Abstract

Purpose

The purpose of this paper is to focus first on the development of the segregation of tasks in family and housework in Switzerland and its linkage to the gender time-use gap in unpaid work. In addition, the impact of dual-breadwinner support in policies and culture is examined.

Design/methodology/approach

The empirical test refers to a comparison of Swiss cantons, and is based on data from the Swiss Labour Force Survey. The analysis traces both the gender gap and segregation from 2000 to 2013, compares them between 25 Swiss cantons, and links them to political and cultural dual-breadwinner support.

Findings

First, the results suggest that both the gender time-use gap and task segregation in unpaid work decrease in Switzerland. Moreover, the gender gap and segregation do not correlate in the sample of Swiss cantons. Second, both the gender gap and segregation correlate with dual-breadwinner support. However, the political dual-breadwinner support is linked to lower segregation, a smaller gender gap, more male and less female housework, the dual-breadwinner culture promotes female housework and both men’s and women’s family time spent on childcare, without affecting the gender gap and segregation.

Research limitations/implications

The results, on the one hand, suggest that both the gender time-use gap and the segregation are important but analytically different dimensions of gender equity. On the other hand, the cross-cantonal analysis highlights the socio-political structuration of gender inequality.

Originality/value

The paper contains the first comparative analysis of the gender time-use gap and task segregation in Switzerland. The results underline the analytical distinction between the gender time-use gap and the task segregation in family and housework. Moreover, the cross-cantonal analysis suggests that the political dual-breadwinner support is an important determinant of the gender divide in unpaid work.

Abstract

Focuses on how government policy regarding work‐family arrangements affects the labour market position of women and men in the European Union. Discusses the statutory provisions of three different work‐family arrangements: leave arrangements, child care and part‐time work. Finds that the development of work‐family arrangements differs between member states, although these differences can be placed in a typology of welfare state regimes. To determine whether there is more equality between men and women in countries with a more extensive government policy, uses four indicators: the gender‐related development index of the Human Development Report, female labour participation, wage differences between men and women and segregation in the labour market. Suggests from a review of the indicators that there is a positive relation between the presence of statutory work‐family arrangements and gender equality in the labour market. Notes, however, that occupational segregation is less affected by work‐family arrangements. Concludes that a relation between the use of work‐family facilities and the persistence of segregation seems plausible. Argues that if work‐family arrangements are only available to women or if men do not use the existing facilities, inequality in the labour market will be maintained rather than reduced.

Abstract

Purpose

Focusing on 420 women employed within the woman-dominated health care sector, the purpose of this paper is to investigate how any variation in their total workload (TWL) in terms of paid and unpaid work relate to various subjective health complaints (SHC) (n=420) and the neuroendocrine stress marker cortisol (n=68).

Design/methodology/approach

The authors explored how any variation in their TWL in terms of paid and unpaid work related cross-sectionally to SHC (n=420), and the neuroendocrine stress marker cortisol (n=68).

Findings

Hierarchical regression analyses showed that stress of unpaid work was most strongly related to diurnal variations in cortisol. Both stress of paid and unpaid work as well as TWL stress, but not hours spent on TWL, were related to SHC.

Practical implications

Taken together, objective measures of hours spent on various TWL domains were unrelated to outcome measures while perceptions of having too much TWL and TWL stress were linked to both cortisol and SHC, i.e. how individuals perceive a situation seem to be more important for health than the actual situation, which has implications for research and efforts to reduce individual TWL.

Originality/value

This study is unique in showing that unpaid work and perceptions having too much TWL relate to stress markers in women working in the public health care sector.

Abstract

Purpose

This paper investigates the causes of the gender gap in the labour market that cannot be explained by classical human capital theory.

Design/methodology/approach

To this end, the authors integrate the Gender Gap in the Labour Market Index (GGLMI), a composite index developed in previous research, with further information on some social aspects that could affect the female work commitment, directly or indirectly. In particular, the authors want to verify if family care and home duties, still strongly unbalanced against women, and the welfare system play a significant role in the gender gap.

Findings

Results highlight a very complex scenario, characterized by the persistence of gender inequalities everywhere, even if at different degrees, with very strong imbalances in the time spent at work in response to the family commitments.

Research limitations/implications

The actual determinants of gender disparities in the labour market are very difficult to identify because of the lack of adequate data and the difficulties in measuring some factors determining female behaviour. The additional information used in this research can only partially accomplish this task.

Originality/value

However, for the first time, this paper uses information on different aspects and causes of the gender gap, including proxies of mainly unobservable aspects, in order to achieve at least partial measurement of this phenomenon.

