The purpose of this paper is to review international technology transfer issues and contribute to the development of effective technology policies in China.
Design/methodology/approach
The construct of this paper is based on comprehensive review of recent literatures in technology transfer and innovation. Detailed discussions follow to give implications in policy making.
Findings
Technology transfer policy needs to consider influencing factors from various sources and levels. Government should strive to nurture indigenous innovation capacity, and improve the efficiency of international technology transfer.
Originality/value
The environments and conditions for international technology transfer have changed significantly in the last decade. Due to China's rapid development in recent years, many traditional channels of technology transfer are no longer efficient or effective. This paper brings related research issues up to date by reviewing some latest literatures from the perspectives of innovation and technology development. The findings and implications are meaningful for both industry and policy makers.

Abstract
Purpose
Scientific innovation has resulted in the development of newer technologies for the betterment of humankind. Academic and research organizations are the places where these technologies are actually ideated and/or invented. However, the process of technology transfer and its eventual successful commercialization covers many other facets, in addition to the scientific research alone. This study aims to draw attention towards certain policy gaps and thereby suggest plausible solutions for the improvement of technology transfer process in the Indian context.
Design/methodology/approach
Here, the authors present an extensive Web survey of technologies available for transfer/commercialization in 12 major Indian research organizations, namely, Indian Council of Agricultural Research (ICAR), Indian Council of Medical Research, Council of Scientific and Industrial Research, Defence Research and Development Organisation, Department of Atomic Energy, Department of Biotechnology, Indian Space Research Organisation, Indian Institute of Technology (IIT) Bombay, Indian Institute of Science Bangalore, IIT Delhi, IIT Kharagpur and IIT Kanpur.
Findings
A total of 2,921 technologies were found to be available with respect to the above-mentioned organizations, with the highest of these in agricultural sciences and the maximum reported by ICAR.
Research limitations/implications
Certain significant policy interventions of this study include the need of a central framework for deposition, management and dissemination of institutionally developed technologies. More attention and support is required for the technologically less developed research areas, and there is a need for the promotion of funding mechanisms for the prototype development, in addition to the already available funding schemes for other stages of technology commercialization.
Practical implications
Hence, the successful commercialization of the innovation from the Indian research labs requires the restructuring of the existing policies to eventually facilitate the economic growth of the nation.
Originality/value
This study discusses the major policy gaps of the Indian technology transfer process. For this, an extensive Web survey was carried out to enlist the various technologies available for transfer and commercialization in India from 12 major research organizations. The study presents the results and some major policy implications of the technology transfer and commercialization process in the Indian context.

Abstract
With respect to university technology transfer, the purpose of this paper is to examine the literature focused on the relationship between university research faculty and technology transfer office staff. We attempt to provide greater understanding of how research faculty’s personal values and research universities’ organization values may differ and why. Faculty researchers and tech transfer office (TTO) staff are perceived to be virtuous agents. When both are meeting each other’s needs, a “love” relationship exists. However, when these needs are not met, a “hate” relationship exists that is replete with doubt and uncertainty. This doubt and uncertainty creates tension and subsequent conflicts. There are many accounts where faculty researchers have not followed university policies and expectations, often violating policy and ethical standards. Likewise, faculty report numerous examples of how TTO staff members’ negligence in servicing their attempts to be good institutional citizens have failed them. This paper explores this love/hate relationship and reveals numerous conflicts that call into question ethical concerns. It also provides a set of recommendations for reducing and potentially alleviating these concerns. Literature review. Results from a thorough review of the literature on the relationship between faculty and university TTOs reveals that perceived job insecurity is the primary reason that some research faculty members as well as some TTO staff, unethically violate their university policy to disclose invention disclosures and select to not provide full services, respectively. One way to alleviate the conflict between faculty’s personal values regarding their inventions and university’s organizational values is to enact measures that build trust and reduce insecurity among faculty members and TTO staff. In this paper, we not only examine this faculty/TTO staff ethical conflicts, but we offer a set of recommendations that we believe will reduce the likelihood of unethical behavior while encouraging greater institutional commitment and trust.

Abstract
Purpose
The purpose of this paper is to analyze and summarize the development of science and technology (S & T) policies in China from a government-driven perspective in chronological order. To develop knowledge-based economy, China enacts a range of S & T policies since “Reform and Open Policy” started in 1978. Furthermore, it investigates the overall effects of these S & T policies on university-industry linkages (UILs).
Design/methodology/approach
This paper conducts an analysis framework of S & T policies in historical sequence to explain how government drives UILs to stimulate technological progress and economic growth in China.
Findings
More than a site for high-quality workforce education and knowledge spread, universities as an important part of national innovation are required to participate in economic activities. Considering that most Chinese universities are national, S & T policies with particular regard to university technology transfer would be more important and essential. This research finds that S & T policies enacted by government have made critical contributions to UILs in economic transition period, such as improving academic faculty, enhancing university–industry collaborations and supporting university spin-off formation. The experiences of China suggest that government should enact more effective S & T policies in the knowledge-based economy era.
Practical implications
First, universities need to educate high-level human resources that are important for economic growth and social development. Second, universities need to engage in R & D activities and enhance their collaboration with industries, such as consulting services, research contracts with industry, patent licensing and other general knowledge commercial mechanisms. Third, universities also can directly transfer commercial knowledge to start up new businesses by itself or in partnership with industrial sectors. Without doubt, a series of S & T policies or programs enacted by China’s government to drive entrepreneurship continuously played critical role in the UILs over the past 26 years.
Originality/value
This paper is a pioneering work on how S & T policies enacted by government drive UILs to stimulate technological progress in transitional China.

