overall territorial development. The challenge involves establishing a connection between the business level and civil society organisations in which each acts within their own spheres and with their respective specific competences and skills whilst able to ensure cooperation and engagement in actions focussed upon improving the quality of life of the host community and bringing about cluster development in overall terms. This theoretical perspective is, in turn, based upon the assumption that only the consideration of a wider and more extensive conception of CSR, which aligns and guides various social actors (companies, civil society organisations and local authorities) and seeks to nurture integrated SR networks, will be able to drive development characterised by significantly higher levels of sustainability.

Abstract

Purpose

This article aims to show the opportunity and benefits of linking territorial foresight tools to urban planning procedures. Additionally, it suggests ways to reinforce the scenario design method with more in‐depth analysis, without losing its qualitative nature and communication advantages.

Design/methodology/approach

These assumptions are tested in a scenario design exercise that explores the future evolution of the sustainable development paradigm and its implications in the Spanish urban development model.

Findings

Major findings are obtained on the feasibility of a systematic approach that provides anticipatory intelligence about future disruptive events that may affect the natural environment and the socioeconomic fabric of a given territory. In addition, the study confirms that foresight offers interesting opportunities for urban planners, such as anticipating changes, fostering participation and building networks, in contrast to its perception as a mere story‐telling technique that generates oversimplified visions without the backing of rigorous analysis.

Research limitations/implications

In order to boost the perception of scenario design as an added value instrument for urban planners, three sets of implications – functional, parametric and spatial – are displayed to provide substantial information for policy makers.

Originality/value

The value of the present work lies in the synergy that can be generated between territorial foresight and urban planning, offering a great opportunity for policy makers to use futurists' output as input for urban planners' work.

Abstract

In the contemporary period of an abundance and diversity of offers in cultural tourism globally, the need for new values, such as creativity, has become unavoidable. As well as creativity being the essence of every cultural practice, it is also becoming a tool with which to link and modernize cultural treasures for tourist consumption today. Its inclusion is also useful in territorial plans, whose strategic role is a driving force for local economies. Creativity can support particularly those sectors that have rich foundations but that suffer from general underdevelopment. Cultural tourism in the town of Golubac and its surroundings in eastern Serbia is a prime example. Although Golubac is situated on the Danube and has one of the best preserved old fortresses in the region, it has not been identified as an important site of cultural tourism. The aim of this chapter is to describe recent efforts to facilitate this branch of tourism through the application of creative tools in local planning documents by means of a multi-criteria analysis of crucial territorial plans for Golubac. In establishing these criteria, the theoretical knowledge that links creativity, cultural tourism and territorial planning will be studied. Implementation of this interlinked knowledge in the analysis will provide the backbone to a proposal for improvements in territorial planning which can profoundly facilitate creativity in cultural tourism globally.
