Abstract

Purpose

Natural disasters not only cause dilapidated buildings and damaged infrastructure but also delay crucial aid for those affected in the event of a disaster and post-disaster recovery. An institutionally well-managed post-disaster housing strategy provides opportunities for physical and mental healing of its occupant. The time requires occupiers to remain in the temporary housing varies with circumstances. This paper aims to review post-disaster housing scenarios in India in comparison to two Asian cases from Indonesia and Japan. The study focuses on understanding Indian post-disaster housing strategies through a comparative review.

Design/methodology/approach

The research selects coastal cities of Tamil Nadu state, where the post-disaster temporary shelter and rehabilitation was planned and implemented after the Tsunami in 2004. The Tsunami created havoc in Nagapattinam and Kanyakumari district of Tamil Nadu. Nagapattinam district reported 6,051 fatalities and many more homeless people. After the Tsunami, the government took measures to supply safe, secured and on-site shelter provisions. Surprisingly, many such shelters were never occupied. In many instances, people actually preferred to spend years in a temporary shelter rather occupying government housing. This paper evaluates such events and investigates India’s post-disaster shelter strategy against the derived best practices. This study is based on the sequential/logical reasoning and understanding of the facts. Discussions and findings from this study can be further generalised into a comprehensive policy discussion.

Findings

The paper finds that the manner of planning and design of post-disaster housing programmes influence medium- to long-term recovery of its occupant. A certain element of trade-off between implementation and quality of habitation results into compromises to achieving the desired outcome. When faced with socio-political, economic and financial constraints, the decision-makers are required to make trade-offs in deciding the manner and quantum of allocating resources. Coordination among these agencies is troublesome. It is true for all countries and there is no distinct answer to it. Public consultation and community participation in long-term rehabilitation are crucial to meet the aspiration of the local people.

Originality/value

The paper contributes in discussing a comparison of post-disaster housing rehabilitation between India and the two cases from Indonesia and Japan. As a review paper, the objective is to highlight the synthesis and overall understanding of post-disaster housing strategies from two cases and compare it with India.

Abstract

Purpose

The most important need after natural disasters is the sheltering. However, most of the existing temporary shelters do not meet all requirements for long-term use and not provide adequate flexibility within the space. This paper aims to develop a transitional postdisaster shelter transforming from a closed shape to an expanded form in response to changing functional and spatial needs of disaster victims. The study also proposes alternative unit combinations for various functions, and settlement layouts to create a comfortable living environment for occupants.

Design/methodology/approach

The research methodology is based on theoretical and design frameworks which requires inductive and deductive approaches. Forming the background of the study, the theoretical framework consists of four parts which are literature review on temporary shelters presenting state-of-the-art; determination of design guidelines and strategies based on shelter standards; identification of technical requirements; and analysis of existing temporary shelters. Having three parts, the design framework includes design of transformable transitional shelter based on three-dimensional modeling, creation of different unit combinations to be used for various purposes and development of settlement layouts as case studies.

Findings

The analysis conducted in this study demonstrates that most of the existing temporary shelters have limited geometric configurations and major problems in terms of their performance, transportation and storage. On the other hand, the transformable shelter proposed by the authors can provide form and spatial flexibilities thanks to its expansion properties, occupy less space for transportation, easily be transported to any desired location in its compact state and be customized according to user needs. Several units can be combined either to serve larger families or to be used for different functions.

Originality/value

This paper contributes to the literature as presenting not only a theoretical framework on temporary shelters but also a design framework on transformable shelter design for the ones who are willing to develop similar transformable shelters based on the determined guidelines, strategies and requirements.

Abstract

Purpose

The purpose of this study is to investigate the energy efficiency and life cycle carbon footprint of temporary homes in Japan after the Great Eastern Tohoku Earthquake in 2011.

Design/methodology/approach

An energy simulation and life cycle assessment have been done for three alternative shelter models: prefabricated shelters, wooden log shelters and sea container shelters.

Findings

Shelter materials have a very high share of life cycle emissions because the use period of temporary homes is short. Wooden shelters perform best in the comparison. The clustering of shelters into longer buildings or on top of each other increases their energy efficiency considerably. Sea containers piled on top of each other have superb energy performance compared to other models, and they consume even less energy per household than the national average. However, there are several gaps of knowledge in the environmental assessment of temporary homes and field data from refugee camps should be collected as part of camp management.

Originality/value

The findings exemplify the impacts of the proper design of temporary homes for mitigating their energy demand and greenhouse gas emissions.

