Abstract
This paper investigates the nature of port-city relationships in two major port regions of the world, Europe and Asia. Although this issue is well analyzed through either isolated case studies or general models, it proposes a complementary approach based on urban and port indicators available for 121 port cities. In terms of demographic size and container traffic, it shows the decline of port-urban dependence, stemming from changes in global transportation and urban development. However, European and Asian port cities are not identically confronted to the same challenges, notably in terms of their hinterlands. A factor analysis highlights a regional differentiation of port-city relationships according to their insertion in both urban and port systems, with a core-periphery dualism in Europe and a port-city hierarchy in Asia. Thus, the distance to inland markets for European ports and the size of coastal markets for Asian ports are the main factors to explain the nature of port-city relationships in the two areas. It helps to evaluate which European and Asian port cities are comparable beyond their cargo volumes, by putting together micro (local environments) and macro (regional patterns) factors.

Abstract
Background: The ideas-informed society represents a desired situation in which: (1) citizens see value in staying up to date, and; (2) citizens regularly keep themselves up to date by actively, openly and critically engaging with new ideas, developments and claims to truth. As a result, it is hoped citizens become increasingly knowledgeable, better able to make good decisions, and better positioned to support new progressive norms and beliefs. Yet despite these potential benefits, a substantive proportion of the population do not value staying up to date, nor attempt to do so.
Methods: With this research project we seek to identify whether the theoretical lens of anomie can account for why “ideas refusers” do not engage with ideas, as well as provide clues as to how they might be encouraged to do so. To explore the possible impacts of anomie on ideas-engagement we conducted four online focus groups, interviewing a purposive sample of ten individuals who previously indicated they were ideas refusers.
Results: Our findings identify eleven themes which seemingly account for why ideas refusers do not currently engage with ideas. Of these, ten are related to anomie, including themes which encapsulate feelings of frustration, anxiety, confusion and powerlessness regarding the complexities of modern society.
Conclusions: We also identify three areas of future focus that might help the ongoing development of the ideas-informed society. These are: (1) the more positive and relevant reporting of ideas; (2) supporting “healthy” face-to-face engagement with ideas; and (3) supporting effective ideas engagement through social media.

Abstract
Purpose
This paper aims to identify key factors for a contextualised Systemic Risk Governance (SRG) framework and subsequently explore how systemic risks can be managed and how local institutional mechanisms can be tweaked to deal with the complex Indonesian risk landscape.
Design/methodology/approach
Using a case study from Palu triple-disasters in Central Sulawesi, Indonesia, the authors demonstrate how inland earthquakes in 2018 created cascading secondary hazards, namely tsunamis, liquefactions and landslides, caused unprecedented disasters for the communities and the nation. A qualitative analysis was conducted using the data collected through a long-term observation since 2002.
Findings
The authors argue that Indonesia has yet to incorporate an SRG approach in its responses to the Palu triple-disasters. Political will is required to adopt more appropriate risk governance modes that promote the systemic risk paradigm. Change needs to occur incrementally through hybrid governance arrangements ranging from formal/informal methods to self- and horizontal and vertical modes of governance deemed more realistic and feasible. The authors recommend that this be done by focusing on productive transition and local transformation.
Originality/value
There is growing awareness and recognition of the importance of systemic and cascading risks in disaster risk studies. However, there are still gaps between research, policy and practice. The current progress of disaster risk governance is not sufficient to achieve the Sendai Framework for Disaster Risk Reduction (2015–2030) unless there is an effective governing system in place at the local level that allow actors and institutions to simultaneously manage the interplays of multi-hazards, multi-temporal, multi-dimensions of vulnerabilities and residual risks. This paper contributes to these knowledge gaps.

Abstract
Purpose
This study investigates the presence of a productivity–quality trade-off in judicial decisions from an organisational standpoint, focusing on the courts as bureaucracies. Applied to the Italian context and focusing on criminal courts, the main question addressed is whether or not increasing productivity diminishes decision quality.
Design/methodology/approach
Directional distance function (DDF) models were utilised to assess productivity. Two-sample t-tests are then used to compare the quality of efficient and inefficient units in first instance and appeal, with the aim to determine whether a productivity–quality trade-off exists.
Findings
The study’s approach yields results that differ from previous studies. (1) The Italian judicial system is found less efficient. (2) The efficiency of the courts of first instance is relatively uniform. In contrast, there is a difference in efficiency between northern and southern courts of appeal, with northern courts on average being more efficient. (3) The analysis reveals a statistically significant productivity–quality trade-off when the courts of appeal are considered.
Research limitations/implications
New evidence of a judicial system is presented, suggesting reforms regarding “reasonable time” as the optimal balance between quality and productivity.
Originality/value
The organisational framework leads to evaluating the efficiency of the courts by considering the various types of proceedings based on the gravity/complexity of the cases. In light of the pyramidal structure of the justice system, the quality is then defined in terms of hierarchical control expressed as review rate.
