Abstract

Purpose

Based on agency perspective on temporary agency workers, the purpose of this paper is to explore the relationship between firms’ agency problems and agency cost on agency workers; moreover, intrinsic motivation and extrinsic motivation are considered in seeking to understand how they moderate this relationship.

Design/methodology/approach

Using the Hsinchu Science Park directory of corporate affiliations as a sample frame, the authors adopted a paired questionnaire which included two parts in order to consider the possible problem of common method variances. The first part is completed by the manager of the firms and the second part is completed by his/her temporary agency workers. Finally, 94 firms completed questionnaires, providing a total sample of 94 R&D managers and 458 temporary agency workers. The rate of participation was 31.65 percent.

Findings

Using a questionnaire survey of 94 high-tech firms, from which a total of 94 R&D managers and 458 temporary agency workers participated, the results show that firms’ agency problems have a positive influence on the agency cost of monitoring temporary agency workers. In addition, while this relationship is negatively moderated by extrinsic motivation, intrinsic motivation has a non-significant moderating effect.

Originality/value

The managers of firms should consider not only the short-term flexibility of employing temporary agency workers, but also the long-term cultivation of promoting great agency workers. This could maximize the efficiency of the interaction between intrinsic motivation and extrinsic motivation. Of course, the firms should think about how to reduce the agency problems created by goal conflict, information asymmetry and risk sharing with temporary agency workers, because this could also provide a chance for the firms to decrease agency costs spent on monitoring.

Abstract

Purpose

The purpose of this paper is to test the relationship between gross domestic product (GDP) and agency work.

Design/methodology/approach

The paper develops a theoretical model for the time interdependence of GDP, agency work and regular employment and tested model predictions using a VAR model.

Findings

Results show that on the macro level temporary agency work leads GDP development. Temporary agency work is an excellent instrument for employers to adjust the size of their workforce to fluctuations in product demand. Temporary work agencies, however, have a tough job finding qualified personnel in tight labour markets because workers generally prefer the security of a permanent contract. It is shown in this paper that, as a result of these two countervailing forces, the number of hours worked through temporary work agencies precedes GDP development. Agency work increases in the last phase of a recession after regular workers have been dismissed. It expands further, in line with GDP, when the trough is passed until agency worker's labour supply stagnates. This leads to a decrease in agency hours even before the business cycle reaches its peak. Then agency work declines further, in line with GDP, until regular workers are dismissed and the cycle start again.

Originality/value

Temporary work arrangements have become a key area of interest for firms, academics and policy makers. This paper shows how the use of these work arrangement fluctuates over time. Also, this paper shows that agency work can be used in predicting future GDP development.

Abstract

Purpose

This empirical study aims to determine whether justice perceptions formed in one context (i.e. the agency or the client) relate to work behaviors in another context (i.e. the client or the agency). To provide a balanced perspective, it seeks to examine both organizational citizenship behaviors (OCBs) and counterproductive workplace behaviors (CWBs). It also aims to understand how workers' “volition” or their attitudes towards temporary employment would affect their behaviors.

Design/methodology/approach

To test the hypotheses, 157 temporary agency workers were surveyed; these data were analyzed with structural equation modeling (SEM). To ensure that the measures were appropriate for the context of temporary agency employment, a two‐stage pretest was conducted.

Findings

The results suggest that temporary agency worker perceptions of interpersonal justice from their agencies and their client organizations “spillover” and are indeed related to their OCBs and CWBs in both contexts. Furthermore, the extent to which workers voluntarily chose temporary agency employment related to agency‐directed OCBs, while a preference for permanent employment related to client‐directed OCBs.

Originality/value

This study provides insight into the ways in which perceptions formed in one context (i.e. interpersonal justice) may spill over and affect behaviors in another context. The findings also contribute to the broader literature on how volition affects temporary agency worker behaviors.