The terms “sheltering” and “housing” are used in a variety of unclear and inconsistent ways in the disaster literature. Proposes a differentiation among emergency sheltering, temporary sheltering, temporary housing and permanent housing. Indicates how they are paid differential attention in American disaster planning and gives specific observations about the four patterns, noting especially how they differ from one another. Suggests there will be a future increase in problems in all the patterns, and that it is not yet fully established to what extent these patterns are applicable in all types of societies.

Abstract

Purpose

As a flood-prone region in Iran, Golestan province has encountered various disasters in its history. The last one occurred in March 2019, affected Aq-Qala County and caused irreparable physical, economic, social and environmental problems. The purpose of this study is to investigate the process of providing shelter in emergency, rehabilitation and reconstruction phases after the floods in the villages of Aq-Qala.

Design/methodology/approach

A research method is a hybrid approach. The collection of data involved a combination of qualitative and quantitative approaches in addition to reviewing the documented texts in resources to collect the required data using observations, field survey activities, questionnaires and in-depth interviews. From April 2019 to December 2019, nine separate visits have occurred to collect the needed information.

Findings

This paper shows dissatisfaction with providing shelter and attempts to identify the factors which caused the challenges. The findings revealed issues such as hygienic problems in collective camps, lack of thermal resistance in temporary accommodations and rising material prices. These findings lead to a contributive list of suggestions avoiding the recurrence of the harms in the future.

Originality/value

This study proposes solutions and approaches to improve the post-flood settlement process for possible floods in the future such as equipped camps, proper temporary housing, monitoring the reconstruction and the price of the materials. If these approaches are used by authorities and people in similar rural areas, the long-term effects of inadequate post-flood shelter can be reduced.

Abstract

Purpose

The purpose of this paper is to investigate the performance of post-disaster housing reconstruction projects, propose the conceptual living-transforming disaster relief shelter (LTFDR-shelter) approach where temporary shelter is incrementally transformed into a more permanent dwelling by using living technologies and investigate its applicability to provide sustainable post-disaster housing following natural-hazard-induced disasters.

Design/methodology/approach

A questionnaire survey with 120 household recipients of three Sri Lankan post-disaster housing projects was employed to explore how the post-disaster housing projects have performed against the occupants' expectations. Furthermore, the new proposed LTFDR-shelter conceptual approach's applicability to address the existing issues found in the study was investigated.

Findings

The paper evaluates and identifies the physical and technical, and socio-economic performance issues of post-disaster housing and discusses the applicability of the proposed LTFDR-shelter conceptual approach as an efficient tool to adequately improve the identified factors integrating three phases of relief, rehabilitation and reconstruction employing living technology.

Research limitations/implications

Although the study's scope was limited to the occupant view of the performance of post-disaster housing in Sri Lanka, the findings and conceptual LTFDR-shelter approach could be of particular relevance to other developing countries affected by similar disasters. Further research is recommended to investigate and develop this concept in depth.

Originality/value

This study lays the conceptual foundation for a new theoretical approach in post-disaster housing, which encourages more interdisciplinary collaborations and empirical investigations that potentially enhance post-disaster housing performance and facilitates the application of living technology in the built environment.

Abstract

Purpose

Over the last eight years, the Middle East has experienced a series of high profile conflicts which have resulted in over 5.6 million Syrians forced to migrate to neighbouring countries within the MENA (Middle East and North Africa) region or to Europe. That have exerted huge pressure on hosting countries trying to accommodate refugees in decent shelters and in quick manner. Temporary shelters normally carry a high environmental burden due to their short lifespan, and the majority are fabricated from industrialised materials. This study assesses the carbon impact for a minus carbon experimental refugee house in Sweden using life cycle assessment (LCA) as tool. SimaPro and GaBi software were used for the calculations and the ReCiPe midpoint method for impact assessment. The results show that using local plant-based materials such as straw, reeds and wood, together with clay dug from close to the construction site, can drastically reduce the carbon footprint of temporary shelters and even attain a negative carbon impact of 226.2 kg CO2 eq/m2. Based on the results of the uncertainty importance analysis, the overall global warming potential impact without and with sequestration potential are mostly sensitive to the variability of the GWP impact of wood fibre insulation.

Design/methodology/approach

The methodology is designed to calculate the GWP impact of the refugee house over its entire life cycle (production, operation and maintenance and end of life). Then, the sensitivity analysis was performed to explore the impact of input uncertainties (selection of material from the database and the method) on the total GWP impact of the refugee house with and without sequestration. The ISO standards (International Standard 14040 2006; International Standard 14044 2006) divide the LCA framework into four steps of Goal and scope, inventory analysis, impact assessment, and interpretation.

Findings

This study has shown an example for proof of concept for a low impact refugee house prototype using straw, reeds, clay, lime and wood as the principle raw materials for building construction. Using natural materials, especially plant-based fibres, as the main construction materials, proved to achieve a minus carbon outcome over the life cycle of the building. The GWP of the shelter house without and with sequestration are found to be 254.7 kg CO2 eq/m2 and -226.2 kg CO2 eq/m2, respectively.

