Abstract

Purpose

The temporary use of vacant spaces as a format to co-produce public services is becoming popular. Research addressing the question of whether the public outcomes created in temporary co-production lead to sustainable results is lacking. The purpose of this paper is to explore the potential sustainability of public outcomes created through temporary co-production.

Design/methodology/approach

The paper builds on the literature on creating sustainable outcomes in policy making and on co-production to design a theoretical framework that captures the sustainable co-production of public outcomes. Attention is directed to problem solving and capacity building, and to addressing the needs of society today and being responsive to the needs of tomorrow. A study of 8 temporary initiatives set in a large city in Flanders and 35 in-depth interviews with public servants, project coordinators and citizen co-producers provide empirical data for this exploratory study of the creation of sustainable outcomes in temporary co-production.

Findings

The data indicate that lasting collaborations, institutionalized (flexible) processes and empowered citizens support the creation of sustainable results from temporary co-production.

Originality/value

The paper bridges the literature on policy capacity, the co-production of public services and value creation. By doing so, the paper sheds light on the temporary use of vacant spaces as a way to effectively create outcomes. In addition, the paper addresses the paradox of temporary co-production and the creation of lasting outcomes. Finally, the framework presented offers a tool for analysts and practitioners to take into account various conditions for co-production to create lasting effects.

Abstract

Amidst the debates on the death or resurgence of public spaces emerges a significant question: how could public spaces that function at different urban scales and cater for diverse collective needs be provided? This article explores the roles and potentials of temporary public spaces in meeting diverse challenges related to the supply and use of urban open spaces. Positioning temporary public spaces within the literature on non-conventional public spaces is conducted with the purpose of identifying those spaces' characteristics. The proposed definition of temporary public spaces is based on their dynamic status of use-rights. Moreover, a conceptual framework based on urban land economics and bid rent theory is used to explain how such spaces transform under the exchange of temporary use-rights to activate vacant urban lots for public activities. This conceptual framework is applied in the case of a grass root approach to the supply of temporary public spaces. The context is Beirut, a city that has lost its public spaces due to wars and is trying to reintroduce them through different supply mechanisms. The examples illustrate how homogeneous urban spaces are identified over time and converted into heterogeneous and lively temporary public spaces. These contribute towards conviviality in a highly fragmented and multi-cultural society and animate everyday urban life.

Abstract

Purpose

Finding an appropriate place for temporary housing after an earthquake is one of the main challenges of disaster risk management, especially in developing countries. Therefore, it is necessary to create pre-disaster location plans for the homeless population. This study aims to systematically find safe places and select suitable sites according to influential factors.

Design/methodology/approach

The research methodology used is a descriptive–analytical method. A field survey with a quantitative–qualitative approach is applied to recognize physical vulnerabilities and select suitable sites for temporary settlements. Due to the occurrence of several earthquakes in recent decades around the city of Isfahan, Iran, this area has been studied. Fuzzy analytic hierarchy process, geographic information system and rapid visual screening have been used for data analysis.

Findings

According to the site selection and vulnerability criteria and their prioritization, the findings indicate that 60% of the study area is vulnerable. Moreover, vacant lots, stadiums and public green spaces that can be used as multi-purpose sites are the most appropriate options for the temporary settlement.

Practical implications

The research criteria are generalizable and can be used for decision-making, concerning urban fabric vulnerability and site selection of temporary housing in cities exposed to earthquake risk.

Originality/value

Cultural features, accessibility, land conditions, the slope and type of land, availability and construction materials were addressed in locating temporary settlements. In addition to vacant lots and open spaces, safe buildings were also identified for temporary housing, and religious minorities and similar communities were considered.

Abstract

Purpose

The “pop-up” epithet has become a synonym for virtually any temporary event in a range of commercial, non-commercial and cultural contexts within the urban spatial arena. This paper aims to discuss the role of the pop-up concept within urban space, to address the question articulated in the Call for Papers for this special issue, of whether “everywhere needs to become a marketplace”.

