Abstract

Purpose

The main purpose of the present study was to improve and develop previously proposed models for Iran telecommunication networks. It should be noted that the six-dimensional (6D) sustainability model used in this study will be a useful and comprehensive model for industries. Since, the new dimension of IT along with the five well-known economic, social, environmental, technical and institutional aspects of organizations is considered to have great impacts on supply chain sustainability; the proposed framework can be practical.

Design/methodology/approach

According to the related literature review, there are two research streams in supply chain management. The first stream is exploratory research, seeking out conceptual discussions in this area. The second one is associated with mathematical models and techniques, aiming to set decision-making rules in this regard (Agrell et al., 2004). In this study, evaluation was performed using the FMEA method as an analytical technique based on the principle of pre-occurrence prevention to identify potential failure factors in sensitive systems (Mohammadfam and Kianfari, 2008).

Findings

After identifying the risks and causes of the incidence and effects and consequences of risks, preventive and risk control measures and advisory strategies were presented. Customers with 45.76% share in critical risks are threatening to maintain supply chain in these companies. During this study, it was found that 33.9% of the main source of supply chain critical risks was customers, constituting 45.76% of such risks, accompanied by organization, having a 38.88% share of critical risk generation. The study findings also revealed that 33.9% of critical risks were mainly (equally) related to economic and technical aspects of supply chain sustainability in telecommunication networks. Moreover, as a newly-introduced sixth dimension, IT represented 10.17% of critical risks threatening supply chain sustainability in such networks. Critical risks are mainly related to the economic and technical aspects (equally) with the sustainability of the telecommunication networks supply chain. Also, as a new finding and the sixth dimension, 10.17% of the critical risks that threaten the sustainability of the telecommunication networks supply chain have the information technology dimension.

Originality/value

The internet and fixed and mobile data services are provided by several private companies in Iran, which are relatively similar in terms of their supply chains. In order to manage the sustainability of Iran's telecommunication supply chain, telecommunication networks affiliated to Iran Telecommunication Company (ITC), operating in the field of data and internet services and fixed telephone were selected in 31 provinces. The intended networks were also providing an important part of the country's needs including Mobile Telecommunication Company of Iran, a subsidiary of Iran's telecommunication networks, as one of the top companies in this industry. Accordingly, all the networks studied in this study needed to be identified with regard to communication sustainability risks, since they provide management solutions to each other by segregating risks. In this study, 68 managers and 72 experts participated in different work teams of telecommunication networks.

Abstract

NEGBI is a large company that has telecommunication, coordinated by NEGBI PN, as one of its core competences. NEGBI PN had a strong market position based on supplying its high‐quality switch, the complex device that connects senders and receivers in telecommunication networks. Changes over the past 20 years meant that many state‐owned companies were privatized, forcing telecom suppliers to develop more competitive products. Technological innovations strongly increased the complexity in the market. These factors created a challenge for billing technology to master highly complex tasks. NEGBI PN decided to enter this market, due to its particularly high growth rates. Selling the systems was directed to local branch offices in 96 countries. Large turnover was expected because of the opportunity to reach potential customers world‐wide. The challenge for NEGBI PN was to introduce their billing solutions with a solid marketing strategy.

Abstract

Telecom network roll‐out is crucial for economic development, and with the advent of mobile telephony, it is increasingly achievable. Mobile adoption in many countries has surpassed fixed line connections. This paper, however, proposes that regulators need to look beyond teledensity to anticipate future access to information infrastructure. Prepaid mobile especially does not provide a solid foundation for future information services. Different stages of regulatory and network development determine the conditions for mobile (and prepaid mobile) adoption at a national level. Likewise, access to further or future information services will be affected by the kind of network now being established and by regulatory conditions which either recognise or ignore national and regional differences.

Abstract

Purpose

This paper seeks to examine current trends in spectrum management and implications for developing countries.

Design/methodology/approach

The paper summarizes the findings of an extensive review of recent literature on spectrum management. It addresses three questions: What is the case for spectrum management reform? What is the current debate on spectrum management all about? Why does this matter to developing countries?

Findings

Traditional spectrum management practice has led to technical and economic inefficiencies as well as obstacles to technological innovation. Two alternative approaches are being tried, one driven by the market (spectrum property rights) and another driven by technology innovation (commons). Practical solutions are evolving that combine some features of both. Although these changes are mainly taking place in high‐income countries, they are deeply relevant to developing countries as well.

Practical implications

Improving traditional administration of the spectrum in many developing countries would yield significant benefits, but governments may wish to consider moving straight into property rights or commons approaches. Countries at an early stage of building up spectrum management capacity may benefit from adopting new solutions from the start. These may be especially well suited for low‐ and middle‐income countries.

Originality/value

The paper offers a concise overview of major current trends in spectrum management, against which the responses of developing countries can be examined. The paper is extensively annotated and includes a selection of references, many of which are accessible online.

Abstract

Purpose

Peer‐to‐peer (P2P) streaming quickly emerges as an important application over the internet. A lot of systems have been implemented to support peer‐to‐peer media streaming. However, some problems still exist. These problems include non‐guaranteed communication efficiency, limited upload capacity and dynamics of suppliers which are all related to the overlay topology design. The purpose of this paper is to propose a novel overlay construction framework for peer‐to‐peer streaming.

