Abstract
Purpose
Labour mobility is increasingly recognized as an important component of a globalized international trading system. This paper aims to examine the role of temporary entry commitments in international trade agreements toward facilitating global labour mobility.
Design/methodology/approach
This paper traces three decades of temporary entry provisions in international trade agreements signed by the USA and Canada, beginning with their bilateral Canada–US Free Trade Agreement and culminating in the Trans-Pacific Partnership (TPP).
Findings
The paper finds that while many countries have continued to liberalize their temporary entry commitments in various trade agreements, the USA has reversed course in the previous decade, hampering international progress. Meanwhile, Canada has pursued ever greater labour mobility provisions with most of its trading partners.
Practical implications
The unique roles played by the USA, Canada and other trading partners in advancing a coherent international labour mobility agenda are considered. To continue to advance labour mobility in trade agreements moving forward, policy alternatives to the “all” or “nothing” approaches pursued by Canada and the USA are suggested.
Originality/value
To the author’s knowledge, this paper is the first to formally evaluate labour mobility in the TPP and the only paper to outline the evolution of temporary entry in the US vs Canadian trade agreements over three decades.

Purpose
The purpose of this paper is to investigate the effect of temporary migration on the upward occupational mobility by using a novel database from Estonia.
Design/methodology/approach
The authors use a unique data set of the online job search portal of Estonia that includes thousands of employees with foreign work experience. The authors study whether the presence of temporary migration in ones working career is associated with upward movement in the occupational ladder, defined either in terms of wages or required human capital.
Findings
The authors did not find any positive effect of temporary migration on upward occupational mobility and in case of females the effect was negative. The results could be related to the short-term nature of migration and the occupational downshifting abroad as well as the functioning of home country labour market.
Research limitations/implications
While the uniqueness of the data set is of value, one needs to acknowledge its weaknesses: the job-seekers work histories are self-reported and the authors do not know what information was left out as undesired by applicant.
Practical implications
The findings imply that the benefits of temporary migration from Eastern to Western Europe on the sending country via the returnees’ labour market performance might be limited, yet it does not exclude the benefits of return migration through other mechanism.
Originality/value
The literature on return migration is not big and there are only a few papers dealing with occupational change or mobility of the return migrants. Compared to earlier studies we have looked at wider set of occupations ranked by different ladders. Using the unique data set the authors have included in the study ca 7,500 return migrants while earlier studies have been based on rather small samples.

Abstract
Purpose
The purpose of the paper is to examine convergence of economic interests – both empirically and theoretically – among labor-abundant (labor-sending) and labor scarce (labor receiving) countries, in the context of Mode 4 of the General Agreement on Trade in Services (GATS) of the WTO. The paper also explores regional trade associations as an interim alternative forum for promoting temporary cross-border labor mobility in the backdrop of failure of multilateral trade negotiations under the Doha Round.
Design/methodology/approach
The research methodology of the paper involves literature review, an analysis of databases and theoretical findings, and a critical examination of pertinent empirical and secondary information on the subject matter.
Findings
The findings reveal that although a convergence of economic interests seem to exist between the labor-sending and receiving countries for promoting cross-border labor mobility, this sector faces formidable trade and non-trade barriers across the world, especially in the developed countries. As multilateral trade negotiations under the Doha Round have failed to make any progress toward liberalization of this sector, regional trade associations, especially those pursued by the USA, Canada and Australia, seem to provide a credible alternative vehicle, as an interim measure, for further liberalization of this sector. These RTAs can serve as examples for other RTAs to promote regional mobility of labor.
Research limitations/implications
Cross-border temporary labor mobility, as envisaged by GATs of the WTO, is a burgeoning field. Although some serious works are available, especially sponsored by the World Bank and some leading universities, there is a considerable dearth in this field, especially in respect to contribution from individual scholars and researchers. This paper fills the void to some extent by ascertaining factors and forces that help or hinder cross-border mobility, by pointing out limitations of multilateral trade negotiations under the WTO, and by exploring the regional trade associations as an interim measure for promoting cross-border labor mobility.

This chapter argues that intra-firm geographic mobility is an understudied mechanism that can help mitigate coordination failures in a geographically distributed organization. The chapter presents an organizing framework on how intra-firm geographic mobility creates value for firms and discusses how intra-firm geographic mobility can create value for individual workers. The chapter concludes by presenting a future research agenda for intra-firm geographic mobility in light of emerging phenomena such as global collaborative patenting by multinationals, temporary colocation of knowledge workers, and nonstandard work.

Abstract
The COVID-19 pandemic disrupted travel patterns, use of space and modal choice. Cities took actions in a way they did not before, trying to accommodate economic and travel needs with the goal of reducing the spreading of the virus. Active travel (AT) played an important role in accommodating travel needs and in increasing the resilience and environmental friendliness of the urban transport system. As cities gradually return to their normal life, transport planners must decide which role to assign to AT in future urban plans. In particular, whether to confirm the temporary policies incentivising AT enacted to counteract the reduction in the use of public transport or to return to the previous road space allocation that dedicated considerable urban space to motorised vehicular traffic. After reviewing the empirical evidence on the AT evolution during the various pandemic phases and illustrating the main policies planned and implemented at city level in many countries, this chapter summarises the lessons learnt, derives some policy suggestions, and identifies future research needs.