Design/methodology/approach

The authors review a range of sources – both academic, popular press and practitioner publications and reports – to inform our critique of the use of the pop-up activities in urban space.

Findings

The authors identify four ways in which the pop-up concept can be valorised – pop-up stores and experiences, pop-up agglomerations, pop-up service facilities and pop-up space brokerage services.

Originality/value

Adopting a critical perspective, the authors address pop-up’s implications, especially the impact on urban places and the people within them. This study concludes by discussing the potential for an increased use of pop-up within urban spaces impacted by the COVID-19 pandemic, which could be focused as much on social as economic value.

Market segmentation, the dividing of a market into distinct subsets of customers, is a conceptual approach that commercial real estate developers can use to identify unmet needs. By developing properties for which there is an unmet need instead of those that are already adequately supplied, the developer achieves a temporary monopoly. To accomplish this, the market area must be defined, an inventory of existing space must be made and the demand for particular types of space must be estimated. The office space market and the retail space market are used to illustrate the process of identifying the type and size of building that should be built as well as determining when it should be built.

Abstract

Purpose

The purpose of this paper is to further theorize the concept of the “sustainable temporary store” and explore benefits and challenges for slow fashion retailers using temporary stores to promote a new value proposition and develop a business model.

Design/methodology/approach

The theoretical part combines the findings from marketing and human geography literature to theorize pop-up retailing from the slow fashion SME perspective. The empirical part uses a critical case study and a qualitative method approach (primary sources, half standardized interviews, ethnographic observation).

Findings

The study provides theoretical insights into five success criteria for the “sustainable temporary store” across geographies. Empirical findings allow for further conclusions about challenges in regards to spatial requirements and business modeling for slow fashion retail entrepreneurs in the Netherlands.

Research limitations/implications

Limitations of the study are the geographical scope of exiting literature on the global north and the restricted sample size. However, by selecting a critical case, careful geographically restricted generalizations can be made.

Practical implications

The study provides useful information for slow fashion entrepreneurs who want to use cheap temporary space to develop their retail business model.

Social implications

The results show that there is placemaking value (social value creation) in temporary slow fashion retailing.

Originality/value

The study provides a relevant contribution to the theory of pop-up retailing and more precisely to the concept of the “sustainable temporary store.” It also delivers a replicable empirical research design for other geographies.

Abstract

Purpose

In coproduction, citizens may be confronted with a conflict between creating user value and a more collective understanding of public value creation. In order to deal with conflicts experienced as trade-off situations, coproducers follow various coping strategies leading to different results. This study aims to gain insight into what drives the choices for coping strategies, which are valuable for understanding the role of citizen coproducers in public value creation.

Design/methodology/approach

This article studies the effects of citizens' external efficacy and trust in public servants on citizen coproducers' preferences for coping strategies. The study presents a vignette experiment among n = 257 citizens involved in the temporary use of vacant spaces in Flanders, Belgium.

Findings

No statistically significant effects of external efficacy and trust in public servants on respondents' preferences for coping strategies are found. The results show that irrespective of the level of external efficacy or trust in public servants, citizen coproducers prefer to ask for help from the public servant involved in the project.

Originality/value

This result draws attention to the need for facilitation and guidance from public servants and the servants' organizations to help citizen coproducers balance out these otherwise paralyzing value conflicts. Moreover, the lack of statistically significant effects of trust and external efficacy is a valuable finding for literature. The result shows that, in the drivers of coproduction behavior, there is no consistent relationship between citizen trust in government or external efficacy and coproduction behavior.

Abstract

Purpose

The purpose of this paper is to develop a method for diagramming a base camp or space for emergency workers and a staging area to be used during sorting, storing, loading, and unloading of relief goods in a humanitarian logistics base airport.