By synthesizing case studies on the informal economy throughout the world, I show that women and men specialize in different tasks, work in separate settings, and have differing access to positions of economic power in the informal economy. Moreover, women are more likely than their male counterparts to seek employment in the informal sector. I also explore why gender segregation is such a marked feature of the informal economy by examining characteristics of the informal sector that encourage such gender segregation including the relationship between the informal and formal economies and the social status of informal work.

Abstract

In the 1970s and 1980s, studies of the unpaid household and family labor of upper-class women linked this labor to class reproduction. In recent years, however, the topic of class has dropped out of analyses of unpaid labor, and such labor has been ignored in recent studies of elites. In this chapter, drawing primarily on 18 in-depth interviews with wealthy New York stay-at-home mothers, we look at what elite women’s unpaid labor consists of, highlighting previously untheorized consumption and lifestyle work; ask what it reproduces; and analyze how women themselves interpret and represent it. In the current historical moment, elite women face not only the cultural expectation that they will work for pay, but also the prominence of meritocracy as a mechanism of class legitimation in a diversified upper class. In this context, we argue, elite women’s unpaid labor serves to reproduce “meritocratic” dispositions of children rather than closed, homogenous elite communities, as identified in previous studies. Our respondents struggle to frame their activities as legitimate and productive work. In doing so, they not only resist longstanding stereotypes of “ladies who lunch” but also seek to justify and normalize their own class privileges, thus reproducing the same hegemonic discourses of work and worth that stigmatize their unpaid work.

Abstract

Purpose

The purpose of this paper is to explore the patterns and determinants of the division of household tasks within couples in countries under different welfare-state regimes.

Design/methodology/approach

The paper investigates data on “urban middle- and upper-class” couples living in New York, Paris or Tokyo area, from a 2007 international comparative time-budget survey carried out at the initiative of the Rengo-Soken Research Institute. Each partner was interviewed separately, offering a unique statistical source for analysing the organisation of domestic time.

Findings

The results shed light on the degree of proximity among the three populations in their housework-sharing arrangements. Greater parity in partners’ housework time is found for the New York couples, regardless of their occupational activity. In Paris and especially in Tokyo, other demands on the partners’ time and the contribution each makes to the household income both impact the actual division of household labour.

Research limitations/implications

The partners’ gender ideology was not elicited, and inclusion of lower-class couples could change certain results. However, the findings attest to the strong role that welfare-state regime plays in shaping housework time allocation.

Originality/value

Unlike other international comparisons, the survey used enables us to ensure strong comparability of measures. The welfare-state regime and family model frameworks clearly highlight the interplay between individual determinants and the institutional context.

Abstract

This chapter provides an overview of the results from a cross-nationally comparative project analysing gender differences and inequalities at labour market entry. Women’s relative gains in educational attainment and the expansion of the service sector suggest that gender inequalities in occupational returns are diminishing or even reversing. In assessing gender differences at labour market entry, we look at a phase of the life course when women’s family roles are still of minor importance. Conceptually, we distinguish between horizontal segregation and inequalities in vertical outcomes. The project was based on 13 in-depth case studies contributed by a network of scholars analysing countries with different institutional, socio-economic and cultural settings. The findings demonstrate that occupational gender segregation is still relatively marked among recent cohorts, though it is slightly decreasing over time in several countries. In terms of vertical inequalities, the case studies consistently revealed that while women enter more prestigious jobs than men in most countries, there is a female disadvantage in economic returns among recent labour market entrants. In addition, we found mixed evidence on the variations of gender equality at labour market entry across countries with different institutional characteristics.

Abstract

Since the 1960s, the health system has seen the professionalisation of a new occupation, carer of the elderly. The form and result of this process differs between countries according to their welfare systems. In this paper, the differences will be analysed in a comparison between two countries, Germany and Sweden, the representatives of two prototypical welfare systems. Sweden is renowned for its state‐oriented universal welfare system, whereas Germany is considered to be an example of a conservative, family‐oriented system. The process of professionalisation and its consequences for the carer and the care receivers will be looked at from the perspective of gender and social inequality. On a theoretical basis, this paper includes gendered and mainstream welfare state approaches and thus combines issues of gender and social inequality, as well as theories in the area of professionalisation. Empirically, the development of the new occupation is examined in two phases. In the first step, it looks at the time‐period between the 60s and 80s, when the stateoriented vs. family‐oriented principles of care for the elderly were established. The 90s brought about change in both countries. In Germany, with the introduction of the Long‐term Care Insurance, a new mode of care has developed, shared between informal family care, and public or private providers. In Sweden, budget restrictions in the 90s in this area led to a reorganisation, restructuring and reduction of the role of the welfare state. The consequences of the different processes in both countries will be discussed from the perspective of the predominantly female employees and the receivers of care. The results reveal a complex interaction between patterns of gender and social inequality and welfare state policies for the carers and care receivers.