Abstract
Purpose
Environmental-related technology transfer is increasingly being viewed as a policy issue and a business goal to be pursued by countries in order to increase their global competitiveness. Despite this policy importance, the research analysing environmental-related technology transfer comparing international rates of participation is limited. The paper aims to discuss this issue.
Design/methodology/approach
The authors analyse the Organisation for Economic Co-operation and Development (OECD) data using econometric analysis to compare environmental-related technology patents between Portugal and Australia in terms of environmental management, water-related adaptation, and climate change mitigation.
Findings
The results suggest that environmental-related patents, in turn, are always registered in greater numbers by Australia than by Portugal but with both countries outpaced by the OECD average.
Research limitations/implications
The research implications are that Australia has more international cooperation around the development of environmental-related technology patents than Portugal.
Practical implications
The authors find that overall these patents do not have any statistically significant effect on predicting gross domestic product growth but there has been a higher number of patents for Australia focusing on water-related adaptation technology than for Portugal, which may be a result of policies aimed at increasing effective use of water in Australia.
Originality/value
The results of the analysis suggest that the OECD member state cooperation increases the number of environmental-related technology patents and serves as a mechanism to facilitate internationalisation.

Abstract
This chapter considers the role of technology transfer intermediaries (TTIs) in the processes of innovation in networks involving universities, research and development centres, and business firms from an international perspective. A diversity of types of TTIs is recognised in terms of their particular interests in the operation of innovation processes and the conditions they impose in transactions involving intellectual property. It will identify the various objectives of sponsoring stakeholders as differentiating the missions and accountabilities and, in turn, determining the focus and roles of different types of TTIs and the interactions and networking between them, both formal and informal.
In discussion, the chapter will propose that the significance of systemic influence on the processes of technology transfer and innovation should be researched at two levels. At the micro-level of personal interactions, examining how systemic influences shape tacit knowledge transfer between and learning by individuals engaged in research and innovation processes. Second, at the level of national cultures, examining the ways in which the cultural context institutionalises patterns of innovation and technology transfer networking.

Abstract
Results of complementary surveys of foreign and Chinese manufacturing enterprises with respect to their objectives and expectations regarding technology transfer into China show that the major strategic objective of foreign enterprises, to gain access to the Chinese market, fits well with Chinese enterprises’ main objective of improving domestic competitiveness but less well with that of accessing world markets through technology transfer. Foreign firms rate highly the capability of Chinese enterprises to learn new technologies and also find the Chinese macro environment for business favourable. The survey results provide information that will help managers with their negotiations on co‐operating with prospective partners for the transfer of technology as well as assisting policy makers who wish to facilitate more effective transfer arrangements.

Abstract
Purpose
Under the premise of resource-based view (RBV), this study aims to examine the influence of host-country characteristics (i.e. market environment, cultural factors, government policies and absorptive capacity) on improved knowledge acquired by means of intra-firm technology transfer and the latter’s subsequent effect on corporate sustainability among subsidiaries of foreign multinational corporations (MNCs) in Malaysia.
Design/methodology/approach
The following study adopted a cross-sectional design. Quantitative data were collected through structured interview from the representatives of selected 252 subsidiaries of foreign-based MNCs located in Peninsular Malaysia.
Findings
The findings of this study revealed that market environment, government policies and absorptive capacity significantly affect the adoption of innovative knowledge, which also has a significant positive effect on corporate sustainability. The findings also revealed a partial mediation of improved knowledge between market environment, government policies and absorptive capacity on corporate sustainability.
Research limitations/implications
This study recommends that the host country should formulate and adopt trade and FDI friendly policies, as well as stricter intellectual property laws, and, at the same time, provide higher education and training to its citizens to maximize foreign investment and knowledge transfer.
Originality/value
Apart from highlighting the under-researched issue of organizational sustainability, this study is unique in its approach of connecting the external environment of the host country with the internal knowledge of the firm and corporate sustainability in a single framework. The empirical findings of this study support the hypothesized relationships and thereby extend the scope of the contingency theory and RBV in addition to simultaneously enriching the existing intra-firm knowledge management literature, particularly in the Malaysian context.

Purpose
The purpose of this study is to analyse the role of the clean development mechanism (CDM) established by the Kyoto Protocol in channelling foreign technology to China. Appraising the experience of CDM remains of key importance when drawing lessons for the post-2012 climate regime.
Methodology/approach
Descriptive analysis of the sources and the determinants of foreign technology transfer based on the examination of 1,355 registered projects. Econometric analysis of the probability of having a foreign supplier of technology in any project.
Findings
The prominence of German firms as technology providers and the absence of a strong relationship between technology suppliers and credit buyers. The econometric analysis finds that project size and cost, project location, credit buyers’ and consultants’ characteristics, as well as technology diffusion are all relevant factors in determining the probability of having a foreign supplier of technology.
Research implications
China is a particularly interesting case for analysing technology transfer in CDM projects since, after a slow start, the country has become the largest and most dynamic CDM recipient worldwide. Furthermore, the analysis of CDM projects may offer some insights into the complex web of technological links between Chinese and foreign firms.
Practical implications
The transfer of emission-saving technologies to developing countries is expected to play a major role in addressing environmental problems worldwide.
Originality/value
This study analyses the sources and determinants of international technology transfer in CDM projects in China, and offers some insights into how the characteristics of the major players and the links between them affect this phenomenon.