Abstract
Purpose
Seasonal labour migration is a common form of temporary migration where the work of the migrant labour depends on seasonal conditions and is performed only during that period of year. This paper aims to identify the factors and subfactors of temporary labour migration from the existing literature.
Design/methodology/approach
The paper is based on an extensive review of the literature on temporary labour migration. Studies done from 1990 to 2016 were considered for review. The literatures from research articles, book chapters, working papers, conference papers and field-based project reports from various disciplines, like economics, sociology, anthropology, psychology and management studies were reviewed for critically analysing various factors affecting seasonal labour migration.
Findings
A total of five key factors and 60 subfactors of temporary labour migration were documented from previous studies. The findings of the study are organized under five thematic segments: economic factors, social factors, environmental factors, policy-related factors and psychological factors New aspects of seasonal migration were identified such as “role of labour contractors ”, “inter-generational mobility”, “social networks”, “grassroot politics”, “migrant’s relationship with the agents”, “labour registration process”, “market intervention” and “civil society intervention” after consultation with the subject experts and field study.
Research limitations/implications
The paper restricts itself to include aspects of temporary labour migration. Only the factors and subfactors affecting temporary migration are taken into purview. Further the findings of the paper can be empirically tested to know the significance of each factor and subfactor.
Practical implications
The paper has implications for better understanding of the temporary labour migration process in different context by focussing extensively on the factors of migration. The factors identified can be empirically tested in regional and local context, which would provide effective insights for policy formulation for the welfare and protection of the migrant workers.
Originality/value
The paper fulfils an identified need to provide a holistic review for understanding and documenting various factors and subfactors that affect the process of temporary labour migration.

Abstract
The influx of migrant workers from Central and Eastern Europe over the last decade represents the largest migratory flows to Norway in history and an unprecedented supply shock to parts of the Norwegian labour market. This article reviews existing research and summarises the findings in terms of (1) the volume, direction and temporal patterns of migration flows; (2) the economic integration of new labour migrants; (3) the impacts of labour migration on wages, employment, skills, and social organisation of work in affected industries and (4) the political and institutional responses to rising labour migration. The article concludes by discussing the overall long-term consequences of labour migration, particularly with regard to social inequality in Norway.

Temporary labour mobility programmes (TLMPs) are initiated by high-income nations to fill their labour demands by offering temporary work opportunities to migrants from low-income nations. TLMPs also seek to contribute to economic development in workers' home countries. This paper aims to assess the accountability of New Zealand's Recognised Seasonal Employer (RSE) Scheme and Australia's Seasonal Worker Programme (SWP) in reaching their economic development objectives in one sending nation, Samoa.
Design/methodology/approach
A qualitative study with RSE and SWP workers and key informants (collectively stakeholders) in Samoa was undertaken to assess the contributions of these schemes to economic development. An interdisciplinary research approach was taken using the Pacific methodology of talanoa. Talanoa was used to “operationalise engagement” and empower local stakeholder accounts.
Findings
Talanoa supported the elicitation of accounts that contributed nuanced insights into the accountability of TLMPs. Specifically, stakeholder accounts revealed limitations in the ability of the RSE Scheme and SWP to meet their economic development objectives for Samoan communities and workers. Adjustments are necessary to meet Pacific nations' economic development objectives.
Practical implications
This study responds to calls for on-the-ground accounts of stakeholders involved in TLMPs. It provides insights that may contribute to the development of more effective TLMPs, particularly regarding economic development in workers' home countries.
Originality/value
Drawing on dialogic accounting literature, which calls for engagement with the marginalised, a talanoa approach has been engaged to assess TLMPs via on-the-ground participant accounts in a specific context. This paper introduces talanoa to the critical and social accounting literature, to move beyond a typical accounting qualitative interview process and encourage greater engagement and collaboration with Pacific scholars and partners.

Abstract
Purpose
This paper aims to situate tourism within the wider context of temporary and permanent people movements and immigration as a form of permanent tourism with a deep gaze into tourists’ own national culture and even deeper gaze into the trappings of immigrants’ quotidian identity to define a modified identity. This paper offers, through auto-ethnography (AE) and confirmatory introspection (CI), a glimpse into the complex decision-making processes tourists, migrant workers and immigrants have to cope with to survive and thrive in a home “away” from their country of birth. The literature on the comparison between temporary mobility (tourism), nomadic migration (semi-permanent mobility) and permanent mobility (drifters, wanderers or denizen globe trotters) is sparse and unsystematic.
Design/methodology/approach
The use of AE and CI allows the researcher with several years of cognitive and affective information and easy access to data on the private, lived experiences of the author and closely related family. Having lived and worked in several countries, supplemented by experiences of visiting over 35 countries for varying periods, the researcher has direct access to a wealth of rich data related to tourism (one- to five-week trips to Europe, USA, South America, the Middle East, Africa, Australia and the Pacific Islands), semi-permanent mobility (one-year exchange work placement in North America) and permanent mobility (more than ten years of being immigrants to New Zealand).
Findings
The results show that tourists and immigrants are exposed to numerous decisions (varying in complexity and impact) before, during and after their travels that will impact on their acculturation, the genuineness of their experience and their willingness to modify their own identities, as well as the culture of the destinations they consume. Travelers have to overcome contextual and personal hurdles to achieve integration in a reasonable time. The way in which they tackle and overcome these hurdles will impact upon their modification of personal identity and acculturation.
Practical implications
This paper offers practical advice to tourists, immigrants and employers on becoming adaptable consumers, highly resilient survivors and highly reliable organizations – able to thrive in today’s global marketplace. This study helps marketers, tourism professionals and employers of migrants to understand the processes consumers go through to modify identity to effectively and timely fit into new environments.
Originality/value
AE- and CI-based research explores the tourist gaze and acculturation processes and discusses a two-directional model of modification of culture and identity. In addition, the paper highlights complex decision-making models tourists, nomads, globe trotters and immigrants use when considering alternative destinations and sought-after experiences.