Design/methodology/approach

To exploit the bandwidth resource of neighboring peers with low communication delay, application of the grouping method was proposed to construct a flexible two‐layered locality‐aware overlay network. In the proposed overlay, peers are clustered into locality groups according to the communication delays of peers. These locality groups are interconnected with each other to form the top layer of the overlay. In each locality group, peers form an overlay mesh for transmitting stream to other peers of the same group. These overlay meshes form the bottom layer of the overlay.

Findings

Through simulations, the performance was compared in terms of communication efficiency, source‐to‐end delivery efficiency and reliability of the delivery paths of the proposed solution currently. Simulation results show that the proposed method can achieve the construction of a scalable, efficient and stable peer‐to‐peer streaming environment.

Originality/value

The new contributions in this paper are a novel framework which includes the adaptability, maintenance and optimization schemes to adjust the size of overlay dynamically according to the dynamics of peers; and considering the importance of locality of peers in the system.

Abstract

Purpose

The aim of this paper is to describe the methods used to monitor and measure the performance of the data acquisition network deployed in the ATLAS detector at the LHC in CERN, Geneva.

Design/methodology/approach

Strict inventory and connectivity control was employed through cross‐correlation of multiple databases. Basic monitoring uses a commercial product and, in addition to that, 2‐D graph display tools were developed to compare and contrast multiple instances of peer performance in terms of through‐put and error. Traffic analysis and diagnostics were improved by displaying at carefully customized aggregate plots. By overlaying geographical, logical and traffic information a 3‐D, system‐wide, visualization system was developed with fly‐through navigation and zoom‐based levels of detail to monitor the 6,000‐port system in quasi‐real time.

Findings

The difficulties of automatically detecting unacceptable traffic patterns are presented and both signal‐processing techniques and rules‐based expert systems are suggested as possible solutions to the problem.

Originality/value

It is believed that the scope of the 3‐D visualization program is unique in the field of network monitoring. These techniques should be of value to any manager of a complex network situation.

Abstract

Purpose

The purpose of this paper is to export the idea of “Core Competency Based Valuation”. Wireless network operations services companies have exploded in importance and face unprecedented challenges in valuing them. This article considers how one firm's managers are enhancing their value through better performance and decision making to input long‐term value, along with the industry growth and highly favorable customer response to their quality products and services.

Design/methodology/approach

This fairly extensive, yet focused paper, was based on accepted financial valuation procedures, due diligence from visit with managers and relevant market data. This paper also reflects other critical valuation quantitative information concerning their considerable business activity and excellent future prospects in the “sales deals pipeline” such as Nokia, a key customer development, that should be reflected in any detailed report regarding valuation.

Findings

Effective management requires that the emphasis return to fundamentals, even if it makes analysts unhappy in the short‐term. For managers, DCF tools will continue to be important. However, history also shows that on occasion market valuations can and do deviate. They can benefit that way only if they understand the real underlying values. Managers need to keep their focus on discounted cash flow and all those factors in the company and marketplace that reflect the firm's capabilities and opportunities.

Originality/value

What makes wireless firms, and especially new wireless firms, different? First, they usually have not been in existence for more than a year or two, leading to a very limited history. Second, their current financial statements reveal very little about the component of their assets – expected growth – that contributes the most to their value. Third, these firms often represent the first of their kind of business. In many cases, there are no competitors or a peer group against which they can be measured.

Purpose

The purpose of this paper is to identify issues that are critical to developing complex, business‐to‐business products and discuss implications for vendor firms.

Design/methodology/approach

This paper employs the critical review approach to current complex product literature and draws from relevant literature streams in engineering, management, and marketing to propose a conceptual framework.

Findings

The critical review of the complex products research reveals the following as critical issues for research and practice in the development of complex products: definition, internal and external complexity, product and process complexity, standardized to customized complex products continuum, component and process modularity, and operant resources.

Research limitations/implications

This paper identifies six specific operant resources that are critical to the development of complex products and proposes a conceptual framework. Clearly, more needs to be done in terms of theoretical and empirical research with reference to the development of complex, business‐to‐business products. For example, researchers could empirically test the proposed framework; identify other relevant operant resources; and critique the proposed framework and develop a new, more comprehensive framework.

Practical implications

Firms that develop complex products could focus on developing the six operant resources that can help them become competent in developing complex products; and developing organizational structures and policies and providing an organizational environment that is conducive to developing robust internal and external social capital.

Originality/value

The proposed conceptual framework provides a theoretical foundation for practitioners and researchers to build on.

Abstract

Purpose

Although heritage sites are numerous, facility management (FM) is maybe the most important process in heritage site management systems. The similarities and differences of the sites should be considered before implementing common FM information systems that support more heritage sites with various area types. The presented classifications are collected and made primarily to support this process. Specialties of heritage sites were also observed from FM point of view. The paper attempts to identify a few groups that can be used well for FM system installations.

Design/methodology/approach

The paper observes the sites from several points of view. The sites are classified by heritage types, by facility planning point of view, by fragmentation and the rate of built‐in area, by human influence, by application. It offers three methods for area classification, later the computerized supporting systems are observed.

Findings

On most heritage sites FM is probably the most important management process. These cultural and natural sites are handled usually by governmental authorities and/or such organizations that can serve more sites permanently.

Research limitations/implications

Since, the heritage sites are various, there might be several exceptional cases that are not collected in this paper.

Practical implications

The paper offers guidelines and ideas to enhance the FM system implementation on different types of heritage sites. Using these groupings, several problems can be identified early in the planning phase of such information systems.

Originality/value

This paper attempts to present the diversity of the objects on the heritage sites, trying to categorize them for FM purposes from more viewpoints. Most of these sites are currently not applied with efficient FM support.
