Abstract

This chapter models industrial, tech, and financial cooperation between Russia and the countries of the Asia-Pacific region. We use several complex methods of economic and mathematical modeling to analyze specific features of such cooperation and determine critical factors in industrial, technological, and financial development. The preferable choice for the Asia-Pacific region is cooperation with Russia, which is ready for an increase in imports of industrial and high-tech products as well as joint industrial innovational entrepreneurship. Investments would lead to synergetic effects, ensuring simultaneous industrial, technological, and financial development.

Abstract

The purpose of the chapter is to study peculiarities of formation of “green economy” in Russia and to substantiate the perspectives of its development by technological parks. The “green economy” is just appearing in Russia, as its volume is 4% of GDP as of now, with a downward trend for the recent 10 years. Favorable conditions for the formation of “green economy” are created in technological parks due to the attraction of the necessary volume of investments and increased state regulation. Technological park ‘Sinarsky’, West-Siberian innovational center (Tyumen technological park), and technological park of high-tech of Khanty-Mansi Autonomous Okrug show “green” initiatives. However, their share in the total structure of technological parks of Russia is only 2%. The volume of “green” investments in technological parks of Russia constitutes RUB 0.58 billion, and the volume of “green” production – RUB 9.153 billion, with 3,980 “green” jobs. The developed authors’ concept and the offered practical recommendations allow for the deeper study of the potential of technological parks in the context of the “green economy” in Russia. According to the forecast, their implementation will allow ensuring achievement of the share of “green” technological parks in their structure at the level of 30%, thus increasing the volume of “green” investments in Russia’s technological parks to RUB 7.888 billion: the volume of “green” production to RUB 124.48 billion, and the number of “green” jobs to 54,128. “Green” development of technological parks will allow increasing the volume of “green” economy in Russia by 3.2% until 2025.

Abstract

Purpose

This study aims to evaluates a public policy program that finances projects for the development of innovative technological solutions. This paper analyzed the influence of human and social capital on the development of the projects, under the perspective of the policy’s effectiveness and efficiency. This specific policy adopted the funding model of economic subsidy by means of grants, which shows the significant engagement of the public sector in applying nonrefundable resources more directly through loans, assuming the role of an entrepreneurial state, according to Mazzucato (2011, 2018) and Tavani and Zamparelli (2020).

Design/methodology/approach

This is a quantitative-descriptive study, according to Marconi and Lakatos (2017). This study is descriptive, for presenting information on innovation projects funded by FUNCAP (Ceará Foundation for Support to Scientific and Technological Development). In addition, this study is quantitative, by establishing multivariate relationships among the variables that relate to human capital and social capital, which are relevant to technological and innovative development, and by introducing variables on technological evolution, proposed as measures of the program’s effectiveness (DTRL, MkTRL) and efficiency (ETRL).

Findings

This paper sought to contribute on public policies for innovation, more specifically on analyzing variables that may affect the development of technological and innovative projects in knowledge-intensive companies. The authors studied capitals potentially important for these companies in the development of innovative projects. Specifically, the authors sought to understand the importance of human capital and how it reflects in technical and scientific knowledge of the project team and of social capital and how it reflects the connection and social relationship among different team members. The results presented that the degree of efficiency of the public funding program depends on how much the teams of the benefited projects have accumulated knowledge, skills and technical capacities – the so-called teams’ human capital.

Research limitations/implications

It is important to address the research sample as a research limitation, which had 72 responses obtained, from a submission rate of 284. Another study limitation is on the qualitative analysis of the topics addressed from the companies and policymakers perspectives, considering that the quantitative nature of the study does not allow for a deeper understanding of the qualitative perspective of the actors involved in the phenomenon studied. As recommendations for future studies, it is suggested to conduct qualitative studies on the aspects studied here. In this sense, it is possible to conduct case studies for specific companies, or policymakers, to clarify and deepen the relationships between the themes addressed here.

Practical implications

As for the practical implications of the research, both for managers of public funding programs and for company managers, the benefits of human capital, related to innovative project development teams, are important in programs that deal with technological development projects. In practice, this means that the greater the human capital of academic background of the members of the supported project teams, the more efficient the projects are in the process of developing their technologies by using the resources provided (Ashford, 2000; Chen et al., 2008; Lerro et al., 2014).

Social implications

Hence, the authors conclude that the evaluated innovation-funding program through grants achieved acceptable results in terms of promoting the technological evolution of the benefited projects and bringing the technologies closer to the market. Its efficiency was the least favorable result, showing that the program needs to focus on improving this specific aspect. Within the investigated program, the issue that needs enhancement (efficiency – ETRL) was the one that presented significant relationships with the human and social capital of the benefited projects’ teams. Thus, it is possible that, by selecting more projects that have teams with high capital, the efficiency of the public policy, in this case the development of projects with high technological and innovative potential, will be possibly reached.