Abstract

Purpose

Research shows that the risk of work-related disorders is higher among temporary agency workers than among other employees. The purpose of this paper is to describe the working conditions of temporary agency workers and explains which factors contribute towards work-related disorders for this group.

Design/methodology/approach

This paper is based on a survey responded to by 482 agency workers in Sweden. The dependent variable is the prevalence of work-related disorders. Independent variables include personal characteristics, job characteristics, employment characteristics and temporary agency work characteristics.

Findings

The study indicates several risk factors: holding a position as a blue-collar worker; being assigned to more physically demanding work tasks and having fewer opportunities to learn new things than client organization employees; lacking training for work tasks; and lacking clarity regarding which work tasks to do during an assignment.

Originality/value

The theoretical implications of this study are related to the dual employment-management relationship in temporary agency work where the temporary work agency and client organization follow different logics. The logic in the employment relationship is to contract temporary agency workers out to client organizations, thus there is no time for formal training. The logic in the management relationship lies in making temporary agency workers profitable as soon as possible, encouraging shortcuts in training and instruction; thus, temporary agency workers risk being left with a lack of clarity regarding what to do and how to do it.

Abstract

Purpose

The purpose of this paper is to explore the dynamics between employers' use of temporary agency workers and the aspirations of agencies to expand their role further within organisations.

Design/methodology/approach

The study focuses on the construction sector in the UK. A mixed methods approach is employed comprising a quantitative survey and qualitative interviews with construction employers.

Findings

Construction employers' use of temporary agency workers remains driven by “traditional” reasons, to meet short‐term peaks in demand and for one‐off tasks. Construction employers have widespread reservations about the use of temporary agency workers. There is little evidence of an expansion in the range of tasks or managerial functions being performed by agencies in construction. Together, these findings point to limits to the inexorable expansion of temporary agencies in the sector.

Research limitations/implications

Further research is needed to assess the extent to which these reservations surrounding agencies, and the limits on the expansion of agencies that these reservations imply, are applicable to sectors outside construction.

Practical implications

Employers' lack of appetite for agency workers stem from perceived problems of quality of agency labour and a desire to maintain control over production. These reservations suggest that agency aspirations to increase their role and functions further in the construction sector are likely to be frustrated.

Originality/value

Much research has pointed to the growth of agency working in recent years. The principal value of this research is in highlighting the potential limits to the inexorable expansion of agency working. The paper also reveals employers' reservations towards agencies, which have been neglected in the literature to date.

Abstract

Purpose

Temporary workers have many human resource and labour market implications. These consequences are further influenced with the introduction of new legislation relating to temporary workers. The purpose of this article is to present research on the impacts of the legislation – Fixed Term Employees Regulations and Conduct of Employment Agencies and Employment Businesses Regulations – on temporary workers in the labour force.

Design/methodology/approach

Information from 24 Labour Force Surveys, conducted between December 1997 and November 2003, were analysed with two longitudinal Labour Force Surveys. Qualitative data was also gathered from six temporary worker employers and 17 agency workers.

Findings

Analysis of data demonstrated that the utilisation of temporary workers had declined in the labour force: Temporary workers had decreased in real terms by 24 per cent and agency workers who were less regulated by only 11 per cent. Also, an increased take‐up of permanent work by temporary workers was found post‐legislation (27 per cent) compared with pre‐legislation (22 per cent).

Research limitations/implications

Some limitations exist in the study using National Statistics and qualitative data to analyse labour force dynamics. Further research is warranted in this area investigating how strategic decisions in utilising temporary workers are formed and how recent legislation has influenced these policies.

Practical implications

Changes in temporary worker legislation have direct consequences to the labour force.

Originality/value

The paper reveals the decline of temporary workers in the labour force between 1997 and 2003 and examines specific legislation, which may have influenced this phenomenon.

Abstract

Purpose

This study aims to analyze the effects of the type of agency contract on the relationship between agency workers' organizational commitment and perceived organizational support.