Originality/value

As there are still very few studies concerned with the environmental impact of temporary refugee housing, this study contributes to the pool of knowledge by introducing a complete LCA calculation for a physical house prototype as a proof of concept on how using low impact raw materials for construction combined with passive solutions for heating and cooling can reach a minus carbon outcome. The GWP of the shelter house without and with sequestration are found to be 254.7 kg CO2 eq/m2 and -226.2 kg CO2 eq/m2.

Purpose

The purpose of this paper is to explore the challenges of transitional shelter provision for internally displaced persons (IDPs) in urban informal settlements. While there has been considerable research on postdisaster transitional shelters, less is known on shelters for IDPs in urban informal settlements.

Design/methodology/approach

A case study is presented based on field research at the communities in Olaria and City in São Paulo, Brazil. Collection of data included personal communication with the dwellers, surveys and interviews with representatives from Techo, one of the few organizations that provide transitional shelters for IDPs. A review of documents regarding the construction, design and users' adaptation of transitional shelter was also undertaken. Data was analyzed using thematic analysis.

Findings

The study found that Techo's program impacts positively on the nonphysical aspects of shelter, such as physical and mental health, security, household responsibilities and community participation. However, Techo's transitional shelter for IDPs in urban informal settlements and most postdisaster transitional shelters share similar problems. These programs respond to the needs of a small proportion of the affected populations with shelters of minimum quality and low durability.

Research limitations/implications

This paper is limited to a single case study of the NGO Techo and further case study research is recommended to further develop and validate the study results in other urban development contexts.

Originality/value

This research contributes to describing and understanding the context and the provision of transitional shelters to IDPs in urban informal settlements and impacts in the community. With increasing numbers of IDPs settling in urban informal settlements in many parts of the world, this paper is valuable to policymakers, NGOs and researchers operating in this field to facilitate community development.

Abstract

Purpose

Understanding the supply network of construction materials used to construct shelters in refugee camps, or during the reconstruction of communities, is important as it can reveal the intricate links between different stakeholders and the volumes and speeds of material flows to the end-user. Using social network analysis (SNA) enables another dimension to be analysed – the role of commonalities. This is likely to be particularly important when attempting to replace vernacular materials with higher-performing alternatives or when encouraging the use of non-vernacular methods. This paper aims to analyse the supply networks of four different disaster-relief situations.

Design/methodology/approach

Data were collected from interviews with 272 displaced (or formally displaced) families in Afghanistan, Bangladesh, Nepal and Turkey, often in difficult conditions.

Findings

The results show that the form of the supply networks was highly influenced by the nature/cause of the initial displacement, the geographical location, the local availability of materials and the degree of support/advice given by aid agencies and or governments. In addition, it was found that SNA could be used to indicate which strategies might work in a particular context and which might not, thereby potentially speeding up the delivery of novel solutions.

Research limitations/implications

This study represents the first attempt in theorising and empirically investigating supply networks using SNA in a post-disaster reconstruction context. It is suggested that future studies might map the up-stream supply chain to include manufacturers and higher-order, out of country, suppliers. This would provide a complete picture of the origins of all materials and components in the supply network.

Originality/value

This is original research, and it aims to produce new knowledge.

Abstract

Purpose

Finding an appropriate place for temporary housing after an earthquake is one of the main challenges of disaster risk management, especially in developing countries. Therefore, it is necessary to create pre-disaster location plans for the homeless population. This study aims to systematically find safe places and select suitable sites according to influential factors.

Design/methodology/approach

The research methodology used is a descriptive–analytical method. A field survey with a quantitative–qualitative approach is applied to recognize physical vulnerabilities and select suitable sites for temporary settlements. Due to the occurrence of several earthquakes in recent decades around the city of Isfahan, Iran, this area has been studied. Fuzzy analytic hierarchy process, geographic information system and rapid visual screening have been used for data analysis.

Findings

According to the site selection and vulnerability criteria and their prioritization, the findings indicate that 60% of the study area is vulnerable. Moreover, vacant lots, stadiums and public green spaces that can be used as multi-purpose sites are the most appropriate options for the temporary settlement.

Practical implications

The research criteria are generalizable and can be used for decision-making, concerning urban fabric vulnerability and site selection of temporary housing in cities exposed to earthquake risk.

Originality/value

Cultural features, accessibility, land conditions, the slope and type of land, availability and construction materials were addressed in locating temporary settlements. In addition to vacant lots and open spaces, safe buildings were also identified for temporary housing, and religious minorities and similar communities were considered.