Originality/value

The findings strengthen the need for innovation public policies designed and implemented in a systemic way in the science, technology and innovation ecosystem, to provide a technological infrastructure and human capital necessary for developing projects with high technological and innovative potential (Ergas, 1987; Audretsch and Link, 2012; Caloghirou et al., 2015; Edler and Fagerberg, 2017; Silvio et al., 2019).

Abstract

Purpose

Ambidexterity refers to the ability to balance contradictory items and has been extensively described in relation to technological advancement in large-sized manufacturing firms. Few studies on hospitality and tourism firms have described the balancing of innovative developments, often focusing on the operational level of firms. Ambidexterity could though be understood also in dimensions of customer/market development and collaborative interaction. This paper describes and discusses ambidexterity in the dimensions of technological advancement, customer/market development and collaborative interaction in service firms to inspire this debate and bridge the gap between strategy and the service field.

Design/methodology/approach

A case study describing a service firm's 25-year development functions as the empirical source of inspiration to understand how service firms also in tourism and hospitality sectors would work with strategies and their developments related to technology, customers and collaboration. The case study is analysed using an activity-based time schedule to capture dimensions of ambidexterity and how they are linked to one another.

Findings

The findings indicate how the service firm balanced exploitation and exploration over time, rather than allowing such activities to occur simultaneously and in parallel. Generally, the firm only managed to explore in one dimension at the time.

Originality/value

The paper broadens the lens on ambidexterity to include collaboration and customer involvement and the link among the various dimensions of ambidexterity. It also discusses how ambidexterity in these dimensions may be handled by service firms so as to inspire strategic developments among tourism and hospitality firms.

Abstract

Purpose

The purpose of this study was to identify technological innovation in libraries and further examine the knowledge source and their effects during the technology life cycle (TLC).

Design/methodology/approach

This paper discusses the technological innovation taking place in libraries. Patent citation analysis was used to capture the trend of technological innovation associated with libraries.

Findings

The findings are as follows: (1) library technologies are now in the ascent phase of their life cycles; (2) private companies from the United States, Germany, France, Japan and the United Kingdom are the top-five owners of intellectual property rights associated with library technology and (3) patent data along with knowledge and technology indicators can be interpreted in the light of library development. The knowledge source with the highest degree of scientific and technological orientation was identified as basic material chemistry. The major technological categories that have received the greatest knowledge effect from library-associated technological innovation are chemistry, electrical engineering, instruments, mechanical engineering, with other fields (civil engineering and furniture, games) being subject to less effect.

Research limitations/implications

There are two research limitations in this study. First, the results use single informants, patents retrieved from United States Patent and Trademark Office, as the source of data. Second, this study uses patent citation measures for exploring the knowledge source and effect of technological innovation, these measures are only subjective for those new invention highly based technological advances. This study concludes that technological innovation for libraries will be characterized by an increasing role for science-intensive and interdisciplinary areas. This study also suggests that organizational learning facilitates innovation. Therefore, a library hoping to co-evolve with dynamic environment through technological innovation should improve its organizational learning processes.

Practical implications

Theories of technology-push and demand-pull were examined in relation to technological innovation taking place in libraries. The TLC analysis indicated that library technology is mainly in the ascent stage, suggesting that libraries have not achieved the strongest technological transformation. The findings suggest that the importance of demand-pull and technology-push vary over the TLC of libraries.

Social implications

To survive in a dynamic environment library must be able to cope with increasing complexity and high-speed technological change. It is pivotal to integrate the views of users (as customers), software houses or design companies (as suppliers) as well as other libraries (as communities) into the sustainable development strategy of a library. In these contexts, libraries with the capacity to innovate will be able to respond to new demands faster and to invent and provide new services better than noninnovative libraries.

Originality/value

Analysis based on the technological innovation perspective to identify the future development of libraries is still lacking. This paper seeks to identify the technological innovation employed in libraries to accommodate the 21st century model of information-seeking behavior. This study identifies a variety of factors that have influenced the transformation of library services, and these include technology developments and new demands from library users. To illustrate the driving forces of technology-push in libraries, this paper examines holistic-patented technologies invented for libraries.

Abstract

Purpose

This paper aims to unravel the technological innovation pattern in China’s aerospace industry. The technological innovation pattern of China’s aerospace industry is identified and its theoretical foundation, structure, philosophy, formation and effects on the development of China’s aerospace industry are explored.

Design/methodology/approach

First, the theoretical foundation of synergy innovation of China’s aerospace industry is reviewed to further identify the technological innovation pattern. Second, Chinese ancient philosophy (dialectical thinking) is used to explain the structure and process of synergy innovation in China’s aerospace industry. Third, the formation process of synergy innovation is introduced, and, finally, the effects of synergy innovation are discussed.