Design/methodology/approach

The authors extend a previously developed model considering organizational support and affective commitment by including also continuance commitment in the Italian employment agency industry. The authors use a probabilistic stratified sampling method on a sample of 8,283 agency workers. Data were analyzed with structural equation modelling (SEM) and multiple group analyses.

Findings

The findings confirm the positive relationship between perceived organizational support from both the agency and the client organization and agency workers' affective commitment to them. The authors also find that agency workers develop a mutually related dual commitment in response to the support they receive from both organizations.

Originality/value

The paper contributes to the literature on agency workers and suggests useful managerial and policy makers interventions for both temporary work agencies and client organizations for the development of the agency industry as well as the well-being of workers.

Abstract

Purpose

Temporary agency work (TAW) has increased enormously in recent decades. Most temporary agency workers are pushed involuntarily into this work arrangement and prefer permanent work arrangements. Therefore, the motive to find a permanent job through TAW is predominant for the majority of temporary agency workers. However, little is known about what helps in obtaining a permanent job in a client organization. The purpose of this paper is to examine the role of social skills by simultaneously considering the human capital aspects and motivational background of the individuals for transition success.

Design/methodology/approach

The paper is based on a questionnaire study of 151 temporary agency workers with two measurement points. The questionnaires were first administered at the very beginning of their work as a temp and again five months later.

Findings

The findings show that the social skills of temporary agency workers in contrast to various aspects of human capital and motives for temping had a significant impact on becoming a permanent worker in a client organization.

Research limitations/implications

The generalizability of the finding that social skills help temporary agency workers to find a permanent job in a client organization may be restricted due to the particularities of the work setting in the clerical sector. The incidences as well as the determinants of transition success may depend on the industry sector because of the respective assignment characteristics as well as the clients’ reasons of using temporary agency workers. Future research should investigate more thoroughly the role of assignment characteristics for the experiences of the workers.

Practical implications

Social skills seem to play a crucial role for transition success in TAW. Qualification measures should therefore include the training of interpersonal behavior. It would be desirable when the involved organizations would assume responsibility in this respect. Furthermore, policy makers should provide adequate training formats since they promote TAW as a stepping stone opportunity for unemployed people.

Originality/value

This paper suggests that career mobility in the context of flexible work arrangements may be driven by more informal processes of social integration into the existing permanent team. While TAW is seen as a temporary solution in Germany, this study focuses on the individual determinants of transition success of temporary agency workers that is still rare in studies on the topic.

Purpose

This research focused on agency work. Previous studies highlighted the importance of motivations to understand workers’ attitudes, behaviors and well-being. Thus, the purpose of this paper is to analyze the contribution of perceptions of support from organizations to autonomous motivation for temporary agency employment, the relationship of motivations with workers’ well-being and the mediating role of motivations between perceptions of organizational support (POS) and workers’ well-being.

Design/methodology/approach

The hypotheses were tested with a sample of 3,983 temporary agency workers and using structural equation modeling.

Findings

The authors verified that POS from the agency contributed to both autonomous motivation and controlled motivation for temporary agency employment, whereas POS from the client company only contributed to autonomous motivation for temporary agency employment. Moreover, autonomous motivation for temporary agency employment was positively associated with workers’ well-being. Contrary to expectations, controlled motivation for temporary agency employment was not significantly associated with workers’ well-being. As predicted, autonomous motivation for temporary agency employment was a mediator in the relationship between POS and workers’ well-being.

Research limitations/implications

The study relies on self-reported data, and it does not have a longitudinal design.

Practical implications

An important implication of this research study is that organizations, through the support provided to the workers, may contribute positively to increase workers’ autonomous motivation for temporary agency employment, and, in turn, more autonomous motivation for temporary agency employment relates to higher levels of workers’ well-being.

Originality/value

The study innovates by including in the same model variables that may contribute to workers’ motivation for temporary agency employment as well as the outcomes that may arise from workers’ motivation for temporary agency employment.