Design/methodology/approach

A method is developed based on a synthesis of the relevant literature and current practices of airports. This provides a means for estimating the area required for each facility and visualizes the layout of the base through an adjacency diagram and a bubble diagram. The method is applied to the Shizuoka Airport in Japan as a case study.

Findings

The proposed method can be used to determine the approximate size and layout of a humanitarian logistics base in an airport based on the affected population and the number of emergency workers.

Research limitations/implications

Airport operation regulations and mathematical models from architectural planning need to be reflected further.

Practical implications

The method provides potential operational improvements for policies and standards for airport operations and enables government officials and humanitarian logistics organizations to identify concerns in facilitating and managing constraints in existing airports.

Originality/value

This study addresses the detailed phases in a diagramming for a humanitarian logistics base airport by integrating an architectural approach and airport disaster management. The results highlight the importance of managing the flexible use of space to improve effective humanitarian logistics.

Abstract

Purpose

This study aims to examine the trends in space per office worker and the influence of a number of factors on the ability to reduce space per worker. These trends are important in that they impact future office demand along with property values.

Design/methodology/approach

Using both survey and empirical data a simulation model is used to examine the impact on space per worker over the course of a typical lease. Factors considered include the length of lease, the worker growth rate of the firm, turnover and time to fill positions, the type of organizational management hierarchy, whether dedicated or non-dedicated space is utilized and firm policies toward working out of the traditional office.

Findings

Space per worker will continue to decline over time, yet collaborative work environments and the effects of traditional management and cultural momentum suggest that downsizing will take time. Counter to the initial hypothesis, growing tenants do not over-consume space in the early years but rather tend to renegotiate leases when growth spurs the need for more space.

Research limitations/implications

It appears that modest economic growth is sufficient to offset downsizing trends, but some markets will be more affected than others. Portfolios dominated by larger than average tenants or U.S. Federal Government tenants will be affected much sooner by downsizing efforts compared to smaller private sector tenants. The mix of occupant types and age also matters, and this study does not delve into significant occupant-type differences by market. This study also does not directly consider design influences on productivity other than those mentioned through surveys: natural light, air quality, temperature control, noise and the presence of collaborative space.

Practical implications

Forecasters of office space demand must input an estimate of the growth in professional employment and then apply a space per worker assumption. This assumption in most markets will be declining, by as much as 30 per cent over several years. Washington DC is already being affected by downsizing, yet most markets with reasonably good economic growth will be able to offset most of this transition to more intensively used space.

Social implications

Much of the existing stock needs to be rebuilt. Much of how the authors work and where is changing. This requires new perspectives on how productivity is measured and how remote workers are measured.

Originality/value

This is the first paper to try and reconcile the views of commercial real estate owners and operators with those of corporate space planners, both of who have opposite sides of the same lease. It is also the first to point out the explicit reasons why downsizing efforts are sometimes not as effective as expected.

Abstract

Purpose

This paper aims to investigate the impact of place-making on the quality of place through community-organised art festivals, with two case studies in urban informal settlements or kampungs in Indonesia.

Design/methodology/approach

Findings presented here are based on data collected and 39 in-depth interviews conducted in 2017 in two kampungs, namely, Kampung Dago Pojok, Bandung and Kampung Bustaman, Semarang.

Findings

This paper argues that place-making can happen through temporary practices, such as festivals, and improve the quality of place in informal settlements. It indicates and analyses the kinds of activities that increase the aesthetic value of spaces and build a positive image of the kampungs. The study concludes with the finding that place-making through temporary interventions has the potential to permanently change and reshape public space. At the core of these activities is the collective and voluntary work known as kerja bakti that is done by the kampung communities and the civil society organizations involved.

Originality/value

The paper offers a fresh perspective in the context of understanding the implications of place-making in the Global South. Assessing the development of public space, the paper provides insights into the use of grassroots festivals as a tool to permanently reshape urban spaces and engage the local community throughout the process.