Findings

The technological innovation pattern of China’s aerospace industry has undergone an evolutionary process. During this process, China’s aerospace firms have formed a unique technological innovation pattern, synergy innovation, under China’s special political and economic background. The synergy innovation has three characteristics, including original, integrated and application-based. The synergy innovation pattern application is one of the most important reasons behind the great achievements of China’s aerospace industry.

Originality/value

A unique technological innovation pattern, synergy innovation, is proposed for the first time. A new perspective for understanding innovation is provided by applying the Chinese dialectical thinking to decipher the philosophy of the technological innovation pattern. Based on this, this paper suggests that China’s aerospace industry should follow the situation and apply the synergy innovation pattern to achieve development and growth. This paper also illustrates a multi-method approach and emphasizes the different levels of organizing for innovation.

Abstract

Purpose

This study aims to predict artificial intelligence (AI) technology development and the impact of AI utilization activity on companies, to identify AI strategies dealing with the broad innovation activity of AI, and to construct the strategic decision-making framework of AI strategies for a small- and medium-sized enterprise (hereafter SME), to improve strategic decision-making practices of AI strategy in SMEs.

Design/methodology/approach

This study used the multiple methods on the design of two data collection stages. The first stage is an expertise-based approach. It organized the three groups of expert panels and conducted the Delphi survey on them in combination with the brainstorming of technology, innovation and strategy in the fourth industrial revolution. The second stage is in the complement approach of expertise-based results. It used the literature review to involve the analysis of academic and practical papers, reports and audio materials relating to technology development, innovation types and strategies of AI. Additionally, it organized the four semi-structured interviews. Finally, this study used the mind-map and decision tree to conduct each analysis and synthesize each analytical result.

Findings

This study identifies the precondition and four paths of AI technological development classifying into specialized AI, AI convergence with other technologies, general AI and AI control methods. It captures the impact of non- and technological innovation through AI on companies. Second, it identifies and classifies the six types of AI strategy: the bystander, capability-building, capability-holding, management-enhancing, market-enhancing and new-market-creating strategy. By using the decision tree, it constructs the strategic decision-making framework containing six AI strategies. Actionable points, strategic priorities and relevant instruments are suggested.

Research limitations/implications

The strategic decision-making framework covering from AI technology development to utilization in a SME can help understand the strategic behaviours in SMEs. The typology of six AI strategies implies the broad innovation behaviours in SMEs. It can lead to further research to understand the pattern of strategic and innovation behaviour on AI.

Practical implications

This practical study can help executives, managers and engineers in SMEs to develop their strategic practices through the strategic decision framework and six AI strategies.

Originality/value

This practical study elicits the six types of AI strategy and constructs the strategic decision-making framework of six AI strategies from AI technology development to utilization. It can contribute to improving the practices of strategic decision-making in SMEs.

Abstract

Purpose

The purpose of this paper is to compare the effects of equity financing and debt financing on technological innovation, and prove that the enhancement of a financing system’s risk tolerance for technological innovation can enhance the innovation risk preference of enterprises and thus promote innovation.

Design/methodology/approach

This study is based on a transnational sample of 35 developed countries from 1996 to 2015, by using the panel econometric model to empirically examine the effects of two financing modes on innovation.

Findings

The findings showed that equity financing, which has higher risk tolerance, has a more positive impact on innovation than debt financing in terms of both economic uptrend and economic downtrend, and that government efficiency plays a significant role in supporting the performance of technological innovation.

Originality/value

The paper provides a research framework for examining how a financing system’s risk tolerance capacity affects the development of technological innovation through promoting risk preference among enterprises. This paper provides transnational and cross-cycle comparative evidence that equity financing with a strong risk tolerance capacity can better support technological innovation, even in periods of economic downtrend. Moreover, the importance of financing system’s risk tolerance capacity for innovation during economic crises is discussed.

Abstract

Purpose

Innovation plays a pivotal role in a national economy and in the research and development of science and technology. Because the elements, capability and development direction of innovation in various countries are dissimilar, national innovative capacity also varies by country. However, previous studies have predominantly measured national innovative capacity through empirical studies by using a single index of innovation output, ignoring that the forms of innovation are heterogeneous across countries and failing to examine the influence exerted by various innovation models on economic development. Thus, the purpose of this study is to fill this gap by using scientific driving force and technological driving force to present the influence of national innovative capacities on economic development.

Design/methodology/approach

This study used regression models to test the influence of different national innovative capacities (i.e. scientific and technological driving forces) on economic development and stability.

Findings

Using the data of 60 countries, this study determined that both scientific and technological driving forces influenced economic development; specifically, scientific driving force affected economic development through technological driving force. Moreover, both research paper quality and patent quality positively influenced economic stability, but patent quality was the mediator.

Originality/value

This study examined scientific output from both quantitative and qualitative perspectives to determine their influence on economic growth and particularly on economic stability, which lacks dedicated studies. This study strives to bridge this gap in the literature by asserting, from the concept of economic resilience, that high-quality science and technology can strengthen the stability of a country’s economy.
